THE Commission on Elections (Comelec) will ask Team Unity candidate Luis “Chavit” Singson to explain why he should not be disqualified for giving away cash during a sortie in Misamis Oriental last Sunday.
“We will be sending him a letter,” said Comelec spokesman James Jimenez.
Under the Omnibus Election Code’s Section 104, candidates are prohibited from giving donations or gifts in cash or in kind.
Singson was caught by television cameras handing out envelopes containing cash to winners in a raffle held by local officials.
The local officials were also caught on camera saying “ikampanya mo, iboto mo si Senador Chavit Singson.”
In an interview, Singson admitted chipping in a “small” amount of cash as he did not want to be labeled as “kuripot.”
On Monday, he apologized for his action.
He said it was an “honest mistake” as he was not aware that candidates are prohibited from giving away money during the campaign period.
Comelec chairman Benjamin Abalos, in an interview, said “ignorance of the law is not an excuse.”
“Kahit nag-apologize na siya, may due process pa rin na dapat sundin,” he said.
Violation of the Election Code is punishable with disqualification from holding public office, loss of the right to vote and imprisonment of one to six years. “As of now, we can’t say yet what are the possible sanctions. Basta due process will apply. Kailangan muna natin imbestigahan kung ano ang mga circumstances,” Jimenez said.
Hah! Maybe Singson WANTS to be disqualified because he knows he doesn’t stand a chance of being elected and so prefers to save his hard-stolen millions of pesos in pursuit of a criminal seat in the Senate.

In an article I read on the web of The Daily Tribune (03/07/2007), “Albano had earlier claimed he heard that aside from Pangilinan, two other GO candidates — Senate President Manuel Villar Jr. and Tarlac Rep. Benigno “Noynoy” Aquino III — are contemplating on pulling out of the opposition’s senatorial line-up.

Comelec Chairman Benjamin Abalos has no *yagballs* to pin down Gloria’s Edsa Dos hero El Chavit. Who dares to file a complaint against El Chavit? Nothing wrong if the guys are qualified and honest but the problem is most of politicians we have are untrustworthy, are dishonest, are inept, unqualified even to serve as kitchen help in any Western political setting not for lack of brain but for lack of moral principles, i.e., Singson clan of Ilocos, Gloria and her children and brother in law.

RP ‘climate of impunity’ scored in annual rights report

WASHINGTON D.C. – The US State Department released Tuesday (Wednesday in Manila) its annual human rights report, citing among others, the Philippines for the “climate of impunity” in the murder of journalists, churchmen and political activists.
“Members of the security services committed acts of physical and psychological abuse on suspects and detainees, and there were instances of torture,” the report said.
The report was prepared by the State Department’s Bureau of Democracy, Human Rights and Labor. “During the year there were a number of arbitrary, unlawful, and extrajudicial killings apparently by elements of the security services and of political killings, including killings of journalists, by a variety of actors.”
The report comes amid mounting international pressure against the Arroyo administration. Last month, several Northern California religious leaders met with Jennifer Tang, a staff of California Sen. Barbara Boxer about alleged human rights abuses in the Philippines.
Boxer is the new chairperson of the East Asian Subcommittee of the Senate Foreign Relations committee.

Chavit Singson started as a policeman in Vigan, Ilocos Sur. He was the “mastermind” in the killing of Gov Floro Crisologo inside the Vigan Cathedral. He later became the Governor of Ilocos Sur for so many years since Marcos, Aquino, Ramos, etc. It is a known fact that he became the “tobacco magnate” and “jueteng lord” in the North since he was the Governor of Ilocos Sur. Strings of reported and unreported killings in Ilocos Sur were attributed to him due to business and political rivalries. Now, he is a shrewd businessman and a “power-broker” to reckon with in the North and the whole country.
Chavit Singson is considered as a “rogue” politician. “Dumb and stupid”, too, for not knowing the salient provisions of the Omnibus Election Code of the Philippines.
I will not vote and campaign for him. He will lose in the election.

More alarming for the administration candidates is that the same survey shows reelectionists Senators Ralph Recto and Joker Arroyo along with former Sen. Vicente “Tito” Sotto III, while making it to the list of 12, have been losing ground, when compared to the past surveys, with Sotto, from fourth to eighth place and Recto, who slipped from fifth to sixth place. Joker Arroyo is at 12th place and may be dislodged.

I think so, too, Anna. As much as I would love seeing this snake in jail, I would prefer him continuing his campaign. His disqualification might even be staged to enable the TUTAs to replace him with a more formidable candidate. He’s no doubt the weakest candidate, with all surveys so far confirming that.
Whatever the outcome in Chavit’s case, it’s a lose-lose situation for the Bitch. If he wins, imagine the anger of the people cuz it ain’t possible anymore without massive cheating. If he does lose, which is more likely, Gloria is one vote closer to prison.
