Alivio confirms aircraft were recalled

Malacañang wants him restricted and gagged

The former Marine commander in Basilan yesterday confirmed that “someone” recalled the aircraft which were supposed to provide support for the Marines who clashed with members of the Moro Islamic Liberation Front in Al-Barka, Basilan last July 10.

Fourteen Marines died, with 10 of them found beheaded and mutilated the following day.

The confirmation by Col. Ramiro Alivio, who was relieved as commander of the 1st Marine Brigade Wednesday, is contained in his After Battle Report.

In his ABR, Alivio said “for unknown reason, the aircraft were recalled.” The lack of air support was one of the reasons cited for the high casualties in that encounter.

Other highlights of his ABR were the stated mission was “reconnaissance”; there was some kind of miscommunication; and only two rounds were fired from an automatic grenade launcher because “it jammed.”

Asked how old the grenade launcher was, he said, “It’s new.”

Alivio declined to disclose who recalled the OV-1 Bronco bomber and two MG-520 helicopters.

The aircraft were hovering for almost two hours without firing, initially due to wrong radio frequency supplied to the pilots by the 1st Marine Brigade.

The aircraft returned to their bases as they were running out of fuel. The OV-10 had to drop its armed bomb at sea for safety reasons.

A military source said that under the chain of command, Western Mindanao Command Chief Lt. Gen. Eugenio Cedo and Brig. Gen. Juancho Sabban, WesMinCom deputy chief, have the authority to air strike support.

Cedo was in Cagayan de Oro to attend a peace summit with President Arroyo and national security adviser Norberto Gonzales.

Sabban, who was informed about the encounter at 4 p.m. or six hours after the firefight started, has denied recalling aerial support.

“Marines were dying, why would I stop (the air strikes)? I would not do that,” he said.

Lt. Col. Felix Almadrones, commander of the Marine Battalion Landing Team 8 (MBLT8) at the time of the incident, has said the July 10 fiasco would not have happened if the three aspects of “ammunition, communications and chain of command were seriously considered.”

Almadrones and Maj. Nestor Marcelino, ground commander, were relieved in the aftermath of the Al-Barkah disaster.

Alivio has a different explanation on why only six rounds of 105 mm howitzers were fired from that in the ABR of other officers that the Coordinating Committee on the Cessation of Hostilities ordered them not to fire because “they were engaging friendly forces,” referring to the Moro Islamic Liberation Front which is involved in a peace process with the government.

Alivio said: “Six rounds of 105 were fired because Lt. Col. Almadrones did not get a positive observation for the calls for fire.” A military officer said that means the information given by troop’s forward observers, who were near the target, showed their firings were not hitting the targets.

Questions were raised on the legitimacy of the July 10 operation which was supposed to be to a search for the kidnapped Italian priest Giancarlo Bossi.

Alivio insisted that “intel tracking for two weeks point to Bossi in Basilan.” A military officer said there could have been a mis-appreciation of intelligence reports.

Alivio did not reply to why he had to field a brigade for reconnaissance operations when the standard practice is “to first field a squad or platoon or conduct intelligence activity.”

In giving a reason for relieving Alivio, AFP chief Gen. Hermogenes Esperon Jr. said Alivio was at his headquarters while Marines clashed with Abu Sayyaf forces in Unkaya Pukan, Basilan last Aug. 18. Fifteen Marines died in that encounter as against 42 Abu Sayyaf.

But a Malacañang source in the Cabinet security cluster meeting last Tuesday said Esperon told about Alivio blaming “general headquarters” in his talk with his troops after the encounter.

The source also said the cabinet security cluster decided that to neutralize the adverse effect of Alivio’s sudden relief in the middle of a military campaign, “he will be gagged and watched closely.”

The cabinet cluster also discussed ways to stall the Senate investigation on the Mindanao hostilities based on the resolution of detained Sen. Antonio Trillanes that top officials of the government had a hand in the “feeding of the our own military to the enemies of the state.” They expressed confidence that interest on the investigation will dissipate once government forces “prevail in Basilan.”

Marines spokesman Lt. Col. Ariel Caculitan said there was no need to investigate Alivio for staying at his headquarters while his men were in a fierce close-quarters battle.

