Sisipot kaya si Neri sa Senado bukas?

Marami na ang nangyari mula nang isinumite ko itong kolumn hanggang ngayon. Unang-una, nagpasiya na si Neri na hindi na siya sasama kay Gloria Arroyo sa New York. Ang abangan natin ay, ikuwento ba niya ang buong katotohanan sa Miyerkoles?

Kinumpira ni Romy Neri, dating director ng National Economic Development Authority o NEDA na ngayon ay chair ng Commission on Higher Education, na sinasama siya ni Gloria Arroyo sa kanyang biyahe sa Amerika ngayong araw.

Sabi ni Neri, pinag-iisipan pa raw niya.

Isinama ko sa aking dasal na sana magdesisyon siyang hindi sumama. Hindi lang ako ang nagdasal kasi marami akong natanggap na ganitong text:”Please join citizens and civil society groups in holding a vigil at his residence at No. 28 Palale St., Banawe, Quezon City to show our support and prevent the Palace from preventing Romy Neri from testifying on Wednesday.God bless our nation.”

Bukas kasi naka-schedule si Neri mag-testify sa Senate Blue Ribbon committee na pinamumunuan ni Sen. Alan Peter Cayetano. Doon natin malalaman kung totoo ang report na inalok siya ni Comelec Chairman Benjamin Abalos ng P200 milyon na para lang aprubahan ang kontrata para sa national broadband network sa Zhong Xing Telecommunciations Equipment Company Ltd (ZTE) , isang kumpanya na pag-aari ng pamahalaan ng China.

Ayun din sa mga report, ikinuwento ni Neri kay Gloria Arroyo ang tunkol sa alok na P200 milyon ni Abalos. Ang sagot lang daw ni Arroyo, “Ano ang ginawa mo?” Hindi raw na-shock o nagalit si Arroyo sa ikinuwento ni Neri.

Hindi lang yun. Sinabi pa ni Arroyo sa kanya na kalimutan na lang niya ang tungkol sa offer na pera ni Abalos ngunit kailangan aprubahan niya ang kontrata sa ZTE.

Bilang pinuno ng NEDA kasi, ang opisina ni Neri ang nagbubusisi at nagre-rekomenda kung anong aksyon ang gagawin sa mga proyekto na gagastusan ng pera galing sa ibang bansa. Kasama nga itong ZTE.

Pagkatapos nitong paguusap ni Arroyo at ni Neri, tinaggal siya sa NEDA at biglang inilipat sa Commission on Higher Education.

Maala-ala natin na witness si Arroyo sa pirmahan nitong kontrata sa ZTE na nagkakahalaga ng P16 bilyon na pagbabayaran natin kasama na ng ating mga kaapuhan noong Abril 21. Di ba iniwan niya muna ang kanyang asawang Mike na nasa ospital at lumipad sa Boao, China para lang ma-witness itong napakahalagang pirmahan.

Abril ito. Ilang linggo bago mag-eleksyon. Napakahalagang petsa. Mahalaga rin ang pagtaas ng presyo ng poyekto. Mula sa orihinal na $132 milyon, naging $299 milyon. Dolyar yan, ha. May kinalaman kaya sa eleksyon ang pagtaas ng presyo?

Kung ilalahad ito ni Neri, hindi na maa-aring magkunyari si Arroyo na wala siyang alam sa suhulan. Magpapalakas rin sa testimony ni Joey de Venecia, anak ni House Speaker Jose de Venecia at presidente ng Amsterdam Holdings na karibal ng ZTE, tungkol sa malaking papel ni Abalos sa ma-anomalyang deal na ito.

    Sa gitna ng tila atras-abanteng pagdedesisyon kung dadalo sa hearing ng Senado hinggil sa kontrobersya ng broadband deal, hinamon kagabi ng mga senador si Commission on Higher Education (CHED) Secretary Romulo Neri na magpakalalaki at ituga ang lahat ng nalalaman.

    I doubt if Neri will be man enough to face the Senate and tell the truth. Like any other govt officials in high places, he has been coopted by at best keeping silent, or as he did earlier, neither confirm nor deny. His position makes him an oddball. As it is, he is now a captive of the GMA corrupt machinery. Spilling the beans is the least he could do, with all those guards around him.

    He might tell the truth, if he got an assurance of backing from civil society (will the CBCP do that now? what about the left and the middle?), other cabinet officials, and a good section of the discontented military. Alone, he would not make a hero of himself.

  11. Re the brewing scandal at the SC, I am not surprised. Matagal nang tradition iyan. I was told in fact that Imelda was once upon a time the biggest briber there kaya nga hindi siya makulong e.

    Lalo na ngayong puro kaibigan ng mga magnanakaw na squatters ng Malacanang ang mga nakaupo sa SC, what can you expect. Sabi nga, “Birds of the same feathers flock together.” What’s surprising about that.

