Welcome intervention

On-the-run Bayan Muna Rep. Satur Ocampo, a subject of Gloria Arroyo’s political purge, is on YouTube appealing to the international community who have expressed alarm over the human rights situation in the Philippines to pressure the Arroyo administration to stop the unabated repression and the killings.


Ocampo said trumped-up murder charges against him based on a crime that happened 22 years ago while he was in prison, aimed at putting him back in jail as well as the attempts to disqualify party lists groups Bayan Muna, Anak-Pawis and Gabriela cannot be treated in isolation from the general trend of political repression and state-sponsored extra judicial killings.

Ocampo asked the international community not to easily believe Gloria Arroyo who is known to say something and does the opposite.

It looks like Ocampo’s appeal has been taken seriously by Sen. Barbara Boxer (D. Cal.), chair of the Senate Subcommittee on East Asian and Pacific Affairs conducting hearings on the human rights situation in the Philippines.

She did not extend the invitation sought by Gloria Arroyo for her team of police and military to participate in the Senate hearings where Marie Hilao-Enriquez, general secretary of Karapatan and Eliezer Pascua, general secretary of the United Church of Christ in the Philippines, testified.

Boxer said, “I don’t understand why you have to send military and police to a hearing that a couple of senators are holding to look at allegations of human rights abuses.”

“We made it very clear and to their credit they responded. They said they will not send any military, they won’t send any police, and they said they won’t send any intelligence agents,” Boxer added.

Actually, Arroyo did send police and intelligence agents. In Washington D.C. now, probably playing tourist after they were snubbed by Boxer, are PNP Deputy Director General Avelino Razon, (Deputy Director General Edgardo Doromal, head of the Criminal Investigation and Detection Group (CIDG); Col. Gaudencio Pangilinan, deputy chief of the Intelligence Service of the Armed Forces of the Philippines (ISAFP), and Col. Benedicto Jose of the AFP Human Rights Office.

Press Secretary Ignacio Bunye’s “palusot” is that Razon’s team was sent to the US in case Boxer’s panel called for resource persons. “They were just on standby… They are already there and as explained by Executive Secretary Ermita, they are there to act as possible resource persons if and when their assistance is asked. So I think, maybe, for the duration of the probe they will be there,” he said.

The unwanted presence of Arroyo’s police and intelligence agents in Washington D.C. gives the American an idea of the culture of impunity that Filipinos have to suffer under Arroyo’s heartless administration.

It’s the culture of impunity that has led to the unabated killings of people Arroyo and her military generals consider a threat to their hold on power.

Wire reports on the Washington D.C. hearing said the United States sought tougher action by the government to end the wave of extrajudicial killings linked to the military.
Boxer remained skeptical and was quoted as having said “it remains to be seen” if the Philippine government’s assurances to solve the killings “will be followed by real and tangible actions.”

What I found most interesting in the news report was a statement from Eugene Martin, a former deputy head of the US embassy in Manila, and now with the US Institute of Peace, an independent group established and funded by Congress.

Martin, considered to be an Philippine expert, questioned Arroyo’s capability to take steps to end the extra-judicial killings, saying she has been “politically weak” since her controversial election in 2004 and banked on military support. “While we all hope the killings will stop immediately, I am not optimistic in the short run,” he said.

Martin said donor nations and international financial institutions, which already had strong anti-corruption requirements for economic assistance, should link aid to independent investigations of the killings to enhance resolution of the cases.

Unlike Arroyo apologists, administration senatorial candidates Joker Arroyo and Ralph Recto, and Cebu Rep. Antonio Cuenco who are criticizing the US senate hearing on the Philippine situation as foreign meddling, we see it as a welcome human rights concern.

The blood of those 838 persons killed for their political beliefs since Gloria Arroyo grabbed power six years ago should be on her hands. Any help to oust her is welcome.

    California Senator Boxer presided over the first hearing on the extrajudicial killings today, and judging from the surgical questions she asked, it was obvious the lady senator did her homework. She also mentioned extensive briefings made by the in-house legislative think-tank, the Congressional Research Survey, for the benefit of all members of the foreign relations committee.

    For starters, she cautioned Eric G. John’s against doublespeak for painting a “rosy picture” of the Philippine economy calling his attention to a recent survey by a Hongkong-based group putting the Philippines as “most corrupt” in Asia. John is the deputy assistant secretary of state for east asian and pacific affairs.

    Boxer also asked John to raise the bar by admitting that despite the rhetorics coming from Manila officials, the Philippine government has not embarked on anything credible to mitigate the killings and that US assistance to the Philippines must be used not only to send a strong signal but to leverage the stop to the extrajudicial killings in the Philippines.

