The ghost of Hello Garci is back

The plan of the three Cavaliers in the new Senate – Senators Rodolfo Biazon, Panfilo Lacson and Antonio Trillanes IV, to re-open the investigation of the “Hello Garci” scandal must be giving some officials sleepless nights.

This investigation would render irrelevant the Mayuga report which Malacañang and the military leadership had tried so much to keep from the public. Retired Admiral Mateo Mayuga (now defense undersecretary) has been quoted to have said that he will bring the secrets of his report, which I presume would be the involvement of ranking military officials in the cheating for Gloria Arroyo in the 2004 elections, to his grave.

Well, he can bring his whole report to his grave, the people will have a way of uncovering the truth.

Actually, there are a lot of published information related to the thwarting of the will of the people in the 2004 to enable Arroyo to remain in power.

The website www.sundalo.bravehost.com has an item “AFP and PNP officers implicated in the fraudulent 2004 elections”. It lists some 34 names.

Number 2 in the list is interesting. It says,

“Lt. Col. Restituto Baclayon, PAF – together with Gen. Hermogenes Esperon, Navy Capt. Feliciano Angue and Col. Arturo Ortiz went to Malacanang to get instructions from GMA herself prior to the 04 Elections. He (Baclayon) has in his possession the Garci wiretapped conversations and other incriminating documents.”

Number 15 in the Sundalo list is Army Col. Aminkandra Undug.

In the June 5 conversation of former Comelec Comissioner Virgilio Garcuillano with a certain “Boy” (believed to be either Renault “Boy” Macarambon or Renato “Boy” Magbutay ) Undug’s name was mentioned in connection with their plan to kidnap election officer Rashma Sali. The conversation was:

Boy: In-off ang cellphone. Pinahanap ko sa ISAFP.

Garci: Ah delikado yun.

Boy: Oo nga. Sabi ko sa ISAFP doon kay Colonel Undug sa Zamboanga para may bargaining chip tayo dyan, e damputin na natin ang pamilya din niya.Para hindi na makapagsalita.

No. 9 in the list of Sundalo is Brig. Gen. Nelson Allaga, Marine commandant. In the website of the Philippine Center for Investigative Journalism, there’s an article by Yvonne Chua dated Feb. 27, 2006.

Here’s a portion of the article:

Brig. Gen. Nelson Allaga, whose appointment as Marine commandant yesterday afternoon sparked a protest among the ranks of the elite unit, appears on the list of military officers the group calling itself “The Young Officers Union of the new generation (YOUng)” had asked last year to be investigated for their supposed part in the electoral fraud allegedly perpetrated in the 2004 presidential elections.

Allaga’s (PMA Class ‘76) name never came up in the controversial “Hello, Garci” tapes, which revealed what appears to be military involvement in manipulating the 2004 polls.

But at the time of the elections, Allaga, then a colonel who headed the 3rd Marine Brigade, was assigned to Sulu’s second district.

The towns of Siasi, Pandami, Pata, Luuk, K. Culuang, Panamao, New Panamao, Tapul, Lungus, and Tongkil comprise the second district of Sulu.

Along with his “mistah,” then colonel and now brigadier general Nehemias Pajarito of the Army’s 104th Infantry Brigade who was in charge of Sulu’s first district, Allaga had reported to Maj. Gen. Gabriel Habacon during the elections. Now Armed Forces Southern Command chief, Habacon used to head the 1st Infantry Division, Task Force Comet that pursued operations against the Abu Sayyaf Group, and Task Force Sulu.
Habacon was referred to twice in the “Hello, Garci” tapes, both involving the canvassing in Sulu.

President Arroyo beat opponent Fernando Poe Jr., 78,429 to 60,807, in the congressional count for Sulu. But the Namfrel tally, which had tabulated 100 percent of Sulu’s election returns, showed Poe leading Arroyo 45,740 to 23,896.

In her conversation with then elections commissioner Virgilio Garcillano on May 29, Arroyo referred to the opposition’s claim that it had affidavits from teachers and the board of canvassers in Pangutaran of how they were made to cheat. Garcillano blamed Habacon: “Kasi sila Gen. Habacon ba, hindi masyadong marunong pa dyan, medyo sila ang umano nun (It’s General Habacon, they don’t know that much).”

