The 7 most frequently asked political questions for 2007

Going into the New Year, the political scenario promises to be as exciting as the past two years – ever since Virgilio Garcillano came into vogue. I have been asked the following questions which I now endeavor to answer to the best of my ability to monitor and forecast political trends and events.

2007 Political Risks Q and A

Q: Will there still be restiveness in the AFP (Armed Forces of the Philippines) after the post-February 24, 2006 clampdown and the arrest of the escaped Magdalo soldiers before the SONA (State of the Nation Address) in July of 2007?

A: Yes, the problem festers and worsens with the clampdown. From very reliable sources, it is reported that General Lim and Colonel Quirubin have not lost their clout with the mid-level officers and the rank and file of the military. The move to postpone the court martial owing to the fallout created by the Charter change issue corroborates this.

The danger even escalated in that the restive military is no longer thinking of the usual avenues but has narrowed their options to the type of confrontations that everyone dreads. Government response has removed “withdrawal of support” and “marching with civil society” as options that they can utilize. That recent statement of KAWAL which was a Chair Wrecker column for December 12 reflects the new mood of the restive military.

Q: After Madame Gloria Macapagal Arroyo’s declaration of an “all-out war” against the CPP-NPA (Communist Party of the Philippines-New People’s Army) last June, has there been any remarkable change in the communist insurgency and the counter-insurgency program of the government?

A: Not really in that the government campaign merely reduced rebel activities but did not really reduce the number of armed rebels or even diminished their base camps. The above ground activities of front organizations may have taken a low profile but it does not mean that these activists have reduced in number. From the martial law experience, we know that repression breeds more insurgents and intensifies the resolve of those who are already rebels.

The CPP-NPA has lasted this long and is in no rush to win an immediate tactical victory. They will likely just sit out the developing situation and wait for the government to collapse from the weight of the series of crises confronting it. The rebels’ great wish will be to see the restive military confront the government in a shooting war. In such an event, they can make their move when the time is right, when the circumstances are more favorable.

Q: After the failure of the February 24 ‘attempted coup’, the end of the second round of impeachment, and the Charter change (Cha-cha), controversy, has the broad political opposition been weakened?

A: The opposition is too broad the way it is, not weak. That is looking at it from the point of view of people who are actively against the Arroyo regime and not from the point of view of mere elected public officials. The surveys that show Madame Arroyo’s continued loss of popularity and public confidence boosts the opposition chances in the May 2007 elections – which is why the regime has been desperately trying to cancel the elections and usher in a Charter change.

The greatest fear now of Madame Arroyo is if the opposition wins over 60 congressional seats in May 2007 – something the present public mood can easily produce – she will be impeached and tried by an even more hostile Senate.

It is likely that the opposition will be able to assemble a united front. There being no real dominant party among them, they will tend to weld together in order to fight the massive government resources that will be used against them.

Q: Why was the CBCP (Catholic Bishops Conference of the Philippines) silent on the February 24 coup attempt, the second impeachment attempt and the Peoples Initiative? Though the Church was critical of Cha-cha, why did they take action only this month? Does this mean the CBCP is becoming more politically involved?

A: The CBCP straddles a fine line when it comes to political issues. They realize that they have to get involved when they see that the people are disenfranchised, exploited, brutalized and cheated. But they cannot be involved in partisan activity. They can identify virtues that make for good public officials to guide the people to be an enlightened electorate but they will not endorse one political party over another. The CBCP will continue to operate within these guidelines.

In the case of the February 24 situation (from where I sit, it was not a coup attempt), they could not take a firm position in the light of lack of information as to whether it was really a coup as the government claimed or a similar withdrawal of support which the Church supported in January 2001.

In the case of the bogus People’s Initiative, the CBCP was content to see healthy debate going on and the right process for the settlement of the issue being followed.

But when the House of Representatives tried to undertake a constitutional coup with con-ass (constituent assembly sans the Senate), that is when they put their foot down and took a stand.

Q: Do you think that the cases of unexplained killings will destabilize the country before the 2007 elections? Is there any connection between the recent killing of Abra Representative Luis Bersamin and the suspected slay attempt on Pasig Representative Robert “Dodot” Jaworski Jr. and the killing of activists and journalists?

