“That’s none of your business!’’ says a peeved First Gentleman Jose Miguel “Mike” Arroyo, cueing the start of a 30-second political TV ad.

It features a brief footage of Arroyo snapping at Taguig Rep. Alan Peter Cayetano during the House committee hearing on the First Family’s alleged hidden wealth abroad. It also shows Cayetano insisting: “No, it is the business of the Filipino people!’’

Then the video clip morphs into an animated cartoon cum rock music video featuring the many faces of Cayetano.

The ad ends where it began—with Arroyo growling: “None of your business!’’ albeit only in a voice-over.

Of the political ads that have hit the airwaves in the runup to the May 14 polls, this one seems to be testing the already murky boundaries of election propaganda by showing the face—and carrying a sound bite—of the candidate’s “enemy.’’

Directed by Cayetano’s younger brother Lino and conceptualized by adman Greg Garcia, the ad started airing on the GMA network last Monday.

“We are not violating any rules of the Comelec; [the video] is actual news footage of the hearing,’’ Cayetano told the Inquirer yesterday, when told that his TV spot seemed to have pushed the envelope by using an unwilling party like Arroyo as a major character—unflatteringly depicted, at that—in the ad.

Public figure

Arroyo is neither a candidate in the May elections nor a public official in the strict sense, and has in fact been asserting his right to privacy in his public skirmishes with the opposition stalwart.

“He is a public figure and the video is neither false nor was it edited,’’ Cayetano maintained.
That particular clip, he said, captured a tense exchange during a House hearing last Feb. 6 in which he was “cross-examining’’ President Macapagal-Arroyo’s husband on the overseas bank accounts allegedly maintained by their family.

“This is not about pushing the limits [of what is allowed in campaign ads] but pushing the advocacy. It is about asking the people: ‘Is this the kind of government you want,’’’ Cayetano said.

Not libelous

“We will continue airing the ad. Getting me elected is only secondary here; the primary goal is to make the Arroyo government acknowledge and realize that it is accountable to the people,” he stressed.

Told about Cayetano’s ad, Commission on Elections Chair Benjamin Abalos Sr. said that “it’s allowable as long as it is not libelous’’ and it would not pin any “wrongdoing’’ on the party alluded to.

The Comelec chief said the GO candidate could “capitalize’’ on such video material within that limit.

‘Con-ass?’

In an interview last Thursday, Cayetano said that if elected to the Senate, he would resume his investigation of the Arroyo family’s “con-ass.’’

But con-ass, this time, would not stand for “Constituent assembly’’ (a mode by which the Arroyo administration and its House allies tried to amend the 1987 Constitution last year), but for “concealed assets,’’ Cayetano said with a smile.

He claimed to have in his possession documents that had not yet been made public, even during his previous House tussles with the First Gentleman, because the witnesses would only be willing to testify in an impeachment trial.

Impeachment

According to Cayetano, the Arroyo administration’s “style’’ has been to “box’’ critics like him in a venue wherein they cannot use legal tools, such as the Bank Secrecy Law, to reveal the alleged bank accounts of the First Family.

“They will take you out of the court: Basketball is the game but they will change it to volleyball. In impeachment proceedings, you can open an account, but not in a libel court or an ethics committee hearing.

“And witnesses like Clarissa Ocampo (the bank executive who was the star witness in the 2001 Estrada impeachment trial) will only come out in an impeachment court, not in an ethics case,” he explained.

Cayetano said he had been in contact with “very highly placed officials,” some still in Ms Arroyo’s camp, who had offered him evidence “with the agreement that it will be used if the impeachment pushes through.”

He added: “The group of the First Gentleman is doing everything [so] that I won’t win, because they know when I get to the Senate and get my hands on a committee … he will really have people like me to deal with.”

    In a “real world”, concealed assets (con-ass) as alleged by Peter Cayetano against the FG should be investigated by Police Authorities. Money laundering is a very Serious crime, add to that Money obtained by crime, either the source or from the country treasury should not wait for a particular person to win a seat in a legislature for investigations to proceed.

    The interest of the country, can not be subservient to that of any politicians. If there is a shred of evidence against these allegations of illegal wealth , a vigorous investigations and prosecution if warranted should immediately follow, not only to deter the future officials from repeating the same as it has been going on for so long now, but to make sure that crime doesn’t pay..

