Pumasok na sa pang-araw-araw na pananalita ng Pinoy ang salitang “toxic” na ang ibig sabihin ay nakakasama sa kalusugan ng isang tao.
Kapag inis ka sa isang tao o sa particular na isyu, ang sasabihin mo ay, “Huwag na natin pag-usapan yan. Toxic.” Ganyan ang usapang JPEPA (Japan-Philippines Economic Partnership Agreement) na tinatalakay ng Senado para ratipikahan, kung akala nila makakabuti sa bayan o ibasura kung akala naman nila ay toxic.
Maraming isyu ang nasa JPEPA. May mga ibibigay tayo sa Japan kapalit ng kanilang ibibigay na pabor sa atin. Ang ilan sa mga pabor na dinadawit ng Japan sa atin ay makapasok raw ang marami nating produkto sa Japan na tax free. Kapag tax free kasi, mura kaya makakapag-compete sa ibang produkto doon.
Sinasabi rin ng Japan na ibuksan nila ang kanilang labor market sa ating mga nurses at caregivers.Medyo kumplikado ito kasi hindi naman basta-basta makapagtrabaho ang isang Filipino nurse sa Japan. Mataas ang kanilang standard. Kailangan may tatlong taong experience. At siyempre kailangan makapasa sila sa nursing licensure exam doon.
Iba ang kanilang salita sa Japan. Mahirap ang Niponggo. Kahit mag-aral ka, iba ang makakasalita at makabasa ng Niponggo. Sabi ni Sen. Mar Roxas, kapag pumasok pala doon ang mga nurses, “on the job training” lang ang status nila hanggang hindi pa nakakapasa sa Nursing licensure exam na nasa salitang Niponggo. Kapag hindi nakapasa sa loob ng tatlong taon, kailangan bumalik na dito sa Pilipinas.
Dito mo makita ang pagkadespalinghado na pag-iisip ng mga nasa pamahalaan. Ang naiisip talaga nila ay mag-export ng Filipino.
Ngunit ang pinakakadespalinghado ay ang pagpayag natin na magiging tambakan ng toxic waste ng Japan. Nakalagay sa JPEPA na mawawala na ang taripa ng pagpasok ng nakakalasong basura ng Japan dito.
Dahil industrializecd country ang Japan, katakot-takot ang kanilang toxic waste o nakakalasong basura. Hindi nila alam kung saan itatambak. Ang ating mga gagong mga opisyal ay pumayag na pwede dito, babaan pa ang taripa!
Sabi ni Dante Ang, director ng Commission on Overseas Filipinos, at nagla-lobby para sa ratipikasyon ng JPEPA, sa ngayon raw may pumapasok na mga toxic waste sa bansa hindi lang alam ng publiko. Sabi ko naman, kung ginagawa ng pamahalaan yan ngayon, ang dapat gawin ay ipahinto. Hindi yung gagawin mong opisyal ang isang bagay na masama porke may nakakalusot ngayon.
Sa ilalim ng JPEPA, mawawala ang ating magagaling na mga nurses na tumutulong mag-alaga ng ating kalusugan. Tatambakan pa tayo ng nakalasong basura. Talagang toxic!

Tama at mali na kailangan marunong magsalita ang mga nurse ng Niponggo sa Japan. Tama dahil iyan ang policy ng Japan at nagpapatunay na pinahahalagahan nila ang sariling wika. Wrong because since English is the widely and accepted language in the world, it’s suffice that one knows how to communicate English in foreign land like Japan. The Japanese should be the ones to learn English if they want to hire foreign workers. In fact, many Japanese students are learning English abroad. Maraming Chinese, Koreano at ibang lahi ang ngayon ay kumukuha ng ESL sa US, Canada at kahit na sa Pilipinas. About JPEPA being TOXIC, of course we must be cautious about the health and environment. Look at what the Americans did when they closed the bases and left…they left the toxic waste. Until now, no apology or compensation have been done to the many affected Filipinos.

Isang kompanya dito in-approach ako noon pang isang taon—summer bago pa lang ang usapan JPEPA. Pangako sa akin dalawang bahay kung tutulong ako ng pagpapadala ng toxic wastes na pagmumultahin sila kung hindi maalis sa Japan. Tinanggihan ko at isinumbong ko kay Senator Pimentel. Since then, I have been campaigning against this JPEPA dahil project ito ni Koizumi at unano na suklam na suklam ako.

