Naisahan ba tayo ni Jun Ducat at Chavit Singson?
Tinatanong ko ito kasi ng mapakinggan ko si Ducat sa radyo noong Miyerkoles, nakisimpatiya naman ako sa kanyang crusada laban sa corruption at sa kinabukasan ng kanyang mga pinapa-aral na mga bata kahit na hindi ako sang-ayon sa kanyang paraan upang maparating sa publiko at sa kinauukulang ang kanyang mga isyu.
Ngunit ng gabi na yun, medyo nagtataka na ako bakit nandoon si Chavit Singson, ang kandidato ng Team GMA. Lumalaban ka sa corruption, tapos magkasama kayo ni Singson.
Sabi nga ni Sen. Jinggoy Estrada: “Irereklamo ni [Jun] Ducat eh korupsyon, tapos yung pinatawag niya demonstrably corrupt governor according to a US judge; e hindi yata nagtutugma yon.”
Sabi nga ni Chiz Escudero, kandidato ng Genuine Opposition, nakaduda bakit hinayaan ng mga pulis na umabot ng ganoon katagal ang krisis. Para bang hinihintay nila ang lahat ng kandidato ng team GMA dunating at ng mabigyan ng tsansang pumapel?
Sabi ni Singson sa DZMM, “inggit lang sila” patukoy sa mga mga taga-oposisyon na bumabatikos sa kanyang pakiki-alam sa hostage crisis.
May press release din siya kaagad na pinupuri ang sarili sa kanyang ginawa na pag-negoiate raw kay Ducat. “It takes guts and bravery to risk your own life to help rescue children caught in a hostage crisis.” (Kailangan malakas ang tapang at lakas ng loob mo para itaya ang buhay sa pagsalba ng mga bata na naipit sa hostage crisis.)
May nag-text pa sa amin na ang photographer raw ni Ducat na si Cesar Carbonell ay anak ni Waldy Carbonell na media adviser raw ni Singson. I- one plus one mo, sabi ng nagtext sa amin.
Halatang-halata naman na pumapel si Singson. Kailangan nya yun kasi mababa siya sa survey. Pang-25 yata. Mas mataas pa sa kanya si Sonny Trillanes, ang Magdalo officer na nakakulong ngayon, na maliban sa walang political advertisement sa TV, pinagbabawalan pa ma-interview ng media.
Ngunit kasabwat ba niya si Ducat?
Mabuti naman at nagsalita si Ducat noong Biyernes.Pinabulaan ni Ducat na hiningi niya ang tulong ni Singson. Hindi raw siya papayag na gagamitin siya ng mga pulitiko sa kanilang mga gimik at tahasan niyang sinabi na corrupt si Singson. “Kung nakapabor sa kanya, di ko sadya. Ang laban ko eh korupsyon, eh corrupt siya. Stop corruption, no to Chavit,” sabi niya.
O di nagboomerang ngayon kay Singson ang kanyang pagpa-papel. Buti nga.

Para sa aking, hindi lang “..nagboomerang ngayon kay Singson ang kanyang pagpa-papel..” as Hostage Crisis. It also boomeranged on Team Gloria.
Chavit is not the hero he was in EDSA 2. Those stupid people – like me – who trooped to EDSA in 2001, have woken up to the horrible reality that we were fooled !
I think that what was not part of the plan was that the international community would be tuned in. What the world witnessed was the decaying gov’t of Gloria Macapagal-Arroyo. Now let’s see Gloria & her Dogs spin this one..

