Immigration officer had a tiff with Luli, fired

The immigration officer, Edgardo Padlan, who was rude at Luli Arroyo, was wrong when he attended to a foreigner who was behind her in the queue at the airport.

But firing him was overacting on the part of Immigration Commissioner Alipio Fernandez. A suspension would have sufficed.

Here’is ABS-CBN’s story on the incident:

Airport immigration exec sacked for shouting at Luli

The Bureau of Immigration on Wednesday fired a control officer at the Ninoy Aquino International Airport after he allegedly shouted at President Arroyo’s daughter on Tuesday, ABS-CBN News reported Wednesday.
“Hindi po maganda ang ipinakita ni Padlan and we took action right away (We had to take action right away because what he did was wrong),” said Ferdie Sampol, the burea’s officer in charge at NAIA.
Sampol was referring to Edgardo Padlan, an immigration officer at the airport’s departure area.
The report said that Luli Arroyo was waiting in line at the service lane for diplomats and handicapped past 11 a.m. Tuesday when the alleged shouting took place. The younger Arroyo was on her way to Hong Kong to meet up with her parents. The President is currently in the Chinese mainland for an official visit.
Arroyo said she noticed that Padlan accommodated and immediately processed the passport of foreigner behind her.
“Mali talaga iyong ginawa. Ang ayaw natin mabahiran ang ating immigration na mukha silang corrupt. Kung may relasiyon man sila ng dayuhang iyon mali din ‘yun kawawa naman iyon mga sumusunod sa patakaran,” Arroyo said.
Padlan, who did not recognize the President’s daughter, raised his voice when she complained about the unfair treatment.
The incident prompted Immigration Commissioner Alipio Fernandez to dismiss Padlan.
Reached for comment, Padlan said he will ask Arroyo for forgiveness.
“As a human being, of course I will accept (the apology),” she said.
She clarified that the Padlan’s dismissal was the decision of the BID.
A Malacañan statement also said that it had no part in Padlan’s dismissal.
“That has nothing to do with kung anumang desisyon ng Immigration wala akong kapangyarihan or personality para makialam doon sa kanilang imbestigasyon ( I have no power or personality to meddle in the bureau’s investigation),” she said.
Arroyo said she did not call her mother about the incident. “Ayoko nang dagdagan ng problema ang mommy ko (I don’t want to add up to her problems).” With reports from Alex Santos, TV Patrol World, DZMM

    Ang pagiging presidential daughter ba ni Luli ibig sabihin, pwede siyang pumila doon sa para sa diplomat or handicapped? sana kung ganun pwede siya, dahil nga kung privilege niya yun, baka pwedeng dagdagan ng classification ang linya ng immigration as: diplomat, handicapped, member of the royal (fake) family????

    Who the hell would fire the immigration officer if not for this addict-looking Luli? If I were the officer, I would not apologize. I would shout at her again. The line was for diplomats and handicapped; so the officer should know that VIPs passed through the line. It would be stupid for him not to know that this little Luli was VIP; unless she looked like a handicapped person. There could be some little argument and then Luli’s prima-dona attitude all the more pressured this officer. Better advise this officer to just join the opposition and help oust this fake president.

    nasa hongkong ang mga magulang, nagpapasarap, nagliliwaliw sa gastos na galing sa kaban ng bayan at susunod ang anak para kumpleto ang kasiyahan habang maraming pamilya sa pilipinas ang hindi kumakain ng tatlo o dalawang beses isang araw. ano’ng klaseng damdamin mayroon ang mag-anak na ito? mayaman sila kaya dapat walang pakialam kung saan o paano man nila lustayin ang kanilang kayamanan? kanila na ba ang buong pilipinas? sila na ang solong may karapatan sa pondo ng bayan?

    ang ibig sabihin nito? “welcome to the jungle”

     
    Papansin lang yang mga taga BID. Gusto siguro na magpasikat sa amo nya.