    The senator also asked the state representatives to stay and listen to the testimonies of Amnesty International, the United Christian Churches in the Philippines, Karapatan and the United Sates Institute of Peace, all of whom later pointed at the Philippine security forces as the main culprit.

    The lady senator did not mince words and asked for verifiable results from the Philippine government. She said she feels she is directly accountable to making sure reform flies because there are 1 million Filipinos in her constituency in the state of California. It is even made more urgent, she added, because the US military has presence in the Philippine assisting the Philippine military in its anti-terror campaigns, and could wrongly be misunderstood to be a party to the illegal killings.

    Before taking leave, Boxer also ordered the report of UN Rapporteur Philip Alston be accepted in toto to the records of the Senate, calling it most comprehensive and most credible.

    Virginia Senator Tim Webb also sought from the witness representing Karapatan clarification of the statistics they have documented from their 15 regional offices. After the lady witness appeared cocksure about her position that the victims they tallied were not collateral victims of encounters but individual unarmed civilians targeted for assassinations, Webb asked her to repeat the name of the person she mentioned in her prepared text to be most likely behind the extrajudicial killings. Thus the name of Norberto Gonzales, Mr. Arroyo’s national security adviser was put on record.

    Webb, being a former Secretary of the Navy recalled fond memories of his frequent visits to Asia and especially the Philippines. Before banging the gavel to end the hearing, he assured his audience that the US Senate knows very well what is happening in the Philippines because in addition to our long-shared history, there are 100,000 Americans residing in the country.

    The hearing ended with a consensus on the floor that the person posing as president in the Philippines is not a lady but a butcher, who has done nothing beyond rhetorics in addressing a very serious international problem.

    We started 2:40 pm and were off before 5pm.

    What was inadvertently omitted in today’s hearing, however, was that Siche Bustamante-Gandinao, 56, a member of the farmers group Misamis Oriental Farmers Association, was assassinated as recent as last Monday a few meters from a military
    detachment. Gandinao (now victim #837) testified before Phillip Alston on the killing of her father-in-law, Dalmacio “Tatay Daki” Gandinao, during the UN rapporteur’s visit to the Philippines.

    Expect sanctions soon.

    The appeal of Satur Ocampo is not to the US in particilar but to the INTERNATIONAL COMMUNITY. It is a sign that the Filipinos are already becoming “helpless” under the REPRESSIVE & MILITARISTIC regime of Gloria Engkantada. And it good that the International Community is responding to our call. Alam na rin naman nila ang nangyayari sa bansa natin kaya lang hindi sila pwedeng mag-initiate. Kailangan magmumula sa atin ang paghingi ng tulong. Para hindi matawag na “Invasion”. Another inquiry is coming this May with the European Union this time.

    The Arroyo government has given as the reason for the declaration of a state of national emergency a growing tactical alliance between young military officers and the Communist movement in their common desire to force President Arroyo out of office.

    I realize that among the liberals in the burgis community, it is fashionable to dismiss the communist bogeyman as a figment of someone’s imagination. Or that this concern is a throwback to the Cold War era, especially during the McCarthy witch hunts in the US of the 1950s, and should no longer be taken seriously half a century later.

    But in its Jan. 28 issue, the Philippine Daily Inquirer confirmed such a tactical alliance in a front-page story headlined Left-Right alliance vs GMA confirmed.

    Reported the Inquirer: Disgruntled officers of the AFP and the PNP are reaching out to people’s organizations to get support for their grievances, Bayan Muna Rep. Teodoro Casiño told reporters Casiño said that as in the ouster of Presidents Marcos and Estrada in 1986 and 2001, the military’s withdrawal of support would be crucial to the removal of President Arroyo from power.

    But their exact role in her ouster will be determined, to a large extent, by what the people’s movement can accept , Casiño said.

    This means—oh, you naïve warriors of the Magdalo—–it will be the communist politburo, not you, who will decide what you can and cannot do in the struggle against President Arroyo. The same warning can be directed to the ideological naifs of the Black and Blue Movement, the Hyatt 10 and the likes of Tita Cory and Triccie and Bettina and Josie who have naively chosen to ally themselves with the communists in their efforts to unseat the embattled GMA.

    Even the voluble Rex Robles was quoted in that Inquirer story that it was “natural” for the Left and the Right to confer with each other, “especially because they were once together in detention” after the 1987 and 1989 failed coups.

