Salivating over SSS P234 billion funds

To ensure the silence of Romy Neri on her role on the NBN-ZTE deal, Gloria Arroyo had to give him a cabinet rank so he would be covered by executive privilege. Since being SSS chair is not a cabinet rank, she formed a National Welfare Council headed by an SSS administrator to be vested with cabinet rank. Romulo Neri was quick to bristle at accusations that his appointment as
president/administrator of the Social Security System
was a “gift” from Gloria Arroyo. Indeed it was not gift, defined as something voluntarily given without compensation. His appointment is payment for keeping his mouth shut on the role of Arroyo in the aborted $329 million raid on the treasury via the national broadband deal.

It’s strictly an exchange of things of value between the two. Neri gets a sinecure; Gloria gets to sleep soundly at night, free from fears she would be fingered as the real mastermind of the NBN deal with Chinas ZTE corporation.


In Gloria’s transactional presidency, it’s par for the course. Our only hope, probably in vain, is that no further services beyond the call of duty are exacted from Neri.

Neri’s predecessor, Corazon dela Paz, yesterday called on SSS members to be vigilant and “make sure funds will be used properly in the interest of all members.” Coming from Dela Paz, the epitome of discretion, that statement amounts to the sounding of alarm bells.

The SSS has P234 billion of investments in equities and government IOUs. The word going around is that Gloria wants to use part of the funds to bankroll her dole-out programs. In fact, we would not be surprised if Dela Paz resigned (was fired?) because of her opposition to divert SSS funds.

The administrative groundwork was laid down with this weeks elevation of the SSS president/administrator to Cabinet rank and head of the newly created Cabinet cluster on social welfare. The mechanism for siphoning SSS funds is likely not far behind.

Former SSS administrator Gilberto Teodoro, father of the current defense secretary Gilberto Jr., must be turning in his grave. During the time of Marcos, he locked in all the money of the SSS in long-term bonds of the Development Bank. That was his way of ensuring no sticky fingers dipped into the SSS pool of assets. He would always tell Marcos relatives and cronies he had no funds to spare.

That was the reason SSS was the only government financial institution that was financially viable when Marcos left.

Teodoro was no thief and would not serve even as an accomplice to thievery.

Neri himself may not have itchy palms. He has, however, demonstrated a lack of cojones in the NBN case. We don t see him acquiring a new pair soon which would enable him to resist pressures to siphon off SSS funds.

There lies the difference and the cause of our fears.

Romulo Neri may be sustained by a different self-image, but to many Filipinos he is damaged goods. He has lost the moral standing, and thus the credibility, to discharge the functions of high office. Appointing him to head the Social Security System (SSS), therefore, can only be seen as political payback: payback for him, for keeping his silence about President Gloria Macapagal-Arroyo’s role in the anomalies that marked the national broadband network (NBN) deal with China’s ZTE Corp. and in politicization of the SSS, to meet the Arroyo administration’s increasingly self-serving objectives.

When Neri testified before the Senate that Benjamin Abalos, then the chairman of the Commission on Elections, had offered him a P200-million bribe, in exchange for approving ZTE Corp.’s bid for the NBN project, he popularized a new phrase in the country’s ever-growing dictionary of corruption: “Sec, may 200 ka dito” (meaning, Secretary, you have P200 million for yourself in this deal).

More crucially, he also faced a crossroads: to stop at that damning revelation, or to tell all. He decided not to say anything further. To strengthen the grip he had placed on the hand covering his mouth, he even petitioned the Supreme Court to enjoin the Senate from asking him potentially revelatory questions about what the President knew, and when she knew it.

This decision, however, did not prevent Neri from meeting with opposition senators, ostensibly to discuss our own version of the axis of evil, so to speak, but in actuality, according to the testimony of Jun Lozada, the Neri associate who helped arrange the meeting, to explore the possibility of raising “patriotic money” to tide Neri along, in case he decided to burn his bridges with the President.

In that meeting at the Asian Institute of Management, Neri lectured, among other topics, on the evil of regulatory capture, the phenomenon where a regulatory agency is held hostage or is indirectly controlled by the very parties it is mandated to regulate. In truth, Neri’s detailed lecture missed the big picture. What is happening under the Arroyo administration is institutional capture, the phenomenon where various institutions of government and society—the House of Representatives, the police, the local governments, the military, even (if critics are to be believed) the Catholic bishops—have been co-opted or marginalized by an over-assertive executive. Neri’s appointment to the SSS means we must add it to the lengthening list.

But the SSS is a major institution, with sound financial controls and, especially under its outgoing administrator, Corazon de la Paz, a robust track record. Surely it isn’t possible for one man to put all of that at risk?

History, unfortunately, offers proof of vulnerability.

The SSS can be twisted into doing the President’s will, even against the public interest. Read, for instance, the anti-graft court Sandiganbayan’s landmark decision on Joseph Estrada’s plunder trial. The anti-graft court ruled that President Estrada had used his personal relationship with the SSS chief, Carlos Arellano, to force the agency to invest (together with the Government Service Insurance System, or GSIS) almost P2 billion in Belle Corp. stock, allowing Estrada to collect a commission of P189.7 million. (The court also ruefully noted that the investment had lost much of its value over time.)

President Arroyo has used cash-rich agencies or government corporations like the Philippine Amusement and Gaming Corp. and the GSIS to meet political, even partisan, objectives. Regardless of the obvious improvement in its financial position, for example, the GSIS is perceived to be fighting a proxy political war in waging its high-profile campaign against the Lopez-controlled Manila Electric Co.