    I watched this incident in TV Patrol last night…heard luli’s(luli…luli…please don’t cry) side of the story, that “the immigration officer let one foreigner ahead of her…”, there was no mention of the “lane”, which turned out to be (as reported, was for VIPs, and handicapped people), if the “officer involved” was indeed “rude”, he deserves memos and even suspension from his superiors, not because luli was a presidential(kuno) daughter, but for being “unprofessional and lousy” in his performance of duty as a “public servant”..now, the problem here is, we don’t know if “luli’s version” of the story was “accurate”, of course that’s her “side of the coin”. The problem with the immigration officer was because he now “recognized” the “big blunder” that he did…all we can hear from him now is the “I am very sorry(and sorrow) tunes”…I mean, com’on…who would believe luli when she said that “she has nothing to do with the immediate sacking” of the old man…the officer himself even commented that “even mikee d’ tongressman angry on him”.

    Bottomline, the immigration officer was “unlucky”…for not “noticing” that it was luli “d cry baby” daughter of gloria, and was not “able to kiss her sorry ass”…he would now be a “jobless man” come Christmas day.

    What if it was just a “lowly” DH that got that “treatment”, would this immigration officer be also “sacked, sealed, and gutted”?

    Noon nga mga anak pa ng Mayor at Mambabatas, anak ng opisyal ng gobyerno , kapag may dumadating na sikat na Hollywood actor(halimbawa: Tom Cruise), sinasalubong pa hanggang sa Immigration Lounge pero wala naman mga “sigawan” na insidente.Pero ngayon baligtad na.
     
    Kailangan siguro ay tatalikod o kaya ay luluhod :
     
    “diplomat passport ba ang hawak ni luli?”

    Dapat naka-private jet na lang , nagkukunwari pa kasi eh 😆

    I dont know with you people, will luli forgive this man??? i hope so, because a friend of mine told me that an official of one of the government agency suffered almost the same fate as this immigration officer, let us say, the immigration officer is at fault, why the hell didn’t the BI head fire him, shouldnt it be that guy be suspended or transferred to the main office for investigation, etc… the friend of my friend suffered the same fate, although of different scenario, he was suspended without pay (god knows how many weeks, months or so), that is after investigation. The friend of my friend who happens to be sick, seek an audience with luli and erstwhile then VP gloria and eventually became President(???) but the friend of my friend still lingers in that office and never was given a consideration. According to my friend, his friend was forgiven, but only in words, not in action, still my friends friend still in that office hoping for the better.

    My point is, luli is just like gloria, they will say one thing, but will do the opposite, tsk, tsk, tsk, pilit kasing pinakikita na hindi sya opportunista, pero kung magalit sa ibang tao kala mo kung sino na rin itong si luli, maramin n rin akong nababalitaan tungkol sa kanya, na mataray katulad ng nanay nya.

    I just hope that this guy from the immigration be given a lesson, that its not because they are the immigration they can abuse their authority at the airport. But he should not be fired, he should be reprimanded or suspended. Firing the guy is too much.

  10. Update: The said employee had just been reassigned and not fired as first reported. Probably another damage-control. Lili in the first place should have been assisted by the travel liaison officer of the palace. This normal practice as she is the daughter of te president(?).

    Points well taken, the Civil Service Commission on the otherhand has a policy that a public servant should at all times accord all Filipinos respect and due service. A violation of this entails an outright termination. Granting this is the situation, there is also a security of tenure clause and all violators have the right to due process. The poor officer had been in service for over 30 yrs. His is the first time he committed this violation. Factors could be attributed to stress and fatigue. A first offense should have landed him a suspension. 30 yrs. is a feat, matanda na yung tao kaya dapat medyo maintindihan sila ng mga tao.

    Without investigating the incident, Alipio and Sampol should not have jumped the gun. Luli should not have been in that line in the first place. Only public officials are issued diplomatic passports. Their families are not entitiled to this. Though she passed the foreign service commission exams, she has not yet been given any post nor is employed by the DFA. ‘Di nga ba’t ayaw payagan yan ni pandak para wala daw bahid ng politika kuno. Pero yung actor na anak ay pinayagang tumakbo.