“What is suspect and revealed by Ducat himself is the appearance of Team Unity’s Chavit Singson. Obviously taking advantage of the situation (media exposure and pa-pogi effect), he entered the bus just before Ducat was set to release the hostages. Many speculated that Chavit was in it all along but was later debunked by Ducat. According to Ducat, he never asked for Chavit. Chavit according to Ducat entered the bus and refused to leave.
Ducat even said that he is against corruption and its impossible for him to call Chavit. He even said NO TO CORRUPTION and NO TO CHAVIT. He added that he will not allow himself to be used by any politician and that Chavit did not help him but it is he who may have even helped Chavit. Chavit now insinuates that someone is pressuring Ducat to make these statements. This guy really doesn’t give up.
Chavit is once again in hot water as he distributed P500 to the hostages. The COMELEC will be looking into this new case. He asserts that Ducat asked him to do this. Chavit’s antics may work in his turf in Ilocos, such is not the same in the national scene. He is now displaying the stuff he is made of, a trapo. A trapo whose only credential to back him up are the 3Gs, guns, goons and gold.
Well, Chavit’s stunt backfired on him. He is now being ridiculed by all. His ratings will definitely be affected. Not for the good as he wanted but will even be worse. This is what happens to people who think they can hoodwink the people.
Whose statements would you believe now? Chavit’s or Ducat who said he hates corruption? Now we know who the real clown is.”
The hostage-taking incident revealed that the PNP and the govt of gloria are incorrigibly incompetent.
SOP dictates that in a crisis like hostage-taking, the local police or military unit in the area must immediately convene or organize a SOC. The commander in the area automatically becomes the SOC Commander (in this case, it’s the CMPD). Under his command are the security teams (which cordons the scene), assault teams (which will be utilized when negotiation fails), psychologists/health officers and negotiators.
Negotiators are trained professionals and must report and take orders ONLY from the SOC Commander.
This did not happen when the local PNP officers became confused like their much confused subordinates. Confusion was compounded when out from nowhere, a bogus negotiator named chavit came into the scene and ”single-handedly” acted like a savior.
Observations: There were two incompetent persons in that incident – One who didn’t know what he’s doing (Abarsoza) and one who pretended he knew what he’s doing (chavit).
Chavit enjoyed a short-lived media mileage (almost a pogi point) but it backfired after so much bruhaha when ducat debunked and called him corrupt. On the other hand, CMPD is unsure of his fate. He should have been immediately relieved. There’s nothing for him to explain his incompetency.
Question: What if the hostage-takers were desperate and suicidal individuals?
Answer: Ok lang kung si chavit lang ang masabugan ng granada sa kanyang mukha at ligtas ang mga hostages. Surely, name-recall on election day won’t be much of his problem.
Pinunit pala ni Singson ang papel. Sa susunod, pupunitin ko ang makapal niyang mukha.

At naalala ko rin po na, hindi bat isa si Pichay sa gustong baguhin ang Constitution at nais nya rin ipa-abolish ang Senado? Bat ngayon ay kumakandidato sya sa pagka-senador? He also said, pag may artistang kinuha sa tiket nila ay magba-back out sya.
Nasaan na kaya ang paninindigan nya kung meron man? Hindi sya dapat itanim sa Senado, dapat itanim sya sa “kangkungan” o sa labas ng Senado!

This is for me the fundamental problem in that who is best to deal with any civic threat to law & order. If its the PNP then the SOP should say so and the AFP who are trained only for combat and killing people should have no part of a civic law & order situation.
Sure the PNP are in need of extra training for all ranks but first we must ensure they have the sole mandate to control civic law & order under strict transparent guidelines without the interference of mayors, govenors, polititians, war trained military, or actors or the like wanting their five minutes of fame. After all said and done it is the mandate of the PNP, if they need special training and equipment then lets give it to them.
Until we give the PNP specialist training & equiment they have no hope of doing a professional job for us. Without the specialised training & equipment they the PNP will stay a Micky Mouse unit!
BTW: I am fully aware that with the present closeness of Haemorrhoid Assperon and the evil mighty mouse (which one’s on top I’m not too sure) things will not change until we have a serious Administration.

To be able not be confused, Christians like this Mr. Ducot should have abided by the Christian principle, “No servant can serve two masters: for either he will hate the one, and love the other; or else he will hold to the one, and despise the other. Ye cannot serve God and mammon.” (Luke 16:13)
I wanted to look at this hostage taking as something noble and stopped my work in fact to be able to see what it was all about and how it would go. I actually feared for the lives of the children who seemed unperturbed and were in fact enjoying the media exposure that they were being subjected to, and the promise I guess for the 500 pesos bribe from the usual briber (better usual suspect) in the palace by the murky river for I doubt if our officials in Japan for example would fete those kids the way the Tiyanak did after their ordeal!
The catch was when the Ducat immediately made the statement to cooperate with the No. 1 crook of the land to stop graft and corruption. That was the catch, Ellen, and my detective mind started working against the possible criminals involved in perpetrating this crime noble though the principal criminal thought he was doing in connivance with his fellow criminals.
In short, Ellen, it was a nauseating attempt to boost up the pogi points of these saggers (meaning, walang ibubuga sa eleksyon)! Sorry, if I cannot share the perversity prevailing in the Philippines after all these years of corruption even with the cooperation of the heirarchy in the predominant Catholic Church, and the majority of Filipinos not being able now to discern between right and wrong, good and evil, virtue and vice, pleasure and pain, and worse, between God and the devil.
They have not fooled us, I bet. TT’s funny drama is more like it.

Ang pagkakaalam ko ay mainit na kape ang isa sa mga hinihiling ng hostage taker at ang makita ang mag-ina nya na iniwan sya.
Tungkol naman kay ungas na sinasabi mo. Kaya malakas ang loob nito ay dahil sa itinanim ni Marcos noon sa AFP na sya naman inaani ngayon Chavit.

