Government Should Serve the Truth

Statement of former senior government officials:

We are former senior government officials who have served the government in the administrations of Presidents Marcos, Aquino, Ramos, Estrada and Arroyo. Today we see how the institutions of government are being manipulated, weakened, and corrupted. We are committed to help rebuild and strengthen the government institutions in which we worked to serve the public good rather than personal and partisan interests.

Our people can only trust a government that governs with truth. We grant government so much power over our lives, resources and shared future because it governs with truth. When there are serious doubts about government’s adherence to truth in matters of vital public interest, no real peace or substantive unity is possible until such doubts are resolved. We cannot move on without the truth.

We are now in the midst of great disturbance because we doubt the truth behind the NBN-ZTE deal. President Gloria Macapagal-Arroyo had belatedly cancelled the contract because of reported “anomalies”. Hence, most Filipinos reasonably conclude that corruption tainted this deal. For several months now at the hearings of the Senate investigation, we have all seen disturbing glimpses of the truth about alleged corruption that attended the NBN-ZTE deal. We are outraged by what we have seen thus far.

The President said recently: “Ang taumbayan galit sa katiwalian. Ganoon din ako, galit din ako sa katiwalian.” We affirm the first sentence. We ask that the second sentence be demonstrated in action. Having belatedly cancelled the contract to show her supposed anger with reported corruption in this deal, the President must now follow through with actions to determine the actual “anomalies” and establish responsibility for these. Otherwise, canceling the contract could be interpreted as an effort to cover up corruption rather than to pin it down and root it out.

Government should serve the truth and the President should act immediately and decisively to enable the truth to emerge.

The most credible forum thus far to establish the truth behind the NBN-ZTE controversy is the Senate investigation that has persevered in seeking facts and witnesses. The Senate is a functioning democratic institution that can help the people recognize the truth about this divisive matter. We thus call on the President to cooperate fully with the Senate and stop denigrating it so that its investigation can be completed as soon as possible. In particular, we ask the President to lead in showing government’s commitment to the truth by taking the following actions which can reasonably be done within one week:

• First, order acting Chair Romulo Neri to resume his testimony before the Senate investigation without any restrictions or limitations;

• Second, order the release and delivery to the Senate of all public records pertaining to the NBN-ZTE deal, starting with the minutes of the NEDA Board meetings on the project;

• Third, suspend DOTC Secretary Leandro Mendoza and Assistant Secretary Lorenzo Formoso, as the DOTC was the lead agency for this project;

• Fourth, suspend DENR Secretary Lito Atienza, PNP Director General Avelino Razon, Deputy Executive Secretary Manuel Gaite, Deputy NAIA Chief Angel Atutubo, Senior Supt. Paul Mascarinas and all those involved in the attempt to prevent Senate witness Jun Lozada from testifying; and

• Fifth, order a halt on any further attempts by such agencies as the DOJ, DENR, NBI and BIR to harass Senate witness Jun Lozada and those who are testifying in behalf of the truth.

The Filipino people can make democratic institutions work to fight corruption by even the most powerful people in our midst. We can do this based on the power of reason and the power of the people’s communal action. We deserve a government that governs with truth.

The President must demonstrate her commitment to the truth through these actions within one week as more and more of our people make their judgment. She must do these or be condemned as complicit with, and in fact, as being at the center of, the lies surrounding the NBN-ZTE deal.

The President must do these or the people will make their judgment and act on the basis of their conviction.

    Gloria: I’ll stay till 2010

    President Arroyo yesterday said she would step down only when her term ends in 2010, in accordance with the Constitution and her own wishes.

    “In the Philippines, there is and there shall continue to be due process, rule of law, and utmost respect for the Constitution. This is my pledge as president and commander-in-chief,” she said at the signing of the Civil Aviation Act.

    She said the rule of law should prevail over politics.

    “Pagtupad sa batas ang panata ng bawat pinunong halal at opisyal na hinirang. Ito ang aking gagawin, kahit hindi muna maunawaan ng marami lalo na kahit bigyan pa ng masamang kulay ng mga namumulitika… No one’s rights must be sacrificed just to spare government leaders from the ire of protesters and the fire of politicians,” she said.

    National security adviser Norberto Gonzales said “there is no stopping those who want to topple the government even if they know that they have no chance. Some people are living on illusions. Let’s just let them be.”

