2nd statement of Capt. Nicanor Faeldon


The military is often painted as a bogeyman, and the prospects of a military takeover raised as a specter to frighten people into silence. Yet the past two successful revolutions in which the military participated show us that in both cases, the military only intervened, just enough to tip the scale of power. Then they went back to their barracks.

It is unfortunate that there are officers among the military who harbor political ambitions, and sometimes use the powers of their office—and the prestige of the military—to influence political events. B ut ordinary soldiers do not support such actions.

Politicians are quick to point at the seven attempted coups during the Aquino government, and our own short-lived activities, as attempts to take over the government. The government has called what we did in Oakwood a mutiny, but we had no plans to seize power, then or now. We thought then – naively – that exposing government anomalies would be enough to stop them from happening again.

This is not to deny the military’s role during martial law, or the atrocities some of its members committed then, and continue to commit now. This is simply to point out that the military, as an institution, as a group, have always held the civilians in respect and followed civilian authority.

Past presidents and politicians have corrupted some military officers, and instituted a system that promotes and rewards the corrupt. But the ordinary soldier, when you get down to it, remains committed to serving his country. For regardless of what we are, and what we are said to be, everyday we leave home prepared to die, fighting not our own personal enemies, but the enemies of the people.

What is the military’s role?

The role of the military is to protect the people. The protection extended to the State is given because it represents and takes care of the people. But the bottomline is that all the institutions we know – the executive, the legislative, the judiciary, and even media – enjoy what powers and prestige they have because they represent and serve the people.

But what we have now is a situation where these institutions no longer represent and serve the people. Neither do they enjoy the tru st of those whom they claim to represent. In a situation where the State does not represent the people, it does not deserve the protection of the military.

We are now in a legal bind: the military is enjoined to protect the executive because the president claims she won the elections fairly and squarely. When this mandate was questioned, however, she hid behind Congress and used technicalities to protect herself. She insists that the people take as a fact something she has failed to prove, and she has closed all avenues for investigation.

What then is the basis for the protection she expects the military to extend to her, except the assumption that everything is normal until proven to be wrong, that a person is innocent until proven guilty? But when you refuse to allow others to prove you guilty, what can people do? And what is the legal basis to claim innocence, when there is no chance to prove you guilty?

We do not go into arguments like these because we fear anarchy. We fear that which we do not know, and the government is quick to exploit this fear by conjuring up visions of soldiers marching into the streets and taking over government, a military who is more violent, corrupt, and unresponsive to the people as this government is.

But the reality is what government fears: that everyone is a citizen first, and those soldiers who leave home everyday ready to die facing unknown enemies are more likely to side with the people against the government.
This has been proven twice, in the past two uprisings we have had. The government is raising the specter of a military takeover because that was what they planned against Estrada, had Estrada not left Malacanang. They fear a military whose officers will listen to the people, not to them. They fear officers whom they cannot bribe, or confuse with their twisted logic. They f ear a group of people against whom technicalities will not work.

    Kami ay umaasa na sa lalong madaling panahon ay mabuo ang paglunsad ng isang makatutuhanang pagbabago. Di kagaya ng mga nakaraang Edsa Revolt na hindi nakinabang ang ordinaryong Filipino.

    Don’t wait for the Opposition to have a leader. Lead the people and it’s Armed Forces yourself!

    I admire the courage of this young officer. But this second statement seems to be trying to:

    1. Explain why he did what he did (Oakwood, slipping away)
    2. Justify what he did
    3. Sway others to his cause

    A rather desperate move?! In a chess game, even a pawn can be powerful too, but he needs support by fellow pawns and powerful officers. Pawns are just weak by their lonesome. Unfortunately for Capt. Faeldon, he looks like he’s alone.

    I never much liked the phrase “protector of the people” in the 1987 Charter. Don’t get me wrong, it’s just that the military is supposed to bow to civilian authority, and not to civilians. And the way it protects the people has to be primarily by protecting the State, otherwise it IS anarchy.

    But let me make another point. I think the Military are supposed to be the guys that have the guns and bayonets for enforcing the people’s will when nothing else works, for example against the various insurgents or foreign invaders. They are not supposed to be there to fix “institutions” just because the Constitution says they are the “protectors of the people.” They must not confound their duties as soldiers with their activities as citizens, to both of which they have responsitibilities. It’s when those two get mixed up that we get kudeta.