That is one good Idea of who will be in charge of incident like the Hostage taking. One thing for sure political leaders should butt out of it, until such time for their roles to come like calling for further investigations why it did happen and maybe an inquiry to further explore the causes and effects of such incidents.
The best acency of course is the Police Authorities, with specialized Team for each Region or Level of Authorities, like for example, local (municipalities and cities and national,the NBI). Some jurisdictions call theirs the SWAT (special weapons and tactics)our we call them ETF (emergency task force). Any other names, these teams are composed of expert negotiators, non-patisan, emergency medical personnel and very well trained fighting men and women if the situations call for their emergency services. Experience had shown that most incidents handled by these teams resulted in successful resolutions without the Drama, political innuendos, and the suspicions of what really tranpired in that Jun Ducat’s case. You don’t need a Chavit or a Revilla, they might end up in the scope sights of the Team’s snipers…

Point is the Philippine police has become nothing but a hodge podge of political and military conspiracy. They should not have mixed the police and the military. They cannot be the same. It is the same in the cases of lawyers and prosecutors who may have had the same training in school but each to their own respective functions.
They should return the old Manila’s Finest that was never part of the Philippine military, but under the jurisdiction of some police commission not under the Armed Forces of the Philippines. They should also stop providing a battalion and be private guards of crooks in the government. Palpak ang sistema lalo na ngayon under a bogus president, and a criminal herself.

I think Sotto is just getting back at the Opposition for not accepting him. What I heard was he was one of those responsible for the loss of funds during FPJs campaing. Pera & Sotto are synonymous.

The PNP is mandated to enforce law and order including hostage-taking and terrorism. Definitely, it’s not a military turf but the AFP is always assuming. And when its fails, they quickly wash their hands.
DILG has an established SOP regarding this type of crisis. There is also an outdated DND-AFP Crisis Management SOP which defines almost the same procedures with that of DILG SOP. The problem is that there is NO clear guidance from the highest office on what agency should address this type of crisis. Here are some hostage-taking examples and its actors: sipadan-AFP, kawakawa-AFP, kabatangan-AFP, lamitan-AFP,pasay-PNP, taguig-PNP and many more. Almost all failed and resulted to the deaths of innocent ones.
What compounded to this problem is the ignorance of the concerned officers about Crisis Management particularly hostage taking. Try asking the generals and you’ll be disappointed with their answers.
By the way, it is explicitly written that politicians are in no way to be utilized as hostage-crisis negotiators for obvious reasons. (baka ibenta pa nila ang buong Pilipinas makapag-ipon lang ng pogi points!)

Thanks for the input and clarifications spy. I think with the incidents of hostage taking a common occurrences, to have a definite guidelines and SOP for the next one.
I further suggest to take a leaf of the preparedness of most of our Police Forces are doing after a bungled operations in Montreal where two incidents of desperate mass murderer was able to kill a few or many hostages before intervention resolved the crisis. I hope the same will not happen in our city.
This is how we prepare for such emergency. There are few Teams of Emergency Task Force ETF) who are also members of the Regular Forces. But at any given time, there are Units of Teams on standby ready to be deployed in Emergency as soon as the Police officers on the Scene assess the situations or in doubt to summon the ETF while holding the line until the Team took over.
So many times, regular duty officers were not trained to handle the intricacies of hostage taking and in the past, innocent lives were lost, were subsequent Inquiries concluded that could had been avoided if handle by the ETF.
They are the deadliest of our Police Forces, but they are also the best to deal with Emergency Situation, hence the Apt name Emergency Task Force.

Thanks for your clarification on hostage taking procedure, I am not sureprised at the list of failures due to the fact that the AFP are trained to kill in combat and can’t be expected to resolve a civil law enforcement situation. Thats why they have no reason to be in the slum areas at this moment, their record for dealing with civil disorder shows not to be good, their answer to everything is to kill.
From your input it seems that there’s not only a lack of training in all ranks but SOP procedures are not only poorly written, but best described as vague in nature and not being regularly reviewed.
If there was say a new Philippine Police Commission directly under the umbrella of DILG comprising the best serving police officers we can find, who have undergone specialist command training only available from the London Police Acadamy before their Philippine Commission appointment, all future procedures would be in a professional manner and meaningful, plus rank & file would respect their written procedures. Like all worthwhile constructions the site needs to be cleared and solid foundations installed before building on it. But again I have to remind everybody that we need to separate the PNP and their mandated duties from the AFP now, no need to wait, its the first step to a professional police Service.
If ever we were at war, heaven help us if that happens! but if we were, would we expect the traffic enforcer to guard the front line against an enemy whilst the AFP sits back and watch events, no of course not. So why on earth do we expect the reverse in a civil dispute and expect the AFP to meddle in PNP mandated activities.
The place for the AFP is their barracks preparing for war against foreign invaders, because thats their job! not to swagger around the streets and barrio pointing their high powered weapons at the citizenry, other civilised countries dont allow their military to do it there, so why do we!