He also dispelled speculations that Alivio’s relief would demoralize the ranks of the Marines.

Esperon, during the command conference president by President Arroyo at the WestMinCom in Zamboanga City yesterday, said the military plans to turn the Abu Sayyaf into a negligible group in Basilan in two months.

“They (ASG) cannot anymore coordinate any terrorist activities. That is my assessment as a former brigade commander,” he said. Esperon headed an Army brigade in Basilan several years ago.

Newly appointed 1st Marine Brigade commander Col. Rustico Guerrero said he may change the style in the conduct of operations to minimize casualties.

    Something seriously wrong with AFP when you relieve a Marine commander in Basilan yet turn the other eye from the Army commander accountable for 27 KIAs (killed-in-action)in Sulu.

    In any combat operation, the ground commander is in the best position to make decisions. Ground commander is from the Commanding Officer (General, Colonel…) down to mid-level officers. Unless stopped by higher headquarter (AFP in Camp Aguinaldo where Esperon’s office is), the Field or Ground Commanders are in control. This thing about recalling the aircraft obviously came from Higher Headquarter. Higher Headquarter reports directly and solely to the Commander-in-chief in Malacanang. Now, who was responsible?

    When things go wrong, the protocol in the army is a traditional chain reaction:
    The furious general chews out the colonel, the colonel reams the major, the major scolds the captain, the captain rails at the lieutenant, the lieutenant berates the sergeant who in turn stomps on the private.

    In the Basilan operations, this rigid tradition is now complicated by the blame-game convention, and it would be hilarious if it were not tragic.

    Gloria said she would “possibly” raise their take home daily allowance. Magkano? Hindi sinabi. Basta above the P240 montly combat pay allowance nila.

    240 pesos monthly combat pay?! Inang ko, wala pang $5! Ano ang mabibili ng halagang ito sa loob ng isang buwan? Nakakaiyak.

    There is an African proverb that says don’t test the depth of the water with both feet, which might be a lesson worth learning by titser. I think the offensive word was also the subject of the controversy in the recent public debate on textbook errors.     But, back to the main topic. The photo op of Ate Glue mingling with the Marines in Basilan smacks more of a cruel irony than a morale boosting gesture. The combat pay ploy is a promise that sounds insincere, a feeble dangled carrot, not a positive plan of action. The kingcrab pictured in the feast is not regular fare for combat troops.

    Kung ang pagbabasehan ang information na nakuha sa Ipil, Sibugay , ang talagang kumuha ay si Kumander Imam Yasin Kasim at Sobra Sampang na MILF lost command na nasa Rt Lim Sibugay. Si Sobra Sompang ay kamag-anak nung “Abug Sampang” and “Wakil Sampang” dalawa dun sa 4 na abu sayyaf na nakatakas o pinatakas sa Basilan Jail after the release of Father Bossi. At yun ang “bargain” sa pag-release kay Bossi.
    Somewhere along the way, nagkaroon ng “trick” yung original plot ng kidnapping dahil sa pagpapel ng isang Supt. na si Bacerna, na out of the blue, nagprisintang personal na makikipag-negotiate sa mga kumidnap.

    Last year May 10, 2006 si Donna Mae Ramos, 10 taong gulang na anak ng Lamitan Councilor Donnel Ramos at apo ng dating namayapang Mayor na si Vicente Ramos. Ayon kay Mayor Furigay ng Lamitan, si “Hajarun” ang nakipag-negotiate sa mga kidnapper para palayain ang bata ng walang kapalit na ‘ransom” dahil ang dalawa sa kinikilalang kumidnap ay si Nur Hassan Jamiri na pamangkin ni Hajarun Jamiri, at kasama sa kumidnap ay anak ni Isnilon na si Jaljani Isnilon at isang nagngangalang Jaid Awalal at dun nila din dinala sa Tipo-Tipo.

