Jailed Filipino likely to be a senator

FORT BONIFACIO, PHILIPPINES — In the annals of political comebacks, Antonio Trillanes’ must rank among the most unlikely. After campaigning from a cramped cell in a marine brig, the alleged coup leader is poised to win a Senate seat.

Four years ago as a navy lieutenant, Trillanes allegedly led more than 300 troops against the government of President Gloria Macapagal Arroyo. Last month, he ran for the Senate as a prisoner held at the headquarters of the Philippine marine corps.

If unofficial results are confirmed by the country’s election commission, Trillanes soon will be one of 12 winners in the races to fill half the Senate seats.

Arroyo’s government insists that Trillanes is a criminal, and that regardless of the election results he will stay locked up. Officials have issued gag orders against him, but judges keep overruling them. When the government tried to prevent The Times from interviewing and photographing Trillanes, his attorneys got a court order granting access.

Trillanes is being prosecuted in a civilian court in the alleged coup plot, and in a general court-martial, where he is accused of conduct unbecoming of an officer and a gentleman. Trillanes recently was warned by the Justice Department not to “utter seditious statements.”

He was led into the interview Friday wearing a black polo shirt and navy blue chinos. With a marine military policeman glowering over his shoulder, and military officers watching through the chain-link fence around the brig’s small visitors room, the inmate chose his words carefully.

But he remained defiant, declaring that he considers himself a political prisoner. If Arroyo loyalists try to prevent him from taking his seat in the Senate, Trillanes said, “they will have to face the wrath of the people.”

His election will show “that Filipinos are now beginning to realize the power that they have to choose their own leaders,” he said.

In the Philippines, senators are elected by a nationwide vote, so the seats up for grabs in the May 14 midterm election go to the top 12 vote-getters. So far, the election commission has declared 10 winners.

Unofficial results based on partial ballot counts and exit polls suggest that Trillanes placed 11th. He has more than 11 million votes in the current official count, but he claims he has been cheated out of about 1 million votes.

Election commission Chairman Benjamin Abalos signaled last week that he might declare the prisoner a winner soon if it appeared mathematically impossible for contenders to overtake him.

The military said this week that it was carrying out a poll of troops to determine the depth of support for Trillanes and any anti-Arroyo views. The opposition condemned the survey as a violation of the troops’ right to a secret vote.

But the military also appears resigned to a Trillanes victory.

“As a former officer, he can be an ally in the Senate,” armed forces spokesman Lt. Col. Bartolome Bacarro told reporters Tuesday. “We are not threatened. There is nothing to fear.”

Arroyo, who was elected to a six-year term in 2004, has withstood at least two coup attempts as well as efforts to impeach her. She’s in no mood to congratulate Trillanes.

“If he gets elected, then he still has to acquit himself before the military justice system and the civilian courts on the cases against him,” Arroyo’s executive secretary, Eduardo Ermita, said last week.

Trillanes says he is prepared to work as a senator from his prison cell.

“We’ll try to do something about these restrictions by filing motions in court,” he said. “But if that doesn’t work, we’ll find another way. We can set up telephone connections here and have conference calls. We can also conduct committee hearings here. We can also craft legislation here.”

Trillanes is accused of leading junior officers in the July 27, 2003, coup attempt, which fizzled out in less than 18 hours. Holed up with his men in a hotel catering to foreign executives in Manila’s financial district, Trillanes surrendered after failing to rally support from the military or public.

He later apologized, but in the interview, Trillanes insisted that he had not tried to overthrow Arroyo’s government.

“We delivered our grievances to the people and left it up to them to decide what they want to do,” he said. “We owed it to them. It was our duty to give them directly all the information about wrongdoings that we witnessed, that were not addressed by our superiors.”

For a military prison, the brig that holds Trillanes and some of his supporters seems quite relaxed.

It is surrounded by a whitewashed wall that is about 8 feet high and topped by a chain-link fence and concertina wire. A sleepy bulldog lay chained by the front gate, and a child’s pink pedal car was parked in a corner of the visitors room. A military band rehearsed on a parade ground nearby.

Trillanes, 35, lives in a cell about 10 feet by 7 feet, with a standard military bed. He has a prisoner number, but guards address him as “Sir.” He cooks his own meals with other detainees, and his family picks up laundry during regular visits. He can exercise on a basketball court or with gym equipment as often as he likes.

He also is allowed to watch television, listen to radio and receive newspapers and books. Trillanes said he reads mostly history, novels and biographies. But his recent reading list suggests that the naval engineer, who also holds a master’s degree in public administration, is boning up on the finer points of government and political movements.