    I think soldiers like Faeldon, whom others here praise as a patriot, must pursue POLITICAL ends just as ordinary citizens do, not as we would expect a soldier to in a time of war. That was the enduring mental illness of Gringo Honasan, which even becoming a senator did not seem to ameliorate. I am saddened by that because it shows democracy doesn’t work on some people.

    Since Oakwood, I think that the participant soldiers have been politicized. The apology and pledge of allegiance to GMA smacks of some of the leaders’ of that “revolt” shows that they’re willing to “negotiate”.

    It just so happened that they negotiated with somebody like Gloria who doesn’t know how to keep her word.

    It just shows us how sick our society is. It needs a real lobotomy in order to have a good fresh start. In that start, the good qualities of Mr Faeldon as Ellen mentioned would be very much needed.

    Hindi ko alam kung dapat kong ikatuwa si Faeldon o hindi. Mula nang tumambalelong si Chief of Staff Angelo Reyes laban ke Erap sa pagkampi ke Gloria ay dumaplis na ang aking pananalig sa katapangan ng sundalong Pilipino. Lalo pa akong nadismaya nang tumambalelong din ke Gloria ang Magdalo Mutineers kasama pati si Faeldon. Nasaan ang katapangan?, sabi ko. Ngayong tumakas siya at magdeklara sa pagpapabagsak ke Gloria ay hindi pa rin ako kumbinsido sa katapangan ng sundalong Filipino hanggang hindi lumalabas ang lahat ng sabi nila ay naghihintay lamang ng tamang panahon. Kung hindi ngayon kelan pa? Kung hindi ngayon ay baka tama naman si Gloria na ang buong militar ay para sa kanya.

  10. Military sources said the apology of the Oakwood rebels was in order to free the soldiers more than 100 or 200 of them.

    I remember during the Oakwood incident, the leaders agreed to end it (I don’t like to use the term “surrender”) on condition that the soldiers would not be charged. That they are the only ones to take the rap.

    In a way, that was heroic of them.

    That’s why I’m glad that capt. Faeldon did what he did because it restored my admiration of them which was shaken when they apologized. I can imagine how hard it must have been for him. At least now we have a better idea of the real score.

    Ellen,

    I quite agree with Rizalist that the military dogma that says they are the “protector of the people” must not be confused with “fixing” the institutions.

    That’s is not their primary role.

    However, I am of the opinion that men in the military, by their education, training, conviction, vocation, their physical and mental discipline, their entire life’s calling have what it takes to become good leaders of a nation. What officers, particularly of the higher rank should remember is that the military is not only trained to fight but also, more importantly TO LEAD.

    When a high ranking military officer is convinced that military men are only trained to fight, as in fight in combat, and says that they are not train to govern, the entire precept of leadership is defeated – that officer must, at all cost, stay away from politics. He’s got it all wrong! He will endanger not only the institution of which he is a part but also of the national political set up in which the military finds itself.

    In Europe, a person who aspires to become an officer in his/her nation’s armed forces undergoes a lifelong career training TO LEAD first and foremost units, groups, a community both in peace and war time – the precept is ‘how can an officer fight effectively if he/she cannot lead the fight?’ (This is one of the reasons why the UK Armed Forces are still considered the figtingest, most capable, most professional armed forces in the world in spite of the fact that Her Majesty’s military is one of the world’s leanest military corps – the Queen’s officers are men who are trained to LEAD.)

    To me, one of the huges failings of FVR as president was that he got embroiled, warped up in traditional politics in the crass sense of the word, instead of utilising the expertise that he’s been trained and educated in all his adult life – LEADERSHIP.

    TRADPOLitics does not allow a ‘politician’ to lead because it calls for compromises, for promises, for “utang na loob” and for a different set of values that puts the quality of LEADERSHIP in abeyance.

    What this country needs is a LEADER, someone who can inspire the nation’s people to achieve greatness and sacrifice. Our current politicians in the legislature, in various republican institutions, even in the Supreme Court are not LEADERS…Gloria Macapagal is NOT a leader (Margaret Thatcher was a LEADER). Gloria Macapagal PRETENDS to be a leader but by she does not qualify to be one because she lacks all the traints and qualities to be called one. These people are followers and as such can they by no means, inspire a people to greatness.

    In my letter to Capt Faeldon that I posted in Ellen’s blog, I congratulated and encouraged him in the task(s) that he is about to perform but I also reminded him not to FORGET his vow (contained in his initial letter posted in Ellen’s blog.)

