Ex-PNP officer, wife held in Moscow over euros

A retired Philippine National Police (PNP) official and his wife have been prevented from leaving Moscow until they can present documents that will justify why there were carrying cash beyond the allowable limit of €10,000.

In a live interview on QTV’s News on Q on Tuesday, PNP Region 9 chief Director Jaime Caringal, who is also in Moscow, said retired PNP director Eliseo Dela Paz and his wife, Meeah, are in a hotel and “are okay.”

“Nagkaroon ng kaunting questioning. May pera na more than authorize na dapat i-declare (There was a little questioning. They were carrying more money than authorized that they should have declared),” Caringal said.

Dela Paz was the former PNP director for Comptrollership.

Caringal said he and the Dela Paz couple were to return home last Saturday, October 11, when the couple was held by Moscow airport officials.

PNP chief Director General Jesus Verzosa’s wife, Zeny, was with the party but was allowed to leave. Caringal said Mrs Verzosa is now on her way back to Manila.

He said the dela Paz couple could not immediately produce the documents explaining the large amount of money, as it was a weekend at the time.

“I’m sure the PNP has an explanation. We are together in a hotel. They (Dela Paz couple) are okay,” Caringal said.

When asked if Russian authorities treated them well, he said: “We are international delegates. We are general officers. So we were treated very well.”

But he admitted they might have to stay a while as the documents from the Philippines will still have to be transcribed and translated into Russian. He said the translation of the documents might take until Wednesday at the latest.

On the other hand, Caringal said were facing another problem that could prolong their stay: Their visas expired last Saturday.

“Humihingi ng extension ang embassy (The Philippine embassy is asking for an extension of the visa),” he said.

Caringal and Dela Paz went to Russia for the Interpol 77th General Assembly that was held from October 7 to 10 in St. Petersburg.

Other officials that composed the PNP delegation were Deputy Director General Emmanuel Carta, PNP deputy chief for administration; Deputy Director General Ismael Rafanan, PNP deputy chief for operations; Director Romeo Ricardo, PNP director for plans; Director German Doria, PNP chief for human resource and doctrine development; Director Silverio Alarcio, PNP director for operations; and Supt. Elmer Pelobello.

The PNP, meanwhile, said it will provide additional details once it receives word from Philippine authorities in Russia regarding the matter.

“We are awaiting word from Philippine authorities in Russia. The PNP, though our Foreign Liaison Division, has requested the Department of Foreign Affairs to verify the status of the PNP delegation to Russia,” PNP spokesman Chief Supt. Nicanor Bartolome said.

Asked on why some officers’ espouses went with their husbands in Moscow, Bartolome said the wives “traveled on their own personal capacities.”

“They are invited to attend social functions and fellowship among Interpol ladies that are part of the activities of the Interpol general assembly,” Bartolome said. – GMANews.TV

‘Forgetfulness’ caused trouble for ex-PNP official with big cash in Russia

A former police official held for questioning at the Moscow airport simply forgot to declare the 120,000 euros he was carrying when he entered Russia, a top police official said Wednesday.

“Iyon nga ang medyo naging lapse, hindi nai-declare. Hindi niya nalaman na dapat i-declare (That was the lapse, he failed to declare the cash when he entered Russia. He didn’t know that it should be declared),” Chief Superintendent Jaime Caringal, Zamboanga police regional director, told ABS-CBN New Channel.

Caringal was among the police officials stranded in Moscow after retired Director Eliseo dela Paz, former Philippine National Police (PNP) comptroller, was held for questioning by the customs officials at the airport.

Dela Paz and his wife were briefly held for questioning after Russian customs officials detected that he was carrying 120,00 euros (roughly P7.5 million), which was way too big from the allowable amount of $10,000 (roughly 7,365 euros) for each airline passenger.

Caringal said that either Dela Paz forgot to declare the amount or he did not heed the constant reminders of airline employees to passengers that they should declare the cash they were carrying if it was bigger than the allowable cash.

“Alam mo naman na kahit may warning, may iba na hindi sumusunod. On the part of General Dela Paz siguro, nakalimutan lang niya (You know that there are some people who disregard warnings. On the part of General Dela Paz, maybe it just slipped his mind),” the police official added.

The police official clarified that Dela Paz was only held for several hours. He was released after producing the proper documentation for the money, which was later revealed to other members of the PNP delegation as the group’s contingency fund.

He said Dela Paz was stopped by the customs officials last October 11, while boarding for their flight back to the Philippines. Dela Paz and the other top PNP officials attended the three-day International Police Assembly in Petersburg, which started October 7.

Retired budget officer

Caringal said Dela Paz is being addressed in news reports as a former comptroller director because he had already retired from the service.

He left the country for the Interpol assembly as an active official, and then retired October 9.

Asked who authorized Dela Paz to join the delegation and act as the budget officer, Caringal said “it’s not for me to question the wisdom of the decision of the national headquarters.”

Chief Superintendent Nicanor Bartolome, PNP spokesman, told radio dzMM that Dela Paz was acting as the delegation’s budget officer.

Bartolome said the PNP has completed the documentation for the cash advance made by Dela Paz for the Interpol assembly.

He said that in due time, the PNP will be able to explain to the public the full details of the excessive amount being carried by Dela Paz.

Expired visas

Earlier reports said the whole PNP contingent to the Interpol assembly opted to accompany Dela Paz and help him explain to Russian authorities why he was carrying the excessive amount.

