Embattled Benjamin Abalos Sr., resigned chairman of the Commission on Elections (COMELEC), denied Sunday that he brokered for China’s ZTE company to get the national broadband network (NBN) contract.
Abalos said there is no need to broker for ZTE because the Chinese government already designated the Chinese contractor to undertake the NBN project as a condition to the granting of the loan.
During a press conference in Mandaluyong City, Abalos presented a photo copy of the letter of the Chinese embassy Dec.2, 2006, approving the loan and naming ZTE as its “prime contractor.”
“With this alone, the statement of (Rodolfo) Lozada should crumble. Dito nakikita na ito ay fabricated na story na ito in order implicate the First Gentleman [Miguel Arroyo] (With this, we can see that the story is fabricated to implicate the First Gentleman),” Abalos said.
During Friday’s Senate inquiry, Lozada, a key witness in the ZTE-NBN contract, testified that Abalos called him up to follow up the project.
He also said the ex-COMELEC chief phoned the First Gentleman and discussed the project with him.
He said the Chinese embassy’s letter also noted that there was “a continuing negotiation” that time for the loan through the efforts of Michael Defensor, who was then presidential chief of staff.
The $329 million ZTE-NBN deal was eventually scrapped by President Arroyo after allegations of bribery and overpricing.
Abalos said it is the “common international practice” for a country granting a concessional loan to another country to designate its own contractor for projects.
He said businessman Joey de Venecia III, a whistleblower in the NBN project, wanted to be part of the undertaking.
“Si Joey gustong makisawsaw sa kontrata. He wants me to bridge him with ZTE. Kailangan daw ng local partner sa communications (Joey wants to get his hands on the contract. He said there is a need for a local partner in communications),” Abalos said.
Meanwhile, Abalos’ camp said that aside from the libel charges, it will file perjury raps charges against Lozada for his testimony before the Senate Blue Ribbon committee last Friday.
Lawyer Salvador Panelo, Abalos’ legal counsel, they will file the affidavit complaint as soon as they get the transcripts of the testimony of Lozada from the Senate and his statements during a press conference at La Salle Greenhills last Thursday.

I would like to suggest to Ms. Ang-See to ask the ZTE via gthe Chinese Embassy to confirm who really brokerage for this shady deal. I am pretty sure they will oblige dahil ayaw din naman ng mga intsik na masira especially if it will affect the reputation of Chinese nationals and mestisos in the Philippines.

Alan Cayetano is suggesting “immunity” to protect Jun Lozada although the latter is not asking for it. Jun Lozada is prepared to even be jailed. Wow! Talagang iba ang paninindigan ni Lozada. Ang mali ng mga abogadong pilipino ay masyadong involved ang karamihan sa kanila to make them ineffective. Kaibigan pa nila ang mga pinagtatanggol nila kahit na demonyo.
Walang etiquette sa totoo lang dahil kahit saan yata may tinatawag na conflict of interest. Hindi puedeng ma-involved emotionally and personally ang abogado sa kaso kaya hindi puede iyong kamag-anak ang tagapagtanggol. Ang puede lang ay kung ang abogado hihiling na ipagtanggol niya ang sarili niya na maaaring payagan ng hukuman. Pero kahit iyon, madalas, ibinabawal at least dito sa Japan. Why is it that Lozada figured in all those chinese projects? Somebody must talk to the chinese with someone they are comfortable with so Lozada was unwittingly made as the front. The north and south rail deals went through without a hitch. Everyone were happy with the commissions. However, in the NBN deal, Lozada and Joey had one thing in common, both are in the IT circle. Joey advocated for a BOT something outside of the vocabulary of Lozada. But this started the change of heart of Lozada but it also made him a suspect as a potential doublecrosser. Finally, he became a disposable and that turned him morally changed.

Grabe iyong pagka-sinungaling ni Atienza, et al. Kawawa ang mga anak ng mga iyan na masamang ehemplo ang mga magulang nila. Pero walang binatbat ang pagsisinungaling nila.