May kausap na nga doon sa Davao sa totoo na isa pang kurakot na politiko. Kahit mamamatay ang mga pilipino basta magkakuwarta lang sila. Someday, kapag hindi iyan inabangan ng mga pilipino, don’t be surprised kung mas dumami ang mga ipinapanganak na may diperensiyang mga pilipino because of these toxic wastes.
Maraming mga hapon din ang nagpro-protesta ng JPEPA sa totoo lang. Pero mas dapat na magprotesta ang mga pilipino dahil sila ang tatambakan ng basura.

I don’t know where to place myself between Vic and ystakei. Pareho kasing may katuwiran. They have one thing in common, though. Ystakei loves Japan and Vic loves Canada. But my point is Japan knew exactly that the administration in the Philippines is not straightforward and in short Corrupt, then why push an agreement that is not beneficial to the Filipinos as a whole, but only to the minority segment that will profit on these scenario? Japan has an image to protect. And also has all the resources to find solution to her own toxic waste, whereas the Philippines Administration is just like a dance partner (some DI here are for hire too, in the public ballrooms) who can tango like Valentino, but needs the under the table “Bribe” before taking the slow, slow, quick, quick steps.

It is actually not a done deal as far as majority of our parliamentarians are concerned. At least, they are giving the ordinary citizens the option to present both sides of the issue. But I understand that there has already been some passing of the bucks.
As far as the Japanese companies that have pushed for this pact with very willing recipients in the Philippines are concerned, dumping toxic wastes in the Philippines will no longer be their concern once they are accepted there, and there will be no people complaining about it. In fact, this would not have become an issue in fact, if there had not been concerned citizens who opposed this deal at the onset.
Please be informed that the first warning signs in fact came from concerned citizens of Japan. Mapilit lang talaga iyong mga ganid sa Pilipinas!!!

This deal is more like some Japanese DOM going to a Philippine bar and making a deal with a Filipina to go with him to the hotel and he will pay her more than what she can earn catering to Filipinos or other foreigners.

Not true. A side agreement will not overturn the clear provisions of a treaty that is ratified by the Senate.
At the Senate hearing, the officials defending the agreement also said that we will be the ones exporting toxic waste to Japan, along with counteless other goods. Not true. The Philippines agreed to reduce and remove tariff on all goods except rice and salt (6 tariff lines). Japan, on the other hand, excluded over 200 tariff lines, including wastes.
As usual niloloko na naman tayo nina GMA. And for what? Remember that this is a comprehensive trade agreement that covers the importation and exports of goods. Eh sinu-sino ba ang nagko-control ng ports and customs natin? Hellooo Razon? Hellooo Vicky Toh?

Regarding the toxic leftovers in Subic and Clark, many of these were from power transformers cooled by PCB oil – the toxic ingredient. We don’t have the equipment nor the technology to handle, much less dispose, of these poisons safely.
After Pinatubo’s havoc, many electrical suppliers trooped to the bases to salvage equipment. Tabo ang ginagamit pangkuha ng PCB, tumatapon sa lupa. It does not disintegrate and in a few years, it will reach the frsh water table. Yung mga gagong guerilla-type factories ng transformer doon sa may Valenzuela at sa Novaliches, nilinis at na-filter lang yung oil, ginamit pa at siguradong naibenta na iyon. Biktima siguro ngayon yung mga maliliit na eletric coops sa mga probinsiya na nagtitipid sa gastos kaya local ang binibili.

I’m convinced there’s plenty in the Subic and Clark area – more perhaps in the waters by Subic.
Princess Caroline went to the Philippines some 2 or 3 years ago in her capacity as president of an NGO for children victims of whatever catastrophe but was treated like shit by Gloria. Because Princess Caroline is a lady (unlike gloria who will never have class), she didn’t mind the snub, her foundation is not to rub elbows with corrupt leaders but to call the attention of the powers that be, particularly the US, that toxic wastes leave dastardly long lasting effects on people.
She wrote to Bush about the toxic wastes the US left in Pinas but didn’t receive a reply till 8 months later. Effectively, Bush said that the US has not signed a treaty with Pinas about toxic matters that they left behind.
Meanwhile, people, children are dying in Subic. Children born with defects and many probably won’t live long enough because of the effects of toxic on their immunity system.
They are the forgotten victims of the US toxic wastes! But that is almost understandable because why should the US care (they refuse to pay compensation to the victims) if Gloria herself and our people don’t give a damn? Why should Bush give a shit if our leaders don’t frigging give a damn about the victims of US toxic waste?