Arroyo would call Garcillano again on June 2, this time to ask about the canvassing in Basilan. Garcillano’s reply: “Sa Basilan, alam nyo naman ang mga military dun eh hindi masyadong marunong kasi silang gumawa eh. Katulad ho dun sa Sulu, sa General Habacon. Pero hindi naman ho, kinausap ko na ‘yung Chairman ng Board sa Sulu. Ang akin patataguin ko na muna yung EO ng Pangutaran na para hindi siya maka-testigo ho (You known the military in Basilan doesn’t quite know what to do. It’s like General Habacon in Sulu. But I’ve taken this up with the chair of the Sulu board and I’ll ask the election officer of Pangturan to go into hiding so he couldn’t testify).”

A Malaya report last year quoted retired police general Ramon Montano as saying that Habacon had distributed funds to Comelec officials, Allaga and Pajarito during the elections. He said Allaga and Pajarito had barred poll watchers from observing the canvassing.

Canvassing for Sulu’s first district was done at Notre Dame School, which is right behind Gen. Bautista Camp, the104th Infantry Brigade’s headquarters in Jolo. Canvassing for the second district was done to the Sulu State College near the provincial capital in Jolo. Both places were under heavy military guard.

A former Sulu provincial board member recalled that an Air Force officer walked out of the Sulu State College in disgust over the conduct of the canvassing.

After the 2004 elections Allaga and Pajarito were both promoted brigadier general.

    What happens if these officers implicated in the hello garci scandal will mount their own coup? There’s already a deep rooted divisiveness in the AFP and PNP and negative reports will only exacerbate the situation. The commanders of the major services of the AFP all belong to PMA CLASS 1974. The next PNP chief is also a member of PMA CLASS 1974. That means they are solid, have large following and could easily mount a coup. If they don’t succeed (and don’t die), they could do a Trillanes and become “senators”. Funny things happen in the Philippines.

    With the planned reopening of the investigation on the mystery surrounding the Hello Garci tapes, we are predicting a blockbuster once it’s ongoing. Its because people will follow its hearing just like following each episode of their favorite telenovela shown on television. The reason being, the Hello Garci tapes signifies the monument to how Gloria cheated FPJ in the 2004 elections. This time, by voting predominantly for the GO senatorial candidates, they have sent a strong message to Gloria by punishing her TU boys. They want the truth to come out.

    Although the forthcoming Senate investigation is a sequel, it will be more interesting this time. Come the opening of the 14th Congress, the Senate is parading a virtually unknown person in politics but was popularly voted to grace its august hall. The name is Sen. Trillanes. But we could imagine that his going to the Senate to attend to his duties as a Senator will be another drama in the offing. At this early, the administration and the military establishment, who are in panic mode, are likely to block his attendance.

    I would like to take exception to your post “that funny things happen in the Philippines”. Hindi naman siguro ganoon.

    The candidacy of Sen. Trillanes was seriously planned and supported by many quarters including the academe notably the Asian Institute of Management. Not all military officers who staged a coup can just run and win the elections. It’s a sweeping statement. I think it will not happen that way. They must also have good credentials and qualifications. Judging from the temper of the voters in the last elections, we could very well say that na pinagiisipan din muna ang lahat kung sino ang dapat iboto. It’s just that the candidacy of mutineers Trillanes and Honasan came at the right time when the administration has nothing to offer as better choice coupled with the popularity of Gloria in its lowest ebb.

    I will pray that you, Senator Lacson, and Senator Trillanes will be able to succeed in prosecuting these criminals to discourage others from doing the same. You should also pursue to send the masterminds to jail for the rest of their lives.

    With the soldiers here and there now gaining (or should I say regaining) courage to help pursue and do what is right, I know you will succeed. They are willing to follow if you, Senator Lacson and Senator Trillanes will take the lead. The majority of Filipinos likewise will be there to back you all up.

  8. Me, I never lose hope in the justice of heaven. Sabi nga ni Recto, who quoted a verse in the Bible, there is a time for everything. Filipinos apparently have learned their lesson, and are now ready for the inevitable, even a real people’s power coup, not one planned with the help of the CIA or FBI, that my American friend, who used to work for the CIA, says is welcome by even the Americans.

