Malacañang steps up propaganda campaign

It’s clear from all surveys that Gloria Arroyo is losing the battle for thearts and minds of Filipinos. Despite Malacañang’s relentless propaganda campaign, she is the most unpopular political leader in the post-Marcos era.

Malacañang steps up the campaign of lies as Arroyo fights for survival withe the coming May 2004 elections. Following is Regina Bengco’s story for Malaya.

Malacañang yesterday directed government information officers to trumpet the achievements of the Arroyo administration so its candidates could secure an 8-4 win in the Senate race and a sweep of local positions.

Executive Secretary Eduardo Ermita gave the directive during a one-day communication planning workshop at the Bahay Pangarap at the PSG compound, which was attended by the public information officers (PIOs) of all government agencies.

Press Secretary Ignacio Bunye and Cabinet Secretary Ricardo Saludo joined Ermita in giving the PIOs their marching orders.

“Nakataya ang image ng Pangulo dito. While the President is not seeking election or re-election, because this is a mid-term election, siguro naman hindi mahirap intindihin na ang resulta ng eleksyon ay nakatutok sa performance ng Pangulo, ng gobyerno,” he said.

“Can you imagine if we get less than what we expect in the senatorial slate?…We expect at least 8-4,” he added.

Ermita said the PIOs should not be fazed by the opposition’s campaign propaganda.

“Ano ang kanilang ipinag-mamalaki? Wala, puro laway. At ano ang ipinagmamalaki ng Arroyo administration? Concrete achievements,” he said.

He said the PIOs should hammer on the positive economic indicators, the success of the Asean summit, President Arroyo as the head of the Asean, and the counter-insurgency and counter-terrorism campaigns.

Ermita’s speech on the communications plan to project “The Pulling Power of the President” was aired live over government-owned Radyo ng Bayan.

A copy of his speech released to Malacañang reporters did not contain the reference to the elections.

Ermita said “government has a treasure chest of good news that it has been desperately trying to tell our people” in order to make them feel good about society and themselves, but it only manages to get “a few applause here and there.”

He said what the media reports – because of its penchant for politicking, political personalities and controversies – are survey results about dissatisfaction at government, distrust in the President, and public perceptions on complacency and corruption which are “more often, ill-contrived by critics, detractors and doomsayers.”

STILL MANAGEABLE

He said instead of progress reports on infrastructure projects, the media highlights delays which result in charges of corruption and ineptitude.

“While this situation is getting to be too annoying for comfort, it is still far from being unmanageable,” he said.

Ermita said government needs to “turn the tables around” by “drown(ing) the political noises with the louder, but more plaintive music of government milestones and achievements; they should be loud yet soothing enough that people’s ears will be kept attuned to them no matter how distracting the outside noises are.”

“On the President’s instructions, we will take matters into our own hands now,” he said.

He said Cabinet members and their respective agencies will step up the dissemination of news on socio-economic reforms, enhanced pro-poor programs and evident economic gains, specifically those under the Medium-Term Development Plan and the 10-Point Legacy Agenda.

He said government officials will hold press conferences to ensure the proper dissemination of programs, efforts and achievements.

He said Cabinet members will also visit state universities and colleges to “inform the students, faculty, and staff of the economic gains primarily brought about by the socio-economic reforms initiated by the government, and to encourage their active participation in meeting the socio-economic targets.”

“We need to be more aggressive and more proactive. We need to manage media, and not the other way around. And we need to dig deep into our creative spirits and be resourceful enough to get the right message through and across,” he said.

Arroyo, in her speech during the Luzon Urban Beltway Anti-Poverty Summit at the Clark Special Economic Zone, presented the government’s anti-hunger master plan as part of its anti-poverty program.

RICE OVER MILK

On the supply side, she said the programs include mangrove and coastal fishery projects, backyard vegetable growing, irrigation, and opening up of two million hectares for agribusiness.

To ensure affordable prices, she said government is constructing barangay food terminals and the Tindahan Natin stores which sell rice and noodles to urban poor hotspots.

She said she still insists on the food-for-school program over supplemental milk feeding because students can take a kilo of rice to their homes and share it with their families. She recalled an incident when the milk from the pork barrel of a senator became rancid and many students got sick.

She also said it is all right if the students sell their rice rations to buy other food items.

On the demand side, Arroyo said people will have money to buy food because government will implement more microfinance projects and labor-intensive programs and train people for higher-paying jobs such as seafaring, call center operations, caregiving, welding and butchery.

“Huwag na muna yung pastillas-making kasi ang pastillas-making mahirap makahanap ng buyers,” she said.

    With all the people’s money and government resources at her disposal, Arroyo can very well come up with any propaganda campaign. Nakakita na ba kayo ng asong ulol? Siya nga iyon!