The ‘rotten criminal justice system’ in the Philippines has caused the country?s failure to deliver justice to Filipinos and contributed to local widespread human rights violations. The 192-page report, made available recently, urges the government of President Arroyo to exercise political will for the protection of human rights in the Philippines. It cites how the police and courts fail to investigate and solve various human rights violations because of the lack of sincerity of probers, despite well-established institutions in the country.
At the same time, ALRC calls for the government to reform the criminal justice system and fulfil the promises it made to the Filipinos in the laws.
Institutions alone are not enough, political will is
needed for human rights protection, that is what the Philippines lacks, Prof. Michael Davis from the Chinese University of Hong Kong says.
If this Prof. Michael Davcies from the Chinese University of Hong Kong can see this from where he’s sitting, please tell me why can’t we see it, if we can see it why don’t we do something about it. IPINAKITA lang ni Administration Senatorial Luis ‘‘Chavit’’ Singson na handa siyang magbuwis ng buhay para lang sa kapakanan ng kanyang kapwa Pinoy. Sa hostage situation kasi sa Lawton sa Maynila ng nakaraang linggo, hindi inalintana ni Singson ang panganib sa buhay niya ng iligtas niya ang 29 estudyante sa kamay ni Armando Ducat at kasama niya.
Pero kahit lumabas na bayani si Singson sa mata ng taumbayan, aba hindi rin naman siya tinantanan ng detractors niya lalo na ’yung sa Genuine Opposition na minaliit lang ang kabayanihan niya. Ang tanong lang mga suki, may isang opposition ba na lumutang para subukang magpakabayani tulad ni Singson? Saan ba ang GO ng mga oras na ’yaon na ang mga kabataan ay litung-lito sa panganib na hinaharap nila? Eh di sa harap ng television. Panay laway lang itong GO, hindi tulad ni Singson na handang suungin ang panganib para lang makatulong.
Kung titingnan n‘yong maigi mga suki itong demands ni Ducat, aba halos iisa ang panawagan nila ni Singson, ‘‘Boses ng Probinsiya’’ na isulong ang education program ng gobyerno sa buong bansa. Sa pananaw ni Singson, dapat itong mga kolehiyo at unibersidad ay dalhin ng gobyerno doon mismo sa mga mataong lugar sa probinsiya. ’Yan ay para mabawasan ang gastusin ng mga magulang para pag-aralin ang kani-kanilang mga anak. O di ba may punto si Singson dito, di ba mga suki?
Hindi lang ’yan. Guso rin ni Singson na ang mga estudyante sa mga public schools ay mabigyan ng free uniforms at mga libro at iba pang pangangailangan. O mayroon bang ganyang programa ang taga-GO mga suki? At yan ay masusunod mga suki ko dahil si Singson ay masasabi ko na laking kalye, may yagbols at lalaking kausap. He-he-he! Ilista na ang pangalan ni Singson sa sample ballots n’yo mga suki?
Para sa kaalaman ng detractors ni Singson, maging si Ducat ay nagsabing hindi niya kilala itong si ‘‘Boses ng Probinsiya’’. Hindi rin niya hiniling na si Singson ang makipag-negosasyon sa kanya. At higit sa lahat, kitang-kita naman sa TV at mga video footages sa kasagsagan ng pagpalaya ng mga hostages na kusang iniaabot ni Ducat ang hawak na granada kay Singson. Kayo rin mga suki, tiyak nag-monitor din sa TV at radyo sa developments ng hostage drama noon, masabi n’yo bang ‘‘political stunt’’ lang ni Singson ang insidente? Baka nainggit lang ang GO dito kay Singson dahil abo’t langit ang pogi points na inani niya sa kabayanihan niya. Hindi na kailangan ni Singson ang gimik bunga sa malakas ang dating niya sa mga regions ng bansa, lalo na ’yaong mga vegetable farmers na kasama rin sa mga programa niya kapag naluklok siya sa Senado.
Bakit bumaligtad itong si Ducat? ’Yan ang magandang tanong, di ba mga suki? Kung masabi ng oposisyon na political stunt ang kabayanihan ni Singson, eh puwede ring gimik lang itong pagbaligtad ni Ducat. Kumalat kasi sa kalye ang balita na itong abogado pala ni Ducat na si Atty. Antonios Collado ay kasa-kasama ng isang police relations officer ni ousted Pres. Joseph Estrada sa San Juan. Si Erap umano ang nagbabayad ng attorney’s fees ni Collado. Si Singson ang whistleblower laban ke Erap at posibleng gumagastos ang huli para makaganti sa ‘‘Boses ng Probinsiya’’. Abangan!
