The shameless majority in the House of Representatives, personified by Jose de Venecia, Luis Villafuerte, Edcel Lagman, Prospero Pichay, Prospero Nograles and Constantino Jaraula, got their way to have a Senate-less Constituent Assembly starting on Monday to amend the Constitution so that they will remain in power as long as they want, even if the people are sick and tired of them.
We asked some of the gallant majority, who, although few in numbers, give us hope that all is not lost in this country, whether they will participate in the farce that will be played out next week.
Rep. Roilo Golez (Parañaque) said, they still have to decide. “As of now, we are inclined to participate to block their effort and reveal flaws in the process.”
Same thing with Rep. Gilbert Remulla (Cavite) who said, “We are really thinking about its pros and cons. We have yet to meet formally about it. Perhaps over the weekend.”
The Liberal Party (Drilon Wing), however, has made a decision to participate. Rep. Nereus Acosta (Bukidnon) said, “We have to engage them and put a clear check on such brazen abuses from here on. Walking away from this will only allow them to run roughshod over decency and fairness.”
But the public has made up its mind. One of the visitors in my blog, who signed in under the name Tong Gress, said what the majority did was “gang rape” the Constitution. “Hinawakan ni Pichay ang kanang kamay, si Nograles ang sa kaliwang kamay, si Villafuerte ang sa mga paa habang ang iba naman ay nagchi-cheer kay yoda de Venecia, “Go Joe! Go! (Pichay held the right hand, Nograles took care of the left hand, Villafuerte pinned down her legs while the rest cheered JDV, ‘Go Joe! Go.’)
Anna, who monitors developments in the country from Brussels, said: “Our people must learn and understand that democracy is not simply a numbers game. It is more subtle than that. It is also about values, about the concept of knowing what is right from wrong; it is about reason and applying reason to the law so that the law may be well served. It is about thwarting injustice and misrule.
“Numbers help in the exercise of democratic prerogatives but when numbers are misused and abused, the exercise becomes futile. Misuse and abuse of numbers in a democratic exercise leads to tyranny, and in the case of the Philippines, a de facto dictatorship.”
She said, dissecting the events of the last couple of years culminating in the last couple of days, and you have no other name for the type of rule you have in the Philippines. “It’s dictatorship.” Her conclusion: “Time to Revolt.”
Diego Guerrero bewailed “the rape of democracy” and echoed Anna’s call: “Revolution!”
Parasabayan has the same sentiments: “No time to mourn! Time to act, time to attack!”
Amidst the anger and calls to join the protest actions in the coming days, I got this reminder: “Christians beware: The Con-Ass has the tacit task from Gloria Arroyo to revise the Bible to assure that Mike and Gloria Arroyo can go to Heaven by making Heaven and Hell unicameral.”

The CBCP is calling for a nationwide prayer rally on Dec. 15 to protest the railroading of Con-ass by Arroyo’s allies in Congress. Question: Why only the noise now after long silence from the Catholic Church? CBCP should have issued another warning even before the Congress voting. Or is there another negotiation or white envelope giving to stop the scheduled prayer rally? CBCP has long lost its credibility. Its moves and decisions are now being received with suspicion by all. El Shaddai also plans a similar rally on the same date. Bro. Mike Velarde is one preacher who benefited so much from this Arroyo government. Is he now asking for more?
Of interest is the silence by Manalo and his INC. What’s the position of INC on this Con-ass? Why is this church so quiet? Yes, it supported Arroyo in past elections; but INC’s position is to have the election next year so that politicians can go and kiss Manalo’s ass again. Anyway, if INC speaks against Con-ass, it has more impact than any other religious groups. INC might not have the numbers compared to the predominantly Catholics; but its unity and obedience to their leader is the envy of many. When INC flexes its muscle, no one and no group could stop it. Marcos learned that lesson. Cory too. And I’m sure GMA will also listen to Manalo. Therefore, if there’s one remaining group that needs to be convinced and asked to oppose this Con-ass, it’s INC.