    I must admit that the immigration officer has made a mistake but Luli could have avoided the incident if she had taken the correct line. Now she adds a twist to it that the officer allowed the foreigner to enter his booth. Medyo malabo yata yun kasi the booth’s door is located at the rear and not the front.

    Families of public officials are extended assistance by the mother offices. Ang hirap kasi kay Luli, masyadong pa pogi. Papila-pila pa kunyari para walang special treatment kuno. Kapag nasigawan, galit. Next time, gamitin niya sana yung “assistance” para ‘di na siya mabulyawan. Mahirap yung nagmamalinis ay santambak naman ang katiwalian.

    Absolutely right! Unang-una gusto niyang ipakita kuno sa mga tao na pumipila siya. Pero tama ba ang linya na pinilahan niya? Mayroon ba siyang diplomatic passport na siyang ginagamit kapag nandoon sa pilang iyon.

    Libo-libong tao ang dumadaan sa Immigration Line na iyan araw-araw at nagkataon lang na itong si Pandak – young version ang nandoon upang sumama sa lamierda ng pamilya sa Hongkong.

    Mabuti pa ang mga DH ay alam kung saan pipila dahil wala silang diplomatic passport.

    Over here, relatives and family members of the Prime Minister, unless they are also in public service are treated as private citizens, no special privileges given but treated just like anybody else. Kaya kung saan siya dapat pumila, doon siya. No need for those protocol dahil extra charge din iyon. Never heard of Koizumi’s son for example being given special guards either. Artista din ang anak niya but very detach sa tatay niya. Ganyan sana diyan. But no! pati private party bayad pa yata ng taumbayan habang majority are below poverty level.

    That’s what is ideal, but the reality here is that this practice had been carried over thru the years. In a way its wrong but it also helps shorten the line and the “idle” employees have something to keep them busy. Japan does not have an over-staffed bureaucracy such as ours.

  17. The Immigration official in fact acted right. Luli should not have queued there, and the Immigration official had every right to refuse to service her regardless of who her parents are. The Immigration official is acting as a bureaucrat who is not supposed to be beholden to an elected official but only to the people who pay his bills or as prescribed by the law. And there is no law that states that a bureaucrat has to act like a tsimoy of the next of kin of any elected officialject especially of the bogus president.

    At least, that is what I understand the duties and responsibilities of bureaucrats should be. It is not abuse. He was simply doing his duty. Dito nga hindi ngumingiti ang mga Immigration officials sa airports at ports namin. Dapat lang bigyan ng leksyon ang anak ni Ale Boba!

    I heard ANC’s Tony Velasquez say that Luli has a diplomatic passport beause she was a foreign service officer. Wrong.

    She passed the foreign service exam but her mother did not appoint her. She is not employed in the government. Why would she be holding a diplomatic passport?

    I’m turned off by reportes praising her for being “unassuming” and for following procedures. Why should she be praised for that? Who is she?

Tumawag pa ng interpreter iyong Immigration official at pinaalis ang intsik sa linya kasi temporary visitor lang siya. Ang hilig pang sumingit ng intsik na iyon sa totoo lang. Sinigawan ko rin nang lumipat naman sa linya namin na sisingit pa sa una. Ganyan ang ginawa ng anak ni Ale Boba. Pumila doon sa hindi naman siya dapat pumila. At saka siguro talagang gustong bigyan ng Immigration officer ng leksyon kahit na anak pa siya ng kung sinong kulapo. Sipsip din iyong nagtanggal sa Immigration officer na iyon. Dito iyan, may sasampa nang demanda laban sa mga abusive officials and non-official gaya ni Luli at iyong boss noong Immigration officer na iyon na tumaas lang siguro ang rangko sa pagsisipsip. Talk of crab mentality. Iyan ang example!!! Grrrrrr!!!! 😡

    The Immigration Officer may have committed some mistake, granted; but when it comes to arbitrary power within the perimeter of the border or departing or arriving area, nobody has the power over and above the immigration officer on duty. I don’t know what’s the law over there, but no politician, nobody can have the power above the immigration officer in line of duty and if ever he/or she makes a mistake a very thorough investigation should be undertaken before any action like suspension or firing takes place. To be subjected by any influence of whosoever, will minimize the effectiveness of the border or the immigration officers in performing their duties. Luli or lullaby, is not the issue. If she’s in the handicap line and the immigration officer can clearly see that she is not handicapped of anything, he or she can processed the client way in the back that is obviously handicapped.