Neri has proven that he too is vulnerable to presidential pressure. His anguished testimony before the Senate, which literally made him ill, gives us an idea of this weakness, as does his inability to decline a controversial appointment to the Commission on Higher Education (an appointment he was technically not qualified for, because he lacked a Ph.D.).

However much Neri proclaims his qualifications for the new posting, he will continue to lack the main requirement: credibility, which he needs to insulate the SSS from politics. His new appointment will always be seen as the President’s counteroffer of patriotic money. “Sec, may SSS ka dito.”

    Romulo Neri, Gloria Arroyo’s former National Economic Development Authority (Neda) chief, Budget Secretary, chairman of the Commission on Higher Education (Ched) and now the incoming Social Security Systems (SSS) chief, who has been the recipient of the criticisms leveled against him, yesterday defended himself, saying he was qualified for the job, having earned a masteral degree from the University of California, plus plus.

    Now, he uses qualifications as his defense, yet said nothing of this issue when he was appointed Ched chairman, even as he was clearly unqualified for the job, which called for a doctorate degree. But he stayed on, well beyond the claim of a “temporary six-month” stint at the Ched, claiming there was this special job Gloria wanted him to do at the Ched, and that he would be returning to the Neda office after the six months would have passed.

    Neri insists he is qualified for the SSS presidency given his background in the House of Representatives and his Neda background.

    But unfortunately for Neri, the matter of qualifications on his assumption to the SSS presidency is not the issue. It is his record of having covered up for the crimes committed by Gloria and her cabal, especially on the matter of the highly overpriced and kickback- laden National Broadband Network-ZTE Corp. deal.

    It is not right for Gloria Arroyo to get into the SSS or GSIS business. That is the peoples money and that is their only salvation when they retire. How come those guys, Neri, etc. can not be kidnapped para natapos and kawalang hiyaan na guinagawa ni Arroyo. I bet they have all kinds of bodyguards. I read all kinds of newspaper all over the world, I have not come across the unprecedent corruption of Gloria Arroyo and her administration. Are the people going to wait until she gets out of office before this woman can do more damage to the treasury of the Philippines. For sure she gets her hands into all kinds of transactions about money. She has to answer to all the evil doings that she committed when she gets out power. Seems like the Higher Power does not listen to our cries.

  28. As a member of SSS, my first reaction to the Neri appointment, first floated by an anonymous Palace flunky, was one of dread and apprehension. But upon mulling the situation calmly, I arrived at this irrefutable conclusion:
    The appointment is now official and no amount of brickbats will undo the act of a determined Ate Glue, who knows only too well that a jobless Neri will blab.
    As outgoing Dela Paz herself admitted, Neri is well qualified, with a caveat that the funds be well shielded from marauders with sticky fingers.
    I have accepted the reality of these grim facts, but hope that the inherent timidity of Neri prevails over Ate Glue’s squandering bent, and so obviate misuse of SSS funds to support the populist black-hole system she created specially for Neri

  32. Apparently, there is very little money now to be suctioned from sources like the OWWA fund that was squandered when Gloria ran for the presidency in 2004. GSIS money, nanakaw na rin. So, SSS na lang ang natitira. Hence the appointment of Neri, whose “loyalty” to the Pidals is steel-proof na raw. Otherwise, this appointment at SSS is more like a test of his loyalty to the Pidals and he is expected to siphon the fundings there for them at the peril of his life and reputation no doubt.

    At this moment, it is still on the table, and not yet final, so there is still time to stop this appointment by all means. Problema hindi takot si Gloria Dorobo and husband sa mga pilipino. Kaya daw nilang lokohin now and forever ang mga kababayan nila.

The fellow has been so vilified, as a fag, a fairy and a whole spectrum of metaphors, I believe he is pitiful, terrified of a jobless future and rejection by academe, the finance community and a disgrace to the gay world. I am confident that the SSS membership, which comprises the majority of Pinoy middleclass, would shuck their bovine complacency and express outrage in case of any hanky panky with their SSS funds.

  34. Neri’s appointment, I understand, is effective August 1. It should be stopped by all means.

    As to his argument that he is most qualified for this position because of his masteral degree from a university in CA, dapat sagot sa kaniya, “So what?”

    Kung talagang qualified siya, why doesn’t he look for employment elsewhere he can use his expertise better, not stick to the positions given him by the Dorobo at a pittance for his so-called “loyalty” to the greedy couple.

Randy David, in his column today in the Inquirer said, “Beyond the public perception of his unsuitability as administrator of a major fiduciary institution, however, there are valid constitutional grounds for objecting to his recent twin appointments as head of the SSS, a government financial institution (GFI), and as chairman, with Cabinet rank, of a newly formed National Social Welfare Council. Sen. Manuel Roxas II has raised the issue of conflict of interest. “Who will Romy Neri serve? Whose interest will be paramount in his mind? The instructions of the President, or the interest and welfare of all SSS members… There is a great deal of moral hazard in the situation that Romy Neri has been put into,” Roxas said in a television interview.”

It has been this way ever since she stole Malakanyang. So, it shouldn’t been a surprise to anyone to the appt. of boneless Neri.     Constitutionaly illegal naman pala, the senators can therefore elevate to the Supreme Court the conflicts of interests/laws/orders of this Gloria’s latest kababuyan to the nation. Tama ba mga house lawyers?

    What’s wrong with JDV? When he was first abroad, he was reported to be sick. When he returned, he said he was resting and into full recovery before testifying in the Senate. Then, he went to Singapore for medical check up. He was given a clean bill of health. When he returned, he again said he got sick. Now, he’s trying to get well to testify. He’s been sick too long. Is it true? Or is he playing game? Or he doesn’t have the balls yet to testify? Or he’s trying to negotiate with Malacanang? I never trust this old shit.