    The PIOs are all government employees. Their functions being information officers are only relevant to the activities of their respective departments or bureaus. To trumpet the “concrete achievements” of the administration is not their cup of tea. It’s the heads of offices who shall be at the forefront, not the PIOs.

    I doubt how effective will be these PIOs. If for example a certain PIO of DAR will go the province and speak of the achievement of the administration in building classrooms, how can they immediately defend himself if somebody point out the defects in the construction?

    It’s only rhetorics for Eduardo, Ignacio and Ricardo. Or, are we smelling something that they are in the dream team> and it’s their campaign opening salvo? Three men down!!!

    Desperate Gloria Arroyo and her lapdogs are making their last stand for political survival by hook and by crook. General Ermita is utilizing the media at the expense of peoples’ tax money. The battleground is in the cyberspace. The Commission on Audit must scrutinize GMA’s black propaganda expenses and other dole-outs for purpose of electioneering.

    Gosh, did she really say that? Did she not realize that what she was corrupting these minors to think that such crazy deal is right. To sell the rice they get from the school is a breach of policy as a matter of fact, for those rice packs are being distributed to be staple food of needy families, and to seel them is tantamount to blackmarketing, which actually start that way. Babaratin noong bibili tapos ibibenta ulit kung saan at higher rate.

    What benefit that this crook was saying? And how sure are the people that this kurakot is not making big profits from this program that would not have been necessary she has better policy than sell Filipinos overseas as menial laborers!!! Stupid talaga!

    Gosh, wala na bang ginawa o gagawing matino ang kurakot na ito? Lahat ng katarantaduhan iniisip tapos itinuturo sa mga kababayan niya! Ginagawa pa silang mga pataygutom na tinatakaw niya!

    What struck me most among Ermita’s pronouncements was: “We need to manage media, and not the other way around.” Coming from a military mind, this will likely send shivers down many media men’s spines.

    So this is it. They start bullying media into buying lowest grade cow dung as if it were gold. Those who will not toe the palace line are doomed.

    Look, Gonzales the other day says he has solid evidence pointing to Tonyboy Cojuangco’s complicity in planning the Feb 2006 “coup”. Remember Gen. Lim and his group’s taped message of their withdrawal of support? Gonzales claims he is positive it was recorded in one of ABC channel 5’s studios. The next day Tonyboy’s executives at ABC announces they are stopping public affairs programs, many of which are critical of government, in the guise of cost-cutting. Even my favorite rednecks, Ariel and Maverick, will not be spared. Tonyboy is also withdrawing financial support from the staunch Arroyo-critical publication, Newsbreak. Newsbreak is closing down but will retain its website, though.

    Now, media people are banned from covering “routine clearing operations” and serving of suspensions. The crooks in the pigsty by the stinking Pasig are now resorting to blackmail to propagate its lies. After ABC5, who’s next?

Tandaan natin, tutuong napaalis nina Gloria si Erap sa Malacanang, me puso kasi, PERO hanggang ngayon ay hindi pa nila ito NATATALO. Parang MUOG na WALANG LUPIG. SINO BA TALAGA ANG NAKAKULONG SA KANILANG SARILI, si Erap ba at ang mga sundalo o ang mga KUWAGO sa Malacanang?

    Come to think of. Erap and the soldiers while held prisoners are all smiles when we see them in the pictures as if they are not languishing in jail. On on the one hand, ang mga kuwago sa Malacanang are cowering for fear, their faces showing discomfort and loneliness even among the mmultitudes. Issues after issues are plaguing them and no amount of make up can cover their eyes bugs due to sleeplessness. They are shuddering at the thought that one day, the people will be at the gates of the palace forcibly bringing them out. History being repeated is in the offing.
    I suspect the song And Now the End is Near is never played inside the palace (pahiram Anna) by the murky river.

    By the way, marami nang pinaluha sa kalungkutan ang awiting My Way. It’s the deadliest song on record sa dahilang maraming nang naulila sa pagkamatay ng kanilang mahal sa buhay sa pag-awit lamang ng My Way.

    In one videoke bar in Caloocan City, the song was scratched in a songbook purposely for the bar habitues to skip singing it and be killed or the singer killing someone in the crowd for not liking it sung.

    Frank Sinatra’s “My Way” will go down in history as “The song that has caused the most number of deaths and riots in Philippine videoke bars.” I’ve been to these cheapy sleazy videoke bars before and as the patrons get more drunk, the more frequent are repeats of My Way. If it comes down to a contest as to which table has the best rendition, you can bet trouble will erupt soon.

    It is because, from the words of Manny Villar, the endorsement of Erapm who is a prisoner, is about 13% of the votes, while the endorsement of GMA, who is prisoner of her greed, is like a kiss of death.