I suggest that all concerned members of the Senate to file a protest against this infringement of their right to insure that the Constitution is not treated as a plaything of the idiot hallucinating herself as queen by hook or by crook. Filipinos should back them up by marching on the streets NOW even just to show the whole world that they are up to their neck with this farce of a Philippine Congress dominated by another bunch of idiots.

Workers lead noise barrage vs. con-ass
Calling the House resolution calling for a constituent assembly as “a crime that started with a lie and will end with theft,” workers and poor staged noise barrages at seven points in Metro Manila this noon in protest at the planned con-ass.
Judy Ann Miranda of Partido ng Manggagawa (PM) assailed House Resolution 1450 for being “Based on the patent lie that the people clamor for charter change that will result in the wholesale theft of the civil liberties, labor rights and national patrimony provisions of the constitution. Truly liars are the siblings of thieves.” PM party-list Rep. Renato Magtubo voted no to the House resolution 1450.
A few hundred members of PM and other allied groups converged at Welcome Rotonda for the noon time noise barrage. Similar protests were held at places such as SM North EDSA, Timog EDSA, Malinta interchange and SM Fairview.
At Welcome Rotonda, workers from PM brought pig-shaped placards in reference at the majority solons that sponsored the con-ass. One prominent pig-shaped placard had the label JDV and the slogans “CON-ASS: Babuyan sa Kongreso, Ibasura! Sahod, Trabaho, Pabahay Hindi ChaCha! Kapakanan ng Manggagawa Hindi ng Trapo, Unahin!”
“Like thieves who execute their crime in the darkness of twilight when people are sound asleep, the trapos of the majority finally railroaded the con-ass resolution early this morning. And not just once but twice. They did it two days in a row,” argued Miranda.
She added, “Super typhoon Reming brought calamity to Bicol but cha-cha through con-ass will bring disaster to the whole country. Gloria will get to extend her illegitimate rule; the trapos will get unlimited terms of office and the multinational corporations will get to own our rich land, natural resources and public utilities. While the workers and people will lose what little in protection that is still inscribed in the bourgeois 1987 constitution.”
Miranda however warned that “Gloria and JdV have a puppet majority in the parliament of the trapos and with their numbers they can carry out their crimes against the people. But in the parliament of the streets, there is a solid majority that is against chacha and clamor instead for wage increases, regular jobs, affordable housing and a decent life. It is too easy for Gloria and Jdv to amend the rules but it will be real hard for them to revise the constitution. The workers will join with the people in protests against Gloria’s chacha and JdV’s con-ass that will escalate till next week when the rump assembly is constituted in Batasan.” ###