  4. Vic, who will investigate Mike Arroyo? The anti-graft Commission said he is not under their jurisdiction. His classmate, Ombudsman Merceditas Gutierrez will not touch him. The Department of Justice protects him.

    Sen. Lacson asked that the Senate investigate it so that laws can be passed to remedy loopholes. Sen. Joker Arroyo, whose senatorial campaign Mike Arroyo financed in 2004 and probably also now, refused to touch the Blue Ribbon (anti-graft) committee.

    Cayetano brought in out in the House of Representatives. That’s why he because a target for expulsion and now, of dirty tricks.

    The only way to end Mike Arroyo’s abuse and arrogance is to oust his wife. A vote for Cayetano is a slap on Mike Arroyo. let’s slap him 10 million times.

    That is why I’s so confuse why there are so many agencies or bodies taking care of cases Under the Criminal code. The law was already there. It is just to be enforced. And there should only one authority to do it. The Police.

    Under the Philippines law, the NBI is in-charge of National Investigations and they have the mandate to investigate outside the country. And if evidence warrants that should be forwarded to the office of the Prosecutors for Preparation for filing of Criminal charges and it should start from there. Forget about the Ombudsman, I can’t really relate what’s the significance of an Ombudsman. We do have ombudsman everywhere here, from every news publications, where the ombudsman entertain complaints from the readers and checks on the ethical conducts of the news staff. To every level of governments to watch on governments and investigate on people complaints and sometime as an arbiter between the complainants and the govt. and everyone of them play an important role, unlike that of Ms Guetierrez, which I believe, has not done anything deserving her mandate or her office..

    naykika, the NBI is under the department of justice and you know who heads that department. the police is under the dilg and you know who heads that department also. all these investigative bodies like the ombudsman and anti-graft commission are under the executive, so who will investigate? even congress who’s supposed to be a co-equal body is under the influence of the executive. and now even the judiciary officials are intimidated by the executive. who will investigate then? ellen is right, the only thing that will bring back normalcy to this country and bring to an end this division amongst the people, is when the midget is gone.

    The way I see it is there is no more a police force strong enough to curtail the anomalous activities of the Pidals, et al. In fact, the Tiyanak should not be going to precincts around the country and checking their loyalty to her, and not even to their duties and responsibilities to the people they have taken an oath to protect and defend.

    I was in fact surprised to know that the Philippine police is now under the control of the military and reason why their chiefs are usually graduates of the PMA instead of the more appropriate Police academy as the now defunct (I think) Manila Police Academy known for the finest policemen in the country as the Manila’s Finest, which hopefully with Lim as Mayor of Manila, it can be restored sans the butete and buwaya policemen who thrive on tongs!!!

    jr-lad, nice to see you in the neighborhood. It’s the same in our situation here. The Police and the Prosecutors are under the jurisdiction of the ministry of justice and it is also headed by a political personality, the Atty. General in case of the Provinces which handle all criminal cases for the Federal Government, but below the politicians, the civil servants are independent and operates under the rule of law. In reality, the politicians can not at any time interfere with Police Investigations, they may call for it, refer the evidence or allegations, but can never influence, otherwise they may be cited for obstructions.

    I think this is one main issue that is to be addressed by all political leaders of all stripes. The long term goal of fiscal and judicial reforms can only be achieved by reforming the “arms-length” independence of the Police Authorities and that of their Political Masters…

    Most of the successful women leaders of the world have husbands who are content to be in the shadows of these powerful women. This Fatso guy is a disgrace to the already obnoxious tiyanak. The two of them really belong to each other.

    These two ( tiyanak and the Fatso) are vindictive and therefore those under them know exactly what would happen to them if they fall out of grace. Either they get killed or simply forgotten. But since these two vultures have a pool of lap dogs who are into their money and power, they thrive. The key is to get rid of the tiyanak.

    Sige lang Alan Cayetano, keep pulling through! You can be the David and Fatso is the Goliath. You are really a threat to the Fatso so he will do anything to get rid of you. Just be very careful. Again, they have the AFP in their pockets. For “for 10 billion modernization funds”, that can buy a lot of election operators from the military. Remember, the good officers are incarcerated and the rotten ones are still in high positions. They have the comelec machinery, Money is flowing like honey to buy votes. It is tough for you Alan but I know you can do it! Make sure to educate your voters to write your full name. Make it a big part of your speeches. We need you in the Senate to hang the tiyanak and the Fatso!