    Sumunod na pagkakataon ulit na na-involved na naman si Hajarun sa pag negotiate ng Abu Sayyaf ng nagkidnap ay noong August 28, 2006 sa mga kumidnap kay Eleanor Grace Gonzales,nag-iisang anak Dr. Eldigario Gonzalez na presidente Western Mindanao State University (WMSU). Kinidnap siya ng Buwan ng July at dinala din sa Tipo-Tipo, Basilan na ang involved din sa kidnapping ay si Nurhassan at Buhari Jamiri. Si “grace” ay kinidnap malayo lang ng konti sa bahay nila sa Guiwan, Zamboanga City ng 4 na kalalakihan naka-motorsiklo. Nanghingi ng ransom money ang mga kidnapper ng 20milyon, pero dahil nga si “Hajarun” ang nag-negotiate sinasabing walang ransom money na ibinigay.

    Katulad ni “grace” si Donna Mae ay kinuha ng mga lalaki na nakasakay sa motorsiklo habang naglalaro sa tapat ng bahay.
    Ang kumuha din kay Father Bossi ay 2 lalaking naka motorsiklo pero hindi sina Nur Hassan at Buhari Jamiri ang kumuha sa kanya sina Nur hassan, Buhari, Jaljani Isnilon at Jaid Awalal ay mga “Yakan” pati na si Kumander Kiddie at ang kapatid nito.
    Kung susundan ang anggulo na sinabi ni Father Bossi na 10 Abu Sayyaf ang kumidnap sa kanya naniniwala kami na Mula kina Kumander Imam Yasin Kasim at Sobra Sampang sumama ang grupo nila Kumander Kiddie, ang kapatid nito, Nurwan AbdulSalam ,Nur Hassan jamiri, Buhari Jamiri, Jaljani Isnilon ,Jaid Awalal , sino pa yung pang sampu, di kaya si Hajarun Jamiri ang pang sampu dun sa sinasabi ni Father Bossi. Dahil malinaw na sinabi ng mga kasamahan ni father bossi na ang kumidnap ay naniniwala silang politiko na natalo sa eleksyon para sa simpleng ransom. At nasaan ngayon ang bankang ginamit? sino ang nag-provide ng bangka?     Nabuo ang plano ng Bossi kidnapping sa Camp Cawa-Cawa sa pamamagitan ng ibat-ibang interest ginamit na “sacrifice lamb” si Father Bossi upang gamitin na naman ng gobyerno ang mga nakakulong na Abu sa panibago nilang drama ng pagpapasabog ng terorismo sa sariling bayan. Yun ang malinaw..!

    Pero ayon kay Buhari kilala niya ang 2 sa namugot at tao naman ni akbar ang itinuturo niya na namugot na miembro rin ng Abu Sayyaf.
    Maliwanag ang partisipasyon ni Buhari sa Basilan, siya ang naging lookout ng mga MILF kasama na si Nur Hassan sa pananambang sa mga militar. Subalit may halong “pagdududa” pa rin sa anggulo na sila ang kumidnap kay Father Bossi sa kabila ng marami na silang nagawang pangingidnap at mismo dinadala nila sa lugar nila sa Tipo-Tipo. Na nakilala na sila ng lahat na utak lagi ng kidnappan sa Basilan.

    Kusa kaya siyang pinasuko para malihis na naman ang totoong mga pangyayari? Sa kultura ng mga muslim walang sumusuko, mas gugustuhin pa nilang mamatay dahil sa iyon ay “jihad” at banal. Si Buhari ay isang “asset” ng Army’s 103rd Brigade at ginagamit ng brigade. di kaya ang pag punta niya sa Guinanta at pakipagusap niya sa mga kumander ng MILF ay para sabihin ang gagawin pagpunta ng mga sundalo, kaya siya pa mismo ang naging lookout ng mga ito para sa ambush? Jamiri is wanted for his killing with an ex-mayor 1991, at nagpunta sa MILF para magtago. Kung siya ay talagang nagtatago, bakit lagi siya ang involve sa mga kidnap for ransom na halos ang kapatid niya na si Hajarun ang laging nakikipag-negotiate at sinasabing pinapawalan ng walang ransom. Kilala si Hajarun na pusakal na mangingidnap at nililitratuhan nila ang kanilang mga kinikidnap para ipakita nila sa mga pamilya nito at magbigay ng ransom. Bakit imbis na isama ng gobyerno sa imbistigahan si “hajarun” na malaki ang kinalaman sa Father Bossi kidnapping ay pinalabas pa nilang bayani? Nasaan si “hajarun” ngayon?