    Xanady is right. No one can say that the victory of Trillanes is another crazy attempt to remove the crooks in awakening, even a rekindling of some kind of patriotism that Senator Trillanes definitely represents and inspires everyone to feel. Yes, voting for Trillanes is not just an expression of dislike for Gloria M. Arroyo and what she represents—graft and corruption of the worst kind—but a desire for a real change to the satisfaction and glory of all, not just a certain group of privileged and elitist Filipinos.

    You bet, Senator Trillanes is for many, a symbol of hope. What he says definitely is what the Filipinos want to hear—the complete overhaul of the government with the elimination of all crooks and policies that grip the people.

    The 1987 Philippine Constitution clearly defined the relationship of military to Filipino society under the following provisions: Hello General Esperon!

    *Article II, Sec. 3: Civilian authority is, at all times supreme over the military. The Armed Forces of the Philippines (AFP) is the protector of the people and State.”*

    Senator-elect Antonio Trillanes is a civilian authority with 11+ millions popular mandate. AFP chief Esperon is not the Armed Forces of the Philippines and bogus President Gloria Arroyo is NOT the State. He is just a mere employee or equivalent to bureau director in the govt. service. Senator of the republic has national mandate while General Esperon has none-NADA-ZERO. The sovereign will of the people is supreme at all times.

    AFP chief General Esperon allegedly participated in massive electoral fraud in Mindanao. The Hello Garci generals were promoted for the job well-done and cover-up operations after votes were counted by joint congressional vote canvassing. General Ebdane was the point man in the cover-up ops.

    *No member of the military shall engage directly or indirectly in any partisan political activity, except to vote*

    AFP chief General Esperon actively campaigned against then senatorial candidate Antonio Trillanes IV and militant party-list representative candidates. He violated this constitutional provision in 2004 and 2007 elections.

    *Sec. 5 (1) All members of the Armed Forces shall take an oath or affirmation to uphold and defend this Constitution*

    AFP chief General Esperon and his ilks have violated the constitution th times.

    The whole matter can be solved by asking the Filipino people in a plebiscite in the October barangay election. There will be three questions, Was it the voice of PGMA in the tapes? Was it the voice of Garci on the tape? Were they talking together?

Everybody knows Garcillano cheated for the Unano, who bugged him with her calls that naturally carried some threat as when Garcillano even cautioned his nephew (?) to record their conversation, etc. with the Pidals as in “mahirap na kasi baka tayo ang balikan pagkatapos.”

    As one who has worked for the police in Japan, I find it really unbelievable that police authorities there and the court have not bothered to follow up the case of the Garci tapes even when the Unano was short of admitting that she had broken the law when she said that she DID call up Garcillano in some “lapse of judgment.” Over here, it can cause a major government reshuffling, and a lot of people resigning or seeking the easier path by self-destruction.

    Golly, nakakapa-cute-cute pa nga sa TV! Ang kapal talaga ng mga mukha! At least, with Senator Trillanes there now, malaki na ang chance na mapatalsik ang mga ungas! Iyong pananakot ni Assperon, wala iyang sinabi sa ipinakita ngayon na lakas ng sambayanang pilipino. Dapat nang ituloy-tuloy ito.

    It never ceases to amaze me everytime I read portions of the Hello Garci (parang sub-titles ng pelikula!). Dapat nang talagang bigyan ng closure ito. Kung hindi ay paulit-ulit na lang na parang sirang plaka.

    Sana ang re-opening ng investigation sa senado ang makapagtapos nito.

    Iyan kasi ang napapala ng mga maling policies at palakad as when a criminal is allowed to appoint people to head agencies like the Comelec or the court. Unbelievable ang katangahan o just simply kawalanghiyaan whoever drafted and have such policies passed and adopted. Ginagawa pang tanga ang lahat!

    Lawyers, not the idiots, should be asked to review all Philippine laws and amend all those laws that give power to these crooks and make them abusive. There should be a commission assigned to do this, but hopefully, the lawyers they will get are not in the caliber of Oliver Lozano or Leonard de Vera, who have kind of sold their souls to the devil.

  15. A crime is a crime. As long as it has not reached the limit of statute as prescribed by the law, an unsolved crime remains unsolved and needs to be investigated and eventually prosecuted. Sinong may sabing sirang plaka ang Garci tapes? Siyempre iyong mga involved at mga tuta nila.

    Pero ang malungkot, the administration is poised to postponed the Barangay and SK elections for another date. Baka abutin pa ito ng 2010. The 18 year old SKs will be 30 already.