    This of course depends on whether the approach by which Pinoys, their lobbyists and various so-called cause-oriented groups can shift from hollow partisanism to one based on a long-term development of the infrastructure on which reforms can take root.

    The discussion today is focused on personality-based outcomes (e.g. “IF we remove Arroyo, THEN we see a brighter future”) rather than on the potential outcome of the institutional reform agenda (if any) of these politicians.

    There is liberal use of strawmen (e.g. associating corruption or bad — or even good — economic performance to a sitting president or whatever incumbent official). Those who say our economy is going bad because of Arroyo are no different from Arroyo’s spindoctors who try to use out-of-context statistics to make her look good. Both camps overlook the less-glamourous fact that the groundwork for the problems of our society today were laid long before any recent president.

    Of course most Pinoys will fail to grasp such a simple truth.

    Only if Pinoys focus the debate, discussion, evalutation, and thinking on reforms instead of (1) delighting in politicians dancing the ocho-ocho, (2) gossiping about which politician is affiliated with what political party, and (3) becoming proficient in the language of reform (i.e. English). 😉

    Maybe we could start by separating the AFP by strictly using them only in matters of defending the country from actual invaders from outside; and the PNP in their strict use to prevent and investigate crime and matters of keeping the peace in a civil society. Concentrate on expert training for all ranks of PNP and strictly keeping the AFP in barracks. The separation of these two institutions would give the mandate for the PNP to be responsible for solving all crimes and accountability to do so answerable only to a truely independent home office department out of the control of any and all polititians. Just as important is a review of training, pay and conditions.
    Again, it shows what a dangerous situation this country is in by allowing so much civil power to the likes of a Chief of Staff by-passing the Commission of Appointments and someone who fails to follow the Philippine Constitution and the rule of law apart from demonstrating that he is out of his depth professionally.

    Just wondering…

    What value to overseas Pinoys will access to these political TV ads provide other than to perpetuate the hollow-headed rhetoric of these politicos that is further perpetuated by the media?

    What we need is platform-based discussion and information disseminated to the overseas Pinoys rather than idle gossip about which politico is siding with what “party”. Hopefully overseas Pinoys will have learned something about the way their excellent host countries conduct their politics and cascade this to their islander relatives.

    We may never know, for sure, if the future looks brighter without Arroyo. It may even look dimmer, who knows?

    The government wants people to think that there is no alternative to Arroyo. The opposition, on the other hand, shudders at the thought of having Kabayan as president.

    Yes, it is difficult to see a brighter future beyond GMA, unless GMA allows a closure to past contoversies questioning her claim to power.

  26. Hangga’t magkakaiba ang pananaw ng sambayang naghihirap, ng mga namumuhunan, at ng pamahalaan, patuloy na dadausdos ang pag-asang makaahon tayo.

    At this point, the government is busy keeping itself in power instead of giving justice to its role as a representation of the collective aspirations of its people. How can it not, when its claim to the role had been seriously tarnished by the Garci scandal?

    At this point, some members of the opposition are busy pointing out the real flaws of the goverment, while some others are busy merely opposing the fact that they are in the opposition.

    AT this point, quite a number of non-Filipinos are telling the Filipinos how to address the ills of Pinoy society. While it is easy for them to prescribe a pill or two, it is the Pinoy who suffers from all the side effects. What if the side effects are worse than the disease itself? Will they share the sufferings?

    I agree with points 1 and 2 100%. Regarding point 3, this has been debated in a previous thread. Efficient (mabisa), efficiency (bisa). And yes, Pinoys are one of the most efficient “workers” all over the world. (I hope, non-Pinoy employers who vouched for the Pinoy’s efficiency did not have the word “subservient” in their minds when they said “efficient”)

    That’s true. We are very efficient individually. But taken as a whole? The performance of Philippine industry is a poignant reminder to us of how together we are failures, but apart as workers for multinationals and foreign societies, we are quiet achievers.

    Brings up the whole question of why we continue to stick together as a “nation” in the first place.

    We started out right in 1986, then we slipped back. I personally don’t mind starting all over again, trying all over again… till we finally stick together and succeed. It may not happen in my lifetime, but, who knows? Maybe, my great great grandchildren will have the privilege of enjoying a better Philippines when their time comes.