    Most military men in the country, particularly when they get to Colonel or Captain (Navy) rank, have class A education and the experience of a life of tremendous pressure both in war and peace time which make them ideal candidates to lead a nation in crises.
    But the above are not enough. If they decide to get involved in government outside of the military, they should possess that genuine and rare ability and must personify the all consuming trait of LEADERSHIP. In other words, they must stick to what they do best – LEAD. They must abhor all forms of self-ingratiating tradpol-based political exercices and shun tradpol flatteries. Only then can they begin to succeed in helping civilize this nation.

    Lest we forget, ancient and contemporary history has given us some of the world’s greatest government leaders who were officers in the military.

    I admire Capt. Faeldon’s courage and like most if not all discouraged filipinos with the current socio-political situation of our motherland, I’m afraid what this young officer is fighting for will just go to waste. I believe most of us wanted to lend a hand to his cause which I know our cause too but how could we ever help when all we have is something that could not even support a decent meal. Let’s help Capt. Faeldon’s cause for an honest government for the people through prayers because that’s all we have for now.

    Nakakapanghinayang ka Capt. Faeldon. Isa kang “rare breed”. Gaya ng opinion ng iba, yang mga tipo mo ang kailangan ng ating bansa. Ngunit nakakalungkot isipin na ang gaya mo ay di na uubra sa panahon ngayon. Ang sandatahan na ang pangunahing papel ay pangalagaan ang konstitusyon at ang interes ng nakararami ay isa ng instrumento para isulong ang isang pamahalaan na mapanupi at corrupt. Sayang ka! Ano ang ginagawa ng pamahalaan sa mga tapat at totoong kawal na gaya mo? Tinutugis….sinisikil. Nagbago na rin ang mga Pilipino ngayon. Di na gaya dati na malayang sinasatinig ang kanilang damdamin.     Capt. Faeldon’s call is a welcome respite from the usual Christmas greetings this time of year from trapos starting with the pretender in Malacanang. His assurance that they will not takeover power but only help in establishing a civilian transition government is a Christmas gift that the people will appreciate.

    While the season may not be the actual time to launch the civil disobedience, the parties, reunions and gatherings may serve as forum for people to seriously talk about responding to the call come next year.

    We believe that the people in general and the workers and poor in particular will welcome the call of Capt. Faeldon for civil disobedience to overthrow the GMA regime towards facilitating reforms in government.

    The workers and the poor will be launching protests and struggles next year that may peak to civil disobedience depending on the circumstances. In such a case, the mass movement will look forward to linking arms will Capt. Faeldon and his comrade patriotic soldiers. We consider the rank-and-file soldiers as workers and farmers in uniform and the patriotic military as brothers and sisters in the struggle.

    I just came back from a month long visit to the Phil. I am totally appalled at the state of the country, Manila especially, and yet every politician is and are too busy trying to see ‘kung sino ang nandaya’. ‘Cmon, let’s face it, pare-pareho lang mangdaraya at magnanakaw ang mga nakaupo sa puwesto’. Ang magnanakaw galit sa kapwa magnanakaw. Just get on with the task on hand. So many kids are dying of hunger. People need housing. Do something!!!! and quit talking…. It’s a shame that the Philippines has too mant intelligent and professional people per capita but we have allowed the Chinese to take over (pretty soon). Just got to 168.

    I’m sorry, but I have to say something re: your comment regarding H.Moore’s comment to Tita’s opinion. Please note Tita’s comment, “that politicians are busy talking kung sino ang nandaya, pare-pareho naman sila!” HIndi po tayo susulong kung kakalimutan natin na nandaya si GMA, kaya dapat patuloy na pag-usapan ang katiwalian at pandaraya sa gobyerno kasabay ng pagtulong at pakiki-isa sa pag-ayos ng bansa.     And Mr/Ms. Odranoel, it is best to focus on what the issues are, forums like this are not the place for personal criticism/comments like,” may naitulong ka na ba sa bayan?, bawasan mo naman ang naiipon mo diyan, malamang madami ka ng pera, tsong!, etc.” What do we know? Baka meron si H.Moore na naitutulong, merong mga pinag-aaral dito, regular na nagpapadala ng donation sa KAPUSO, helping our kababayan in his/her own little way? If we start this, baka naman ang mangyari, eh, magpata-asan na lang ng ihi ang mga contributors dito. H. Moore was questioning why Tita “seemed” to call on the Pilipinos to move on and quit talking, instead of calling on Arroyo to step down and/or do something good for the people.Thank you and take it easy.     We really need to kick Gloria Makapal Arruyko as soon as possible, before we lose our senses!

