Malacañang: “Sweeping generalization a disservice to government employees”
Forty percent of 3,000 government officials, including Cabinet officials, are unqualified to hold their positions, the Civil Service Commission (CSC) bared Tuesday.
CSC chairwoman Karina David said these officials, consisting of managers, directors, assistant secretaries and undersecretaries, do not have the appropriate educational background and skills to perform their duties well.
“They don’t have the correct educational skills and appropriate background plus experience to perform their respective duties well,” David said.
The CSC study said many government departments and agencies have not complied with the limit on the number of assistant secretaries and undersecretaries, which should only be between four and six.
Among these government offices are the Department of Agrarian Reform, which has eight assistant secretaries and undersecretaries, and Department of National Defense with seven.
David added that the CSC is alarmed that more than 90 former military and police officials are now occupying key government positions. She said these officials are “not necessarily qualified.”
Most of these former military and police personnel are now with the Department of Transportation and Communications, Bureau of Immigration and the Mindanao State University (MSU).
“When politics gets in the way, the bureaucracy becomes unprofessional,” David said.
The transporation department is led by Secretary Leandro Mendoza, a graduate of the Philippine Military Academy and a former chief of the Philippine National Police.
Ricardo de Leon, a retired police official, is president of MSU while the immigration bureau is headed by Marcelino Libanan, a former congressman.
Malacañang officials on Wednesday slammed Karina David, outgoing Civil Service Commission (CSC) chairwoman, for remarks made before the Makati Business Club (MBC) against allegedly unqualified Cabinet officials serving under President Arroyo.
Press Secretary Ignacio Bunye branded David’s statements as sweeping generalization and a disservice to more than one million civil servants in the country.
“Her sweeping generalizations in a luncheon speech do a disservice to the over one million civil servants, both career and appointed, who work diligently each and every day to serve the people of the Philippines. Be that as it may, all presidential appointees must perform. If they don’t, they have to go, whatever their credentials may be,” Bunye said in a text message to ABS-CBN News.

The recent downgrading of the country to Category 2 by the U.S. Federal Aviation Administration (FAA) is a glaring example of what we can expect with the deterioration of our government bureaucracy. Apparently, the Air Transport Office (ATO) failed to comply with six out of seven air safety categories in the July 2007 audit of the FAA. Were there no competent professionals in the ATO to address this problem or to at least call the attention of the head of the agency to signal a pending disaster?
The ATO is a line agency of the Department of Transportation and Communications (DOTC), so DOTC Secretary Leandro Mendoza himself is accountable for the downgrading. Under Mendoza’s watch, the ATO’s failures were already known long before the FAA acted. Therefore, the appointment of Mendoza himself as acting ATO head is illogical, to say the least.
It appears that our national interest is being habitually sacrificed with the appointment of retired generals to positions they are not qualified to lead. While the exercise of Presidential prerogative to appoint persons to high positions in government is not uncommon, it has been abused in this Administration. According to Civil Service Commission Chairperson Karina Constantino-David, there are now 90 former military and police officers in high-level management positions in government. While some of them may be qualified to occupy their posts, having passed the civil service examinations, many of those that failed the examinations are appointed anyway, using the power of Presidential prerogative.
Political appointments, especially those to high positions and those of persons not qualified for their posts, have the pernicious effect of disempowering the rest of the bureaucracy. As explained by Chairperson David, other bureaucrats in the agency who may be qualified are now afraid to make independent and professional decisions because they can be overruled by the political appointees who hold power only because of political connections.
We are saddened that the country has to suffer the ill effects of the downgrading to Category 2 and we trace this to the failure of leadership at the ATO and its mother agency, the DOTC. More fundamentally, we deplore the continuing abuse of Presidential prerogative that has led to the appointment of unqualified but politically well-connected persons to the government bureaucracy.

Naniniguro lang itong si Karina na kung may gagawin itong so DOROBO sa kanya, wala na siya sa pwesto or at least paalis na siya. Sana mas marami pang katulad niya sa gobierno para malaman natin ang totoong nangyayari. Karamihan ng mga nakapaligid kay DOROBO ay mga patabaing baboy. Kaya yun, ang Mrs ni Angelo Reyes ay kagagaling lang sa Mediterranean cruise noong Sept at Oct noong nakaraang taon kasama ng mga alipores nila. Anong say mo!
Siyempre saludo ako kay David sa kanyang sinabi. My point is it would have been much better if such statement was issued earlier not a month before she retires. Kung susundin ko ang rason na huwag pagalitin si GMA para hindi mapatalsik sa position eh lahat na lang na may alam sa kalokohan sa gobyerno magsasalita na lang kapag umalis na o paalis na sa puwesto. Iyan ang isang problema sa atin…tahimik habang nakikinabang pa at dadada na lang kapag paalis na. Nasaan ang tapang niyan? That’s my personal opinion and I don’t expect others to agree with me.
Its true all of the above are less qualified, some unlettered. What do we expect with such low pays anyway. Matiaga lang sila pinagaabot to make both ends meet. They are the honored minions of the people, the envy of detractors.
No wonder pati iyong mga diplomats gusto na rin daw maging OFW, at marami na raw ang nag-quit dahil ayaw nilang mahilira sa mga unqualified.