    Maganda ang jingle ni Alan Peter Cayetano dahil kumukuha ito ng pansin kung anong halimaw si Fartso na walang galang sa “august hall” ng kanyang sariling bansa, at sa kanyang kapwa na kanutayan lang na hindi rin niya iginagalang ang kanyang sarili because he is bereft of any virtues. In short, walang kakwenta-kwentang sentient being si Fartso!

    If it could be done here, why not there? Election process is one thing that we can see have lots of defects, not that others have it perfected, but let us say that some have quite desirable process where the voters truly reflect their choices.     THE camp of Jose Miguel Arroyo is studying legal action against Genuine Opposition senatorial candidate Rep. Alan Peter Cayetano for using the First Gentleman’s voice clip in his campaign advertisements.

    The advertisements showed portion of the hearing of the House ethics committee where Arroyo told Cayetano, “It’s none of your business.”

    Juris Soliman, Arroyo’s chief of staff, said she will consult with the lawyers of the presidential spouse on the contents of Cayetano’s political advertisement. Click here for full story.

    Japan has become an economic power not because the Japanese can speak English but because they have the knowhow (education), confidence in themselves, and yes, pride that they are Japanese.     BTW, I checked with friends in the Noynoy Aquino camp and I have been told that Noynoy has not issued any statement that he would leave the United Opposition campaign if the UNO will drop officially Kiko Mr. Noted. It is all apparently an attempt by the TUTA and ASO camp to discredit the United Opposition.

    Whatever, our minds are set to support the GO 11+0, and it is final, no more no less!!! OFWs can vote only for the Senators and the partylist representative!!! They cannot vote for the mayor or vice mayors of their former place of residence in the Philippines.

    Chabeli, I think it was a wrong decision for Ace Durano to have accepted the position of spokesman for an undefensible administration party. He seemed to be doing okay in his tourism position. The only Cabinet Aide who was not involved (as far as I know) in much controversy.

    And now he is placed in front to be the punching bag defending the illegal actions of his boss, his boss’ spouse, and his scheming cabinet peers like Gonzalez, Gonzales, Ermita, Defensor, Claudio, Saludo, etc, etc.

    But then, as they all say, how can you refuse the President? Of course, you can. Because she is not the duly elected President. She never was twice over.

    What a shocker to read the column of Mr. Ducky Paredes on the web of Malaya (03/05/2007) saying that “GO is in trouble”.

    Mr. Paredes says that “If I might suggest something, why not start off with dropping the idea of impeaching Gloria Arroyo? One of the reasons the GO is not getting any serious money from business may well be its promise to revive impeachment of Gloria Arroyo. GO ought to realize that the business community is tired of impeachment. Impeachment is something that ought to be tried once and, if not successful, abandoned.”

    If I may ask naman, so what happens to the issue of “Hello..Garci?” Do we leave it to be blown by the wind ? Uh, correct me if I am wrong, but if a crime is committed, do we just let it go & pretend that it didn’t happen ?!

    I’m sorry for Mr. Paredes, but I don’t know who business community he is talking about. It is not true that “the reasons the GO is not getting any serious money from business may well be its promise to revive impeachment of Gloria Arroyo.” I know for a fact of big businessmen wo have contributed & who cotinue to give big sums to GO candidates. As a matter of fact, these businessmen have mentioned on several occassions (of course, off the record), that they prefer to push for Gloria’s impeachment “para matapos na & we can move on.” They have admitted that Gloria at the helm has brought about the instability in the country. In fact, they also said, “relying on OFW remittances is dangerous.”

    Big business is not loyal to anybody except to those they perceive are winning.

Nothing to do with being and not being organized for considering the fact that the Senatorial bets of the United Opposition not belonging in fact to one political party, it is not unusual that they would want to do their own individual campaigns unless they are called to gather all at one place for one big event as what happened in the Plaza Miranda inauguration campaign.

    At saka ano naman ang ipinagmamalaki ni Mr. Paredes na business community daw na ayaw magbigay sa GO ng pera especially when they know that they are under threat with spies all around? At least, this time we will know if that Bayanihan spirit that Filipinos pride about really works as we watch volunteers like those helping Sonny Trillanes now do against all odds, equipped only with the desire to oust the criminal calling herself president to help the Philippines and Filipinos be free even from dire poverty and despair!!!

Most prefer to resign, than continue to face the shame, some were just dumped by their bosses. Malaki talaga ang role ng media.

