Arroyo knew MOA details — Esperon

Presidential peace adviser Hermogenes Esperon Jr. said Monday President Gloria Macapagal-Arroyo was aware of the details of the controversial memorandum of agreement (MOA) on ancestral domain that he initialed in Kuala Lumpur early last month.

Esperon, speaking to reporters during the 15th anniversary celebration of the Office of the Presidential Adviser on the Peace Process (OPAPP), explained that the peace negotiations with the Moro Islamic Liberation Front (MILF) involved consultations with the Cabinet and guidance from the “top leadership.”

Malacañang backed out of the peace agreement after its constitutionality was questioned before the Supreme Court.

“Any product of negotiation (is) always submitted to the President for further executive action or for further guidance to the negotiating panel,” Esperon told reporters.

Asked if the President had seen the MOA, Esperon replied: “Yes, of course, the President knows what the panel has been going through.”

When told that his statement ran counter to the claim of Solicitor General Agnes Devanadera before the Supreme Court that Ms Arroyo had “never” seen the document, Esperon clarified his remarks.

The President had not seen the MOA “in its entirety,” Esperon said. “I mean, in the end, we will always seek the guidance of the President, not exactly expecting that she knows word for word the MOA itself. But the guidance would come from the top leadership,” he said.

Esperon flew to Kuala Lumpur over the weekend to explain to Malaysia, which moderated the peace talks for more than 10 years, of the government’s decision to back out of the agreement.

Esperon said Malaysian Prime Minister Abdullah Ahmad Badawi expressed disappointment over the collapse of the peace talks.

One of the members of Esperon’s now-defunct peace panel, Rudy Rodil, declined to comment.

Former peace adviser and now election commissioner Rene Sarmiento, also present at the OPAPP event, told reporters a peace process “takes a lot of patience.”

He said the country had learned a lot from the issue of the MOA itself, such as the importance of the involvement of civil society, being stakeholders, in discussions.

Esperon said that even if the government would no longer sign the MOA, the document could still be used as a “major reference,” particularly its “substance,” in future negotiations with the MILF.

“The MOA represent a meeting of minds. It also contains consensus points and therefore by that alone, as a product of four years and seven months of deliberations—long deliberations, long negotiations—it cannot just be put aside and so it becomes a major reference,” Esperon said.

Esperon said that while he already had a short list of possible members of a new peace panel, its recomposition “is not our main concern right now.”

Esperon said the government had asked a Malaysian facilitator to relay to the MILF that the peace process would continue but they (the rebels) should surrender the two commanders responsible for recent attacks in central Mindanao—Ombra Kato and Commander Bravo.

Esperon said the government was shifting to a direct dialogue with communities which would “not only provide the ideas for resolving the conflict but will also definitely provide the constituency for peace.”

“That is actually the shift in the paradigm. For so long a time, we have been conducting dialogues only with the armed groups,” he said.

    It all starts with the whim of the boss giving out policy guidance,then laid down into a hard copy by the staff. Normally the boss gets an orientation /briefings on the salient pressing matters from time to time as the need arises. So whether she read it or not is not the issue. She should know it, it came from her in the first place.

They work outside the framework of the Philippine Constitution and then blame the rest of the Filipinos for the failure of the secretly crafted MOA-AD. The funny thing is they consulted with the Malaysians, OIC, US, Libya etc but not the Filipinos. And when the Filipinos rejected the MOA-AD they say that the Filipinos are an infantile people not ready to accept this fruit of peace. Well Filipinos see the MOA-AD as a poisoned fruit. And now its costing lives and property in Mindanao and those who crafted the MOA-AD won’t even acknowledge the death and destruction as their responsibility.

    By the way, it is impossible for the head of Office, especially the president, prime minster or the royal families, whichever is the case knows what’s happening, and I believe that the bitch knows it. That is base on experience.

    Whatever, agreement that needs to be signed, MOA/MOU and other forms of agreement, should be submitted and read by the president or the prime minister.

    The Iglesia ni Cristo announced Tuesday its stand on the issue of family planning, virtually expressing support for the proposed Reproductive Health Act pending at the House of Representatives.

    In a statement, INC spokesperson Bro. Bienvenido C. Santiago said, “The Iglesia ni Cristo accepts modern family planning methods or the use of what others call ‘contraceptives’ as long as they are not abortifacient in nature and they do not impose prolonged abstinence from sexual intercourse among married couples.”

    Santiago explained that the INC is against abortion because it is a clear violation of the fundamental commandment “Thou shall not kill.”

    He clarified, however, that INC rejects the rhythm method and other so-called “natural” family planning methods because “it is really contrary to nature.”

    Among other things, he said, “That method runs counter to the apostolic teaching to all married couples which states “Do not deny yourselves to each other unless you first agree to do so for a while in order to spend your time in prayer; but then resume normal marital relations’ (I Cor. 7:5).”

    Esperon admitted that Gloria is aware of the details of the MOA. Of course gloria knew everything about the MOA. We are not that naive to think otherwise. Think Esperon changed overnight? Straight and honest as Mother Teresa because he admitted it? No way! As if we don’t know the modus operandi of team gloria-esperon. They are not only cheaters but master manipulators, using squid tactics to muddle the issue, confuse the people and in the end, nagmukhang tanga at nagago na naman nila ang mga tao.

What’s saddening is that as usual, Lacson is all by himself fighting corruption even against his colleagues in the Senate. Where’s the church, the civil society and other groups? Aren’t they going to help and support Lacson? One thing for sure, Lacson has lost the support of El Shaddai where Mike Velarde is involved in the anomaly. That spells trouble for his 2012 election bid. Lacson is not also popular with the Catholic Church because of his pro-Health Reproductive Bill. That leaves only INC on his side.