Thanks Chi. Again, I’m not saying what David did was wrong. Kahanga-hanga nga ang ginawa niya. Pero hindi maalis na isipin ng tao bakit ngayon lang kung kailan papalitan na siya. To the malicious minded people, they might even think David was not able to get what she wanted; that is, to be transferred or appointed to another government position kaya nagtatampo kay GMA. Ang tunay na matapang ay iyon habang nasa tuktok pa ng tagumpay sa position hindi iyon tatahimik dahil baka ma-inflict harm daw ni GMA. Anong klaseng tapang iyan kung tapos na? It’s like playing in sports when one complains when the game is about to end, and the reason is not to antagonize the referee.

Karina David has consistently spoken out whenever GMA made a bad decision, although not as publicly as this. She spoke up when GMA sacked the former Pag-IBIG president, Manny Crisostomo, a career official, merely on the recommendation of Mike Defensor, who didn’t like the way Crisostomo was protecting members’ funds. David has always defended career officials and civil service eligibles. There’s no way we can have an efficient bureaucracy if we let unqualified individuals ride roughshod over qualified ones.
Si Karina Constantino David ay asawa ni Prof. Randy David, a known critic of Gloria Arroyo. Very impressive ang kanyang credentials at hindi matatawaran ang kanyang kakayahan.
Prior to this, it is known fact in the CSC that Karina David, being a government official, observed the proper decorum in not making public public statement on the said irregular appointments. But instead, it is being done thru official communications addressed to the Office of the President as it was the right thing to do. It’s only now that she’s bowing out of the office she apparently made a decision to openly criticize Gloria.

ZAMBOANGA CITY, Philippines — Police authorities here said on Thursday they have been trying to track down an unidentified American soldier, who figured in a traffic incident with a local on Wednesday.
Senior Police Officer 1 Rud de Leña, police investigator, said on Thursday that Dante Clemente, a resident of Sta. Maria village, was passing by the gates of the Edwin Andrews Airbase here when a US military vehicle, with plate number XRU 931, hit his motorbike on Wednesday morning.
US soldiers have been in the city since the conduct of the first Balikatan a few years ago. They are based at the Airbase.
De Leña said Clemente was injured while his motorbike was damaged.
Instead of helping the victim, the unidentified US soldier left a card with the words “JSOTFP” written on it and casually left, he said.
De Leña said the unidentified US soldier also did not pay for Clemente’s medical expenses.

Anna, kotong happens in all levels in all ofices. In payment of taxes for instance, taxes are reduced kung may “padulas” to the one preparing the bill. In inspections for boilers, electrical, mechanical and sanitation for hotel operations, the kotong may be in the form of “free” room nights for the inspectors to be used with their “kabits” for short time. Even as simple as filing a legal paper in the city hall. If you give “padulas” the clerk will process the paper expeditiously and if not, the needed paper may take months to be processed.
One time I was travelling with PAL and it was Christmas. I had an overweight carry on luggage. The ground attendant who was weighing my bag said pwede naman ho nating palusutin yan huwag lang tayong magpahalata and he indirectly wanted me to give him something. I told him that I was going to report him to the management if he continued to do his “thing” and I told him that the reason why Filipinos never get off the ground economically is their tendency to “kotong”. This incident happened at the Los Angeles airport. I told this attendant not to bring his “bad habit” to another country dahil nakakahiya talaga! To this day, I still kept the name of that ground personnel of PAL. Just recently at the Manila airport, an employee saw that I had a few thousand pesos left in my wallet(he searched through my bag thoroughly). He asked me what I was going to do with the pesos left when I can no longer use it again so he insinuated that I would just give the peso money to him, in a joking manner( they have their own way of extorting money from you and I can write volumes of books on how to kotong even with just my experiences). I told him that I was going back to PI in a few weeks again and I will use the pesos again.
Every move you make, there are “kotongs” made. Afterall, the president herself is not a role model. What can you expect? Follow the leader, di ba? Ano ang tawag natin sa ZTE deal, di ba kotong din yun? Very high stake kotong nga lang!

To say those 40 percent are unqualified is too naive. They are qualified thieves. My olds left a mere thousand sq m of titled farm land. In 2000 I asked the DENR and the RD to recall the title they issued to a third party (sold by the descendants of the tenant). I checked my letter in 2005. The letter was lost but they issued another dozen titles on the same property to other persons. As of now, there might be a new dozen titles issued again.

Ang remaining 30% parati niyang kasama tuwing mag merry-go- round ang EK sa ibayong dagat. Sa Davos eh isang batalyon uli ang kasama doon at magliliwaliw pa ata sa Dubai….doon daw magstay sa most expensive hotel! May isa ngang doctor sa RP na nag-top ng medical board at nasa US bilang isang nurse. Topnatcher sa pagka-doctor isa nang nurse ngayon na utusan ng mga doctor sa Tate.
Double meaning ang ibig kong sabihin Ka BB, ofcourse marami ang galing sa famous skuls sa Pinas at ang iba dito eh honor students pa.

The more idealistic generals Like Senga and Mayuga just retired in oblivion. Senga may now feel so bad for not doing anything about the detention of the Tanay Boys. If he acted on a timely manner, what he was able to control(the marching of the Tanay Boys) would not have resulted to the incarceration of these officers but Senga handed the matter to Asspweron who was at that time looking for a boost to his “Cheat of Staff” position thus he became a Judas. Mayuga is probably banging his head on the wall now for not divulging the contents of the whitewashed Mayuga report. What was there to divulge anyway when the key conspirators, perpetrators, operators and witnesses in the 2004 cheating operations were not really interviewed(accdg to reliable sources). The retired generals na halang ang mga sikmura na katulad nila Asspweron, Ebdame, Reyes, Mendoza atbp ang nagpapakasasa sa kasisipsip kay DOROBO ngayon.