    I witnessed during the campaign that the holdover Barangay and SK chairmen were also being lambasted for their pro-Gloria stance. It’s true that most of them were harnessed in the failed People’s Intitiatives and paid for. It’s one reason that I know why even the GO don’t have candidates in many areas, they simply voted for GO to show their disgust to the holdover Barangay and SK chairmen. These two elective positions and the council members are no longer apolitical.

This is what I know how history was written and we will never know the truth kasi patay na sila pareho at ang iba pa nakakaalam. Pero itong sa “Hello Garci” buhay pa ang mga characters involved at dapat mainvestigate uli para malaman ang katotohanan and history will be written truthfully.

    My grandfather, who was a member of the KKK, hated Aguinaldo so much that it was taboo to mention his name in my grandfather’s house. Hinahabol niya kami ng itak. So, I believe him when my grandfather said that Aguinaldo was responsible for the death of Bonifacio, Bonifacio’s brother, Gen. Antonio Luna, etc. who were threat to his rise to power.

    What history teachers overlooked teaching Filipinos their history and have failed to research on was why Aguinaldo joined the KKK when he was in fact enjoying a pretty good position in the Spanish government as a funcionario (government employee/official). Then, we learn of how after the KKK was purged, Aguinaldo was paid by the Spaniards to go on exile, and he did go with his family and friends to Hongkong, and there he tried to contact the Americans and he must have offered the Philippines to the Americans for another payment, and why the Americans got interested in the Philippines after the Americans failed to get a slice of China that the Europeans divided among themselves, and the Japanese, likewise, proving to be a pain in the ass.

    So, who says that the Philippines got its independence on June 12, 1898? And who made this Aguinaldo a hero? Di iyong walang nalalaman sa history ng bansa niya!

    My grandfather, unfortunately, died in 1958. He would have gone berserk if he was still alive when Dadong Macapagal made those historical mistakes!!!

    the election and choosing of who will run the revolutionary government during those times was a “fight” between the elite and educated under aguinaldo versus the uneducated represented by bonifacio which up to now is happening to our present day politics.

    now, tell me, what should really be the main qualification of a leader to be chosen?

    the present set of honorables (daw) lording themselves inside malakanyang as well as their allies in both houses of the congress can be good examples.

    Even when Bonifacio was not properly schooled like Rizal, the Luna brothers, et al who were educated in Europe, he was actually home schooled himself as we have been taught in our history classes. In fact, we were told that one of the books he read most was the novel, “Les Miserables,” now watched more than read because of the stage play.

    Up to the end of WWII, Magno, we have heard of people having only grade school diplomas but had know-how as good or same quality of knowledge as college graduates of today.

    There was no problem between Bonifacio and Antonio Luna even when the latter was schooled and trained in Europe. The problem was Aquinaldo’s apparent selfish ambition, and perhaps, secret deals with the Spaniards even long before he joined the KKK, kind of spy, maybe.

Frankly, I find it unbelievable really these creeps in the Philippine government bluntly telling the people that they will refuse any court summon because of some silly EO signed and passed by a criminal who has broken Philippine laws, including the Constitution. Never heard of in Japan, where the Prime Minister cannot act high and mighty like the Emperor, but be the public servant that he is expected to be.

    Dito iyan uutusan ng court ang pulis na hulihin ang kung sinumang ulupong na babalewalain ang summon ng korte. Bakit hindi iyan magawa sa Pilipinas? Ang bobo naman!

    i remember our late teacher during our low (elementary, he he he) school days who finished only her grade seven before the war (WWII). she’s more competent and and delivered so much more than those who graduated in college. also my late mother-in-law who retired from teaching before her death who possessed her eligibility as supported by the then Magna Carta for Teachers (don’t know if this is stil honored now-a-days).

  29. Just like the ghost in stories we commonly hear, the Hello Garci ghost will continue to haunt the nation until it gets “blessed” via a credible closure.

    It is no longer a question of whether the tapes are authentic or not. Aling Gloria’s “I am sorry” speech confirmed its authenticity. Neither is it a question of whether FPJ really lost the elections.