He recently finished Bob Woodward’s “The Commanders,” a 1991 bestseller on the first Bush administration’s war to drive Saddam Hussein’s forces from Kuwait, and “The True Believer,” Eric Hoffer’s 1951 study of fanaticism in political and religious mass movements.

Trillanes is not the only alleged coup plotter Philippine voters are rewarding with their votes.

Former army Col. Gregorio “Gringo” Honasan, accused of involvement in the 2003 coup attempt against Arroyo and another last year, is among the 10 Senate candidates the election commission has proclaimed winners. Honasan, a former senator, was able to campaign because he was free on bail.

Trillanes relied on what he calls “electronic campaigning” managed by 10 aides he directed from prison. They got his message out with the help of thousands of volunteers, plus statements relayed through the news media, text messages and the Internet.

Trillanes says he drew voter support from the urban poor, the military, the Roman Catholic Church, and even some of the wealthy elite.

“There is a very, very significant portion of our society that is longing for change in how our democracy is being run,” he said.

If he is declared a winner, Trillanes will be one of eight opposition candidates to gain a Senate seat. He ran as part of the Genuine Opposition coalition, which says it is determined to impeach Arroyo.

Honasan is one of two independents who won. Arroyo’s Team Unity coalition is expected to win just two of the contested seats in Congress’ upper house, but her allies will dominate the House of Representatives.

The election was marred by killings and widespread allegations of fraud, especially in parts of the predominantly Muslim south, where troops are fighting insurgents.

International election observers reported voter intimidation, ballot-rigging and other irregularities.

“From what I’ve seen, and what I’ve read, this is probably the worst administration that has ever ruled this country,” Trillanes said. “It basically went against the very essence of government, which is to protect the rights of the people and to promote public welfare.”

    Sorry I miss that issue as we do not subscribe to Asahi but Keizai Shimbun. Will you please scan and send it to me so that I can translate it. Kaya pala sabi ng Mr. ko some broadcasters on radio have been talking about Trillanes. I have not been watching TV too because of my translation jobs.

    Anyway, I’ll go to Asahi’s page and see if I can get a copy of it.

    The story of Antonio Trillanes is really phenomenal! Ang pagdedeklara kay Sonny bilang senador ay MALAKING KAHIHIYAN ng administrasyon ni Gloria EngEngkantada at ng corrupt na pamunuan ng AFP under Esperon.

    Ate Ellen mas maganda siguro kung i-suggest ko na sa pagdeklara kay Sonny ay magwagayway tayo ating bandila o mga red, or white or blue banner sa isang victory rally. Ito ay simbulo rin ng ating tagumpay against Gloria’s tyranny!

    I tried to get a copy of the article that came out in Asahi Shimbun but I wonder if this is the one you mention above.

    It is a piece of news in fact based on an article that came out in the Manila Bulletin regarding what Angara said on Senator Trillanes’ victory. According to the article, Angara says that even if Senator Trillanes has garnered enough votes to place 11th in the magic 12 with only 2 TU likely to make it finally in the list, he wwould have to have the sanction and permit of the court to be able to get out of prison and serve in the hall of the Senate for which the Opposition attorneys will have to work hard to make it possible.

    The article also says that Lacson has conveyed the idea of implementing a resolution where the former naval officer, who is presently detained allegedly for trying to overthrow the Arroyo administration, can participate in the deliberations at the Senate.

    How magnanimous indeed for Lacson to do such. Puede naman sa totoo lang. Kung nakalabas si Honasan, why cannot Trillanes be allowed to get out of prison and serve the 11M people or more who voted for him.

    Mabuhay ka Senator Trillanes! God bless.

  19. Not to allow Senator Trillanes to serve as Senator by allowing him t get out of detention is an insult to the intelligence of not just the voters who voted for him but the whole Filipino race.

    It actually only shows that all the claims about the Philippines being a democracy, which is a government OF, FOR and BY the people, are nothing but hypocrisy and a deception because DEMOCRACY there does not exist especially with the criminal remaining at the palace by the murky river still calling the shots. The article in the LA Times and even in Japanese newspapers just proved it.

    For that I say, my sincere condolence — for the death of Philippine democracy, kind of now the way to the cemetery to be buried 6 feet underground!!!

