Alan loses first round

What do you expect from the Malacañang-controlled House of Representatives? The Daily Tribune’s report on the harrassment of Mike Arroyo of Rep. Alan Peter Cayetano:

Where before, in at least two impeachment bids against President Arroyo, administration congressmen quickly dismissed these complaints on technicalities and saying they were lacking in form and substance, the presidential allies in the House of Representatives yesterday found the complaint of First Gentleman Jose Miguel “Mike” Arroyo, his congressman-brother, Ignacio and two sons, Rep. Juan Miguel and Diosdado, who is also gunning for a congres-sional seat, meeting the requirements of form and substance, paving the way for the investigation against Deputy Minority Leader Alan Peter Cayetano that would lead to his expulsion from the House.

Cayetano (Taguig-Pateros) yesterday lost the first round of the many battles raised against him by the very influential figure from Malacañang, the presidential spouse, as the allies of Mr. Arroyo went all out to lay the groundwork for their colleagues’ expulsion, with their instant cognizant of the complaint filed by the First Gentleman against Cayetano before the House ethics committee yesterday.

The committee through a vote of 33 against 10 validated the two complaints as being sufficient in form and substance, which would eventually warrant a full-blown investigation and hearing.

The committee chaired by Rep. Roberto Cajes (Bohol) has accepted the two complaints filed separately by the First Gentleman, Rep. Ignacio Arroyo (Negros Occidental), son Juan Miguel (Pampanga); and the First Gentleman’s youngest son, Diosdado “Dato” Arroyo against Cayetano.

The Arroyos are seeking the expulsion of Cayetano, whom they have accused of improper

conduct.

The first complaint was filed on Sept. 6 while the complaint filed by First Gentleman’s youngest son was filed on Oct. 12.

Prior to the determination of the complaint’s validity, the committee at the same time junked efforts of the members of the minority to question the jurisdiction of the committee over the cases filed against Cayetano.

The members of the minority questioned the jurisdiction over the complaints filed against Cayetano given the fact that there is a pending case against the opposition congressman filed in a regional trial court.

Prior to the filing of the complaints against Cayetano before the committee, the First Gentleman had already filed a P30 million libel case against the Pateros-Taguig legislator.

The complaints filed, according to house minority leader Francis Escudero, were actually a verbatim reproduction of the complaints filed before the prosecutor’s office.

Cebu Rep. Clavel Martinez believes the committee is barred from entertaining any complaint against any member of the House of Representatives unless the jurisdictional requirement has been complied with.

This was echoed by partylist Rep. Loretta Ann Rosales. She said that before the committee tackles any particular case, “we have to know if we have the jurisdiction over this.” stressing that “we have to determine the jurisdiction first and once we determine it, then we can determine if the compliance (as to form and substance) has been met.”

This was rejected by the administration committee members.

Ironically, this was the argument used by the administration house allies to quash the pro-impeachment group’s position that the evidence by way of the election documents should be presented. The allies then said the Justice committee was not the proper forum for this, as jurisdiction was with the Presidential Electoral Tribunal.

Upon the opposition’s objection on jurisdictional basis, administration congressmen Harlin Abayon (Northern Samar) and Baguio Rep. Mauricio Domogan invoked Section 17 of the rules that the committee should take immediate action of the complaint filed, and determination of jurisdiction should only follow.

“We can raise at all times the issue of jurisdiction but only after the question of validity is settled,” they said.

The chairman ruled that section 17 takes precedence over section 2, to which, minority members Gilbert Remulla (Cavite) and Joel Villanueva (partylist Cibac) appealed for reconsideration.

The appeal, however, was junked through a vote of 31 against 9.

The complaints filed against the opposition congressman were triggered by Cayetano’s claims that the presidential family has kept secret dollar bank accounts with Hypo Vereinsbank in Germany.

Mr. Arroyo went to Munich Germany and secured a negative certification from the bank, to the effect stating that the presidential husband has no account in that specific number mentioned.