    Taragis kailan pa ba kikilos ang mga pilipino na patalsikin ang malanding pa-kyut-kyut wala namang alam kundi mangurakot! Pwe!

    I wish Neri would tell the truth. But judging from his inclination, he may coverup for GMA (he said this: “The President is my superior. I will do whatever she tells me. I guess if she instructed me to go, and it’s a legal order, I may have to follow. I will come back in time. I promise to attend,” he told opposition Rep. Rufus Rodriguez of Cagayan de Oro. Philippine Star, 9/25). Now that he is told to stay and face up the Senate probes, the message sent him is could be this: “Ok Romy, you stay. But don’t rock the boat, or else……”

    I think Neri is tortured by his conscience. But he needs to balance things out as a ranking official of GMA by covering up for her (or by staying non-committal), and assuring his own safety and future. While he has the beans to spill, he knows that doing so at this stage will only doom himself ahead of Gloria’s corrupt machinery. Unless he does a Singson, but that means getting a significant amount of support from civil society.

    It’s time for CBCP, the opposition and concerned citizens to rally behind Neri, now.

    Best is to check who among these senators were beneficiaries of this ZTE deal. Kahit hindi sabihin alam naman nating lahat na inaarbor ni Fatso ang deal na ito to help raise funds for the TUta campaign and election cheating galore. Kunyari pa raw may sakit at tahimik. O di lumabas din ang totoo.

    Masarap alamin kung ang mga meetings pa nila held at the hospital where the Fatso was confined. Iyong mga hindi kumikibo diyan pihado may kinalaman sa scam na ito. Pati siguro si Binggot involved dito kaya masigasig na i-gag ni Brenda ang mga witnesses, etc. para mamatay ito ng “a natural death” daw sabi ng mga squatters sa Malacanang.

    Tignan natin ngayon kung sino ang mga may yagbols at wala. Abangan ang susunod na kabanata! Meanwhile, ihanda na ang mga banners, placards, etc. para sa martsa!

  22. Press Secretary Bunye said Mrs. Arroyo, through Executive Secretary Ermita, advised Neri to “stay behind” and attend the Senate probe. (Note: “stay” is a common command to well-trained dogs). Neri appeared before a House appropriations hearing to defend the budget of the CHED which he now heads. He said that he had been “advised” by the DFA to “accompany” the Chief Executive on her trip to New York, which would make him absent from the Senate probe the next day.
    “The President is my superior. I will do whatever she tells me. I guess if she instructed me to go, and it’s a legal order, I may have to follow. I will come back in time. I promise to attend,” he whimpered to opposition Rep. Rufus Rodriguez of Cagayan de Oro. “I have been advised by the DFA that I may be needed in New York with the President, to back her up on the discussion of the Millennium Challenge Account, which is one of the areas we dealt with when I was director of NEDA,” Neri said.
    Neri validates evaluations he IS a wimp, a pitiful wimp shaking to the point of peeing in his pants. Nonetheless, he needs our sympathy — being a political soccer ball kicked around from NEDA chief to CHED and now by fellow Cabinet Secretaries. So,

    Oh yeah! Easier said than done as a matter of fact, for like it or not, these old hags are still part and parcel of Philippine politics. Until Filipinos learn to be more careful in their choice of politicians, who know they are public servants and will consent to be treated as such when they sit in the government, these crooks are here to stay, and they definitely should not be ignored but watched carefully, tamed and clipped if possible.

    As for allowing these crooks from hiding the truth, who does or do? I don’t see any of my barkada in this blog as a matter of fact doing that, and I have one or two friends now watching the saga of graft and corruption in the Philippines beyond the veil.

    Yup, they have long joined the 800 or more victims of the extrajudicial killings, and reason why I am actively protesting against these killings. Binabanatan nga e.

    Point is how many Filipinos out there still willing to be pulled by the legs by the criminals squatting at the palace by the murky river! Iyan ang mas nakakabuwisit—the usual indifference!!! “Basta ako kumakain, wala akong pakialam!” attitude!!!

    WWNL, given two choices I hope Neri will take the path of the hero over the crooked way of the bandit. But he might stay at a neutral ground, to avoid GMA’s (or her tentacles) backlash while preserving or not necessarily losing a heroic stance. From media statements he made (or attributed to him), looks like he is not decisive to avoid antagonizing the “small” boss. I hope he will not refute what Jarius Bondoc wrote about him, and that he will categorically confirm (not deny) the P200 million bribe from Abalos. I will salute him if he corroborates this tempting offer.

Dala lang kasi sa dami ng mga bata ni GMA na walang bayag. The fact that he signed the ZTE deal against his principle tells us he’s not a man of principle.

    I am with you in that issue re signing, but he may have an explanation for that, too. I’m sure that won’t excape our senators’ scrutiny.