Caringal said their visas expired last October 11 and they will have to wait for the extension of their visas before finally leaving Russia.

The other members of the delegation were Deputy Chief for Administration Deputy Director General Emmanuel Carta, Deputy Chief of Operations Deputy Director General Ismael Rafanan, Director for Plans Director Romeo Ricardo, Human Resource and Doctrine Development Director German Doria, Director for Operations Director Silverio Alarcio, and Superintendent Elmer Pelobello.

There were reports that the other police officials who attended the Interpol assembly brought with them their wives.

Caringal said it took Dela Paz more than the usual time to explain the amount because the customs investigators asked him to submit the documents of the 120,00 euros in the Russian language.

Caringal said the Philippine Embassy in Moscow had to hire translators for this purpose. He said the translation may be finished on Wednesday.

  1. A quick read of this report, there are two things I find strange in this incident:

    One, why is the wife of PNP Chief Jesus VBersoza with the delegation. The husband is not there. Even if she paid her way there, she was still part of the delegation and she is included in official functions. What’s her personality there?

    Two, De la Paz, the official who was found carrying 120,000 euros, (P7.5 million) was retiring Oct. 9. The conference was Oct. 7. Why was he sent there?

    The reason you are sent to conferences abroad is to learn something which you can use in your work. He was already retiring in a few days. Why was he sent there?

    No lesson was learned from the Garcia scandal. Paano kasi no one was punished.

    Anyone can bring in as much money to another country for shopping purposes, for investment or even for gambling as long as proper declaration and documentation that the money is Clean. Remember that General Garcia? Now the question here, is the money clean?

    My kid sister was once questioned crossing the border upon declaring more than $10 thousands and asked how did she earned that money in Canada while working in the U.S. (it was a gift from our sister for downpayment of a house). the U.S. customs just requested my sister to produce a letter that it was indeed a gift and all was ok, because she declared it in the first place, if not then she could have been fined.

    If Russia is run by thugs as one poster mentioned, then the saying “It takes a thief to catch another thief” is true.

    I can just imagine how many PNP and government officials committed such acts in the past but were not caught and punished. I remember former Sen. Tito Soto and his wife Helen when caught with thousands of dollars in US airport. Expect more thieves in Gloria’s government bringing out money as her end is coming.

    Is it true that the Interpol 77th General Assembly had “money laundering” as one of their topics? Maybe the incident was intended as a “case study” on what not to do?
    Seriously, if these guys really intended to smuggle money out of the country this could be a good way to do it.
    I remember there’s a place in Finland called Imatra (my second home) thats just 30mins away form the Russian border, from here you can take FinAir an hour or so to Germany, and then Switzerland after that. Nice plan, no bank trails…

    Palagay ko di sila tanga, kaya di nila hinati sa 12 ang 120,000 euro eh dahil meron din dalang malaking salapi bawat isa sa kanila. Bubukol. Ang tanga lang talaga diyan ay si Dela Paz dahil siya lang ang nahuli.

    First time I heard about contingency funds. They don’t need to bring so much money because everything has been paid for in advance by the government like travel and hotel expenses. Besides, money can always be wire transferred or send to their own card accounts. Wasn’t Jun Lozada sent P500,000 to Hongkong when he allegedly asked for it? Remember Mike Defensor’s defense saying he got the P50,000 cash from her wife’s bag trying to help Jun? That’s all BS!     There is something wrong with the story or the alibi. If they were in Moscow on official mission they should have been carrying red passports and therefore have diplomatic immunity. There is more to the story I think. News people should dig deeper.

    Kasi nga imbitado yung mga asawa nung iba, alangan namang sila lang ang makikinabang sa shopping money. Isa pa, buking na ng mga asawa ng mga parak na napakamura ng mga babae sa Russia na mas magaganda pa sa mga artista sa Hollwood o mga supermodels, sa US$400 mo, makakadale ka na ng mala-Angelina Jolie o Giselle Bundchen. Kaya Jaworski-style ang man-to-man ng mga esmi. Isa pa, kung maraming perang dala, pwedeng hatiin sa dalawa at hindi magmumukhang malaki, diba?

    Napakadali namang mag-wire transfer mula sa Europa hanggang Russia, e. Di natunugan agad ng Russian Anti-Money Laundering dahil si Versoza siguro mismo ang kumuha ng pera sa bangko. Kalokohan lang yung sinasabing hindi naideklara kaya nahuli, finance ang expertise niya, alam na niyang kailangang ideklara iyon at di lang naman ito ang unang biyahe niya, ‘no. Papano naman niya ili-liquidate yung P7.5M samantalang P2.4M lang ang cash advance? Hello? Kaya lumakas ang loob niyang ilabas iyon ng Russia dahil nakalusot na iyong ibang Heneral na may dala rin na nagpunta sa Europe at US, hindi nakwestiyon sa airport dahil hindi naman sila nakatimbre na may dala, maliban lang kay De La Paz dahil siya nga ang kumuha sa bangko.

    Ibig mong sabihin, yung 120,000 euros kay De La Paz lang lahat iyon dahil nakuha na nung iba yung kanila?

    Hindi, kasama yung kay Caringal doon pero maliit lang yon. Kaya nga hindi maiwan ni Caringal kahit pa inabot ng expiration yung passport niya. Pero yung ibang nasa Europe at nagpunta sa America pwede ring nasa tig-$10,000 lang, $20,000 kung kasama ang asawa ang equivalent nun kaya lusot sa anti-money laundering limit.