    Tourism Secretary Joseph Ace Durano said the political rallies and resignation calls against President Arroyo do not affect tourism because they continue to be “local news” and are not picked up in the international media.

    Chief presidential legal counsel Sergio Apostol said the former Cabinet members who are calling on Arroyo’s Cabinet men to resign should stop because they had their chance and they were never pressured into resigning during their time.

    Apostol said even students are getting tired of rallies, adding that students in Cebu spurned Lozada and told him that they already “know the truth.”

    The senior government officials from the Marcos to the Arroyo administrations gave President Arroyo a week to follow through with her anti-corruption pronouncements.

    Anthony Golez, deputy presidential spokesman, said: “The former Cabinet secretaries very well know that one can’t dictate to any president.”

    The officials demanded, among others, that Arroyo order acting Higher Education chair Romulo Neri to resume his testimony, without any restrictions or limitations, before the Senate which is investigating the national broadband network project that Arroyo cancelled last year amid allegations of payoffs and anomalies.

    Golez said the Palace is awaiting the final decision of the Supreme Court on Neri’s petition regarding his attendance to the Senate probe.

    On the demand to dismiss Transportation Secretary Leandro Mendoza and assistant secretary Lorenzo Formoso, Golez said the issue is already being investigated by the Ombudsman.

    He also said there was no kidnapping as claimed by Rodolfo Noel Lozada, the Senate’s key witness.

    On the demand for Arroyo to order the release and delivery to the Senate of all public records pertaining to the NBN deal, he said government has submitted to the Senate all documents pertaining to the broadband project.

    Deputy presidential spokeswoman Lorelei Fajardo said the “ex-men” should give the High Court time to settle the issue.

    Fajardo said the former officials should be “more circumspect” in calling for the suspension of some government executives.

    “We assume that all acts of the gentlemen in question were done with presumption of regularity. Complaints have been filed and investigations are being conducted… So let’s give them the chance to defend themselves and if there should be any findings, the appropriate action can be considered by the President,” she said.

    someone told me a long time ago that the crazy thing about running after marcos is that the government was playing by the rules to catch a man who clearly did not. ganun din ngayon. the senate is hesitant to assert its power while malacanang asserts more than its legitimate share of power and in the same breath,is demanding that the public follow due process. it is asking the people not to involve the military even as she herself uses that same power to her own end. when she relinquishes her grip on the military and allow them to be non-partisan, only then should the public not involve the military. otherwise, we are put in a position where we play by the rules while the enemy of the state has no rules to live by.

Where the truth does not exist; lies abound. Truth is never allowed to rear its beautiful head, never allowed to take a breather that even in it’s conception, it’s already being aborted. So what lies beneath the lies are the truth buried by evil queen gloria and her gang. Oh yeah, under this evil regime, the truth is dead and buried, but thanks to one Jun Lozada, truth is slowly being resurrected and coming to life.

    The economy is on downward spiral. Those figures presented are buuble economy. The Peso is gaining agaisnt the DOLLAR not because of Evils economic prowess and programs, but that the USD has lost its ground against major currencies in the world, due to Subprime and Oil Price Hike, The War Chest among others. Never that the Peso is up against USD because of Economic gains by the Philippines. Look at HKD which is pegged to the USD, it is also losing its value. The poorer could get better if the government is providing opportunities to the whole populace not just to the chosen few! No less than the BSP has admitted that remittances by OFW’s is waht is keeping the economy of the Philippine Government afloat. They also mentioned that the government is mulling the filing of charges (Economic Sabotage) to the OFW’s for their NO REMITTANCE DAY, which incientally would be on regular basis until EVIL has stepped down!
    Go to the airport and you would see the number of Filipinos leaving for work abroad, if the economy is that good as the government claims to be, why so many Filipinos are working abroad? This I know for a fact. Cathay Pacific has 5 Daily flights out of Manila to HKG, with approximately 300 passemgers per flight, 15-20 % of this are OFW’s.     President Arroyo revoked Wednesday Executive Order 464, which bars top government officials from testifying in legislative inquiries without express permission from the President.

Gloria often use this to declare everything that would remotely implicate her, her family, and her allies in corruption as detrimental to the state of national security.     Another case in point, will the charges on Gen. Gudani and Col. Balutan be lifted as well (I haven’t really followed this, are there charges still)? Will there be redress of grievance since E.O. 464 was a midnight decree?