Mahirap alisin ang asbestos – becomes a very very costly thing to do and when taking it away, it becomes hazardous to the environment all the more and to the people dismantling the asbestos-based structure.
Better thing to do is when a house or a building is asbestos based, to condemn the building as inhabitable and for people to stay away from the edifice.
I did not see any asbestos in the attachment to the JPEPA containing the obligations to reduce tariffs on certain substances. But the ones included are pretty bad, such as hospital wastes, incinerator ash, non-recyclable rags. E dito nga, bawal na ang incinerators, mag-iimport pa tayo ng ash ng Japan? Hospital wastes are not qualified, so that means included and hazardous hospital wastes, meaning yung mga nakakahawa. Given our informal waste disposal system, we are effectively importing dieseases. At dahil pati un-recyclables kasama, we will be turning the Philippines into one giant landfill. Tapos GMA has just created a committee to help push the JPEPA with the Senate. What a greedy pig.
I used to import cottage industry products from the Philippines, and they were tax-free. Even now, with or without the JPEPA treaty, there are products that can be exported from the Philippines tax-free especially if they can be proven to have been produced by hand, and not mass produced by machines in big factories that naturally need to be taxed. So, where is the benefit there?

This is actually not the first time that wastes from Japan are dumped in the Philippines. No thanks to some greedy Filipinos who agree to these transactions!
I don’t know if you have heard of the scandal on similar wastes from some hospital in Japan that a Filipino resident of Japan agreed to dump in the Philippines with some crooks in the Philippines at pretty good cost, not cause. Napahiya ang Japan then, and the garbage had to be taken back to Japan.
But with assurance from the unano, who desperately want this treaty so she can continue to pimp Filipinos to Japan, that no one can stop this dumping of Japanese dirts in the Philippines, why would the Japanese not sign this JPEPA especially with the unano herself pushing it?
I bet you, there must be graft and corruption in this treaty, and you bet, it should be exposed. I am actually suspicious of the done deal with a Japanese parliamentarian who frequently visits the Philippines and is, I am told, lovey-dovey to the Pidals.
BTW, most of time, you build cases to be tried in court on suspicion. Investigations are then conducted on suspicions as a matter of fact that is why those arrested prior to indictment and are investigated to establish a case are called “suspects” who are called “accused” only when there are grounds for them to be indicted and tried in court to determine corrigibility and chance to repent.”
Desperate lang talaga itong mga Japanese entrepreneurs who are facing lawsuits and jail terms for taking no measures when they produce those toxic wastes. In fact, the people I was talking to last year are now in jail for failure to throw their toxic wastes on deadline.
The magnitue of threat or damage JPEPA would do to the Philippines, especially to its ecosystem, can only be inferred from the vague provisions of the supposed document now being calendared for the Senate disposition. Some Filipino groups in the US have already registed their vehement objection to JPEPA, saying the potential damage far outweighs the promised benefits.
The Philippines should learn from the sintering plant of Kawazaki in Mindanao. Our leaders should not allow the country to become a huge garbage dump in the Pacific.
I suggest that those who are against this treaty to write to our newspapers here to make the Japanese be aware that majority of Filipinos do not welcome this treaty and the garbage from Japan.

After Pinatubo, and when Clark was left open by the local officials, it was free-for-all. People try to salvage everything from kitchen sink, doors, steel windows, steel trusses, (even used toilet bowls!)leaving behind the asbestos wall insulation and roofing of some large facilities. I’m sure many of these guys ended up with TB and/or punctured lungs.

Way back, I lived in Takasago, Tokyo. No english, no nothing to tell one like me how to go about life there. I just pointed at the soba and things I needed and they got the money from my offering palm. I went to some hospitals and dentists in the neighborhood on sick calls and sign language was our medium. Our multi alien church sent me taking care and bathing old lonely bedridden folks in addresses supplied us. All in all we understood each other only with our grateful exchanges of smiles. I think our nurses really must understand the very advanced old Japanese who had failing interest to learn English. I never learned Japanese for I worked with a Nishi-Shimbashi office force that can pass English 0202. They honed up on my meager english.
Just to clean up their junks of freon is very expensive. Its cheaper when shipped out by our surplus buyers. Its godsent for us to clean up their ukay-ukay, not all the sources are as healthy as we thought.
The big problem of the JPEPA has a simple solution. Lets not accept it. Period. But we know the Filipino culture. Money talks like a carrot on a stick. If we really want to avoid the No.1 provenly dangerous lung killer, etc, we should have long outlawed the tobacco subsidy in the first place.