With the information you are providing, Gokusen, sapat na iyan para gumawa ng sariling imbestigasyon ang NBI that is supposed to have jurisdiction on this case kahit na sabihin mo pang mga sundalo ang mga biktima at dapat hawakan ng AFP. Hindi naman official civil war na deklarado iyan kundi isang act of terrorism by a group of hoodlums using exotic names.

    Walang pinagkaiba iyan for instance doon sa terrorism na ginawa for instance ng isang grupo ng mga fanatics dito sa Japan, iyong Aum na gumawa ng lagim sa Tokyo subway a decade ago. Walang pinag-iba sa totoo lang pero ang kaso ay hawak ng pulis at korte at hindi ng aming hukbong sandatahan.

    Pagdating sa trabaho ng pulisya at hustisya, hindi dapat nakikialam ang presidente lalo na peke at kriminal.

    Salamat sa info mo. Mamaya pagtatagpi-tagpiin ko iyan and play detective. My forte sa totoo lang kasi nagtrabaho ako sa pulis dito sa Tokyo as a civilian interpreter na sumasama sa mga imbestigasyon from petty theft to heinous crimes of passion and murder! Problema lang kung sino ang pagdadalhan mo ng kaso with an unreliable police and court in the Philippines. Puede siguro si ex-NBI Chief, Mayor Lim. Puede ba siyang makialam?

In previous threads I actually thought that the business of kidnapping for ransom is a big syndicate orchestrated by the politicians, military, the warlords and the hired guns( the rogue Abus, MILF,MNLF and the like). Hati hati na sila sa loot. This whole charade of hunting down the murderers of the marines is all a distraction. The leaders of the group know who the real Fr Bossi kidnappers were. The beheading of the marines may just be a justification to get rid of the real kidnappers so there will be no trail all the way to the murky river and the house without a basement. Clever isn’t it?

At itong mga ito ang gustong ipaligpit ng mga “operators”, thus the marines have to go into the danger zone to hunt down the supposed villains. Dahil sa hinahanap ng militar na mga “targets”, nasakripisyo and buhay ng mga batang sundalo. May kasama ding “bounty” kapag nahuli ang mga most wanted “terrorists” kuno, additional source of big income din ito!

    So, Gokusen, talaga palang maraming pagkakaperahan sa inyo. Di bale ng mamatay and mga sundalo,mamatayan at mawalan ng tirahan at kabuhayan ng mga mamamayan magiging “successful” lang ang operations ng mga hoodlums!

    A military source said that under the chain of command, Western Mindanao Command Chief Lt. Gen. Eugenio Cedo and Brig. Gen. Juancho Sabban, WesMinCom deputy chief, have the authority to air strike support.

    Cedo was in Cagayan de Oro to attend a peace summit with President Arroyo and national security adviser Norberto Gonzales.

    Sabban, who was informed about the encounter at 4 p.m. or six hours after the firefight started, has denied recalling aerial support.

    Yeah you’re right…that’s the reason why i entered this blog to share our sentiments who are victims of the “drama” created by this government. and i’m glad ellenville accepted me ,my thoughts and views, i write my views based on my experiences and research other facts that will corroborate with my personal knowledge of what is really going in, and i write spontaneously. I condensed everything if you observed the way i write. So i share my own personal experiences, digest facts to find my conlusion transparent and ask those who read my entries to help me complete this games of the general. FYI, my family , my relatives are victims of this drama. And this is the only way for now, i know i could be helpful for them, but if opportunity asked me to comeout in the open to testify I am willing to do so and never have any doubt or second thought.Ms. Ellen knows it and some of the rests here.
    I am not arguing with you I am just siding my views. Nevertheless, as long as the present government knows how to be fair to all probably and think of what could be the best to correct the history and they allow us “suluanos, basilenos, to live in a peaceful life which we know is the hope of every filipinos. to push the peacetalk set by the OIC, the Tripartite Conference so we can move on. Stop using the Basilenos, Suluanos in the senseless war that ruining everything!

    By the way, that 240 is tossed as an addition to the combat pay that is already half of the basic pay. Thats supposed to go to the wife anyways. The wife can buy a lot of ramen with it already. The meal allowance for the soldier is seperate pay and if one looks at the knapsack when leaving for war it contains small tin cans marked 555. The lobsters and drinks during special occassions are skimmed off from the mess fund of say 5 pesos daily from each soldier on the ground. They are better off when in Manila. Meals are sent in gratis from palace funds during alert periods.