It was however noted that the account number in the certification had one too many number seven. Also, reports were clear that the alleged bank account was not in the name of the First Gentleman but allegedly in the name of his son, Juan Miguel.

Another administration congressman, Luis Villafuerte (Camarines Sur) suggested that Cayetano should not resist the decision reached by the committee and instead asked him to file his comment in a period of 10 days.

    Alan needs not worry. This is his last term as congressman. If he is expelled by these goons in the Congress, he gains more sympathy from the people. And this will assure his victory in the coming senate election. He can start preparing for his candidacy and work closely with the opposition. It could turn out to be a blessing in disguise. As a good Christian, Alan believes the Lord is on his side.

  3. What a crap! So what if he loses at the Philippine Tongress. At least, he can say that he is not part of it, because he is the real Macoy—real Congressman. Everybody knows what the Bogus Couple has done to the Philippine system—a mechanism of graft and corruption.

    By the way, in case you do not know, there is now a movement to indocrinate Filipinos that there is no Opposition but representatives of the people versus the representatives of the Malacanang Mafia! 😛

    well!! what do we expect from this tonggressman,the like of mr villafuerte who is so corrupt and a lick bootter of GMA and FG,he will always protect this illegal president and her spouse for more money..this allies of GMA are so evil that they think they will be there forever fooling and toying with the filipino people.your time will soon come to an end..how i wish that it will come sooner so you will taste the wrath of the filipino people,look at andaya.the name itself really stand for that..just to have more pork barrel,his giving his constituent a bad example..his letting the son of FG dado to run unoppose in his place as representative of the house knowing that dado is from pampanga and not in bicol.what are this people think about the filipinos that they can do all this nasty things on us..they are not only evil and criminals,they dont have any conscience at all..mga kapal muk`s!!

    Isn’t that a better result. I mean, there would be full blown investigation and hearing, so truth will come out. Cong Cayetano can then present his evidence about the $500M German account which he didn’t had the chance during impeachment proceedings. Hope we’ll see a final outcome of this and will not result as a ‘ningas cogon’, or a case of ‘golpe de gulat’.

  6. In an earlier thread, Anthony Scalia asked if there was a “Hold Departure Order (HDO)” order for me. Beause he said, if none, I could have just left for that Pakistan trip.

    There was no HDO for me but since I’m out on bail, my lawyer said if I leave without permission from the court, it would be jumping bail. I could be arrested when I get back and my passport would be confiscated.

    Fencesitter explained this in an earlier thread.

    I thought the trip was not worth all those risks.

    Partly, it was my fault for not knowing the basics of judicial process. This is a learning experience for me.

    This morning, I was arraigned and I pleaded “NOT GUILTY”. Of course!

    We are asking that my case be consolidated with that of the eight others in this particular case. (BG: I and Tatad were dropped by the prosecutor from the charge sheet last year. But Arroyo petitioned that we be reinstated. Which was granted last month.)

    Tatad, on the other hand, had a different legal strategy. He is pursuing the line that the case has prescribed because it was filed after the article was published on May 19, 2004. It was rejected by Manila RTC Branch 26 Judge Silvino Pampilo Jr. yesterday. Tatad is appealing it to the CA.

  8. Its another case of the congress changing its rules to suit their interests. Now unless they change their rules again and prevent Cayetano from presenting evidence, ibang usapan na yan. I think this is the reason why the fatso jumped the gun and went to Germany. Time and again he insists that there’s no better evidence than the certification by the German bank. I suspect the majority to make a mockery of this proceedings. They will move heaven and earth to prevent Cayetano from presenting anything and take the fatso’s assertions as gospel truth. Nalagyan na ang mga yan.

    Yes Schumey, i agree that they can make and change rules to favor them. Would it not be too obvious though that even when there should be 2 sides to a case, only the Fatso can present his evidence and not Cayetano? Unbelievable, but possible (with these tongressmen)! My thinking is that Fatso only filed this complaint with the thought that Cayetano will be cowed, but the latter chooses to fight it out, hence, the committee concerned was forced to act on it.

