Neri says he will not go with GMA to New York

Breaking news:

Former NEDA Chief Romy Neri told ABS-CBN he has decided not to go to New York with Gloria Arroyo when she leaves for the U.S. tomorrow evening.

Neri asked those who are coming to stage a vigil in front of his house in Quezon City not to proceed anymore (there are some who have started coverging in front of his house despite the rains) because he is not leaving for the U.S. tomorrow.

The name of Neri, who is now head of the Commission on Higher Education, was included in Arroyo’s party for the U.S. at the last minute by Foreign Secretary Alberto Romulo to be at the briefing on the Millenium Challenge, an assistance program by the U.S. for underdeveloped countries.

    I think MIDGET is doing these things in purpose to project a “transparency in governance” image. First, she let most of the Cabinet Secretaries and Under-Secretaries leave their post to be “mirons” in the Senate (for people to think that she can let departments without head for a day just to be “transparent” to the issue). Second, the gov’t is saying that MIDGET needs Neri to help her in NY but she “advised” him to “attend” the Senate hearing instead despite of the supposed meeting in NY. How much more “transparent” can you get?..

    Just like what Conrado De Quiros (one of my favorite columnist) of Inquirer imply, MIDGET’s think-tanks are good at their PR works.

    Executive Secretary Eduardo Ermita said he informed Neri of the instructions of Gloria Arroyo for him to stay behind and attend the hearing on Wednesday.

    Another trick by this Impakta. Why asked him to go at the last minute? Apparently to prevent him from talking in Manila when she’s not around. More than ever, Neri needs the people’s support. Baka siya pa ang maging bayani sa tuluyang pagbagsak ni Impakta. With Neri and Joey at the hearing, it may work. Basta tibayin lang nila ang mga loob nila at huwag matakot. The nucleus of those who came out to denounce the “Hello Garci” must now come out to support the two. Cory, Susan, Black & White, Hyatt 10 at lahat na nag-ingay noon. Nasaan sila? Labas na!

    Ellen, hindi ba obvious? After Neri refused to go kunwari si Impakta na ang nag-utos na mag-stay siya. It’s now Neri’s chance to tell all that he knows. The fact that he declined the P200M bribe offer shows Neri is a decent man. He signed it but did not receive any money. Let’s support Neri. But if remains mum and has no balls, wala na tayong magagawa.

    This evening’s news was funny. In the first part, “I have to discs” Bunye said Neri was not part of the presidential entourage to the U.S.

    In the later part of the news, Bunye said, yes Neri has been included in the presidential party by Foreign Secretary Romulo.

    At the closing portion of the news, Ermita says Arroyo ordered Neri to stay behind.

    Ano ba yun!!Imagine, three developments in a one-hour news!

A while back, sbi ni Bunye, hindi ksama.. then binawi nya saying na kasama n si Neri.. then nag-refresh lang ako ng page ko, eto na ung news saying Neri was “advised” by MIDGET to attend the hearing instead.. Papano kya iwe-way ni Bunye to?..maglalabas kya uli sya dalawang CDs saying “one is original and the other one is edited?”…

Laging may suot yan ng bullet proof at may praetorean guards yan – not only 2 or 3 back up cars siya (which used to be the case for other chiefs of staffs before him), ngayon, 5 back up cars of security na siya plus of course, the usual motorcycled cops 2 in front and 2 more behind for back up in case … duwag kasi eh!

    The only major service commander I knew in the AFP WHO NEVER EVER HAD A BACK UP was Admiral Marcelo…NEVER! He said, his troops had other, better things to do!

    Why is he still a bachelor? Sana hindi tutoo ang nasa isip ko ngayon. When I see a man without a wife or has never been married at his age, I think of something. Iba na ang may pamilya because one would learn to be responsible. Tingnan niyo ang mga Pari, irresponsible.

  26. One day, Admiral Marcelo was summoned to Malacanang. As usual, he went in his car with only his ADC with him (no special trapping on the car to show that he was a senior military commander, just white lil ordinary car) – they were going very fast and at one point coz they were running late, he ordered his driver to jump the red light.

