Formal statement of Josie Lichauco

Formal statement of Josie Lichauco, former secretary of the Department of Transportation and Communication, on the order of the Supreme Court to re-instate a case against her filed by Michael de Guzman of Philippine Agila Satellite Inc. which was dismissed by a lower court eight years ago.

At the beginning of the Arroyo administration in 2001, Lichauco, who was the teacher of Gloria Arroyo at the Assumption College in Makati, was offered the position of ambassador to the United Nations in Geneva.

Before her nomination was confirmed by the Commission on Appointments, she learned of the shenanigans of the unelected Arroyo presidency. She wrote GMA a stinging letter withdrawing from the Geneva job.”I’ve lost faith and respect in this presidency,”she said.

Lichauco is in the forefront in the search for truth of the 2004 elections and justice for the oppressed Filipinos.

Lichauco’s statement:

I denounce the re-instatement of a graft charge filed close to a decade ago, which had been dismissed. The charge was that I had arbitrarily given away orbital slot 153º East Longitude to an unnamed company which slot had been assigned to the Philippine Agila Satellite Inc. (PASI).

This, I condemn as an outrageous lie.

After PASI failed to launch a satellite to nestle on said slot, in time for the APEC Heads of State Summit Meeting held in Manila in 1996, the launch being pursuant to the instructions of then President Fidel V. Ramos, the DOTC offered the slot together with other slots the government had obtained, after two (2) years of tedious coordination with other satellite jurisdictions of the world, in formal tender to the public.

A slot in the geostationary orbital space is part of the patrimony of the land and cannot be just given away.

In the lower court, we had presented the testimony of Mr. Rodrigo Silverio, former PASI president that, as far as PASI is concerned, orbital slot 153º East Longitude had already been recalled by the DOTC because of PASI’s failure to comply with the condition that said slot will be used for either a satellite to be launched, or an interim satellite to migrate to said slot in time for the APEC summit.

After the launch, the government was supposed to get one (1) transponder unit for the free use. Both the launch and the migration never happened. The DOTC had every right to include said slot in the formal offer of tender to the public.

There certainly was no abuse of authority on my part. To do otherwise would have been acting against the interest of the government. The allegations in the complaint are absolutely false and had been dismissed by the Ombudsman and the Court of Appeals years ago. Why order it’s re-instatement now?

    More than ever, Lichauco needs all our support at this time. She is different from Boncodin. She reminds me of one Gloria Assumption classmate whose name I forgot who testified against FG Mike Arroyo in that Telecom scandal; one of the very first scandals at the outset of the Arroyo administration. If this woman, Lichauco and the rest of those closely identified with Gloria now come forward and tell all what they know, it might still hasten the ouster of this cheater who must not stay a day longer in Malacanang.

    It is so damn obvious that FADED GLORY (no insult to the brand) is merely getting back at Ms. Lichauco because of the success of Ms. Lichauco’s Concerned Citizens forum. This is another of FADED GLORYs CONFUSE-DIVIDE-CONQUER tactic. However we look at it, Ms. Lichauco was FADED GLORYs teacher and NOT the other way around.

    Kudos to Ms. Lichauco for standing up for what is right–truly, a rare breed in the Philippine political arena.

  4. I feel sorry for Ms. Lichauco. I can understand her sentiments and anger. I had been subjected to such injustice myself for my stand against the sales of Philippine patrimonies in Japan for example.

    Fortunately, I have Japan to protect me unlike Ms. Lichauco, who is more qualified now to seek US asylum than the best friend of the Pidals, Jocelyn Bolante, who can be actually on order of the very person he is protecting from the scam for which he should be prosecuted.

    I have always respected Josie Lichauco from afar. She has always stood her ground and never was it known that she abused nor made ‘business’ her government career.

    Unlike her nemesis, Ms. Lichauco is one Great Lady and a Patriot indeed! glue macapal-arrovo doesn’t even measure up to Ms. Lichauco’s countenance, both in grace and beliefs.

    I bow in respect for an admirable Filipina who is not afraid to stand and fight false charges thrown her way,
    and who refuse to allow herself to be used by a fake president. May her tribe increase!

    So, do you believe now that this Gloria is a lot worse than Marcos? Even Ninoy was allowed to leave for US for medical check up and heart treatment. Some may again react by asking why Marcos is being mentioned again. Well, it’s because many are still in the belief that Marcos was the worst President, a dictator. Now comparing this GMA to him, who is worse and who’s a dictator.

    Supreme Court is very different from the Supreme Court of long ago. The magistrates before were known for their impeccable integrity. Kaya nga ang kanilang emblem ay ang babaing nakapiring at hawak ang weighing scale (nagpapakahulugan na ang lahat ng may kaso ay pantay-pantay sa harap ng batas, walang papanigan ang mga justices at masusing pag-aaralan ang kaso upang maglahad ng “TULDOK” sa kanilang ibibigay na desisyon). Ang “TULDOK” na ito ang finality ng kaso.

    Pero iba na ang Supreme Court ni Pandak sa ngayon kasi ang kanyang mga payasong magistrates ay bakit biglang ibinalik na naman sa mababang hukuman ang kaso ni Ms. Lichauco? Di ba NATULDUKAN na ito?

    Kung hindi ito paghihiganti ni Pandak kay Ms. Lichauco ay hindi ko na alam kung ano ang dapat itawag dito.

    She’s too vendictive to get even to her opponents! Let’s watch how far this one moves . . .

    Well, it’s another sample of this regime’s “abuse and connivance” of power. We’ve said it all in here…it’s now a matter of “what’s next?”. What’s next on gloria’s “long-lists” of “crimes against the people”…but most importantly, what’s next on WHAT THE PEOPLE SHOULD DO, to finally GET RID OFF this “abomination” named gloria. 😡

    If I understand your question correctly nelbar, you’re asking if it’s the same group or groups that ousted Marcos and Erap. My answere is YES. Who were they: The Catholic Church led by the late Cardinal Sin, Cory’s Yellow Brigade, Ramos-Almonte gang, ambitious police and military officials, Makati Business Club (Mafia) whose leaders were also Namfrel officials, Communists and their leftist sympathizers many of home are now politicians and in the government, giant media networks, and of course the US-CIA.

    You are right. Ding Lichauco is the one who espouses a nationalist economy.

    I am not a lawyer but I thought the supreme court is the highest of all the courts and if they have already decided an issue it should have been final.

    norpil, yes the Supreme Court is the highest tribunal and final arbiter. But, the current justices mostly appointed by Gloria are the lowest in character and integrity.