    You—–Magdalo idealists and burgis ideological naifs—-will all be playing mere supporting roles… The communists intend to play the main starring role because they want to dominate the resulting “transition council,” almost certainly the one being stitched together by Boy Morales, chief political lieutenant of Erap (who is financing all this as he did the Oakwood Mutiny of July 2003) and co-founder in 1972 of the National Democratic Front (NDF), the political arm of the CPP. Even Joma Sison was supremely confident, in a recent message from Utrecht, that the Arroyo government would be replaced by this ‘transition council.’

    Now, I have no problem with soldiers and officers, as well as ordinary civilian folks, becoming disenchanted with their governments and walking out on those governments. That was how the people of Eastern Europe (East Germany, Poland, Hungary, Czechoslovakia, Bulgaria, Albania) got rid of their communist regimes in 1989, after 40-45 years, and peacefully too, except in Romania.

    But in our present situation, the opposite is being attempted: To ultimately install a communist regime, through the ruse of a people power exercise, financed by a disgraced president who, more than anything else, wants to be restored to the presidency so that he can unilaterally clear his name of the plunder charges pending against him.

    One can forgive Erap for his ignorance, but one is amazed that more educated burgis types like Tita Cory and Triccie and Bettina and Josie and the Black and Blue Movement are so blinded by their dislike of Ate Glo that they willingly ally themselves with the communists to achieve their common goal.

    Tita Cory seems to have forgotten that in 1987 she naively freed from detention, over the objections of the military, Joma Sison and other top communist prisoners, apparently on the wishy-washy prayer that if she were nice to the communists, the communists would be nice to her.

    Never happened, of course. As soon as Joma reached Europe, he and his NDF organization in Utrecht waged a disinformation campaign among Europe’s generally leftist media, bad-mouthing Cory Aquino to make her look unworthy of the Nobel Peace Prize for which she had been nominated. Frankly speaking, when Ka Bel visited Japan, we asked Japanese donors to finance his airfare and we paid for his meal and lodging in Japan.     As for Ka Satur, he was financed by his own children who lived in Japan. We just provided him with the “logistics” so they say—proper introduction to the big shots in the Japanese government and the Japanese community. I was actually surprised to find him and his wife acting more like “burgis” than Communists compared to the dye in the wool Communists in Japan.

    In contrast, we meet people like Eggcell Lagman, et al who would come here and making everybody in the embassy look more like their tsimoys and tsimays, staying in luxurious hotels and eating expensive meals complete with junket paid by the Filipino taxpayers in addition to the pork barrel and pakipkip.

    You hit the nail on the head. What we fail to use is understanding. We continue to push the poor out of the system. We misconstrue activism as communism.     I am not defending the arroyo administration. I call on them to file graft and corruption charges against anyone for whom they have evidence of wrong doing. I saw a road unfinished for many years and a sign saying it was Satur’s project. It’s just like any other pork barrel project among the trapos. But the last time I checked this is just a blog in cyberspace, not a court of law, so asking me to present evidence can only irk some people with inconvenient truths. There is also logic of course involved in opinions. When MRivera declares that Esperon is lying about Gandinao I found that illogical since I believe that there ARE spies in the organizations that the AFP thinks are front organizations, so it is not impossible that Gandinao was an AFP asset. No one denies either that in the past the rebels ate their own children out of paranoia. But it was highly unusual for him to make such a claim, (though not unusual around here for him to be insulted and called a liar.) I assume he will present evidence of his claim. I hope he does. But please don’t let anyone here pop a vein or something ranting and raving insulting other participants just because they disagree…it only gives temporary relief. But now that murder charges have been filed against Satur and 52 others some people are calling fascism or worse. So what do you want ellen, file or not to file?

    I think it is worth stressing that when the govt files criminal charges against a person, both sides are forced to the good. If the govt cannot prove the charges and the person is acquitted, it loses credibility and increases the chances of being turned out during the next election. If it can prove the charges then an outlaw is exposed and punished. No one is above the Law. In either case, it is the majesty of the law that is upheld. Without the Rule of Law, we get the Rule of Force. No one wants that.

    You know as well as I do that while pork barrels are assigned each and every member of congress, they are subject to the whims of Gloria walanghiya. She can make it extremely difficult for a member of congress to access his/her pork barrel – that many of these congressmen virtually have to beg, sign anything Gloria desires for Gloria TO RELEASE THEIR PORK BARREL.

    Even Ninoy Aquino (may he rest in peace) was forced to kowtow to Marcos at the time because his district was being strangled by the NON-RELEASE OF THE PORK BARREL.