    Miriam to undergo psychiatric exam for CJ post

    Sen. Miriam Defensor-Santiago will have to undergo psychiatric and psychological tests for her nomination as chief justice of the Supreme Court as required by the Judicial and Bar Council.

    Justice Secretary Raul Gonzalez, an ex-officio member of the JBC, said the senator and five of the Court’s magistrates who were also nominated will be required to submit themselves to professional evaluations.

    “If [it is] required for one, you [should] require it for all,” Gonzalez said.

    The justice chief added that opposition Sen. Francis Pangilinan wants a public interview for Santiago. Pangilinan, chairman of the Senate justice committee, is the chamber’s representative to the JBC.

    Gonzalez said Santiago’s life is an “open book” though Pangilinan wants her to be subjected to an interview anyway.

    Santiago was nominated for the post by the Young Lawyers’ Association of the Philippines. Her nomination raised the number of contenders to six.

    Aside from the senator, other contenders for the post to be vacated by the retiring Chief Justice Artemio Panganiban are Associate Justices Reynato Puno, Leonardo Quisumbing, Consuelo Ynares-Santiago, Angelina Sandoval-Gutierrrez and Antonio Carpio.

    The five magistrates were automatically included on the list of nominees, being the most senior members of the Court after Panganiban.

    Gonzalez said the number of nominees would not pose a problem since President Arroyo will choose among the contenders.

    Panganiban will retire next month upon reaching his 70th birthday.

    I’m not really sure if psychological and psychiatric tests are exact science that could be used as one of the qualifying tests for the position of SC chief justice, but anyone who maybe suffering from delusion or grand illusion can always mislead or defeat such test. Miriam has proven that she can spin around just about anything. I don’t believe she is that intellect, daring maybe, but ambitious and self -centered sure she is.

Although there are a few goodmen, it is sad that today, being a Congressman does not add to one’s prestige anymore, on the contrary, it makes one stink!     Nobody was surprised when Alan lost the “first round.” Expected na ‘yon, di ba? Matanong lang: Ilang rounds ba ‘to? Di ba parang “Boxing” ang labas dahil sa first round , talo..Eh, ano? may second, third pa naman, kaya?     More than a century ago, Rizal, in fact, defended Filipinos who were called insolent by the Spaniards, and he said that they were not insolent, just non-motivated, and in their confusion, etc. they had become extraordinarily plain, simple and docile.

    Then came the Americans who could not actually control the landgrabbers, etc. who were mostly sons and daughters of Spaniards, who settled in the Philippines, including the friars who sired a lot of them, and the Chinese being wiser to marry them, and thus, we see the emergence of these political dynasties with Chinese-sounding names.

    Then came the Japanese whom the Filipinos resisted strongly because they looked like them especially when tanned by the sun, and suffering from some colonial mentality, they would not like to be under their fellow Asians, whom they would not tolerate to subjugate them, plus there was a war so assimilation was rather impossible.

    Then, the war was over leaving the gap between the poor and the rich to become wider. The Americans seeing the great damage like the destruction of the US bases decades after by a dormant volcano made active again, decided to grant them independence but not total freedom that something Filipinos even now in fact have never learned its importance and significance.

    Otherwise, they would not be satisfied with the pittance offered them by the crooks, family dynasties in fact, who have ruled them for decadesas like a few thousand pesos for their kidneys, etc. or even the menial jobs offered to them overseas!

    Come to think of it, the Americans actually tried to provide jobs to the Filipinos during their occupation of the islands off the Pacific, but not inside the Philippines. They were brought to Hawaii or the West Coast to till the lands there.
    But what lasting benefit did it have on the Filipinos? Nothing!

    Same with the deployment of Filipino workers overseas now that is more human trafficking in fact, what good has it done to the Philippines but to finance the extravagance of the crooks who think they now own the Philippines!
    Surely, Chi, the buck-toothed woman (pustiso yata iyong malalaking ngipin sa harap!) will go down Philippine history as the greatest pimp, and/or the greatest blunder the Filipinos have ever committed to torment themselves!