    Na whistle tuloy sila ng traffic police so the car stopped. Of course, he just opened the window of his car and when the cop saw his 3 stars on his balikat, sige – ayun pinaalis na sila.

    Can’t trust these guys in Malacanang anymore – they can’t seem to get their acts together so is Neri making habol to NY or isn’t he?

    Am sort of ambivalent about believing Neri’s declaration that he’s not going. Until we see him in the Senate on Wednesday, difficult to say he’s taken both his balls in his hands and to be brave.

    Last Thursday Romy Neri was supposed to testify at the Senate on the hated ZTE deal. On the eve he noticed strange men casing his house in Quezon City. As a Cabinet member Romy promptly reported the security threat. Executive Sec. Ed Ermita dispatched a team from the Presidential Security Group. Romy failed to attend the Senate hearing due to bum stomach. The surveillants turned out to be police intelligence agents.

    Why cops were spying on him, Romy doesn’t understand. News reports, meanwhile, quoted Armed Forces chief Gen. Hermogenes Esperon as associating the ZTE scam exposé to a plot to rock the Arroyo tenure. The military analysis echoes the old Marcos martial law trick of blaming legitimate dissent on communists and rightists. Did the surveillants suspect Romy of being among the imagined conspirators? Why do some officials seem so scared of what he might reveal about the $330-million government broadband deal with ZTE Corp. of China?

    I have talked to Romy exactly ten times by phone and face-to-face ever since I started a series in Mar. on the ZTE scam. Each conversation was tense. On two occasions Romy swore me to secrecy. At least twice too he said his life was in my hands. In the last three talks, including Tuesday after I first testified about my exposés, I asked him when he would bare all. He repeated that there’s a time and place for everything. I told him of at least four pious groups that are praying for his safety. He assured me he would tell only the truth if made to take the oath. I said I anticipate the heavy sacrifice he would face if he does so; he sympathized with me for undergoing harassment, threats and false accusations. In our last talk, I told him I am honored he considers me a friend since 1987, when he became head of the Congress Planning and Budget Office.

    I often review my notes of our first talk on the morning of Apr. 20, the day I wrote about the rush to sign the ZTE contract in Boao, China. From insider info, I had stated that the National Economic Development Authority, which he headed then, had approved the ZTE deal in a huff. He called to clarify that what NEDA had cleared was the concept for a national broadband network, not the company. Sorry, I said, but I drew my conclusion from the endorsement of Secretaries Leandro Mendoza and Ramon Sales specifying both Amsterdam Holdings Inc. and ZTE — just that it’s with the latter that Mendoza was signing a contract. I confided the tip that the NEDA didn’t like what it was doing.

    Romy then rattled off many things he knew about the events leading to the scheduled signing of Apr. 21. I later learned that he had told at least three of our common friends the same things.

    Some of the items have since been reported in broadcast and print. There was a supposed invitation from Comelec chief Benjamin Abalos to golf at the Wack Wack Country Club, during which Romy was offered P200 million to support ZTE. As the story goes, Romy turned down and told President Arroyo about the indecent proposal. Whereupon, she instructed him to not accept the bribe but ensure the NEDA approvals just the same. Romy has neither confirmed nor denied the reports.

    Only God and Romy know if under oath he would confirm or deny the other items. I pray that he expound on them. He had told me on that morning of Apr. 20 and several other times that not only a Comelec official but an influential businessman too was inordinately lobbying for ZTE Corp. The businessman allegedly was responsible for the sudden rise of the ZTE tag price to $330 million days before the signing, when its original offer in Dec. to Feb. was $262 million. What was the $68-million difference for, I asked in subsequent talks. Romy said the businessman was assigned to raise campaign funds for an administration party during the last election.

    I would understand if Romy balks in identifying the businessman. In a previous cocktail party at the residence of Speaker Jose de Venecia Jr., he said, that man had cornered and threatened him for opposing a fishy pier project. That man reportedly also worked on Romy’s consequent transfer from NEDA to the Commission on Higher Education.

