Kahanga-hanga si Quisumbing

Nakakahanga itong si Chairman Purification Quisumbing ng Commission on Human Rights.

Sa panahon ngayon na lahat ay sumisipsip o takot sa Malacañang, nanindigan si Quisumbing at ibinasura and subpoena ng Melo Commission para siya ay humarap sa kanilang imbestigasyon sa napakaraming extra-judicial killings o pagpapatay na hindi dumaan sa hustisya sa ilalim ng administrasyon ni Arroyo.

Sabi ni Quisumbing, “Bakit nyo ako padalhan ng subpoena? Pwede naman kayo magpadala ng imbitasyon.”

Nakalimutan yata ni dating Supreme Court Justice Jose Melo na si Quisumbing ay chairman ng isang independent constitutional office samantalang sila ay gawa lang ni Arroyo.

Ayaw sumagot si Quisumbing sa mga tanong na pinadala ng Melo Commission. “Kung gusto ninyo, pumunta kayo rito sa opisina at mag-research kayo dito.” Ganoon dapat. Nakakita ng katapat itong si Justice Melo.

Isa si Quisumbing sa mga nagbibigay ng pag-asa sa mga naniwala sa katotohanan at hustisya. Malaki ang papel ni Quisumbing sa report na ginawa ng Amnesty International kung saan sinupalpal ang adminsitrasyong Arroyo sa pagdami ng patayan ng mga miyembro ng militating grupo. Sabi nga ng AI na ang lahat ay may karapatan sa hussisya kahit ano man ang iyong paniwalang pampulitika.

Maala-ala natin na binanatan rin ni Quisumbing ang ilegalidad at karahasan ng CPR (Calibrated Pre-emptive Response) ni Arroyo.

Alam naman ng lahat na ang Melo Commission ay ginawa lamang ni Arroyo para maalis ang baho ng kanyang administrasyon dahil sa mga napakaraming pinatay at pinapatay na mga miyembro ng militanteng organisasyon at mga reporer. Alam naman ng lahat na walang mangyayari sa imbestigayon nitong Commission.

Inisnab na ito ng mga militanteng grupo at ng mga pamilya ng mga pinatay dahil maliban sa nahalata nilang mukhang mga eng-eng itong mga commissioner ay talaga namang tuta ni Arroyo. Ang ilan sa kanila ay empleyado ng gobyerno katulad ni Jovencito Zuño. Paano niyan tutumbukin ang responsibilidad ng Malacañang sa “culture of impunity” o kultura ng garapalan na pinapaiiral ni Arroyo?

Mga military ang pulis lamang ang sumipot sa kanila kasama na si retired Gen. Jovito Palparan. Siympre naman, todo tanggi sila sa mga paratang na pinpaiiral nila ang extra-judicial killing sa mga kritiko ng administrasyong Arroyo.

Nanawagan ang Counsel for the Defense of Liberties na buwagin na ang Melo Commission at hintayin ang batas na magtayo ng fact-finding body para mag-imbistiga ng extra-juidicial killings. Nagsasayang lang ng oras at pera ng taumbayan itong Melo Commission.

Linagay sila ni Quisumbing sa kanilang tamang lugar. Dapat lang.

    Someone said that the Melo Commission was created in haste or just before Gloria’s trip to Helsinki and to the rest of the EU.

    I don’t know if the Philippine media played up the fact that one of the very first topics of discussion during the Europe-Asian Summit in Helsinki when Gloria showed up was the spate of extra-judicial, political killings.

    As if on cue, Gloria enumerated her pre-departure achievements topped by the creation of the Melo Commission which she used as a kind of shield knowing that she would be confronted with the question about the government’s human rights records, etc.

    And as if on cue again, seconds after the “confrontation” between the Finnish Prime Minister and Gloria witnessed by the Finnish president, Bunye, without batting an eyelash crooed that Gloria had defended herself well.

    That kind of defensive attitude was already very telling. The Melo Commission was a tactical ploy to blur the issues and let’s face it, to con the Europeans.

    Fortunately, Europeans, though they were polite, nodded and smiled, were far from being conned… Even the Belgian Federal Parliament, thanks to Ms Inga Verheart, member of Parliament (and possibly a potential prime minister) is monitoring developments in the Philippines.