A: The climate of violence will always be a major destabilizing factor. That is already evident. While the reasons for the killings may be varied and perpetrated by different criminals, the climate that it creates places society in a dangerous tendency to settle dispute via the gun. Violence begets violence especially when there is hardly any credible government action seen to bring the criminals to justice. It becomes worse when the government is suspected to be behind some of the killings, as in the case of the killings of political activists and journalists.

Q: Is the unsolved bombing that occurred near Metro Manila last June (reportedly attempted by “Taong Bayan at Kawal”), and the series of bombings in Mindanao considered indications or warnings of heightened terrorists activity in the near future?

A: These “terror bombings” are political tools for seeding a desired public reaction which then opens the door for a planned action. These could either be a government plot to set the stage for emergency rule or the government opponent’s plan to destabilize the regime. There are credible arguments to support both possibilities. Either way, these have to be seen as premises that are being laid for a sinister game plan.

The real terrorists (the Al Qaeda linked groups) are least likely to be hyper active these days. They have no reason to be. Like the CPP-NPA, they will do well to just sit and wait while the government and its traditional opposition weaken each other and erode national security. Then that is the time for them to move after a situation is created for tactical victory.

Q: Though the latest Pulse Asia survey shows that the members of the opposition are leading regarding likely Senatorial winners, do you think this will translate in an actual opposition victory in 2007? Precisely, what does “victory” mean to the administration, and also to the opposition?

A: For the administration, victory will mean winning at least six Senate seats and not allowing the opposition to win more than 60 seats in Congress. For the opposition, winning over 60 congressional seats will mean victory – the numbers needed to elevate an impeachment case to the Senate. The surveys show that the Senate will have more opposition members after the May 2007 elections. Yes, these opposition gains are very attainable.

The way administration congressmen are now backtracking on con-ass is a clear indication that they fear a backlash. Winning 60 seats will be easy for the opposition to accomplish. It is harder to cheat in the district level where results are known in two to three days. The crucial cheating operations in national elections occur in selected areas (Lanao, in the case of the 2004 presidential elections).

Here’s to interesting times ahead of us! As my Scottish, Macgregor side of the family would toast on Hogmanay, their traditional version of New Year’s Eve – slianthe maugh!

  1. Interview with YesArms spokesman ret. Cmdr. Ismael Aparri reported yesterday in the Daily Tribune that soldiers have taken unto themselves the avowed duty to apprehend Garcillano alive. There are already three tracking teams out to get him who had mastered jungle and urban special operations. They are also angry that the Justice Sec has cleared Garci.
    If what they are saying is true then I suppose we can see some action from the military in the near future. This Cpl Smith event could be the spark to ignite the street demonstrations then the military will feel secure to join them.

  2. Garcillano should be more worried about this statement from the CPP. CPP/NPA have a track record of implementing orders effectively.It may take time but they do carry it out.

    The Communist Party of the Philippines (CPP) today denounced the Justice Department’s absolution of all 21 counts in the perjury and falsification charges against former election commissioner Virgiliano “Garci” Garcillano and said that parties frustrated at the Arroyo government’s obvious whitewashing of the criminal cases the notorious “Garci” have already filed before the revolutionary people’s courts information about his crimes.

    Over the weekend, the Department of Justice (DOJ) dismissed all charges of perjury and falsification of legal documents filed against Garcillano by several legislators. These charges were based on passports he submitted to a congressional inquiry on the “Hello! Garci” tapes “as proof” that he did not travel anywhere outside the country since the time he disappeared from the public after the controversy about the “Garci tapes” broke into the open in June last year.

    The DoJ prosecution team headed by Chief Prosecutor Jovencito Zuño said that they dismissed charges that the passports were falsified, forged and fake, even as they admitted that laboratory examination reports submitted by Bangko Sentral ng Pilipinas attested that the passports “did not conform to standards” and a note verballe from the Singapore government attested that Garcillano in fact travelled to that country last July 2005.

