A better man

Satur Ocampo, Bayan Muna partylist representative, by showing up more than a week after an arrest warrant for him was issued and submitting himself to the jurisdiction of the court, has shown the Filipino people and the world his respect for the rule of law.

He showed that he is a better person than his accusers, especially AFP chief Hermogenes Esperon.

Ocampo exposed a skill by Esperon known to the public only now: grave-digging. The AFP chief can surely can put it to good use when Gloria Arroyo is ousted from her stolen power and he goes down with her.

Speaking to reporters at the Supreme Court, where he filed for certiorari, or special relief from the order of a regional trial court for his arrest in connection with alleged multiple murders 22 years ago, Ocampo said, “I accuse Gen. Hermogenes Esperon na naglilipat siya ng buto. Hindi yun genuine na sinabi niyang mass grave.”

It’s a case of recycled skeletons, he said.

For the military hierarchy to resort to skeleton recycling just to immobilize the leader of a cause-oriented group that opposes Gloria Arroyo’s tyrannical policies shows the depth of their depravity.

Ocampo’s arrest is a propaganda coup against Arroyo happening the day after the US took her to task for failing to stop the alarming rate of extra-judicial killings in the country believed to be perpetrated by the military.

“As the ultimate authority in the chain of command, she has to take steps to solve any involvement by members of the security forces,” said Eric John, US deputy assistant secretary of state for East Asia, in the hearing of the US Senate foreign relations subcommittee chaired by Sen. Barbara Boxer (D., Cal.).

Boxer pursued the idea of tying US military aid to the improvement of human rights in the country. “It’s really important that we do not have blood on our hands in this country,” she said.

Adolfo Pagcalinawan, a Filipino-American who was in the Thursday hearing wrote, “The consensus on the floor (was) the person posing as president in the Philippines is not a lady but a butcher, who has done nothing beyond rhetorics in addressing a very serious international problem.”

The US Senate hearing indicates a changing thinking in Washington as a result of 2006 midterm election that gave the Democrats control of Congress. The reign of Bush’s neo-cons, to which Arroyo panders shamelessly, is ending.

Pleasantly surprised by what happened in the US Senate, many are curious how cause-oriented groups succeeded in getting the ear of Boxer. An article by Rodney Jaleco, of ABS-CBN North American News Bureau, revealed that it was the intense lobbying of US church groups, principally the National Council of Church of Christ (NCCCUSA) that paved the way for a Senate panel to look into extra-judicial killings in the Philippines.

Jaleco said, “At the helm of the NCCCUSA is a former six-term congressman, Bob Edgar, 54 – who has the distinction of being the first Democrat to break the Republican Party’s 120-year hold in the 7th district of Pennsylvania. Dr. Edgar is an ordained elder of the United Methodist Church.”

“The NCCCUSA, established in 1950, is a multi-denominational faith-based umbrella organization that emphasizes unity in diversity, and helping the poor help themselves. Under Dr. Edgar’s leadership, the NCCCUSA focused more closely on addressing poverty and environmental protection issues. They have sometimes been referred to as part of the “religious left”.

“Because of the NCCUSA’s bias towards network and community building, it is in close contact with “communions” all over the world. When church groups in the Philippines – particularly the United Church of Christ in the Philippines (UCCP) and National Council of Churches in the Philippines (NCCP) – raised the problem of extra-judicial killings, the message struck a raw nerve because many of the victims were churchmen.

“Bishop Solito Toquero, a Methodist like Dr. Edgar, was specially alarmed by the killings. A total of 25 churchmen and church-based community workers have been killed in the past six years. The most prominent of them was Alberto Ramento, Supreme Bishop of the Philippine Independent Church (“Aglipayan”), stabbed dead inside his own rectory in Tarlac last year. That may have been the last straw for churchmen in the Philippines, who sent urgent appeals for help from friends abroad, including the NCCCUSA.”

Jaleco said Boxer takes great pride in her affinity with Filipinos. She points to the over one million Fil-Americans in her district (who helped her get one of the biggest winning margins for her third term during the 2004 elections). She says she was in Manila in 1986 during the EDSA I People Power revolt that toppled then-dictator Ferdinand Marcos.

The Senate hearing was especially timed to coincide with an international ecumenical conference held in Crystal City, Washington DC. Philippine churchmen were invited to speak at the conference that provided them the opportunity to reach a wider church audience.

    Satur is truly a man of courage and resolve. He subordinated himself to a judicial process however malicious the charge is. Garci Esperon on the other hand, run around the law and even acted he is the law.
    Esperon was never known to possess physical and moral courage. Even when he’s still a young officer, he was known as a shabby, egoistic and unreasonably insecure person.
    By the way, ‘grave digging’ is one of esperon’s dirty schemes. When he was a battalion and brigade commander, he would asked his officers to buy loose firearms. He would then gather some reporters, and present to them those ‘recovered items’ as a result of a ‘successful combat operations.’
    Esperon’s trademark and legacy in the AFP is LCS. Lying, cheating and stealing.
    Even ordinary soldiers have no respect for him. Everytime Esperon speaks in an engagement, you will notice soldiers around sporting a dirty finger.

