Palace junks extra powers after trial balloon

Nang hindi makalusot, umurong.

Malacañang yesterday abandoned a floater to grant emergency powers to President on the drought problem.

“On a scale of one to 10, I would put the possibility of the President resorting to emergency powers to address the situation at zero point five (0.5),” Press Secretary Ignacio Bunye said in a text message to reporters.

Bunye issued the statement after administration and opposition lawmakers said Arroyo does not need emergency powers to remedy the dry spell, saying she has “billions” to mitigate the effects of the dry spell.

Speaker Jose de Venecia Jr. said the situation is different compared to the time of former president Fidel Ramos, who was given emergency powers to solve the power and water crises.

Bunye on Thursday said asking for emergency powers is “only one of the possible options, but we are doing whatever needs to be done in order to mitigate the situation.”

He said several government agencies are engaged in continuous cloud-seeding operations “but we should be open to other options should the primary measures not bear fruit as intended.” – Regina Bengco

    The Bunye text message smacks of Bunye spin that only imbeciles and the totally gullible would swallow.

    On the scale of one to ten, the President will use it in a covert way and just make it a good reason that she was granted the power if get caught, I’ll give her a 9.9 possibility and Bunye will be a Big part of it….

  3. Nakakatawa nga when I read that silly news. On a scale of one to ten, I give them a ten that they are praying for a longer period of drought just so Gloria will get the emergency powers she covets.

    Naburat ang baraha ni Pandakikay sa kanyang emergency power,kaya cloud seeding naman ang pinagtutuunan niya ng kurakot.Akala ninyo wala silang kurakot dy’an! Well,my dear brothers and sisters, Ado ti kuarta sa cloud seeding.Kanina ng nag kausap kami ng kumpare ko,ayaw niyang maniwala sa akin na mayroon palang kurakot sa ulan.

    The cloud seeding Manong! is a weather modification, deliberate treatment of clouds with the intent of affecting the precipitation process. Ngayon,nasaan ang kurakot pag umulan? Simple lang Manang! The large majority of cloud seeding projects are sponsored by commercial firms, working under contract. Nawasa and Meralco water agencies and hydroelectric power generation companies ay kailangan nila ang ulan. agricultural and ranching. Mamatay ang race horses ni Mickey. Cloud seeding is a highly profitable, portable and flexible technology. It does not require construction of large, permanent and costly structures, such as dams or water conveyance systems. Pero hindi iyan ang main reason ni Arroyo. Her main priority, Jatropha plantation. The millions seedlings is about to plant in a million hectares of land, para mag-order na naman ng another million seedlings kahit twenty pesos lang ang commission niya sa isang punla ay aabot din ng hundred millions ang tong. Papano niya itanim iyan pag hindi umulan at tigang ang lupa.Sige nga Lolo! magtanim ka nga ng punla ng talong at kamatis at huwag mong diligan.Pagkatapos ng limang araw ay puede mo ng tabakuhin.

    Gokusen: maraming mga Pilipinos dito sa States.. we can write our congressmen and senators to hold their help. May water problema rin dito at sa kasalukuyan we are experiencing a heat wave…
    Cocoy: do you mean artificial rain? Mukhang kaliwa at kanan ang commission niya.. kung umulan mawawalan siya ng commission sa mga contracts pero pagumulan mayroon siyang commission sa mga seedlings ..which will give her a lesser opportunity to make money? Kung matipok siya di walang pakinabang .. ano kaya ang dapat idasal sa Dios? Lord, thy will be done!

    Rose;
    Yes,artificial rain.Not Morton salt,when it rain,it pours.Hehehehe!