    CPP spokesperson Gregorio “Ka Roger” Rosal said they had actually anticipated the DOJ’s dismissal of the charges against Garcillano, considering that Malacañang has been making sure that Gloria Arroyo’s principal henchman in rigging the 2004 elections will always be let out of the hook. Rosal also said that that Malacañang even intends to go all out in rewarding Garcillano for his “loyal and invaluable” services to Arroyo by making sure that he gets the Bukidnon congressional seat come the Mayo elections. “The Arroyo government will do everything to protect and satisfy Garci not only as a form of reward, but as a bribe to keep his mouth shut.”

    What else could we expect from the DOJ?” Rosal asked. “With the DOJ having acted true to form, several interested parties have approached the revolutionary movement to file information and seek justice for the grand fraud that Garcillano committed to ensure Arroyo’s ‘victory’ in the 2004 presidential elections,” added Rosal.

    Rosal said revolutionary justice authorities are considering proceedings against Garcillano, knowing fully well the outstanding nature of the case and the people’s widespread demand to punish the masterminds of the Arroyo regime’s biggest crimes against the Filipino people, including the rigging of the 2004 elections.

    “If proceedings on the Garcillano case are to be carried out, a special people’s court will have to be constituted. Garcillano himself would be compelled to appear before such proceedings. Otherwise he would have to be tried in absentia,” added Rosal.

    The above was my comment on an original thread. The problem is now, as I see it, Garci’s life is in danger from all sides, when we the people want him alive to testify as to the truth.

    If the CPP/NPA really want to prove that they are still a significant players in Philippines Politics, they could either try Garcillano in person for his crimes or get a written confession from him of his involvements in all these accusations in exchange for immunity from further persecution or prosecution. Then Garci would make a choice between a rock and a hard place, but then in a Philippine scenerio, he had made a choice before, he could always reconsider under different circumtances.

    What a Year – 2006!

    The year of the greedy and the needy… face to face smashing into each other like fireworks.

    It was a banner year for lies, deceptions, double-talk, spins and cons.

    It was a year of shameless arrogance and willful disrespect for our democratic institutions.

    For the impoverished millions, it was a year to simply survive day to day wondering where the next meal would come from. For one person and her gang, it was a year to simply survive public outrage so they could stay in power and continue the rape of the Consitution.

    2006 was truly the Year of Garapalan and Bastusan!

    Quite understand that the AFP and CBCP have the mega-voice and it could make a big dent on bogus Gloria’s administration and/or could force illegitimate Gloria packing for good out of Malacanang. However, I still think, that there are no rooms for the AFP and CBCP in the Political arena as groups, simply because of the constitution. I still have the faith on the will of the people, that hopefully very soon they’ll realize that the country is much better off without the Arroyos and their dogs stinking Malacanang.

    I also believe the writer of the talking point has failed to recognize or add on the list one of the most important question, the legitimacy of illegitimate Gloria Macapagal Arroyo. Does illegitimate Gloria has the moral authority to govern the Pilipinos? Is Gloria fake or bogus that shouldn’t be allowed to even get near Malacanang, instead in jail serving time for the numerous crimes against the people of the Philippines? A: It’s very clear that bogus Gloria is guilty as charged and evidences are overwhelming including recorded tapes done by her own ISAFP. It’s not a doubt in mind that the bogus Gloria is guilty of subversion when she headed the mobs to overthrow a legitimate government and stole the sovereign rights of the people. Therefore, bogus Gloria should be hanged in Luneta along with the family.

    Hello Garci is real as the nose on our face. Bogus Gloria, Garcillano, Comelec, Generals and many other have conspired to make sure of the one million votes to favor bogus Gloria, still a question will be frequently asked in the new Year 2007.

    And how about the Joc Joc Bolante and the 1.2 billion fertilizer scam, should it be made the frequently asked for 2007? How many more activists and journalists will meet their ultimate fate for speaking against illegitimate Gloria?

    How rich are the Arroyos and have they paid their shares of taxes. Why the Arroyos are using the foreign banks instead of the Philippnes banks, when they are supposedly setting examples? Are they hiding their stolen loots as the Marcoses and others crooked Politicians?