    What I hear is that Mr. Padlan mistook Luli for a DH, as to his attitude towards her was that way. BUT, it did not give Mr. Padlan the right to treat Luli, or even a DH that way. Mr. Padlan had thought that Luli was in the wrong line. Undoubtedly, Luli is very simple looking, and does not like her PSG near her. Whether Luli is exaggerating her simplicity or not, it is common knowledge in the “circle” that she, like her mother, Gloria, has a bad temper.

    Simplicity is not in the way a person looks, but is in the person’s heart.

  26. Question really is: What the heck is Lulli doing in that queu?

    1) Is she physically handicapped? If the answer is no, then she shouldn’t be there. Now, if she is morally or intellectually handicap, that’s something else… maybe there’s something in government regulations that says that morally or intellectually members of the Malacanang mafia are accorded special status in an airport departure zone.

    2) Is she an official Philippine dipomat? If the answer is no, then what gave her the right to be in that queu which is supposed to be, reserved for dipomats?

    Now, if she’s holding a Philippine passport reserved officially for diplomats, there’s something wrong there. That passport must be fake, don’t you all think so?

    In that case, she should be arrested, questioned, detained, tried, convicted, judged and put in prison for faking official government documents.

    You will never find members of the family of a French or British politician using a diplomatic passport. That will be abusing authority and besides, that diminishes an official passport value if a government passport issuance office gives it to any tom, dick and harry who is NOT a bona-fide member of a nation’s official diplomatic corps.

    Regardless of who are the people lined up at the service line, courtesy demands first come first serve. To serve the foreigner behind Luli and thus bypass her is unacceptable to say the least. The fact that this foreigner is involved shows the fawning mentality of the customs officer involved … typical pinoy colonial mentality. When will he ever learn to become proud of his own skin and not be razzle-dazzled by foreigners?

    Well, kasalanan pa rin iyan ni Luli(bye) sa aking pananaw. Anak siya ng Presidente (kuno)at pwedeng dumeretso sa VIP kasama ang kanyang GHOST PSGs, pero mas pinili niya mag-gimik. Akala siguro niya ay makikilala siya kaagad ni Mr. Padlan at luluhuran o buong ngiti na ipagsisigawan ang kanyang pangalan for everyone’s ears to hear. Malaking propaganda. Humble nga naman.
    So ang lesson, tigilan na niya ang pagiging OPORTUNISTA.
    Sa panig ni Mr. Padlan ay nalantad din ang mababaw na pagtingin niya sa mga DH (aba, mga bayani iyan. Di ba sila ang tumutustos sa admin ni Glue?

Dapat nga dyan palitan lahat ng immigration booth officer at ilagay sa seminar, at turuan kung pano magkaron ng magandang ugali at turuan din silang ngumiti.     Assuming that the immigration officer attended to a foreigner first who was behind LULIIT, so what? As a Filipina, she should even give way to foreigners who arrive at our country. What was she trying to say and prove? That the Philippines follows rules and regulations strictly? Why not look at her Mickey Mouse brother whenever he leaves and arrives at the airport. Gosh, he has a battalion of security escorts led by PSG carrying high powered weapons.

    baka naman isa na naman itong moro moro ng administrasyun. Scripted, with Padlan and Luli as main casts. Parang pinalabas nila na si Luli(bye) ay law abiding citizen at si Padlan ang bad boy. Yung foreigner baka extra yun at talagang part sa script na siya ay sisingit sa linya. Then acting prowess ni Luli(bye) at Padlan. Galit daw yung isa at nag recat naman yung anak ni Bansot.

    Ang result wow, pogi points para kay Luli Bully at tsaka sa pekeng admin na ito.

    Tingnan nyo. Side lang ni lulu narinig natin. Si Padlan ay hindi ipinakita sa media takot siguro mabisto na drama lang pala ang lahat.