    Aling Gloria cheated. It no longer matters if she did it by the hundreds or by the millions. She, including those who did her bidding in the COMELEC and the AFP, must be held accountable. Unless this is done, the ghost will haunt not only the players but, more so, all of us, Filipinos.

    i remember one genius who insisted in the earlier threads that the recount of votes will not change the result even gloria was proven to have benefitted from that highly publicized cheating which showed logic that that swollen headed creature who always denies support to gloria but glaringly defends the cheat.

    as far as i understand cheating remains cheating and no amount of justification can clear it and will still be treated as forbidden.

    Over in Japan, and I find to be in line with the principles in the Holy Scriptures, leaders are expected to be humble and self-sacrificing. Kailangang walang hangin sa ulo, and only work for the good of all his fellow human being.

    Sa totoo lang, dito ang leader ay siyang may mas mabigat na trabaho. Kaya karamihan ng mga tao dito gusto na lang o kontento nang maging follower. Sa Pilipinas, nakakataka kung bakit lahat halos gustong maging leader na puro pasikat lang naman!

    OK, two great attributes of good leaders are humility and self-sacrifice! At simpre alam niya ang ginagawa niya para maging responsable talaga.

    Agree 100%. Kahit pa sabihing panalo si Aling Gloria kahit hindi mandaya. Sa ganang akin, ang nandaya, mandaraya. Walang karapatan ang sinumang nabahiran ng makatwirang hinala man lang na mamalagi sa palasyong inilaan ng sambayanan sa sinumang sasagisag sa pangkalahatang adhikain. Ang pandaraya ay hindi kabilang sa adhikain ng sambayanan.

That was the center of the play… Aguinaldo in Hongkong with Agoncillo, del Pilar, etc. As I was listening re- injustices and contempt of the Americans to respect the rights of the Filipinos I could not help but compare the injustices, etc. then and now- walang pagkakaiba. Then the Spanish against the Americans (I guess this was the Spanish-American war) and the total disregard of the presence of Agoncillo in a treaty conference held in Paris. Exactly what is happening now in terms of the Comelec, Gloria, Esperon et. al.

    Sa special election sa Taysan, Batangas, hindi na kailangan ang multo ng Hello Garci because ang sabi da, generally peaceful ang election doon.

    Ayon sa isang ulat, sinasabing naging mapayapa ang eleksyon sa Taysan, Batangas dahil hanggang sa oras na ito (alas dons ng hapon) ay wala pa ring residente na bumuboto. In other words, nilangaw dahil sa takot ng mga residente.

    Maging ang ilang guro na magsisilbi sana bilang board of election inspectors ay umayaw na raw sa trabaho dahil sa takot na maulit muli ang nangyaring panununog sa Pinagbayanan Elementary School na nagresulta sa kamatayan ng isang guro at dalawang poll watchers. Nagpadala raw ng waiver ang mga guro sa Comelec at isinaad doon ang nararamdamang takot para sa kanilang buhay.

    Have you noticed? Only three of the cavaliers want to revisit the GARCI case. Gringo has been effectively muzzled.
    That is the right way to go – GARCI way. IMPEACHMENT is rather academic, because that will give credence and recognition to bogus gloria. There is NO MOVING ON until GARCI case is resolved. More power to Biazon, Lacson, and Trillanes … go get gloria – bring her to muntinglupa.

  39. Frankly, Rose, I doubt if the Americans would even be interested to get the Philippines had it not been offered to them by Aguinaldo. British journalists based in Hong Kong were explicit about the secret deals Aguinaldo had with Dewey in Hong Kong and Singapore when the US in fact was more interested in getting a part of China like what the British, French, Germans and Japanese did.

    I understand President Taft was greatly criticized for his imperialistic policy re the acquisition of the Philippines and other Spanish possessions in the Pacific, including the Marianas that was in fact a penal colony administered from the Philippines. My Japanese ancestors in fact settled in one of those islands.

    My maternal grandfather witnessed the assassination of Gen. Antonio Luna as he was one of the general’s bodyguards. He survived the assault, but he never forgot his hatred for Aguinaldo. I used to wonder in fact why he would “go crazy” and threaten us with his bolo when the name of Aguinaldo is mentioned. “Ukinina yo!,” he would say and run after us as we taunted him with that name!

Well rewarded in rank and position.

    But lets not forget that these cheaters-officers had blessings from Abaya (csafp), Abu (cgpa), Deleon (navy) and
    gloria.

    they are not solid in its real sense. they only belong to a certain class/brand of officers – CORRUPT! and the only following they can boast of are those of their same color. but there are only a few of them.