    Lastly, but not the least, is illegitimate Gloria a liar, cheat and thief? How about this, will illegitimate Gloria survive 2007? I guess, it remains to be answered. It all depends how bad the people want their government back from the hoodlums.

    Chabeli, let’s do it! Wala pa bang complete list ang oposisyon senatoriables? Let’s take her on election day if Toney Cueva’s “bogus Gloria should be hanged in Luneta along with the family”, is beyond possible!

    I prefer hanging her, Toney. Glueria is bogus and impeachment is making her a legitimate ruler.

    Just like the Gloria Senatorial ticket, the opposition list is still being “finalized”. Ideally, Gloria, the campaign manager, should come up with their list first, because if the opposition will show their list first, Gloria WILL demolish them in a second ! I would like to note that one thing that has also kept Gloria’s staying power is that she has EXCELLENT listening posts, which helps her camp in destroying possible “leaders.” This also explains why the so-called “alternatives” is not going to come out until the “proper” time. It would be difficult for me to post a TENTATIVE list here on this blog. I have to protect my source, too, Chi.

    Upon learning of Lacson’s change of plans, Ong asked “whatever happened to the message sent by the Lord?”

    Lacson had earlier said his decision to run for mayor of Manila was God’s will.

    “He [Lacson] said he can’t make a difficult decision, so he prayed and asked for God’s sign..what happened to the sign?” Ong told INQUIRER.net.

    Tama ka Chabeli. But my above comment was about Lacson’s withdrawal in the mayoral race. He mentioned God’s name for his decision to run so I think Mary Ong was correct in asking if he now says God wants him to withdraw. Ang point ko kasi huwag basta-basta gagamit ng pangalan ng Diyos sa pangsariling kapakanan. If it’s true, he’s no different from this Arroyo we’re trying to oust.

    In one of the Garci tapes, Garci was heard telling his cousin (or whoever he was talking to) to make sure that everything is recorded, “kasi baka tayo ang balikan.”

    In short, he knew all along that he could be ordered assassinated when the sailing got rought for the Great Switik. Kaya naniniguro na ang ungas!

    I’m still puzzled in fact as to why he paid the Filipina in the USA, who was trying to swindle him about some handcuff deal with the the Philippine government. I wonder why he should pay if he had not been into some bad deal that would prove that he was no clean guy!

    Sayang talaga itong si Lacson who has not lived up to his family name. The former Mayor of Manila was my father’s bosom friend and reason why our youngest, Tony, was named after him. Isa lang ang puedeng ibato sa kaniya as a matter of fact—mahilig sa chicks! But on the whole, he was the greatest mayor Manila has ever had. Pati pangulo ng Pilipinas noon takot sa kaniya di tulad ni Atienza na humahalik sa puwit ni burot! 😡

    Ang ganda pa naman ng publicity ni Lacson when he was PNP Chief. Sayang talaga!

    Kung hindi namatay si Mayor Arsenio Lacson, baka naging Presidente natin siya. But I’m not sure if Senator Lacson is related to the late mayor. Marami naman may parehong apelyido. Like this Senator Joker Arroyo. At first, I thought he’s not related to the Arroyos of Malacanang. Joker never mentioned that. Pero nalaman ko na distant relative pala niya sila.

    You are right there madirigma. God’s name should never be used for Political campaign or any excuse or alibi for political decisions. Anyone can pray for God’s guidance, but prayers are everyone’s private affairs. We had one Muslim candidate who successfully won a party nomination and upon winning declared in an Islamic Way that It was Allah’s will, and God would help win the seat for the Party. The problem was even his fellow Muslims rejected his style and the voters completely rejected him. Lesson learned…

    My theory is that Ermita talked to Lacson (again? remember the pretty lady issue?) to withdraw from the Manila mayoralty race. Baka ‘yon ang sinasabi ni Lacson na kinausap niya ang diyos! Hindi na kinilabutan ang mga pulitikong ito sa kababanggit sa Dios. Ano yan, scapegoat nila ang Dios? What happened to their free- will, the power of choice?

    Sorry Lacsonites, I was all for Lacson sana sa Manila kahit may duda ako sa kanya. But this time, I thought his excuse was just lame. He has just too many flip-flops for my sensitive taste.