    Romy in our talks implicated most of the persons Joey de Venecia has exposed under oath as thieving from the broadband purchase. But I get the impression that Romy knows much more than the heroic whistleblower who initially was bidding for the telecom project.

    About ZTE executives, Romy also said he has never seen any group as aggressive as them in pushing for a contract. They were waiting outside the NEDA conference room while the Cabinet was deliberating about them.

    More importantly, Romy said a very powerful official arm-twisted him to turn the broadband project from a safe build-operate-transfer plan to a risky outright supply purchase. It was for that reason, he told me on Apr. 20, that he almost resigned from the Cabinet the day before.

  42. After reading Bondoc’s latest revelations, I went to read Marichu Villanueva.

    At the beginning I thought she had something relevant to add to Bondoc’s revelations about the ZTE deal because she knew ZTE having joined Gloria’s junket trip to China but found that her article was no less than in defence of Gloria Macapagal and more importantly, I suspect of ZTE corporation!

    It started with this: “However, the catch of this financial package is the fact that this is a “tied” loan or subject to conditions of the party extending this loan facility. In this case, the Beijing government exercised this authority to require projects funded by their loan package to go ONLY to contractors that are majority owned by Chinese firms. So this is the nature of the NBN “supply contract” that was awarded to the ZTE Corp. Since these DOTC projects were foreign-funded, they still went through the screening process of the National Economic Development Authority (NEDA) Board headed then by Secretary Romulo Neri.”

    What Marichu fails or refuses to fundamentally understand is this particular deal has virtually nothing to do with whether the financing was a loan by China govt or not, or whether the Chinese required that their loans be tied to a China supplier or not.

    She is absolutely not only being mentally but clearly physically dishonest by pointing this particular “catch” as she calls it.

    Marichu Villanueva must understand or must accept that the current ZTE broadband deal is being scrutinized and is causing public outrage not because of her so called China govt loan “catch” but because of two reasons:

    1. suspicion aggravated by formal accusations that no less than the nation’s chief election boss stands accused of having fixed the deal (an election boss, particularly during election period has NO business, morally or legally to broker, fix deals with DoTC nor with any other Malacanang cabinet departments on behalf of a foreign group – Abalos’ turf activities start and end in Comelec!).

    2. that there are bases to believe, and rightly so, that this deal was not only inked in haste, without proper evaluation but had gone from being a 262 million dollar deal to 330 million dollar government-backed sabotage of the treasury, all in a span of a few months

    Lastly Marichu fails to understand that there have been enough evidence to show that there has been blatant disregard for rules and procedures in the crafting of this package showing her intellectual dishonesty by muddling the issues in favour of Gloria and ZTE.

    Marichu has always been a Malacanang worm, a beggar for Palace hand outs, a stand-in for Gloria’s praetorean press guards, but good heavens, I’m glad I refused to continue working with her!

    It was all to raise campaign funds for the last elections that’s why this ZTE was signed ignoring the bidding process, etc. Maliwanag yan. Gloria and her thieving cohorts knew that her candidates will get a sound thrashing and they thought that with plenty of money to buy votes, it can help turn the tide to their favor. But alas, dahil malas ang perang ninakaw, natalo pa rin ang kanyang mga kandidato. The voters accepted their money but voted mostly opposition senatorial candidates. And of course, we read of Gloria’s men bickering about the funds that were not released but pocketed. Saksakan ng mga swapang at ganid kapag pera ang pinaguusapan. Ngayon, lumiliit ng ang kanilang mundo.

    Mr. Neri, sa iyo nakatutok ang mata ng madla. Base sa isinulat ni roland4u sa itaas, iladlad mo na ang tunay na kasaysayan na bumabalot sa ZTE.

  45. This shows that Gloria is NOT highly regarded by big business:

    “At 3:25 p.m., Arroyo will meet with officials of Headstrong and Merrill Lynch, this will be followed by a meeting with James Livesay, senior vice president, Divisional Executive Retail Bank Operations of Washington Mutual.”

    Meeting her is ONLY A SENIOR VP in charge of a division for a company.

    It is very telling – her staff must have been hard put trying to convince the biggies, eg., chairmen/CEIOs in NY to meet with her, that’s because she stinks. This latest financial-treasury looting deal must not have gone unnoticed in the business circles in NY city.