It is now time for every conscientious Filipino lover of democracy to take action and express indignation over the shameless, self-serving act of Gloria and Jose de Venecia’s House to declare a rump Constituent Assembly (Con-ass). A bunch of demonstrably corrupt politicians has arrogated unto themselves the power to change our nation’s basic law — all to their own benefit and against the will of the people! The Catholic Bishops Conference of the Philipines (CBCP) president, Archbishop Lagdameo has called on the faithful to “watch and pray for self-serving representatives” in his press statement. We support that and add that we must all now take action.
Around me are countless groups and citizens beginning to wake up to the need for voluntary action, and as I write this, I am heartened by the middle and upper class citizens who have started to organize motorcades to demonstrate their extreme disgust over the congressional majority’s act of total disrespect and the insults to the wishes and rights of the people to be heard in such sacred act of changing our Constitution and our form of government. The mass organizations are already mobilizing countless sectors and continue street protest of various forms, from noise barrages to prayer vigils.
Schools must be involved, and I expect that in a few days the Catholic schools will start feeling the commitment of the church leaders to the cause of restoring respect for the will of the people. It took some time for the voices of warning from the progressive bishops to be heard and they would probably have continued to be unheard if it were not for the absolute hubris that has taken over Gloria’s minions in Congress. The state colleges and universities, I am certain, will follow with student rallies and even boycotts of classes until this Con-ass crime is redressed.
I appeal to our readers to take every bit of action they can and be prepared to join the calls for protests from their own homes and offices, wherever they may be. Start an e-mail campaign to recruit more people into active campaigning against this Con-ass and join the daily protest that is already starting. Go and talk to your parish community and help spread the press statement of Archbishop Lagdameo about the “self-serving representatives” and encourage both prayers and actions even within and around the parish vicinity. The country needs every bit of initiative from everybody now.
What is at stake is the little that is left of our citizens’ rights, such as the right to vote for national leaders, the right to demand accountability from elected public servants to ensure that self-serving elements can be eliminated around election time, to question the leaders when they abuse, to expect equal protection of the law for ordinary citizens as well as political power wielders. If you have felt the abuse by these people in Congress the past years passing laws on power, water and taxes that have been inimical for you and your family, you will see worse of it if they get away with this Con-ass.
It is no longer a matter just of “politics,” punning and wisecracking against the asses in the Con-ass campaign, now it is a deadly serious end game where the corrupt and graft-ridden politicians will dominate in perpetuity if they get away with this Con-ass and we shall be permanently enslaved and never again have the peaceful, bloodless changes that only regular, predictable, scheduled elections for national leaders can provide. The other option is bloody carnage that will take lives on all sides, the bloodletting of a civil war that will make the streets of Manila like Baghdad.
We are calling on all our readers to prepare to join major mass actions at the Senate, on Monday, Dec. 12, to support our anti-Con-ass senators for the hearings on the issue, and to converge 50,000 strong at the Batasan on Tuesday, Dec. 13, to protest the opening of Gloria and De Venecia’s rump Con-ass. This may swell to 100,000 if several religious movements that have signified their intention to join the anti-Con-ass activities are able to muster their people swiftly enough. Meanwhile, motorcades all over Metro Manila and provincial cities will fan the spirit of protest and resistance.
As we witness the rape of democracy, particularly after the Con-ass legislators made a mockery of age-old rules of Congress with regard to constitutional procedures, I wondered about the officers in our military institutions. Are they also all as corrupted as the Con-ass politicians and Gloria, or as apparently unprincipled as their Chief of Staff and superiors Esperon, Tolentino, Danga, et al. who have been accessories to the rape of our elections? I believe there are still more decent officers in the AFP than there are knaves, the only question is when will they move to defend our democracy.
That the rump Con-ass is providentially timed for the start of the Asean conference in Cebu, the world will be witness to the political crisis exploding in the Philippines. Now is the time! Let us move, let us be counted. As Archbishop Lagdameo appeals to his flock, we appeal also to the rest of the country: “…be vigilant, to express their opposition to Con-ass…God help us! God help our country!” and God helps only those who help themselves.
Now is the chance for the 1M concerned Filipinos to act against an oppressive regime now keen on submitting a very discriminatory Constitution. Lalo na iyong hindi makapag-aral, they should join these rallies kasi ang labas nila magiging tau-tauhan na lang sila ng mga may pinag-aralan daw pero bastos naman!!! Yikes! 😡

SENATOR MAR ROXAS BATS FOR SENATE RESPONSE VS HOUSE
CON-ASS
Senator Mar Roxas elicited the assurance of that a
concrete institutional response to the ongoing effort
of the House of Representatives to convene a
unicameral Constituent Assembly is underway.
In his remarks on the floor of the Senate, Senator
Roxas said that the actions of the House, preliminary
as they are, constitute “an opening salvo to a
sequence of events that will unalterably destroy
our system of government.”
He queried the Senate President on whether a caucus
will be convened to discuss the Senate’s response to a
House-initiated Constituent Assembly.
Senate President Manuel Villar and Majority Leader
Francis Pangilinan assured the Liberal Party stalwart
that:
1) The Office of the Majority Leader is preparing
a new resolution reiterating the Senate’s position
that a Constituent Assembly must include the
participation of both Houses of Congress
with each House voting separately.
2) At an appropriate time, the Senate’s legal
office will file its opposition before the Supreme
Court.
3) A caucus of all senators will be convened this
week to discuss further the response of the Senate.
Roxas welcomed the concrete steps that will be taken
by the Senate as an institution to address the
aggressive drive to change the Charter before the 2007
elections.
Neal Cruz in his columnn As I See It asks, “Why don’t we abolish the House instead?”
Cruz explains: “IT IS now clear why we should not allow changes in the Constitution at this time, when the changes are to be made by incumbent congressmen. They have shown what they can do and will do once they grab power from the present bicameral Congress and transfer it to a unicameral Parliament. Through sheer force of numbers, they will bulldoze away all opposition to their wishes and railroad bills, never mind what the people think and deserve. We will see in the new Parliament frequent repetitions of their naked display of power at the House of Representatives the other night. Bills will be passed, not on the basis of merit, not because they are the best for the country, but because they have the numbers to ram their bills through the legislature; and not because they are what the nation needs, but because they are what the congressmen want.”
Cruz is right, we cannot allow changes in the Constitution if they are made by this bunch of legislators, they are not credible, are untrustworthy, their concept of right from wrong is dubious, and above all, they are plain wannabe dictators whose mission is to continue Gloria’s REIGN OF TERROR in the Philippines.