    As I’ve said once, Gloria MUST NOT UNDERESTIMATE the EU or to put it bluntly, she must not believe that she’s gotten away with her lies once more. The Melo Commission must put up or Gloria must shut up!

    Melo Commission was indeed created in haste to please the Euro countries she was visiting. Not only was the composition of the commission bad composed mostly her dummies, how can it succeed when the one who gives order to eliminate her enemies is herself? She’s just making a fool of the Filipino people as if we’re all fools.

  5. Amen to that Anna. In the first place, why do the Commission on Appointments keep on confirming political appointees of the bogus president even to positions responsible for bringing corrupt officials to justice.

    It is one reason in fact why the Fatso can have the nerve to file all those libel suits that would mean millions of extra funding if he wins that he is sure of getting with all his cronies and kin sitting there.

    What they need there now is a free and powerful bar association to demand the removal of these cronies and relatives in the court, police and even the military for justice to prevail. Otherwise, Filipinos will wait for the crow to become white. In short, “pagputi ng uwak!”

    Malacanang Existing Lugworn Outcast (MELO). This is what I think of Melo Commission ni Mang Melo, beside lemon. Mang Melo is nothing but a bait provided by illegitimate Gloria to pacify Europe. Also, I would like to think of Melo as lemon, you can squeese it by exerting pressure sooner of later it will run dry, and it’ll become useless. Moreover, anything created by illegitimate Gloria, is illegitimate.

    Purification Quisumbing, you’re a rose plant with torns in the garden of Gloria. Purification stick it to them! Good for you! Put them in their places and show who the boss around here. Give them hell!

The only thing foolish enough that get her full attention are only those on her payroll, those benefitting of her being in Malacanang.     As i said before, the commission is only independent if it comprises of counsels of both pro and con grillling the witnesses, not just the commissioners themselves, and also the power to subpoena everyone including, the top dog in Malacanang. But if you exempted one to appear,then anyone can refuse to appear, and one material witness not appearing renders the whole exercise useless for lack of substance. BTW the Reodica’s Corpner Inquiest is wrapping up and consel for the family and social justice and in the stages of recommending proposed legislation to the Jury, while the counsels for the officer are not, because they insists, the officer is not at fault. The jury may bring down the verdict anytime now. Remember, the jury verdict in this case doesn’t involve civil or criminal liabilities, but to answer to Lingering Question Why should it happen, and find solution that the same will not happen again in the same situation.     Sometimes one wonders why some people at a time when they are approaching their scheduled time to face their maker, when it should be their last chance to make amends in their lives, when it should be a time for reflecting on what more they can do for the country before their swan song, still chooses to do otherwise. In old age, men tend to be wiser, and should be foolproof, and will not allow himself to be an instrument or part of conspiracy to con the people. Sadly though it happens. Is it because of power, money or the limelight?
    Take the case of retired justice jose melo. He accepted to head the commission created in haste by the glue as her “pasalubong” on her trip to Europe. He knows that his commission is toothless, and another moro-moro act directed by the glue, and it’s just puzzling why he accepted it. Either he is playing deaf or sleeping on the job, but it took a certain Purification Quisumbing to wake him up and gave him maybe the shock of his life when she refused to honor the subpoena he sent to her. That’s not how to treat a constitutional institution by a commission created only for the purpose of deodorizing a bogus government. As a former justice, he should have known better. Maybe because he has the bogus prez at his back, he can just do anything even if its “bastusan”. Well, he met his match in the person of Quisumbing. I admire this woman for standing her ground, standing for what is right, and standing against the power of the kleptocrats and criminals. May we see more of her kind.
    And for Justice Melo, I feel sorry for him for not refusing the offer from the glue. He was a retired justice and should have remained at that. What he added to his name is his shameful participation by heading a commission designed to fool the people by means of their moro-moro act.

    Arroyo gov’t urged to get brains behind Esperat slay

    10/08/2006

    International media freedom group Reporters Sans Frontieres (RSF/Reporters Without Borders) and two local press organizations yesterday separately called for the relaunching of proceedings against the masterminds in the murder of Filipino journalist Marlene Esperat last year.

    A Cebu City court last Friday convicted at least three hitmen who killed Esperat and sentenced to life imprisonment Gerry Cabagay, Randy Grecia and Estanislao Bismanos.

