Malacañang’s two-pronged offensive to change the Constitution – by People’s Initiative and Constituent Assembly – tries to give the impression that Gloria Arroyo is on a roll, especially how her allies in the House Committee on Constitutional Amendments adopted Resolution 1230 convening Congress into a Constituent Assembly after only two hours of debate.
These crass moves – Singaw ng Bayan’s fake People Initiative and the railroading of HR 1230 – however, betray a suicidal administration who knows they have nothing more to lose with what they are doing because the remaining option is much more grim.
That’s Gloria Arroyo being out of power, at the latest, in 2010 and ending up in jail for the numerous crimes she has committed against the Filipino people foremost of which is cheating in the 2004 elections.
The Supreme Court holds the key to both efforts of the administration for charter change. It now has Singaw ng Bayan’s People’s Initiative petition. When the House of Representatives convenes as Constituent Assembly without the Senate, expect the senators to bring the issue to the Supreme Court.
If the Supreme Court decides to favor any one of the two Malacañang-guided Cha-Cha initiatives, Arroyo goes on to rule this country beyond 2010.
If the High Court strikes down both, it’s back to where we are now : Arroyo in power but preoccupied with surviving and damage control. And there will be elections in 2007.
Arroyo doesn’t have to worry much about the 2007 elections. She would not be a candidate. In the congressional elections, there’s a good chance that she would still get the necessary numbers in the House of Representatives to assure her that any impeachment complaint in the next three years would be thrashed the way it was done last month and last year.
She will just have to spend a little more because knowing that her political life depends on their winning, her congressional allies will be more demanding for their campaign subsidy.
But that should not be a problem for Arroyo because she has by now mastered the art of plunder. There may not be enough funds for health and education of the poor but there is more than enough for buying loyalties of politicians who will help keep her in power.
Apparently in preparation for 2007 elections, Arroyo issued Executive Order 558 which restores the inefficient practice of government funding credit programs in rural areas. Arroyo’s EO 558 effectively repealed EO 138 issued by Joseph Estrada which limited such activities to government financial institutions.
Bangko Sentral ng Pilipinas Governor Amando Tetangco has written a letter to Arroyo expressing concern that with EO 558, government may once again “end up as primary source of financing for the poor.”
That precisely is what Arroyo wants. Never mind that experience has proved that such practice was a waste of scarce government resources. What is important is she is able to buy time until she is able to come up with another law-bending solution to remain in power forever.
ALL for greed of power….

One of the members of Gloria’s delegation told me (I promised not to reveal her name) that Gloria’s half-sister (Cielito?) wrote an autobiography which included stories of the maltreatment she received in the hands of her step mother the Dona Evangelina Macapagal, the Mother Taray Queen the First!
I was told that the book has been banned in Pinas.
I wonder if there’s a smuggled copy abroad? If anyone could confirm that the book exists and contact Cielito for permission to re-print, I would be happy to have it printed here in Europe and to sell it in Eruope here among kababayans!

What Esperon FAILED to mention to the toothless Melo Commission is that Gloria was tied up to Satur Ocampo at the time when Gloria was PLOTTING to overthrow Erap. Joma Sison revealed this and it was published in a news report sometime before the summer (but can’t retrieve the report anymore).
Gloria who was willing to enter into a pact with the devil so she could land Erap’s seat, has now very conveniently discarded Satur Ocampo and Satur Ocampo’s best friend – Joma.
Gloria needed red warm bodies to effectively topple Estrada and the military, wittingly or unwittingly, through Gloria’s perfidy actually COLLUDED with Satur Ocampo and his friend Joma Sison’s supporters in Manila, otherwise there wouldn’t have been an EDSA 2. Now, the Japanese government inked the JPEPA with the Philippines, which has included the sending of these caregivers as part of the trade agreement with Japan by tagging these Filipinos as Export Commodities!

The law is intended to protect children who are less than 4’5″ in height. But it doesn’t say that ADULT UNANOS are exempted from using a special car seat if they stand less than 4’5″ so, in effect, if UK policemen apply the law to the letter of the law, Gloria the ultimate Filipino unano is not spared – she will have to use a special car seat otherwise as I’ve said, she either has to pay 30 pounds and if she goes taray against a British copper, she will be handcuffed and put in jail.
She can always wag her diplomatic passport if she visits the UK if she thinks she is a diplomat or her government passport if she is government service, but a British cop can choose to ignore Pinoy passports and drag Gloria unano to jail for breaking a British law.

Ah, those were the days!