I’m looking at these congressmen and my observations are that over the past 24 hours they are no longer confident because they thought this would be a walk-in-the-park. Its become ovious to them that with surveys showing at least 65% of citizens against destroying the Constitution and forced to taking to the street parliment; its a numbers game that they cannot win. They know that the masses will hit the street parliment next week.

COMELEC: Plebiscite within 90 days after con-ass
The voting public would get to decide on Charter change (Cha-cha) within 90 days after the newly formed constituent assembly (con-ass) churns out its draft for a new constitution, the Commission on Elections said Thursday.
COMELEC chairman Benjamin Abalos said the commission is tasked to schedule the plebiscite on Cha-cha 60 to 90 days after the con-ass approves the major revisions on the 1987 Constitution.
“If the proposal to change the Constitution comes from the constituent assembly the day of reckoning is between 60 days and not exceeding 90 days after the approval of the proposal,” Abalos told DZMM in Filipino.
The commission will issue a notice through news dailies to announce the date of the plebiscite, he added.
Abalos, however, said this does not mean they are ditching the preparations for the May 2007 elections.
The COMELEC chief said that the commission will proceed with the elections or the plebiscite, whichever comes ahead. He added that they also have to be ready should the public reject the proposed charter.
“If that happens and the elections does not proceed, we will have a House without congressmen and a Senate with only 12 senators,” Abalos said.
The House of Representatives on Thursday adopted House Resolution 1450 convening Congress into a constituent assembly to propose amendments to or revision of the 1987 Constitution by a three-fourths vote of its members.
The resolution, sponsored by Camarines Sur Rep. Luis Villafuerte, was passed through voice voting before 6 a.m. Thursday. Villafuerte said the assembly will convene starting Monday, 10 a.m.
The process earned the ire of minority congressmen, who scored the majority for using “the tyranny of numbers” to rush Charter change.
“Of course they used their numbers to railroad [the proposal],” Parañaque Rep. Roilo Golez said.
Bayan Muna Rep. Satur Ocampo earlier said administration allies switched the resolutions that were up for discussion during Wednesday’s session.
“Instead of discussing House Resolution 1230, which lays out the proposed constitutional amendments, [majority lawmakers] presented a simple resolution calling members of Congress to convene Tuesday next week to discuss the proposed amendments,” he told Magandang Umaga Pilipinas.

INC is busy with their so called Annual Thanksgiving this month of December. Lots of offering and collection of money. They have no time for this Con-Ass.

The latest news is that JDV and his gang are withdrawing from Con-Ass because INC is also joining the opposition. See? Gloria and her crooks are not scared of CBCP or El Shaddai, other Protestant groups, but has to bow down to INC’s Manalo. Most of you here seldom and never include this INC factor to our country’s political decisions. But, I’ve been saying that from the very beginning and I’ve proven to be right again. INC is indeed a very effective silent worker. It works very well behind the scene. No media blitz…no propaganda…just a word from Manalo and Malacanang panics.