    Isang tambak ang abogado niya bakit ngayon lang nalaman na disqualified siya sa Manila because of residency issue? His lawyers should have long realized this. Mababao talaga ang dahilan. Kung minsan tuloy, pakagat at strategy lang iyan. What I dislike about Lacson most was his comment in the past that he hated politicians. Tapos pinasok din ang politics.

    I recall having read the accounts of the life of the late Manila Mayor Arsenio H. Lacson. Such a fiery with colorful language because of his background as a hard hitting radio commentator. He’s dubbed as the best President Phillipines never had.

    Excuse me, Ms. Ystakei, you claimed your youngest Tony was named after him? Because there was another Manila Mayor named Tony, the late Antonio Villegas.

    Chi, my theory naman is maybe, Ping Lacson found out that Sen. Fred Lim, who is also running for Mayor, is more formidable, being a bonafide Manila resident unlike him which an issue to haunt him. And granting that he pursue his candidacy, kapag nagdalawa pa sila from the opposition or make it three with Vice Mayor Lacuna, chances are, Ali Atienza, will have easy sailing. Pasiguro rin si Ping. Just like when he run as President, kung matalo, still a senator. It’s the same route Lito Lapid must have in mind in running as Mayor in Makati. It’s one provision in the election law that should be changed. Kapag kumandidato sa ibang posisyon, dapat automatically forfeited na ang present elective position kahit may termino pang natitira.

    “Pasiguro rin si Ping. Just like when he run as President, kung matalo, still a senator.” Tingnan natin ang nangyayari ngayon, sa kasisiguro niya ay nakapandaya ng husto si Glueria at tayo ay nasasadlak sa dusa!

    Joeseg, I think you got a point about Alfredo Lim. He and Lacson are both in the opposition. Siguro pinayuhan din ni Erap si Lacson na umatras na lang. Lacson might have realized his big mistake of not giving in to FPJ last time. Kung dalawang mabigat na opposition ang maglalaban sa Manila, baka ang manok ni Arroyo ang manalo.

    There were lots of publicity stunts on Lacson when he was PNP Chief. Isa ako sa kumagat, and I did like him up to the time he tried to expose the Pidals. But when he stopped barking on these crooks, medyo nagduda na ako.

    Lalo akong nagduda when he insisted on running on his own when he knew all along that his chance of winning in the last presidential election was very nil. Lalo akong nasuya sa anti-population explosion stand niya. It is not something a Christian like him should be saying as a matter of fact.

    Dito nga napaparusahan na ang mga hapon for making abortion legal and doctors agreeing to performing it for the craziest reason. Result, konti na lang ang ipinanganganak sa Japan that everyone here now worries may result to the extinction of the Japanese race.

    Pasok naman si Great Switik na akala mo talagang may solution to our problem over here re our aging society. Ang sabi ng boba, “Japan is aging. It needs to be revitalized with young Filipino blood!” Aba, e bugaw pa ang dating ng ungas! Isasabong ang mga dalaginding na pinay sa mga dyatang hapon!!! Pambihira din, ano?

Actually, he’s promoting his newly founded religious group. Ang ginagawa niyang tulong ay maaaring para maka-attract ng maraming members sa bagong tatag niyang simbahan. And we want to ask him another question? Where is he getting his money that he now gives out? Anong business niya ngayon? O baka may ibang mga racket na na naman.

Hindi lahat ng mabuting gawa ay talagang mabuti ay may basbas ng Diyos. First of all, we should find out where he gets the money. After being convicted in the US, his assets could have been confiscated and frozen. Isa pa, kung talagang nagmamalasakit si Jimenez, he should join the opposition and help the people like us in ousting Arroyo. Pero hindi. As soon as he returned, he had all praises for Arroyo and Malacanang. Nagpasalamat pa siya sa mga demonyo sa Palasyo.

    Back to Lacson, but to me, it has something to do with giving way to Fred Lim…perhaps upon Erap’s advice. But what’s intriguing is his rumored recent meeting with Ermita. Hindi ba nabalitaan na nagkita at nag-usap ang dalawa. Of course we should respect his decision. Pero paano na ang mga tao at mga supporters niya? I don’t think they would understand. They might even think that Ping was indeed the one who caused the opposition break up last election when he ran against FPJ. Funny but how could he join the opposition ticket with Angara there? Bati na ba sila?

