Lawyer Francis Ver who was tagged by an opposition solon as the “Malacañang operator” who offered him P2 million to endorse the latest impeachment complaint filed against President Arroyo has denied on Tuesday the allegation hurled against him through a privilege speech in the House of Representatives.
Ver, who just a few hours ago was the deputy secretary-general of Kabalikat ng Malayang Pilipino (KAMPI), said he “might” have mentioned an amount of money while talking with Anakpawis Rep. Crispin Beltran hours before an impeachment complaint was filed against President Arroyo.
“I did not mention any amount I’m sure, but there is an element of doubt. Pero ang dami ko kasing nakausap dun (But I talked to a lot of people),” Ver said in an interview over ANC after Beltran accused him of making a P2-million offer to solicit support for the impeachment complaint.
Ver, however, said he might have mentioned an amount but denied he tried to bribe Beltran. “I might have mentioned, but not in the context of bribery. I’m definite about that.”
The KAMPI official said he was present at the House of Representative’s complex almost daily since the controversy of the scrapped $329-million national broadband network deal broke out.
He added that since the controversy, added with talks of ouster moves against Speaker Jose de Venecia and a reform bloc in the lower chamber of Congress, KAMPI members have been “putting their ears near the ground” to get information.
“I talked to [Beltran], I admit that, last Friday in the House. I’m just monitoring as an officer of KAMPI,” he said, confirming that the brief talk happened at the plenary hall.
He also admitted inquiring with other congressmen, including Cagayan de Oro Rep. Rufus Rodriguez, about the impeachment complaint.
“We (him and Rodriguez) had a very, very brief talk. He backed off [when I asked him about the so-called impeachment] because he was too occupied, the session was about to end or start,” Ver added.
The lawyer said he was still looking for a copy of Beltran’s privilege speech Tuesday so that he can reply to the allegations intelligently. He, however, said he was not thinking of filing any cases against the lawmaker as he is aware that the congressman is immune from any defamation charges.
In a privilege speech, Beltran said Ver approached him at the south corner of the House’s gallery around noon last Friday and offered him P1 million.
Thinking it was a joke, Beltran said told Ver that he was busy with the House’s deliberation on the proposed budget of the Department of Agrarian Reform.
“A few hours later, that was after lunch break maybe around 2 p.m. he approached me again in the session hall… and increased the offer to P2 million. An amount twice as much as the first offer. He is indeed resolute in seeking my support,” Beltran said.
The lawmaker said he did not directly turn down the offer and deceived Ver that he would consult the matter with his fellow progressive lawmakers and other members of the House minority bloc.
Three hours after Ver’s offer, lawyer Roberto Pulido filed the impeachment complaint before the Office of the House Secretary-General. The complaint was endorsed by Laguna 4th district Rep. Edgar San Luis.
Beltran said Ver’s offer proves that Pulido’s complaint is a fake.
Puno relieves Ver
A few hours after Beltran made the bribery allegation, KAMPI chairman and Interior Secretary Ronaldo Puno announced that Ver has been stripped of his position in the political party and announced that the party will conduct an investigation into Beltran’s allegations.
Sorsogon Rep. Jose Solis, KAMPI spokesman, said Ver may have been acting on his own, if the allegations are true.
In the interview, Ver repeatedly said he was only acting on his own and added that it was his duty as a KAMPI officer to get information about any impending political moves in the lower chamber.
A DZMM report said that according to Puno, he had already talked with Ver on Monday, but the embattled party official gave him no response.
Puno added that KAMPI party was “shocked” with Ver’s actions. He said that Ver’s handlers could be the same people behind Pulido’s impeachment complaint.
The Congressmen who exposed the bribe attempt should have set up an entrapment operation against Ver. Allow Ver to bring the money and arrest him in the act of giving it. The accusation against Ver and Kampi would then have been much stronger. It is very hard to prove a case for bribery without an entrapment operation. The Supreme Court requires an entrapment operation to prove a bribery case against, for example, judges in order to determine that the accusation is genuine and not a mere fairy tale. Sayang.

Pulido: Ver a total stranger
Private lawyer Roel Pulido on Wednesday dismissed as “ridiculous” the malicious suggestion that he is acquainted with Francis Ver, the controversial deputy secretary-general of the pro-administration political party Kampi.
“I do not know that Mr. Ver. As far as I can recall, I never had a classmate in law school surnamed Ver. This is the first time I heard about him. Thus, attempts to associate me with him are really a big stretch,” Pulido said.
“I filed the impeachment complaint against the President on my own accord,” Pulido stressed.
“If it is true that Mr. Ver had offered certain sums for this and that congressman to support an impeachment initiative against the President, then I have only two theories — either Mr. Ver was referring to another complaint being readied by someone else. Or some people simply wanted to use my complaint to make money for themselves, at my expense,” Pulido said.
Pulido pointed out that even before he filed his impeachment complaint, opposition congressmen supportive of Speaker Jose De Venecia Jr. had publicly threatened to impeach the President if Malacañang succeeded in ousting the House leader.
“In fact, the threat to impeach the President was all over the papers then. Sadly, no one was brave enough to make good his threat,” Pulido said.
Pulido, meanwhile, welcomed Sen. Miriam Santiago’s call for the Ombudsman to investigate the Speaker and his son, Jose III, for alleged violations of the Anti-Graft and Corrupt Practices Act in connection with the broadband project scandal.
Pulido earlier filed multiple graft charges against the Speaker and his son. The charges stem from the unlawful submission by Amsterdam Holdings Inc. of a bid to install a broadband network for the government and the anomalous award of a congressional franchise to Multi-Media Telephony Inc.
Santiago asked Ombudsman Merceditas Gutierrez to look into the Speaker’s and his son’s criminal liabilities during the Senate hearing on the budget of the anti-graft investigator’s office.
Pulido also endorsed Akbayan Rep. Risa Hontiveros’ filing of yet another set of graft charges against Benjamin Abalos, the resigned chairman of the Commission on Elections.
He said he had meant to file similar charges against Abalos, but did not pursue the matter after another lawyer, Ernesto Francisco Jr, beat him to the draw.
“Actually, Congresswoman Hontiveros’ complaint against Mr. Abalos is the third or fourth that dealt with Mr. Abalos,” Pulido said.
“I specifically dealt with the Speaker and his son because curiously, no one else was suing them. Yet, clearly they were also parties to all the wrongdoing in connection with the broadband scandal,” Pulido said.
“No one should be spared. There should be no selective prosecution. This is precisely why I filed an impeachment complaint against the President, also in connection with broadband scandal,” Pulido said.
He maintained that his impeachment complaint “is sufficient in substance and form.”