    “This conviction was important, especially for Esperat’s family. But the trial of the hitmen alone is not enough, and we welcome the prosecution’s decision to relaunch proceedings against the suspected instigators, as it is the only way to put an end to the impunity prevailing in the Philippines in this kind of case,” RSF said in a statement.

    On the Justice department’s recommendation, a formal investigation would be reopened on Oct. 10 against two Agriculture department officials suspected of masterminding Esperat’s murder.

    These are Osmeña Montañer, Region 12 chief finance officer, and Estrella Sabay, chief accountant, of the Department of Agriculture.

    Charges were withdrawn against a fourth defendant, military intelligence officer Sgt. Rowie Barua, in exchange for his giving evidence against the three convicted and two other accused.

    A local group, the Freedom Fund for Filipino Journalists Inc. (FFFJ), also yesterday said the decision is an “incomplete victory for press freedom.”

    “The victory is not complete because it is only the second successful conviction among the 28 cases of journalists slain in the line of duty under the Arroyo administration,” FFFJ said.

    Despite the constitutionally protected freedom of the press, it added, the country continues to have the reputation of being “the most dangerous place for journalists” in international media circles because of the high number of unresolved and continued journalists’ killings.

    “This victory remains incomplete until the identified masterminds, (allegedly Montañer and Sabay), are also tried for murder,” FFFJ said.

    It added it expects last Friday’s ruling by Cebu City Regional Trial Court (Branch 21) Judge Eric Menchavez will set the ball rolling for other cases of slain journalists.

    Currently pending in Manila courts are the murder cases of publisher-editor Philip Agustin and radio journalist Roger Mariano.

    Meanwhile, some 23 cases have yet to be filed even as police have failed to come up with the necessary evidence for prosecution.

    The National Pres Club (NPC) also yesterday welcomed with caution the Menchavez decision over the case of Esperat who was gunned down on March 24, 2005, in Tacurong City, South Cotabato.

    here is one shouting example that only pawns are brought to answer and pay for the crimes committed while the masterminds are freely roaming around.

We have processes in place, let us use them and improve on them where necessary.” How do we use the “processes in place” when practically every institution Pilipinos in seek of justice falls prey to the powers that be? A simple case of ferreting out the TRUTH in the “Hello…Garci” scandal seems, to this day, unattainable.

    noel, in Ilongo we have a saying “kong indi magsugtanay, bulalagay, kon magsahu-ay, buroyot”. Ellen, should know what it means. Anyways, we are all in this together, difference of opinions and means of expressing aside, our goals and aims is to see our very own country progress, see our fellow country men and women and especially our children live a meaningful life, free of fear of uncertain future for them and the next generation to come. And also to our seniors and old citizens to live in dignity the remainder of their lives. So, as a concern fellow from afar I’d like to say let us all keep our strength and our health for a battle ahead. The war has a long way to go. this forum may in one or another is one of our tools in that fight. so keep on fighting. We are celebrating our thanksgiving and I plan to have a few beers to toast Ms. Tordisillas and all.. thank you all..

What we’re experiencing in this blog is no longer difference in opinions but personality clash brought about by some people’s gross arrogance and personal attacks.     Thanksgiving was first celebrated in North American in the what is now known as the Province of Newfoundland by the British Explorers, who trying to make it the Orient through the Northern Passage didn’t quite made it.
    We have it earlier, since our location as farther north, we harvest earlier than our neighbor from the south. Thanksgiving is also celebrated to thank for the bountiful harvest the land yield. Ours was made permanent on second Monday of October by the Act of Parliament. I have a short entry on the topic on my blogsite http://truenorthandme.blogspot.com/ complete with a pix of a healthy turkey which becomes the symbol of Thanksgiving.
    Thanksgiving for both countries are celebrated for the same reasons:

    I don’t care what the politics of these industry players are. For all we know, they are just as anti-GMA as Ellen. But they are doing a great deal of good for the country – THEY CREATE JOBS – which also create a domino effect on other industries, like real estate.

    These industry players have alleviated the plight of millions of Pinoys today. Yes, its still a long way to go, but its a great start. 1,000,000 less unemployed Pinoys to worry about.

    All these without the help of GMA. Despite her presence in Malacañang.

    Does bitching create jobs? Which would you rather choose – the unemployed getting below 100,000 with GMA still around, or working on GMA’s removal and the unemployment number still at ten million?