    Ducky Paredes’ “transformation” not so long ago has made him look bad, he frequently contradicts his old self. His tight views then were very predictable and consistent. He no longer is. He even bounces back and forth on his new positions I’d like to call him RUBBER DUCKY.

    Maybe the businessmen he’s referring to are those who benefit from Gloria’s full-blast OFW pushing. Like his brother who has captured the money transfer sub-contract biz of Western Union, using his national network in telegram-company RCPI – a company rendered obsolete by new technology. In this businessman’s cas, the status quo must be preserved. Or the other brother whose music has faded into cacophony and gave up on the country, just to return weeks later to become headmaster in a reality-TV series. These languages have broad and deep knowledge bases of insightful literature; therefore, an investment in time and effort in learning these languages yields a far richer return to individuals compared say to someone who spends precious funds in a scholarly pursuit of, say, Tagalog — a language that does not even contribute to the employability of its speakers inside and outside of the Philippine islands.

    That patriotism you observe in Japanese and Koreans is more of an outcome than a root cause. Their patriotism is a natural outcome of the fact that their societies actually stand for something — an ideal, a vision, a shared purpose, or a combination of all three.

    What does “the Philippines” stand for?

    Now the above question is notorious throughout history for eliciting nothing more than head scratches.

    As David Martinez articulates in his excellent book, the Philippines is an artificial nation — probably destined to crumble the way other artificial countries (constituted as a result of colonial edict) like Yugoslavia, Czechoslovakia, and Rwanda to name a few. The name “Philippines” itself is derived from the name of a Spanish king. 😀

    Our forefathers took the risk in 1896, and they failed. We took the risk in 1986, and we likewise failed. I am proud of 1896, in the same way as I am proud of 1986. The Filipino people may have lost battles, but, as a Filipino who values my heritage (no matter how “small” it is) the fight won’t be over until we eventually win the war.

    What are we doing differently now to achieve this? For one, I am responding to issues through means never tried before (e.g., 1896, 1986), like posting comments on sites like this. In 1896, the word is spread from mouth to mouth, and through books that take quite awhile to get published. In 1986, there were the aboveground and the underground newspapers. At least, now we have the internet, and the mobile phone which can greatly help in spreading the word faster and wider than ever before.

    The only time I would say that we lost the war is when we surrender and say that the Philippines is a hopeless case… and I am not about to surrender.

    The fight for what exactly? Most people take offense towards such a line of questioning but the reason I ask is so that we can be very specific about what this “fight” is all about, and by being specific about how we define said fight, we can be also specific about what exactly “victory” means for us.

    However rather than look for individual efforts (which is already in abundant supply) lets look for a cohesive and collective effort. We are quick to trumpet calls for unity and “united action” yet when challenged to cite examples of concrete actions, all we can cite are individual efforts. The different approach we are looking for needs to happen as a collective.

    Hope is ok. But the only way to turn hope into achievement is to substantiate it with something.     Once these ideals are in place, the war is won. Thence, those who will take our place must ensure that the fruits of this victory are kept alive… sustained for the future generations to enjoy and protect.

Again another country rich in culture and historical facts. How can we forget the great Ottoman empire? Turkey geographically is a part of Europe and yet it cannot even be accepted outright to the EU membership. Why? Because of Turkey’s weak economy and huge population. In short it’s a poor country in Europe. Again, there is an abundance of migrant workers in Turkey. So, what went wrong with these once great and powerful nations? What happened to your theory of evolution? Then of course, there’s that place called “Cradle of Humanity or Civilization” actually crumbling. While China has just awaken only now after a long slumber scattering first it’s people around the world for so many years.

    But Anna is right, if we follow your logic about Australia being a land of criminals before becoming a great nation, then I think the Philippines is on its way to becoming a great nation one day.

    Yan na nga ang problema eh. At the risk of being described as not espousing accountabililty – we, as citizens, have more productive and proactive things to do, than ‘seeing to it that their ‘elected’ representatives do the same.’

    Pinoys have to be as productive as Tony Meloto and Gawad Kalinga. He is too busy building communities and helping the poor for him to ‘see to it that his elected representative do the same.’

    Voters have one remedy if their elected reps do not perform accordingly – vote them out.

    Most of the G-rand A-lliance of G-enuine O-pposition, and almost all the bloggers here, just spend their waking hours whining, pagtatatalak, looking for and anticipating one big scandal.