    Kaya siguro umatras si Lacson dahil kay LIM. Hindi natin alam ang plano ng oposisyon! Sa aking palagay nag paplano sila para manalo ang oposisyon sa Manila. Gaya na lang sa Makati mukhang dumami daw ang botante at nagtaka si Mayor Binay. Hmmmpppp! umpisa na talaga ng gapangan kanya kanyang hatak. Basta ang hatak ko PATALSIKIN ANG PEKENG PANGULO NG PILIPINAS!

    Siguro nga, Erap intervened between Senators Fred Lim and Ping Lacson na magbigayan. Sa mga nakausap kong taga Sampaloc dyan sa may Bustillos, mas gusto nila si Sen. Fred Lim dahil subok na nila bilang Mayor noon. Galit sila kay Lacson dahil maka-FPJ karamihan sa kanila.

    In the case of Lacson running along with Angara, we know that in politics, there are no permanent friends, only permanent interests. Baka maging friends muna sila dahil parehong tatakbo unless Angara will run under the aegis of GMA’s KAMPI. May chismis nga na magkakampi na sila. But as we know, mga shrewd politicians itong mga ito. Kung saan medyo maganda ang atmosphere, doon sila…muna. Tapos kapag nakaupo na, galit-galit na naman. Look at the administration senators and GMA’s backers Kiko Pangilinan, Ralph Recto, Manny Villar and Joker Arroyo. They are more inclined to be in the opposition ticket this time. Mas OK kasi ang pagharap sa masa kesa sa nasa bandwagon ka ni GMA.

    At least, Ping Lacson is very vocal about his being anti-Gloria. At yan naman ang pinupunto natin sa blog na ito, thanks to Ate Ellen. Si Angara, tameme in some issues against GMA. So, in this regard, I doubt if Lacson’s meeting with Ermita will change his mindset. It could be a political suicide. Unless, oy ito ha, unless mga friends, Ermita is now on the verge somersaulting! We can dream, can’t we?

    I hope we could continue what we started naming our senatoriables. In the column of Ernie Maceda, Daily Tribune, first time I read that Arnold Clavio is listed in the opposition line-up. Baka si Igan ang ihaharap kay Mike Enriquez who’s being courted by Malacanang. Hindi pa rin nababanggit ang manok ko, si former Congressman Dik Dilangalen. It’s about time that we have again a Muslim senator.

    Kung masasama sa line up ang manok mo na si DD, I’ll ask my relatives and friends to vote for him. My niece in Congress says that he’s one good (ex) congressman. Besides, we need more senators from Mindanao, ‘yong magtatrabaho.

    Dilangalen seems to have a bit of falling out with Erap. Kung napapansin niyo hindi na siya ang spokesman ni Erap kung hindi si Atty. Rufus Rodriguez. I think it all started during the first impeachment when his wife didn’t sign the complaint. But I know Dilangalen to be very loyal to Erap. Kaya lang hindi niya yata ma-control ang asawa niya.

    Kaya nga kung napapansin mo Chi ang porma at ugali ni Arroyo tulad kay Imelda. But unfortunately, the Marcos loyalists are still a strong force to deal with. Iyan ang hindi sumama sa rally. But on the other hand, hindi lahat ng Marcos loyalists ay kampi kay Imelda. There are those who are only solidly behind the late dictator Marcos. Many don’t like Imelda at all.

    And the reason why Imelda declared her interest to run for Mayor in Manila could be to destroy Lacson that benefits Arroyo. Now that Lacson has backed out, let’s see if Imelda still wants to run. Diyan natin makikita ang isa pang magandang relation ng dalawa (Imelda and Arroyo). Kamutan lang naman ng likod iyan. When Cory Aquino turned against Arroyo, the latter became sweet and close to Imelda. Ganyan ang style ni Arroyo. Kapag nagtampo sa Amerika o may gustong hilingin, she turns to China and Australia.