    Sino kaya ang director? Si Ms. Kashiwahara na naman?

    It was only a minor incident blown up to make the two ugly mother and daughter look good. Why not punish the many other government officials and employees of other agencies? At Diosdado Macapagal Airport, immigration officers are exorting from travelers to Macau. It was worse than what this guy at NIA did to LULIIT. What about those at LTO, BIR, NBI, etc.? Rich and influential people don’t need to fall in line. That incident was BS that doesn’t deserve even a space in any paper.

When a friend told me about her penchant for tsismis and making a mountain out of a mole (that is why I am not easy to believe that she has nothing to do with the sacking of the Immigration Officer who incurred her ire), I was shocked because I thought women of her economic standing (mayaman daw sila and bred in some exclusive schools) would have more sense of finesse and propriety. This incident may be a gimmick to launch the political career of the daughter, who acts as her mother’s personal secretary, and principal Internet Brigader, kind of pulsing the public sentiment and see if Filipinos will fall for this “Luli Inapi” gimmick. If they do, then, why not include her in the list of senatorial or congressional candidates in 2007?

    Hopefully, Filipinos have learned their lessons and will no longer allow themselves to be hoodwinked by any propaganda like this Immigration incident that only shows more the defects in the Philippine system. Walastik iyong anak VIP treatment and travelling with official passports even when she is not connected with the government, and worse, travelling on official junket gaya noong buong pamilyang pumunta sa China, pati apo kasama!!!

    What? What did you say Pinoysinger? Luliit a hero? If I were the officer I would certainly discriminate her. We didn’t exactly know what transpired and happened in that incident. This presidential daughter might have arrogantly confronted the officer. And since he didn’t recognize this second class looking daughter of the fake president, he blew his top. What’s wrong? What about that incident (or two incidents) in Laoag involving the Laoag Mayor? What about Cong. Roque Ablan who fired his gun to scare the pilot to impress his foreign visitors? Were these officials and politicians reprimanded or punished? Why single out a poor immigration officer who happened to wrong a very powerful person like this Luliit?

    Customs cops tagged in extort try now off the hook?

    Two Customs policemen may get off lightly from their alleged attempt to extort money from 17 Japanese university students who arrived at the Ninoy Aquino International Airport (NAIA) Terminal II last Nov. 1.

    Carlos “Ding” So, Bureau of Customs-NAIA District Collector, said the absence of a formal complaint against the policemen would prevent an investigation into the incident, and reduce it to a mere hearsay.

    “I haven’t received any report on the matter,” So told The STAR in a chance interview at the NAIA Terminal II when the Customs official showed up for the arrival of President Arroyo from Hong Kong Friday night.

    With the absence of a report from his men at the NAIA Terminal II, So expressed doubt that the incident even took place.

    “I cannot comment or act on it because there is no complaint that reached my office,” he said.

    On Nov. 1, a British professor from the University of Meiji Gakuin, Professor Tom Gill, complained that two Customs policemen tried to collect Y1,000 each from 17 Japanses students who arrived with him in Manila via Philippine Airlines flight PR 431 for a two-week study tour in the Philippines.

    Gill reportedly left his students momentarily at the arrival area of NAIA Terminal II to look for fellow University of Meiji Gakuin teacher, a Filipino named Rey Ventura, at the waiting area outside the terminal.

    When he returned to his students, he learned that Customs policemen, who were later identified as Joal Vargas and Danny Pebeanco, approached them and allegedly asked for the money as “airport fee.”

    Joselito Franco, NAIA Terminal II Customs police officer-in-charge, had reportedly berated the duo upon learning of the extortion try.

    Franco said he had already informed his superior, Major Elpido Manuel, Bureau of Customs-NAIA police chief, of the incident and the latter had ordered Vargas and Pebeanco relieved from their post.

    Franco told The STAR that Vargas and Pebeanco will be penalized further, aside from being relieved from their airport assignment as a result of the incident.

    ***Just because there’s no formal complaint, the two are free? Another BS ! Innocent people are being arrested without warrant. Here’s a case when several Japanese students were themselves the witnesses.