    I agree with Ocayvalle, et al, it’s time to remove the crooks from the palace by the murky river—even at least to stop the Fatso from throwing his weight around like some evil Rasputin!     The writer painted Imelda whose fashion sense is absolutely obnoxious and ostentatious in the extreme.

    Alan Cayetano may have lost the first round, or all the rounds after it for all I care, it must be Divine Will that wants him saved and out of that snakepit.

    I could only envy how the polls in the US went, what with the American voters’ voices being heard loud and clear: “We condemn Bush and his policies”; “We detest the Republican Party’s corruption”; “We hate Bush and Rumsfeld for their lies”, and more. The Democrats have just regained their House control, and as it appears, the close Senate numbers may go the same way.

    Here, the people’s voice is muffled, nay, stolen by an illegitimate usurper twice over. The most hated ruling party is not punished but rewarded in its corruption. The defense chief resigns not because he lies but because he spoke the truth.

    As for Alan, the Congress will soon back out of this confrontation for whatever the outcome, Cayetano will emerge as the victor. If he is expelled, who cares? He gets more boost even if he is sure shot at a Senate slot. If he stays, the First Gentlepig, and his piglets all lose.

    The wise decision is for the House to absolve him, they get their envelopes from the saint’s nephew, they shorten the mileage the opposition will definitely have advantage of in a full-blown hearing, and they save their skin from future backlash in case the power shifts to the other side.

    OK amenado ako may deperensiya ang mga aleng ito, but these women are stunningly beautiful in real life. They have aged gracefully as a matter of fact.

    Mas badoy pa ngang magdamit si Gloria Diaz as a matter of fact. But have we heard her being criticized for her way of dressing up? Wala, kasi pinili nila siyang maging Miss Universe!

    Point is they should make sure Imelda does not do anymore anomalous activities. If she is honestly earning her keep, it is her privilege. She should be encouraged to reform! 😉

    There is no need to look like a Christmas tree to look classy. And Imelda is all that. She’s really ostentatious and I don’t believe that’s good fashion sense.

    We have what we call the “bon chic bon genre!” One can be chic without overdoing it – Imelda is not all that.

    My daughter who was then 12 met her once in Manila her first impression was, “She looks like an old giant barbie doll!”

    Yuko, Anna, the good thing with Imelda is that she tries hard to put forward a positive image for her and the country and she does it so lavishly that foreigners either hate her or envy her. Or both.

    Remember, “the good, the beautiful” – a phrase she uses almost exclusively to describe everything she is capable of, the reality behind it however, is a different thing.

    Although to this day, many Manongs and Manangs blame her for the downfall of Da Apo, she was also instrumental in many of Marcos’ triumphs.

    Pandak, however hard she tries, will never be seen near the likes of a Doris Duke or a Liz Taylor. She will have to be contented with the company of the Chavits and Pinedas.

    When I first saw Imelda, she must have better fashion adviser because she was stunningly beautiful in her simple terno and had only a pair of earrings on her ears and a simple broch to hold her alampay attached to the saya. And that was way back in 1968 when I went to Malacanang with a group of Pakistani dancers who performed in the palace and I was their guide.

    The next time I saw her was in Hawaii when we visited my uncle, and she did not have anything on but her wedding ring, a wrist watch and her pair of earrings. She was mildly made up too, but she still looked beautiful despite her age. But then, of course, as they say, “Beauty is in the eyes of the beholder.”

    The eye sore for me was the golden statue of the infant Jesus that she carried where’er she went. I thought it was sacrilege but it was her religion and I could not totally blame her for it. I don’t believe in those statues, you see, and I think it is sacrilege to be praying to one that depicts Jesus as a child even when He died and resurrected when he was 33 years old, a very well grown up man indeed!

    Kahit anong sabihin nila, maganda pa rin si Imelda. Her pictures lately look different, though. Matrona na ang itsura talaga. I know about the anklets of Imelda (never tried one myself), though.