    So, I won’t believe the third force, if ever it will prosper, will make it. In the history of Philippine politics, the third force is always in the third batch and a loser.

    Gaga talaga-Itrain mo ang mga tao para maging seamen at caregiving para umalis ng bansa,dahil wala kang maibigay na trabaho sa kanila.Mag train ka ng welder para sa itatayo mong mga konkretong building.Mag train ka ng mga butcher wala ka namang kakataying manok,baboy at baka dahil lahat ay smuggle from Vietnam,Cambodia at China.
    Mas mabuti pa pastillas making at ibenta mo dito sa amin sa America,sigurado kang may dolyar na kita.

    Kabayang Joeseg (hindi naman si Noli lang ang may-ari ng kabayan), I agree with you. That only shows President Erap still commands a very large following and respect from people. Sobra na kasi ang gustong mapabilang sa opposition.
    Tuloy nahihirapan si Erap. It’s impossible for him to accommodate and please everyone. Kaya may magagalit at masasaktan. What’s going on now is to convince those who don’t make it to the opposition ticket to run in other posts like Congress and local level. Ang kailangan controlled ng opposition sa lahat ng lugar para hindi makadiskarte si Arroyo. If the opposition controls the House this year, then for the third and last time, baka tuluyan nangg ma-impeach siya. It’s all numbers game naman.

Problem with the Philippines is that they do not have a real good newspaper organization that will and can protect their journalist-members like our own Nippon Press Club which is EXCLUSIVELY for Japanese journalists only, who pay big money to get membership into it, and people pay for the protection and guaranty even of one’s position as a journalist. Kaya walang politico dito ang puedeng magdikta sa media.

    Foreigners are told to join the Foreign Correspondents’ Club or the Foreign Press Center at the Ministry of Foreign Affairs for access to local news.

    This bogus regime of the Great Switik is doing a SLORC of Burma as a matter of fact, but at least everybody knows Burma is a martial law. Si Great Switik, kunyari pa raw democracy (democrazy more like) pero ang mga nakaupo naman mga BFs niya from the AFP, and/or kaibigan o kamag-anak nilang mag-asawa. Mas grabe pa noong martial law under Marcos. Puede ba huwag na lang manwitik? Nakakakulo lang ng dugo!

    Nabanggit mo ang good newspaper organization. The NPC or the National Press Club in the Philippines is somewhat in disarray. Ate Ellen knows this pretty well. They have a building near the Post Office Building in Plaza Bonifacio or Plaza Lawton before, its dilapidated and the last thing I heard about it, it’s being demolished na.

    There was long history of mismanagement in the NPC. There is a FOCAP here, Foreign Correspondent Association of the Philippines and MOPC, Manila Overseas Press Club.

    Ang kwento nga sa NPC, may isang painting si Manansala which the present NPC board sold for P10 million. It appears that the said painting cannot be sold in accordance with the provision in the donation papers.

    Of course, there is the Malacanang Press Club and I think, Ate Ellen was a member before or still is. It was an incident in Malacanang where Ate Ellen was involved and from there I got interested on whatever Ate Ellen wrote.

In 2000, I was invited by a friend there, and was supposed to get a plaque in recognition to my service to Philippine journalism when I worked for a local news agency as special correspondent in Japan. I was appalled at the state of disarray of the NPC, and thought Kapunan of Tribune would be able to do something to improve the situation there when he led it, but nothing doing.

    Golly, parang mga pataygutom iyong mga journalists daw. That is where these politicians in fact scout their publicity agents, who get rich quick. How they were paid in fact shocked me, not having heard such thing being practiced in Japan.

    Over here, there is no such thing like the Malacanang Press Club. What they have at the various ministries are rooms for the media, mostly members of the Nippon Press Club.

    The Office of the PM has his own press office but they are not members of the press but bureaucrats tasked with making press releases for distribution to the media. This is done to prevent the suppression of press freedom by the politicians and bureaucrats. Even the police has a room for the members of the press who are fed with the news on cases that may prove sensational. In fact, the police often get leads from independent investigations done by the press acting on cases tipped off by the police.

    That press club at the palace by the murky river should be abolished. What they should have there is a press room where legitimate journalists and media people can freely gather news to prevent anyone like the Fatso from abusing positions that they are not even legitimately supposed to be holding.

    What’s happening in the press clubs there indeed is a reflection of the general graft and corruption Filipinos have accepted as an institution, normal and difficult to get rid of unless they take the courage to rise up with guns, bolos or with just their pens!!!