    Satur was Gloria’s conduit to Joma Sison who had given the approval for Satur to provide Gloria and Angie Reyes the bodies needed so Gloria could effectively topple Erap.

    During Congresswoman Villar’s birthday party, Satur and Gloria tried to iron out the ongoing peace negotiation between Pinas and the NDFP…

    Then Gloria double-crossed Ocampo when she unilaterally cancelled the planned Oslo talks. Matter of fact she told Satur to tell Sison (who apparently wanted the release of some of his comrades from prison including children of suspected NPAs who are rotting in jail) that she was no longer recognizing CARRHHILL, (protection provisions under international law) a treaty signed between the govt – while FVR was president and the NDFP.

    We know for a fact that Japan has been financing a lot of US wars for the sake of US patronage because of Japan’s exports mainly to the US although we are definitely branching out elsewhere. The trend now is to cut off too much reliance on America, because the Japanese definitely would not want to be indebted to the Americans and be their slaves!!!

    Retired Army Maj. Gen. Jovito Palparan said Friday that the propaganda of the “enemies of the state” is working after US Senator Barbara Boxer seemed to believe claims about the military and the government’s alleged inaction to stop unexplained killings in the country.

    After all these years of struggle, literally and figuratively, I see an honest to goodness dedicated lot with nothing but concern for their beloved Philippines compared to these Filipinos who still want to be called derogatorily as “little brown Filipinos.” At least, they have pride and substance!

    My Japanese friends and I can work better with them than those Filipino members of some umbrella organization controlled by the Philippine Embassy we call “hakot” in Japan. When it comes to real charity and advocacy for Filipinos, wala silang binatbat. I can rely more on the people of Joma in Japan. Sila ang mga tunay na pilipino—willing and ready to die for their country, the Philippines, and for what they believe in!!!

    At least, unlike Karl Marx, they have not renounced their faith in God. Nagsisimba pa rin sila! And that is good!

    The rebels are called rebels also because they see an armed struggle as one of the means to achieve their end. Government’s responsibility is to protect the lives of its people regardless of political convictions.

  213. In 2004, I voted for Roco even knowing that he did not stand a chance at winning. GMA was proclaimed while everybody in our part of the globe were asleep. At that point, I told myself that I would be duty-bound to support her. Had FPJ been proclaimed, I would also have been duty-bound to support him. That, to my simple mind, was how democracy worked.

    After “Hello Garci” surfaced, I expected, even wanted, GMA to prove that the controversy was a farce. All she came up with was the unconvincing, infamous “I am sorry” speech. All her defenders came up with were two CDs saying one was fake and the other was “doctored”.

    Here is a “president” who is/was allegedly stealing the nation’s wealth just like most of those who came before her. That, I can still forgive. Now, here is a “president” who allegedly stole the nation’s soul from the ballot boxes, and everytime she’s given the chance to prove otherwise, she always comes short (pun intended)? I say, take my money, but do not take my soul!

    Money lost can still be earned. Once the nation is robbed of its soul, all aspirations go with it…

    Its clear maka-FPJ ka ano? I campaigned for Eddie Villanueva, a much more capable and deserving candidate.

    You can say that GMA cheated, but it cannot be said that FPJ was cheated out of first place. All the rest of the candidates were cheated. FPJ cannot declare that he was the legitimate winner. The winner could have been Roco, Lacson, or Villanueva – independent, capable candidates. They are their own men. Not pawns.

    No one can say who really won in 2004. Pero i believe Villanueva got more votes than FPJ.

    Gusto mong malaman ano ang gusto ng nakararami? Marami ang ayaw kay FPJ. Pagsama-samahin mo ang boto nina GMA, Roco, Lacsom, Villanueva, ganun karami ang may ayaw kay FPJ. More than 2/3 of the population!

    Kaya ganun na lang ang kawalan ng simpatiya ng taong-bayan kay FPJ sa election protest nito. Lalo na nung pumutok ang “Hello Garci.”

    Pero admittedly, suwerte si GMA dahil nabulilyaso ng ‘united opposition’ ang “Hello Garci.”

    Bakit kaya ang epekto nung “Hello Garci” ay hindi katulad ng epekto ng “refusal to open the envelope” during Erap’s impeachment?

    Palagi nang isinisigaw ang “legitimacy issue” ni GMA pero bakit wala pa ring mga tao sa kalye? Nasaan na ang ‘parliament of the streets’?

    Kung marami sa G-A-G-O ang mananalo sa Senado, it shows na ayaw na ng tao ng ‘people power’ at idaan na lang sa balota ang pag-ayaw kay GMA.