    Removing GMA should only be a means to an end – she’s an obstacle to progress, so she must be removed. But if the progress can be attained without removing her, then that track should be pursued. Efforts to remove her has a great economic cost, pulling our country further down.

    We should wake up to the reality that progress is not dependent on the President.

    As to the TRUTH in the Hello Garci – it is already out in the open that GMA’s cheating was to pad her lead, not to change the outcome. What TRUTH are you still looking for? Yes her call to a COMELEC official is an impeachable offense. So go ahead and impeach her. Unfortunately for you, the ‘united opposition’ in the Lower House have other bright ideas on how to impeach, focusing on pontificating instead of toiling to get the numbers needed to impeach.

    The ‘united opposition’ needs to make itself credible so it can come up with the required number to impeach.

    Well if all the noisy anti-GMA group can howl and create jobs at the same time – matching the numbers of the iT services industry – then they can go ahead, howl all they want, but they should not forget to create jobs.

    I’m one of those who support Chairman Quisumbing’s fight. It’s not only hers but our fight too! We should be glad to have someone like her who still has the guts to put the Melon Commisssion to its right place: nothing but a TUTA of Malakanyang!
    BTW, am an Ilonggo but born in Mindanao. Was born and raised in the midst of Ilonggo-Muslim communities! Ilonggos like the Arroyos aren’t known to us.
    (And that I thanked the Lord!) I respect each ones opinion in this blog. Fact is, I enjoy reading different opinions from every blogger. Can’t, however, contribute so much since it’s only in the last few months when I found time to open Ellen’s blog site. I’ve always been an avid reader of Malaya and liked reading the opinions of its Columnists like Ellen, Banayo, & Baylon!
    There might be clashes of opinions once in awhile but let’s not forget our main goal. “Ang kuwento raw ay di kompleto kung walang kontrabida!” Sino ang kontra dito? Di ba may pasaway na blogger dito paminsan-minsan, yung kampon na bayaran from Malakanyang by the baho river?

    I’m glad you mentioned this. I put up an IT company in the U.S. and we outsource to the Philippines, and so I am a part of that group who creates jobs in the Philippines. And yes, “bitching create jobs” because I bitch about Gloria and I have created jobs. All my bitching has NOTHING to do with Pilipinos (as I am a Filipina by blood) BUT EVERYTHING to do with Gloria. As a matter of fact, although I am married also to a Filipino, I left the Philippines in 2004 because my husband is in close contact with this governement, and I CANNOT stomach it. NakakaSUKA is an understatement! I will continue to HOWL!

    Just came to this thread. Pretty interesting discussion!

    The way I see it (just my opinion, not knowledge), if I may, is that sometimes one thinks “the glass is half-full” and the other sees it as “half-empty.” Another way of saying it is: “the point is pointless.” It is a matter of perspective, or right. Sans the name calling, ad hominems, retorts, shit hurling, blah blah, people can talk about things without resorting to a “fight.” Used with intent to disprove (or prove) one’s position, it only brings out the “child” in us (or summons to life the “beast” in us, which our civilized self is supposed to restrain.)

    I think NO perspective or right is “RIGHT” by its own. It’s all a question of AGREEMENTS, which depend on place and time. (Baka mamaya, meron na namang bumatikos dito.) Yun lang ang sa skin.

    That’s true. But the concern of the IT services industry players is that the zeal and its corresponding efforts to unseat her is what potentially imperils the said industry. That’s the gist of the open letter by the industry players.

    However, if the previous 12 months are an indication, nothing can interrupt the industry’s continued growth.

    I agree, Nelbar. What happened before and during the Iraq War is similar to the current development against Iran and even Nokor. The only difference is that the US is cautious this time because the world already knows her evil motive. Remember that America’s attack on Iraq was not sanctioned by the UN and most of the world. The US in partnership with her evil partner UK’s Blair went on to attack Iraq just the same. The plan was even before 9/11; that’s why there are now those who suspect that the 9/11 was actually the US’s own creation again which of course most of us don’t believe. Today, Bush and his government is finding it a lot harder to move against Iran and Nokor partly because of China and Russia. I’m not a believer of Nostradamus but some of his predictions are pretty scary. I think among the predictions was that China and Russia would join forces with some Middle East countries (presumably Iran and those sympathetic to her) against America. That shall trigger the Third World War.