    Assperon want to emulate Pontious Pilate who washed his hands and pointing the blame of the extra-judicial killings to the master like Satur Ocampo, but Satur is much smarter than him.Besides, the case being relived is 22 years old. what about the statute of limitation on this case?
    Satur did not become a fugitive on that period and he never became wanted. We know that Satur became the founding member of militant student youth KM –Kabataang Makabayan in 1964.He was also a revolutionary who founded the NDF-National Democratic Front in 1973,in 1976 he was arrested and incarcerated, he was tried for military rebellion but, was not found guilty, and he escaped in custody in 1985.In 1986 Cory want to have a peace talk with him and his group but, that talks collapse due to the killing of 18 farmers at a rally near the presidential palace on Jan.22,1987.Does those killing attributed to him? I don’t think so! He was arrested in 1989 and he was freed in 1992 without being found guilty of any crime. Now, What criminal activities or any criminals wrongdoing that he is arrested for again? It is a double whammy, a double jeopardy, no person will be charged twice for the same crime, it was not yet written in any jargon law book in the world. So, what is Assperon trying to prove against Satur?

    Is General Esperon an archeologist or archaeology enthusiast? Grave-digging can be an alternative source of income after his retirement. Bayan Muna Rep. Satur Ocampo is confident that the Philippine Supreme Court will junk murder charges against him based on manufactured evidence and facts. This is a test case for Chief Justice Reynato Puno. He should maintain its independence and integrity. Chief Justice Puno should not fall on trap by Malacanang’s wicked games. Let’s hope the rule of law will prevail in all political persecution cases spearheaded by abusive and corrupt Gloria Arroyo regime. Malacanang Palace propagandists can no longer fool the Democratic-controlled US Congress.

    What got into this Senator Arroyo for another asinine statement. It’s not a matter of one member of Military or many who are responsible for the killings, they are the members of AFP. And the ineptitude of the authorities to resolve a single one of the cases means that they are tolerated. And here we have a lawmaker apologizing for the Military Establishment who is as an institution is responsible for an action of any of its single member, never mind that some of the suspected and alleged “brains” behind these killings are the Senior Officers of the AFP.

    Come on Sen. Arroyo, better words are expected from you, not the usual tra-la-la the same as all the others already corrupted leaders of both the civil and military institutions…

    Nakikinig po ako sa radio RMN from Manila at ayon sa ibinabalita ng isang reporter kay Anchorman Melo del Prado, kinaladkad si Satur Ocampo dahil ayaw niyang sumama. Hinawakan sa dalawang paa at pwersahang isinakay patungo sa airport kung saan siya dadalhin sa Leyte. Ininterbyi rin si Atty, Capulong at laking gulat niya dahil wala raw sa usapan yon dahil sa Friday, haharap sa Satur Ocampo sa oral argument sa Supreme Court. Gagastos pa ang gobyerno sa pagbabalik kay Satur sa darating na Friday.

    Siguro’y sasabihin na naman ng Malacanang, kaya madaling araw inialis si Satur baka kasi abutan ng heavy traffic.

    Nakakatawa nga eh, biro mo yung gobyerno ang humihingi ng tulong sa UN para mag-imbestiga, eh sila ang naka-upo at nasa kapangyarihan na mag-imbestiga. HIndi katulad ng mga civilian groups na humihingi ng tulong sa US Congress at European Union na walang kapangyarihan. Ibig sabihin ay mga BOPOLS!   36. Well, regardless of what Satur was arrested for, whether they were “trumped up” or “recycled skeletons”, the task at hand is for us to work with the system to allow the TRUTH to emerge.

    Satur has a lot of resources at his disposal, and presumably will be able to get good legal counsel and representation. If he is truly innocent and is SINCERE about “submitting himself to the jurisdiction of the court” and respecting the “rule of law”, then we as citizens should ensure that the outcome of this whole thing is the emergence of the TRUTH.

    If this guy really did murder thousands of people then let’s hope this TRUTH comes out. If this guy is indeed a victim, then let’s see if it is TRUE.

    In any case, Satur has a proven association with a group that has been known for its murderous activities in the last several decades.

    Let’s keep this in mind and keep this in perspective.

When Satur got himself arrested, his petition for TRo became moot and academic. There is nothing more to restrain. Therefore Satur’s counsels erred when they exposed him to arrest before obtaining a TRO.

    You will see from the reactions of some of the bloggers here that there is a quite a shortage of proper perspective in regarding these events. You get a guy who has now subjected himself the the Law and then the public’s attention gets turned on whether the courts are fair, or whatever “motives” the Arroyo administration has for suddenly bringing up these charges again.

    Well, folks, whatever the motives may be and whatever the fairness of our justice system steps up to, the fact is an opportunity has presented itself to get at the TRUTH.

    If some people here have so imprisoned their minds in the here and now of today’s hollow-headed politics to see this opportunity, then that is a small tragedy in itself.

    The fact is, a 50-year guerilla warfare and the thousands of lives lost as a result of it far transcends and outweighs the petty politics of today. Satur merely brought this upon himself. Like anything unresolved in one’s life, old skeletons will always come back to bite. And it is usually our enemies who will dig the deepest into our closets.