    Among the frist priority for the military should be mobility to enable it to strike fast and strike hard. I propose that it be given a minimum of 100 Hueys. There are still many good, serviceable Hueys in the world market.

    Hueys are very cost effective and better than the expensive modern helicopters. They can also perform civic action duties like medical evacuation, rescue and relief during disasters to further jsutify their acquisition.

    100 Hueys would amount to P3- 5 billion, not much compared to the megabillion economic drain caused by the insurgency.

    Besides the Philippine military, in relative terms, has the lowest budget among the armed forces of the world, although our armed forces are among the most combat-exposed during the past 60 years due to various threats.

    I would like to suggest to Congressman Goilez to please make new laws to insure quality service for the little people in the military, even just to give them more incentives to be better soldiers.

    Best is for him to make a law that will define much better and clearer their duties and responsibilities—mainly to protect the country from outside invasion.

    Running after hoodlums, etc. should be the responsibility of the police. There should be a separate agency to handle police works even in the provinces.

    Even in the US for example, the national guards are used only for national emergencies but even then, police works are left to the police, which is not part and parcel of the US Armed Forces.

    The good Congressman should be aware of this as a matter of fact having been educated in the US. Sa tingin ko naman mas marunong siya kesa kay FVR!!!

    Ang simpleng gera sa isip ni Gloria at Assperon ay hindi mareresolba ang problema na sila ay tuwirang sangkot.

I have heard of how the police in the Philippines get rid of criminals ready to cry on corrupt officials getting killed while in detention, It is something unthinkable in more progressive societies where the rights and privileges of the suspect and/or accused are adequately honored, respected and protected, but definitely not in the Philippines, especially now with a criminal leading the country to perdition.

    You bet, there should have been investigations on the killings of those kumanders while in incarceration. Dapat managot iyong mga prison guards!

    “Tinutukan ng baril sa ulo ang tatay nila sa harap nila mismo habang napapaluha ang mga tatay nila,” Tulawie said. [They witnessed guns being pointed at the heads of their crying fathers.]

    The girl also described how the soldiers treated them.

    “Tinutukan din sila ng patalim sa leeg nila kasama yung 6 at 4 years old na mga bata. Naka-bonnet mask ang mga sundalo. Tinanong sila kung nasaan ang baril ng tatay nila at pinagsabihan pa sila na maghukay na ng kanilang libingan,” Tulawie added.     Yesterday, I had our backyard weeded and the trees trimmed. Today, as I was about to burn the leaves, I got hold of old newspapers to start the fire. But instead, I found myself reading the frontpage of Inquirer’s April 21 issue.

    That was three weeks before the elections.

    On the cover was a picture of seven bodies stacked at the back of a truck. It was the 7 construction workers of Gov. Loong’s company that included 2 teenagers who thought their income from that summer job would help them in the coming enrolment’s expenses. Two teenagers who probably had enough of the murders and wars, thinking rightly that education was the only way out. Their dreams were ended by Abu Sayyaf bandits who failed to get any ransom from Loong.

    The headline was even more eye-catching. “GMA: Obliterate Abu Sayyaf”

    I didn’t believe before this our memories were really short. Just four months ago, the order was already given. Yet in July, our bird-brained generals thought straying inside Abu lair was as safe as strolling at Baywalk. They didn’t even get to strike back because they might hit their “friends”, unbelievable!

    The hollow-headed mutant turtle Esperon is even asking for two months to silence the Abu Sayyaf. Brainless slowpoke, what did he do since April 21?

    I say, his inaction and/or procrastination cost the lives of many soldiers, why don’t they charge him in the friggin military courts?

    No conflict as a matter of fact kahit nagbibiruan na parang nag-aaway, but there is a difference between a true blogger here and one who deliberately tries to bring down healthy discussions here to a brawl intended in fact to discredit the truths and facts being posted here to be shared with everyone so they will not remain in darkness and ignorance.