    But then, Anna, how many Filipinos do you know who do not go around with their jewelries hanging on their bodies? Dito nga may nakita akong pinay, may singsing pa sa mga daliri ng paa aside from the anklets on both feet! Believe you me! 😛 Dinala na lahat ang mga alahas niya!

    So, out of curiosity I asked her why she would carry around all her jewelries hanging on her body, ears, arms and legs. Sagot sa akin, “Ate, hindi ko maiwan sa bahay kasi baka nakawin noong mga kasama ko. Kaya sinusuot ko na lang. Tutal wala namang magnanakaw nito sa labas na mga hapon. Kababayan lang naman natin ang mahilig magnakaw!” Susmalosep! 😛

  50. This reminds me of a story I heard about some ignorant Japanese tourists who went to Corsica in Italy. Corsica as you know was the birthplace of Napoleon the Great. When they got back to Japan, they were held at the airport and could not be cleared until they explained about the human bones they each have. When asked what they were, they said they were bones they bought from someone selling souvenirs to tourists in Corsica. The Customs officer was perplexed becauses there was nothing worthwhile about keeping some human bones and he found them too small for a grown up man until one of them blurted out and said, “Of course, they are not.     Yes, Chi. She played Mary’s role in school play but it was a grade school play. Then, she was booed by the audience. Many parents protested saying her role insulted the Mother of Jesus. It was her teacher’s fault. Her teacher played politics by giving her the role just because GMA happened to be the daughter of then President Diosdado Macapagal. Even today, the parents still remember that program. Whenever they meet and talk about it, some are not afraid to comment to say that was the ugliest Virgin Mary they ever saw in a religious play. One of the parents happen to be my aunt.

    Simple lang pumorma si Imee: Kabataang Barangay o plain white T-shirt and maong, heavy ang makeup sa mata. Si Irene araw-araw naka-Lacoste and maong, nakalipstick lang. Si Katrina nakapormang may lakad palagi, disco habitue kasi, siyempre pa naka full makeup . Yung anak ni Virata, pormang Irene Marcos din.

    Ang tsismis sa UP, nagparetoke si Imee ng mata at ginawang parfect ang mata niya dahil hopeless na mabawasan yung haba ng chin. Ang punto raw ng surgeon, ilayo na lang ang atensiyon sa baba at magkaka-balance sa mukha niya. Tama ba iyon? Si Irene naman maganda talaga at may katawan pa. An input on Bong bong Marcos: In 1976, he came to Paris for a good time and frequented the well known private night clubs in the capital, i.e., Privée, Regine’s, etc. He dated one of my childhood friends, a Ms Philippines who was studying in Paris at the time and lemme tell you, she didn’t appreciate him at all.

    He was quite mayabang, arrogant and to put it bluntly, quite rude most of the time. He ordered his aides around as if they were slaves. No finesse whatsoever. I put it to lack of real education or worse, lack of intelligence.

    More often, a person uses his own perceptions, which are not always correct (maliban ang perceptions kay Glue :), to form an opinion about something.     Here’s an article written by a distant relative of mine on Bongbong for the Inquirer in Ilocos FYI:

    Ilocos Norte Gov. Ferdinand “Bongbong” Marcos Jr. still talks his father’s language in the world of politics. But Bongbong is the first to admit that he now lives in a different reality. He is, after all, no longer the spoiled son who would whistle-stop in the province only to play on its pristine beaches.

    Now 48, Bongbong has been governor for seven uninterrupted years, thanks to a family name that many Ilocanos still revere and a style that constantly reminds them of the ousted president. Bongbong wears the same short-sleeved barong and black pants in official functions that his father was known for. In public appearances, he often quotes his father.

    At one media briefing where he was asked whether he owned businesses in Ilocos Norte, for instance, Bongbong said he follows his father’s rule that he shouldn’t make money where he gets his votes.