    Doubt of the benefit? Pilyo ka. But I’m keeping an open mind on Neri, if Jarius is willing to sacrifice credibility and dependability when he says Neri will say everything we want to know if he’s under oath, and I think I know that Neri and Joey were his sources when he came out with his series, we will have to take their word for it.

    What they actually do will determine what course this scandal will lead to.

    The possibilities, either way, are frightening.

  46. I have deleted personal, uncalled for comments on Romy Neri. The guy has done nothing to deserve those insults. What his personal circumstances are, are irrelevant to his role in the ZTE expose.

    I think we should check ourselves and be careful that we don’t hurt innocent people.

    As I said, let’s wait for his testimony. We judge him after that.

    To be quite honest, I don’t believe that the personal circumstances, the wealth or poverty of a person, his/her sexual preference or even his/her looks (whether ugly or pretty or handsome) are any gauge of a person’s moral and/or physical courage…

    A person’s social status, sexual preference or looks do not at all reveal or determine his/her capability or incapability for courage or cowardice. It’s how that person confronts adversaries, on how he behaves accordingly, and how he sorts out lies from truth that makes him less or more of a man or woman. They are neither better or worse than you or me – they are human beings like any of us.

    I’ve met soldiers, British Royal Marines, even officers who have sexual preference for one like them but have never been short of courage nor bravoura. Thus to me, it is wrong to believe that homosexuality is a gauge of lack of courage, moral or physical.

    I don’t and won’t judge Neri on whether he is ugly or pretty or whether he is a homosexual or not, I won’t even judge him on the basis of physical courage because physical courage to me is not the ultimate gauge of his being a man – but I will definitely judge him on his ability or inability to project and assume his moral courage.

I am not Catholic, but I would prefer the priests and nuns to stop meddling in politics if they cannot really help make better Christians of these politicians, who must think that as long as they give indulgences in even millions of pesos to the priests, nuns, parishes, etc., they can still go to heaven even when they engage in bigtime government heists.

    Maybe, the priests and nuns can start doing their own confessions themselves, kind of clearing up the many dead skeletons in their closets.

    Meanwhile, I hope they will stop taking pictures of these crooks like the Pidals praying in their synagogues and publishing them in newspapers. It is actually bad taste and smacks of hypocrisy.

    In all the decisions I have made in my public life, I have always tried to do what was best for the Nation. Throughout the long and difficult period of Presidency, I have felt it was my duty to persevere, to make every possible effort to complete the term of office to which you elected me.

    In the past few days, however, it has become evident to me that I no longer have a strong enough political base in the Congress to justify continuing that effort. As long as there was such a base, I felt strongly that it was necessary to see the constitutional process through to its conclusion, that to do otherwise would be unfaithful to the spirit of that deliberately difficult process and a dangerously destabilizing precedent for the future.

    But with the disappearance of that base, I now believe that the constitutional purpose has been served, and there is no longer a need for the process to be prolonged.

    I would have preferred to carry through to the finish whatever the personal agony it would have involved, and my family unanimously urged me to do so. But the interests of the Nation must always come before any personal considerations.

    From the discussions I have had with Congressional and other leaders, I have concluded that because of the Scandals I might not have the support of the Congress that I would consider necessary to back the very difficult decisions and carry out the duties of this office in the way the interests of the Nation would require.

    I have never been a quitter. To leave office before my term is completed is abhorrent to every instinct in my body. But as President, I must put the interest of the country first. The country needs a full-time President and a full-time Congress, particularly at this time with problems we face at home and abroad.

    To continue to fight through the months ahead for my personal vindication would almost totally absorb the time and attention of both the President and the Congress in a period when our entire focus should be on the great issues of peace abroad and prosperity without inflation at home.

    Therefore, I shall resign the Presidency effective at noon tomorrow. The Vice President will be sworn in as President at that hour in this office.

There are two scenarios why I’m pessimistic his attendance would not give us the truth. First, maybe he would fake illness just like his predecessors. Either he would be rushed to the hospital before the hearing or he would be taken to the hospital at the middle of the hearing. Second scenario is while being thrown with difficult questions, Neri would say he cannot speak due to sore throat or he would just keep coughing until the Committee Chairman called for a recess or adjournment of the hearing.     A privilege that Gloria’s thieves now is invoking. Executive privilege is nowhere mentioned in the constitution. executive privilege is a principle implied in the constitutionally mandated separation of powers.

    There is one crucial word left out of this explanation that word is “criminals”. If Neri thinks that he is smart in invoking this privilege, the senate must fight him tooth for tooth. Neri is not absolute in getting off the hook. The senate can vote to declare him in contempt and refer the case to court for prosecution.

    If he is indicted for refusal to testify or produce papers he would face a trial. In court, he could raise the defense of executive privilege or claim that what senate wanted wasn’t pertinent to the issue. But, wait who cares? It’s only a misdemeanor with few time serve in jail and less amount of fine. Also, there’s a pop-gun effect to the statute, because it’s a misdemeanor.