    Ang proclamation ba ni Trillanes ay depende sa mood ni Gloria to congratulate him? Hindi nga mangyari kasi para kay Gloria her way or no way. But if she does not allow Trillanes to be proclaimed- SHE IS CERTAINLY ON HER WAY OUT-BOOM- TARANTANGTARANTA NA! Ano ba ang doctorate niya? Magdoctor sa mga mali kasi ayaw niya? It’s affirmed and validated that Chairman Benjamin Abalos is following orders or directives from usurper Gloria Arroyo. Trillanes cannot be dislodged from the winning circle even he got zero votes from Maguindanao. Chairman Abalos and rest of elections commissionaires are disgrace to Philippines’ fragile democracy.     Good for you, Anna, for the comment on Apostol re the comment of the French ambassador. Makikita mo when the idiot meets the French ambassador, iismiran niya iyan. Ganyan ang ginawa niya doon sa isang ambassador ng Japan as a matter of fact before when the ambassador, who was married to a foreigner, criticized the way her government for its lousy policies that rob Japanese investors of their due profits for investing in the Philippines even on her invitation. Golly, the ambassador was made to feel ostracized. Nagpa-reassign tuloy elsewhere kesa siya pa ang magpaalis doon sa ambassador who is addressed as “His Excellency” like any head of a state kasi ang rank niya is representative of his country and its leaders!!!

These illegal leaders are disdained by the civilized countries. Tiyanak thinks she is viewed as a Philippine leader. Tough luck! Only Trillianes talks straight to the point on the state of the nation and on the issue that tiyanak is the worst leader the Philippines ever have.     If tiyanak and her Kumolek dogs continue to postpone the proclamation of Trillianes, they are asking for more trouble than they can handle. Maybe these villains are waiting for the results of the AFP survey on Trillanes, to test the waters. If Assperon gets an overwhelming BOOO, then they will proclaim Trillianes. If the soldiers are wishy washy in their responses, then the louse and her dog assperon will simply engineer him out of the senatorial win. Great maneuver dog assperon! But do you think the soldiers are as dumb as you are? Most of the AFP officers and soldiers have a burning passion for Sonny’s win! He is viewed as one of their only hope to be heard. As for you assperon, your blood was already all sucked up by the louse. You are a dead dog!!!!

    This early, some quarters are already throwing mud at Senator Trillanes with help from no less than VACC’s Dante Jimenez.

    Reading through the article, the issue is downright ridiculous:

    -““Let him be senator, we all know he will not do his job. He is just an immature boy,” said Adreaan Dejager at the press conference held at the Volunteers Against Crime and Corruption (VACC) office in Manila.” Why must we allow somebody, much less, foreigner, to speak for us? Dito nga sa blog, kahit na parepareho nating gustong manalo si Trillanes, we tend to suspend judgment on how good (or how bad) Trillanes will perform. Itong gagong ito, inunahan pa tayo.

    – The complainant is a Dutch citizen married to a Filipina claiming that they are being “tailed” by barong-clad men holding two-way radios. Malabo yatang si Senator Trillanes ang utak ng pagmamanmang ‘yan. Baka naman mga NBI agents. How can the good senator direct, much less, undertake surveillance operations like this while languishing in jail?

    – “The two accused Trillanes and his “private army” of forcibly ejecting them from their 429-sq m lot on Sampaguita corner Santan Street, Gloria 5 Subdivision, Talipapa, Novaliches, on March 28, 2003.”

    – The Filipina, Annie Santarin, purchased the property in 1989 for PHP 200,000 (Ganoon pala kamura ang house and lot sa QC noong 1989?). Ten years later, a certain Trilight Company claimed the property. The company pawned the property to a certain Estrella Pabalan in July 1998 who, in turn, leased the same to Senator Trillanes.

    -“When the couple sought to reclaim the land on March 28, 2003, Trillanes allegedly threw them out and filed trespassing charges against them.” If I were the Senator, I would have done the same.

    – Siguro naman, it would be more logical for the couple, and the VACC, to run after the Trilight Company instead.

    On second thoughts, I realize- our leaders do not even have common sense. It wouldn’t be too difficult for lesser mortals not to see how illogically presented their reasoning is.

    Actually, kalahati nang buong page ng LA Times ang report tungkol kay Trillianes with his photo at the center of the page. It even reported there about the books he read like “The commanders” by Bob Woodward, “The True Believer” by Eric Hoffers.

    The commelec should be ashamed of not proclaiming him as a senator-elect. O, gusto pa nilang ipalusot si Tzubiri.

    Hay, salamat! Mukhang titino na ang Pilipinas. Hopefully, Senator Trillanes will not forget the people who are not just looking forward to the fulfillment of his promises but are putting their hopes and aspirations in his hands.