    But as expected lustay na naman ang kabang-bayan sa mga propaganda campaign na ito ng rehimen ni gloria. Paalam na naman mga bagong silid-aralan, makabagong gamit ospital para sa mga pampublikong pagamutan, mga abono at makinarya para sa mga magsasaka, dahil tiyak na ang agos ng salapi ay maliligaw na naman ng takbo papunta sa mga demonyong alipores ni gloria at balyenang kati na si mike arroyo.

    As the Malcañan PR men already know, an on-going, “Real Revolution” has began in the Blog. I can’t remember who mentioned it in one of the dailies that the next revolution in the Philippines will be seen & read in the Blogs & not on television.

    Many have warned about the so-called, “infiltrators” that have appeared in this Blog, or disinformation that has been going around-like what happened to me when I said what I said about Tito Sotto III-which, appreciated, Ms. Ellen corrected me. In my own little way, especially when it is about the opposition, I will verify before placing the comment. GLORIA’s PR men know how popular & influential this Blog is. I reiterate then the warnings of many here to be VERY CAREFUL. It’s worth remembering that the enemy is sly & devious. In any battle, know thy enemy.

Except for the call centers na bago sa Pinas, lahat ng programa nila ay carbon copied from the programs of the late Blas Ople kundi ako nagkakamali.

    At saka ang pastillas ay mabili kahit sa Amerika. Anong pinagsasabi ng bansot na walang market. Milya-milya na ang layo sa atin ng Thailand pagdating sa exported goods.

    Walang alam talaga ang acting permanent president na ito kundi magsinungaling, mandaya, mandugas at etc pa! Tadyakan nga ang bubwit na ‘yan!

    Mga de-kahon yang statement na the economy is about to take off, the peso is strong and there will be labor-intensive program, etc, etc. etc.

    In the days to come there will be more people sweeping the streets, there will be more people fixing potholes and drainages, there will be more laborers along roads and highways cutting the grass and small grown trees, there will be more people for beautification. All in uniform, GMA’s trabaho para sa masa. But that is only up to May 5, 2007.

All administration candidates local and national represents the Glue and her bogus government, So the case to be resolved here is People of the Philippines vs Gloria, and based on leadership, governance and performance, titimbangin siya ngunit kulang, but if the basis are on corruption, cheating, lying and killing, titimbangin siya ngunit sobra-sobra naman. The issues are clear enough for the electorate to understand and decide, and no amount of deodorizing will make her smell good and “delicious”. She still smell’s like chicken shit. As to Ermita, let him enjoy in his fantasies and dreams. This old man is living in the shadows, that’s why he can’t distinguish between facts and fiction.
    He talks about concrete achievements of his queen. What achievements? Oo nga naman mga invisible achievements that only exists on their polluted and evil minds. Maybe, he means yong mga pangungurakot, political terrorism, harassment and persecution sa mga kalaban. Itong matandang ito, instead na tumulong na iayos ang takbo ng gobyerno, nagiging kunsintidor pa sa mga demonyo. Dahil ba sa pera?
    BTW, sensed something sinister behind their going public of an 8-4 expected win in the senate race? Is this a start of a brain-washing- mind-conditioning of the public? Are their cheating machines all in place to do a repeat of 2004? God forbids. A revolution is not far fetched.

    Malakas ang loob ng kampo ni tiyanak na gumastos para sa election campaign. Hindi naman nila pera ang ginagastos nila, pera ng bayan at pera ng ibang bansa(in the form of loans which will have to be paid by the generation yet to come). Yan and style ni Bansot and it trickles down to her minions! Ano naman kaya ang sasabihin niyang achievements niya? For dumb people, they may believe that si Tiyanak ang rason para sa mas mababang peso to dollar value. Little do people know that there are more and more oversees workers remitting money and the dollar value, compared to other currencies, had really gone down. Natural, mas mababa ang palitan. Then for surpluses of Philippine money, that is primarily because of the vat collection. But all these will not mean anything because over 60 million Filipinos are still living on a two dollar or less income. There are more people eating only twice a day while the palace people enjoy their first class cognac and fine caviar.
    Isn’t it odd that all of a sudden the Tiyanak is interested in feeding our poor? Does she have to do this only to trump up votes for her manoks? I give more credit to the Filipinos who can discern the underlying motives in these campaigns. They should be a lot wiser. Take the dole out and vote for someone else.

    The oppossition should counter every advertizing the tiyanak has to discredit her “yabang”. If she comes out with statistics(this is what she is good at- doctored figures!), the opposition should be able to counter these with comparisons with other neighboring countries as well. Malaya and the Daily Tribune are very good with these. More media blitz should be created to counter tiyanak’s ads. If tiyanak thinks she is only the monied one, the opposition can come up with funds too, by solicitation from the citizenry who are so disgusted with Tiyanak’s regime.