    Bongbong wouldn’t mask his sullenness over EDSA, though, describing it once as “nothing but a political power grab.” He had paid a steep price for it. “To be taken from the heights of privilege into exile and in the manner that we were treated [like a devil’s agent], of course, it changes you,” Bongbong told NEWSBREAK. “You have to grow up very, very quickly.     EDSA forced Bongbong to give up his privacy, live a less carefree life, and embrace politics, something that he never took seriously when his father was still in power. “When he came to Ilocos for a quick visit [before EDSA], either he was always in his van or he walked around with heavy security,” recalls veteran local journalist Juliet Pascual. On his first term as governor in 1998, he had to show that he could be taken seriously. He went to office every day and managed provincial affairs hands-on. But many say he has returned to his old life—preferring to stay home or travel abroad, leaving day-to-day affairs to his staff. “I seldom see him in the capitol,” says a Laoag politician.

    His ambivalence toward a politician’s life notwithstanding, retirement is out of the question for now. His term ends next year and he is said to be eyeing Congress. In turn, his sister Imee, who will end her term as congresswoman, will run for governor. This is Marcos country, after all.

    Thanks for the tidbits about UP. Those were the days. I went to see the Diliman Campus in 2004, nadismaya ako. Ang sikip na. Pinag-iinteresan kasi ng mga non-UPian ang lupa doon.

    Frankly, despite the propaganda that the Pandak got her PhD at UP, I don’t consider her an alumna of UP especially if I believe the hush-hush that it was obtained by devious means. (Anong say mo dito?)

    Iyan ang pinagmamalaki niyan at iyong stint niya sa Georgetown na wala namang credit. Hindi binabanggit that she took her undergrad diploma from Assumption and M.A. I think from Ateneo U, where she taught. Kasi kahit anong sabihin niya and attempt to dissolve UP, iyan lang ang kilalang Philippine university worldwide.

    I didn’t know that he went to Eton because I thought he went to La Salle.

    To be Eton-bred he’s got to have been at Eton immediately after prep school and until the final year and preferably prepared in a prep school of the English public school category.

  94. He did, Anna. He went to Eton. ‘Taka nga ako noon kung bakit sa UK pa. I did not even realize then that the value of the sterling was double that of the dollar until I, myself, went to UK to study.

    At least, in my case, I was not paying on my own but a grant from the British Council. Kaya nga sabi ko, sobra naman bakit hindi pa sa Pilipinas na lang mag-aral to save the Philippines unnecessary expenses because of the tendency of Filipinos to charge such extra expenses that should have been personal as government expenses like what the Filipinos on foreign assignments actually did and still do.

    Irene went to study in England, too, I understand, and why she looked dignified. I had the same impression of Bongbong as a matter of fact. When I saw him as an adult, he was 30.

    Is that so? Spent all of junior and senior school years at Eton?

    What I really meant was that to be called ETON-BRED, technically, he’s got to have been educated at ETON immediately or RIGHT AFTER prep school or from Form 6 or 7 and ideally, should have come from a similar public school (preferably from an English public school) of the same repute (although the two Windsor boys went ‘only’ to community or state-run prep schools and not to the classic English public school prior to going to Eton but heck, they were Windsors!)

    Actually, if you compare Eton’s tuition costs to those on the continent, tuition fees at Eton and at two other reputable English public schools like Harrow or Wellington, are almost not more expensive than the usual international schools on the Continent which charge non-boarders 26,000 Euros for a year’s tuition fee alone for Form 11 and onward.

    To Imelda and Ferdie even then, that would have been peanuts!

    (Anyway, it’s quite surprising that he didn’t develop the English public school boy accent…)

    It was in fact when they reported in the newspapers his going to Eton that I first heard of it as it was long before I, myself, was able to go to UK, and I had only US orientation at that time. How long he stayed there, however, to develop the public school boy accent, I don’t know.

    But then, look at FVR, who is said to have finished schooling at some military school in the US. Ang sagwa ng accent!

    Considering the condition the Philippines was when Marcos took over the reins of government, anything triple or quadruple the price of the peso, Anna, was expensive for me. Besides, why go overseas when there were equally good schools in the Philippines especially then if not for the yabang?!