    Dahil sa alam na alam natin ang kurakot na ugali ni tiyanak, lahat ng proyekto ng bansa may kita siya, pati ang kanyang kupiterong asawa. Nadagdagan pa ngayon ng (P)iggy at Mickey mouse sa energy projects. Walang katapusan and pangungurakot ng mga lintek!

    the blog post title is misleading. it should be: Palace junks moves for extra powers. to say Palace junks extra powers would mean it already had those powers. better yet, it should just say: Palace abandons trial balloon asking for extra-powers.

    needless to say, it was junked coz after creating the illusion that the country is in a water crisis and drought is looming, it suddenly started raining. also, people criticizing the palace for being so inutile it can’t solve the crisis (if there is indeed one) with the powers it already had on hand might have had an effect.

    Harion;
    English grammar has a lot of ways to interpret the message. Even if you were born into English, it can be a tough language to master. English borrows words from all sorts of different languages and new terms are emerging constantly. Nobody is perfect. Even Shakespeare draw comments and criticism on his writing styles.

    Harion, to question the blog post and call it misleading is tantamount to questioning the poster or author of the blog who is no other than Ellen. You’re no better than her, are you? She has years of experience in journalism while you may only be practicing your English here.

    As in a newspaper headline, sino-shortcut talaga ang title. Pero pag binasa mo na ang article, tsaka mo lang maiintindihan ng buo yung ibig sabihin ng author. Kaya nga ginamit ni Ate Ellen yung “trial balloon” eh, kasi yung ang kanilang “pinalilipad”, as in “pinalulutang”. Basta kami naintindihan namin yung title ni Ate Ellen!

    Sa administrasyon ni Gloria, kung hindi ka papalag sa mga kapritso at kalokohan nila ay talagang aabusuhin ka. Buti na lang may mga umaangal kung hindi palagi na lang tayong NALOLOKO!

    pasensya na, nasaling ko na naman ang kapayapaan nyo. di naman blog post ang kinekwestiyon ko. yung titulo lang. at kaya ko lang naman iminungkahi na palitan eh kasi po ang mga titulo sa blog ang ginagamit ng mga feed aggregators para sa mga links ng ganitong blogs. at ito lang ang lumalabas sa mga online searches. katulad rin ng mga headline sa dyaryo o peryodiko, mahalagang tama at di nakaka mislead ang isang headline, bagama’t nilalayong maging napaka ikli nito. ang dahilan kung ba’t dapat di nakaka mislead ang isang headline eh ito: di lahat ng tao eh magbabasa ng buong artikulo. karamihan, ang headline lang ang binabasa para magkaroon sya ng pulso kung ano ang gusto nya pagtuunan ng mas matagal na pansin. kaya para sa mga tagalathala ng dyaryo at peryodiko, napakahalaga na wasto ang headline. mahirap mapagsabihang di pulido ang pagbabalita at mas lalong mahirap maakusahan na iniiba ang mensahe ng balita sa pamamagitan ng konting pag-iba sa headline. at cocoy, misleading newswriting cannot be excused and the writer cannot claim it is a “writing style.” all journalists know it, and im sure ellen knows it. kaya wag mo naman pangunahan si ellen. sure ko, it’s jz an unintentional mistake on her part and not part of her “writing style.” and comparing journalists to Shakespeare is truly an insult to all journalists. unless you haven’t noticed, Shakespeare wrote fiction. so unless you’re accusing ellen of writing fiction, it isn’t good to make that as your example.

    Harion;
    What are you talking about? Ellen is an intellectual work of art. I respected the intelligence of her writings and I never question it. Please read carefully what I have wrote and widen your understandings. Ellen set the proper framework for the discussion. The Chinese saying–“Long talk, Long mistakes, No talk, No mistakes”Ellen’s readers on this blog are a homogenous population, and I am not going to put myself acting like stupid. Since you are the one, and your comments carry a question of grave consequences and not be addressed properly. Take a dive alone! and don’t pull my legs to the water..

    Remember this: Authors also like to be recognized for their creative effort. The moral rights is an idea deriving from the concept of a droit moral with this issue. The concept of the discussion is within the personal and reputional of an author and her work. A French philosopher Bouffler puts it: ” S’il existe pour un homme une veritable proprite, c’est sa pensee. ” In short, the moral rights are the right to integrity and the right of attribution to the writer.–Relax!