I attended senate jpepa hearing, all oppositors (including us) of jpepa have really solid basis by citing provisions and experience of other countries in wastes (toxic or not) exports of japan. On the other hand, gov’t top officials/presentors counters orally that these imports will not happen and Japan will not violate our Phil laws (Isip ko lang hindi naman ang Hapon ang mag violate kundi kapwa Pinoy). Govt officials has not presented a sing document to rebut the assertions of oppositors, their rebuttals are pure rhetorics and theatrics (ang sarap sapakin).
JPEPA deals not only with toxic but in all aspects of business activities in land, air and water… same (or even more) than the Filipinos have under the Constitution and existing laws…It is all because of the failure of the Phil negotiators who cannot distinguish between what is good for the country and the thousands/millions of impoverished kababayans from the $$$$$.

Gusto lang niyang ibalik ang mga Japayuki disguised as caregivers tapos iyong mga nurses na will not qualify because it is impossible for them to pass the nursing licensing exam here with elementary Japanese, and so therefore they remain as nurses on job training and once the visa that is only good for one year extendible for 3 years will be forced to go AWOL and getting hitched with the law, and worse getting into loveless marriages and adding to the many social problems, etc. they are giving people here enough for Filipino women to be spat at with phlegm. Worse is when those already married would try to get annulment just so they can marry even those who are near death! I would like to expect more sense of morality in these people who should not be encouraged to be so immoral to desecrate marriages that are supposed to be made in heaven.

I had a ramadan feast yesterday. I thought the malacanang occupants will have a photoshot in the mosque kaso bawal ang pig and his family (boar, sow and piglets). They considered filthy in islam.
Zen, I maintaining a low profile in my support to anti-jpepa unlike in my college days.
Just an overview of jpepa, our negotiators (DTI tom aquino, WTO rep teehankee,et al) made a concession in favor of japan to allow trade of toxic wastes, investment in all areas including those reserved for filipinos (ownership of mineral, forest, public and agricultural lands and allied industries such as sugar mills, rice mills, any type of factory), entry into philippine exclusive economic zones (unlimited fishery rights for Japan’s commercial fishing sector while Japan did not allow any form of fishery rights in Japan EEZs). Jpepa has no expiration unlike the US base or RP-Langley – its bind RP forever. Actually, our negotiators gave everything more than Japan asked – its like your guest in which instead of being allowing to sleep in your house guest room, the owner allowed him to sleep in the masters bedroom beside your wife.
In addition, some relevant provisions are the National treatment (similar right as filipinos), prohibition on performance requirement (no requirement on hiring of filipinos, domestic content of products or imposition of additional documentary requirements more than those imposed on filipinos), free and unhindered trasfer of investment (in/out of Phils), no future legislation affecting their investments, govt guarantee/insurance on their investments in case of civil strife and imposition of addtl local taxes. These are on top of BOI incentives such as tax holidays, etc. And lastly, the most favored nation clause which means what we have given and granted to japan under jpepa can also be invoked by other countries such as china, us, korea, eu, india, etc. If we combine all these provisions, Phil (national and local govt) will not benefit even a single centavo. Any employment that will be generated will be minimal.
On the other hand, the impact to filipinos and its economy will be devastating and far reaching. The small farmers and fishermen/commercial fishers will be directly hit (1.5 M fishers plus their families X 5 = 7.5M filipinos)- simple lang analysis ko – if fishermen catch will be substantially reduced as Japan commercial fishing fleets will catch more in Phil EEZ due to their advanced technology, then their families will suffer and eventually it would reach even ordinary filipino citizens (fish shortage/increased prices of sea caught fish). As to other areas, most likely the same will happen. (I can readily cite the JPEPA provisions and page numbers of the agreement that i am referring to)
Far reaching, in a sense that if you will be able to control the phil economy (power, banking, agricultural, mineral, manufacturing) and coupled with use of threats such as pull-out of investments in the future, you can likewise have political influence (anyone has a price) – eventually becoming a vassal state of Japan or China, in addition to US. Somebody wrote that this is the 2nd invasion of Japan using its economic power as its invasion force – with filipinos becoming 2nd class citizens in their own country.

We should be assured that our 1987 Constitution Article XII has laid down a nationalist economic policy (preference to Filipino owned industries and reservation on exclusive use by Filipino citizens of its natural resources) although it is being totally disregarded by the present administration.