    Allow me to cite a “sample criteria” on who should we choose to replace GMA:

    1. Acknowledges that the problem is not only Economic but Systemic. We don’t need to change from Presidential to Parliamentary, but the power to appoint Commissioners to the Comelec should not rest on the hands of the incumbent President; Age should not be the parameter to qualify in the exercise of Suffrage but adequate knowledge of issues involved; Election Automation is a must, perhaps, we could borrow the ATM Technology, and not utilize the junked “Counting Machines” as we would only be automating a Garcinous Tabulation.

    2. Aknowledges that our countrymen are dying and if we continue to allocate automatically 70% of National Budget to servicing our Foreign Debt, we would never survive; There must be a moratorium on Debt Payments so that the next Goverment could prime pump the economy by investing on Massive Infrastructures [roads, bridges, sea/air ports, geothermal/hydro/natural gas/nuclear power, housing, etc.]

    3. Have shown interests on prioritizing Science & Technology and Education over MILITARY Modernization. Military modernization will come naturally as an offshot to an advancing technology. While Germany have been investing on Nano-Technology Research, Nuclear Fusion and the US on Hydrogen Economy, we are still refining the Art Of Rice Planting!

    I would humbly suggest that Chemical Engineer Daniel Dingle would now share his Water Fueled Engine technology to every Filipino driver/mechanic on our streets. That’s the only way he could avoid continuing threats from Oil Companies and Financial Oligarchs. There are 85 million Filipinos today, and if each one will give P1.00 to his bank account, that’s already a decent compensation over a name permanently etched in our history as The Man Who Saved The World from Global Warming!!!

    4. Integrity beyond question. An absolute virtue this present government lacks.

    These should be, among others, the battlecry for the next revolution!

    Remember, it’s not enough kicking out the Devil in Malacanang, but the Right Alternative should be installed and preserved by a never ending fire of Patriotism.

    With this, and with your help, we could find the right solution to the problem at hand. Happy New Year!

    Simula’t sapul, si Arroyo ay hawak na ng mga masasamaang loob kagaya ni Bong Pineda. What can we expect from this lady who won as senator via Aunorous posters and calendars? Di naman genuine o practicing economist yan. Kahit professor ka kung mali-maling doctrina ang iyong ina-advocate wala din!

    Karamihan sa atin ay hindi pa marunong kumilatis ng kandidato. Dahil sa busy ang bawat isa sa kayod ng pang-araw-araw na pangangailangan, walang panahon para alamin ang background ng mga tumatakbo. Sa liit ng sahod di makaka-afford ng magandang edukasyon. At ito ay sinadya ng mga kapitalista para manatiling mababaw lang ang pagiisip ng karamihan sa atin, para ang pinapatakbo nilang kandidato ay siguradong manalo.

    Ang tunay na pagbabago ay makakamit lamang kung umpisahan ito ng Revolution of the Mind prior to a Peaceful or Armed Revolution! Dapat maintindihan ng bawat isa ang kanyang karapatan na mamuhay bilang isang ganap na tao. Hindi ginagawang alila o squatter sa sariling bayan. Hind lahat na nakatira sa ilalim ng tulay o estero ay mga tamad, kundi talagang sagad na sa buto ang kahirapan, kaya dapat ang nakaka-angat at ang gobyerno ay dapat umaksyong ng matino!

    Subukang i-doble ang sahod at ito ay maglikha ng dobleng demand ng goods… dodoble rin ang production at employment! Of course smuggling must be controlled. Pero paano makokontrol kung mismo si FG ay involved sa legalized smuggling?

    Pero di papayag ang mga negosyante na taasan ang sahod, dahil ayaw nilang tumaas ang level ng pag-iisip ng ordinaryong Pilipino!

    Magpapaalipin pa rin ba tayo?

    I admire Sen. Trillanes and Gen Lim kasama na sila Capt Faeldon and iba pang Magdalo Soldiers and Military Police na sumama kahapon. I salute them! Sobrang natakot lang ako kahapon sa pwedeng mangyari sa kanila yesterday. Mukhang GMA was very much willing to kill them wag lang syang maalis sa pwesto.KRIMIN@L talaga sya! Kya natakot talaga ako para sa kanila yesterday. Im afraid na iilan na nga lang silang natitira na may prinsipyo and courage, baka mapatay lang sila. May trauma pa kasi ako ng ngyari kay Panfilo Villaroel(RIP) na tumututol sa corruption kaya pinatay………