    Kahit saan blogs nandoon ang mga iyan that we suspect to be paid by the Malacanang squatters to make sure that no one knows the truth so that they can continue with their lies.     Well Gokusen, I can tell straight to your eyes that some like ystakei receive preferential treatment from Ellen. Ellen accused me of stalking ystakei when it’s this big mouth who’s stalking me. Ellen said I’m annoying as if ystakei is not. Ellen doesn’t allow me or those least favored bloggers to criticize ystakei but Ellen allowed her to talk trash about Kapampangan calling these people “dugong aso”. You have read those. You were a witness to those. Ellen needs to clean up her own backyard first before cleaning up others.

    Gokusen, you’re still new in this blog and may not be aware of how dirty politics here is. Don’t you know that some favored bloggers have direct access to the owner’s phone number? They talk in private. They talk about other bloggers here. They discuss whom to delete and ban. Who knows what the owner received from some bloggers resulting in strong personal relationship? At least I know of one occasion when your Japanese friend sent the owner some kind of a medicine or vitamin. It’s sad Gokusen…these hypocrites show they care about the people and country when they cannot even be fair to bloggers like me here. I hope we don’t get hurt one day finding out they have a different agenda other than removing Arroyo. Believe in the power of pen. Believe in the power of blog like this. Believe in the power of internet. Of course I hope I’m wrong. It’s just getting more and more obvious to me the more I see favoritism in this blog.     Gokusen, if you’re as powerful and influential as your Japanese friend, maybe Ellen might listen to you. Ellen has always been in denial stage believing that her blog is number one, the best. She doesn’t care if she loses some bloggers including the good ones. She has that “take it or leave it” attitude. In the past, she used to say “If you don’t like the way I run this blog, you are free to leave”. How can you deal with a person like her? Ellen is a very good person but has human weaknesses like all of us. She is easily swayed and carried away by the sweet talks of some bloggers.

    Every human has his human weaknesses. But let’s hope this human weakness is not being used by some to pursue their hatred and grudge against bloggers. Let’s face it, Ellen favors some and dislikes some and I’m among those she dislikes from the very beginning. But you see, her cheering squad would rise in unison to say that she owns the house so I’ve no right to question her prerogative. That has been going on for a long time and even if I get banned, I hope to see this improvement in the future. Bloggers have to be treated fairly and equally. Is that too much to ask? Luzviminda, you know for a fact that you and I have no quarrel. As a matter of fact, I enjoy your posts and you’re one of the best bloggers here. If my last posts were annoying, it was because I’m also human with human weaknesses like all of you. How would you feel being accused of stalking someone when it’s this someone who has been stalking me using the same old trick of pretending to communicate with another blogger? How would you feel if Ellen made a critical offense against you and she allowed her post to remain but deleted your reply to her post? Tell me, is it fair? There’s no fairness and justice anymore in our country and it’s our desire to see that this blog doesn’t commit the same acts against some well-meaning bloggers whose only intention is to remove this evil woman in Malacanang.     Gokusen, you said you like stubborn people. Are you being sarcastic or do you really like stubborn? I must admit I’m kinda one…a stubborn. That’s because I’m passionate with what I’ve been fighting for. I feel very strongly about my position on issues affecting the people and country. I’m a fighter…I don’t run away from a fight. How I argue on this blog, I can also do it at anyone’s presence even with Ellen around. I can face Ellen one on one. I can face anyone of you. I’m just sick and tired of people’s racist attitude especially toward their fellow Filipinos; know-it-all mentality, favoritism.     Luzviminda, who wants trouble and fight in this blog? I did not start it. I was not attacking Ellen but complaining why her post against me remains while my reply to her post was deleted. Who would dare go against Ellen, the owner of this blog? It’s like going against Arroyo by her cabinet members.
    I took the risk because I believed something was wrong. We complain against the double standard policy of the Arroyo administration but here we are faced with the same double standard policy. Okay, I’m willing to put a stop all these but people like you must also stop raising the issue. I was just responding to your above comments. You may not even hear from me anymore. Ellen keeps warning me not to test her patience. If you don’t hear from me, that means she has banned me like what she did to some other bloggers. As I said, the most convenient way to hide one’s guilt and shortcoming is to get rid of people who are a threat to you even in a blog like this. There’s always a scape goat…a sacrificial lamb. And I don’t mind being the one sacrificed if only to save this blog’s face.