    Re spirit of full disclosure: it’s not farfetched to believe that Bondoc has known that Joey was batting for a contract with govt and that he must have known that there’s a provision in the law that stipulates, 1st degree relatives like Joey are NOT supposed to be lobbying for projects with govt. FULL STOP.

    How dare them behave in the most abominable way, with Gloria leading her troops to her so-called “moral high ground” saying that there is rule of law in one hand and turning around that rule of law because they are where they are!

    There’s an interesting piece in The Daily Tribune what says that Gloria “..made it known that she had “advised” Romulo Neri not to accompany her to New York for the United Nations Assembly and instead appear before the Senate investigating bodies..But sources intimated that Mrs. Arroyo’s change of mind came only after being assured that Neri will not embarrass her when he testifies on Wednesday and that he would be toeing the Malacañang line.

    Another source, however, claimed that word had gotten around to the Palace that the United States Embassy was mulling the cancellation of the visa issued to Neri, ostensibly to prevent him from leaving the country.

    The US government is apparently interested in the unfolding probe into the Broadband deal. US Ambassador Kristie Kenney earlier advised the government to observe transparency in the signing of the deal with the Chinese firm.

    US telecommunications supplier Arescom is a partner in Amsterdam Holdings, the company owned by Jose De Venecia III, the son of the House Speaker and the major source of allegations of multimillion dollar kickbacks in the deal that involved Commission on Elections Chairman Benjamin Abalos, Sr. and Mrs. Arroyo’s spouse Jose Miguel “Mike” Arroyo.

    The source added that Mike Arroyo is already in San Francisco, California after he left the country for Hong Kong prior to De Venecia’s revelations before the Senate public hearing.”

    FiRE believes that Macapagal-Arroyo is not a good role model for women worldwide. FiRE, which works closely with Gabriela, a progressive federation of women’s organizations in the Philippines, described Macapagal-Arroyo as “the No. 1 violator of human rights in the country.”

  58. Supporters of the movement to have this ZTE scam dealt with with a bang should still go to the house of Neri for a vigil. Mahirap na kasi baka sabihin kinidnap siya ng mga bata ni Joma Sison as the usual excuse of Palparan and Esperon. Mahirap magtiwala sa mga gunggong as a matter of fact.

    As for Miriam, Joker, Uncle Johnny, Angara, et al, these crooks should be subjected to some scrutiny to find out how much they themselves must have received from the Fatso and his kwin korap to try to silence the key witnesses to this and other scams.

    Time to expose these kurakots so those who voted for them will no longer vote for them ever even when in fact they would be better off resigning or retiring from politics and leave the running of the government to a new breed of idealistic Filipinos like Senator Trillanes for example. Out there are a lot many Filipinos who must have been inspired of God to try to make things bearable for their country and people even at the peril of their lives.     Frankly, the visa can be cancelled if there will be a group of Filipinos who will be bold enough to send a letter to the Consul at the US embassy with copies furnished the ambassador, head of the Committee on Foreign Affairs in the US Congress and Senate, etc. The embassy in fact can use it as a point of contention to any protest by the Philippine government versus the will of the majority of the people of the Philippines. Ganoon lang naman kasimple. Problema lang nga makapal talaga ang apog ng mga kurakot sa Pilipinas.

  69. I have deleted personal, uncalled for comments on Romy Neri. The guy has done nothing to deserve those insults. What his personal circumstances are, are irrelevant to his role in the ZTE expose.

Kahit kapatid ko, kung may ginagawang kalokohan, I don’t tolerate as a matter of fact. At saka, alam namin nilang nagbe-break ng batas, why do they still want to be in her administration and then make such silly excuses when trapped that they want to serve “their president” but not their people, whom they are duty-bound to serve, they being the public servants!!!

    i was also quite negative to neri when i first read the story about him, abalos and gma.but after reading his cv, i think i will give him the benefit of the doubt. academics and paper workers are not so fast when it comes to understanding the outside world, but when they do they tend to have good judgement.
