Heartburn Over Two Big Meals

Philippine President Gloria Macapagal Arroyo’s visit to the White House on July 30 didn’t draw much attention, and her dinner in Washington that night got nary a mention. And that’s how it might have stayed — if not for a controversial meal in New York City.

Arroyo is under fire in her native country for a $20,000 meal at Manhattan’s Le Cirque on Aug. 2, which included caviar and several bottles of champagne. The dinner, first reported in the New York Post, has Arroyo’s critics comparing her to the extravagant Imelda Marcos.

The Reliable Source has learned that three days earlier, Arroyo and an entourage of about 65 people (including security and food tasters) had dinner at Bobby Van’s Steakhouse on 15th Street NW hours after she met with President Obama. The group took over one of the restaurant’s private rooms and dined on lobster, steak and fine wines; at the conclusion of the meal, an unidentified woman opened a handbag stuffed with cash, counted out bills and paid the $15,000 tab — which included a generous tip.

The Philippine Embassy did not return calls for comment Tuesday.

Click here (VERA Files). They have the latest New York Post item on the same Bobby Van’s outing of Gloria Arroyo’s wine-imbibing entourage.

Why are these information coming out in US newspapers gossip columns?

Why didn’t the Filipino reporters who covered GMA’s visit not write about this?

I read in the Inquirer, Gil Cabacungan. I saw in one photo Rey Langit, a broadcaster.

Gabriela…bayad! Those who joined with gloria…syiempre, nakapiring at nabusalan na ng $ ang kanilang mga mata at mouth.

Puro sila kahihiyan, buti pa ang foreign press concerned kung ano ang nangyayari sa ating bansa…but those concerned mediamen…mga balingbing, magaling lang magpapogi point.

Kakapal ng inyong muks, manhid sa katotohanan.

The bigger question is: what justifies this large number of people joining this trip? Who attended this trip and why were they all there? It was only a handful who met with Obama. In the future, the numbers should not be this bloated and the people who are joining these junkets published. I wonder is there any statistics on how many days a public official is out of the country instead of being at home working and dealing with their constituents?

    It must be Medy Poblador.

Who is this unidentified woman? Guess who? Medy Poblador? Gloria Arroyo and her glutton sabits have to pay in cash, not in credit cards to avoid traceability.

Manang, I cannot make the connection between the money being taxpayers money just because it was in cash. The money may have been drawn from a personal account.

I really wanna believe you. But prudence dictates that I need unassailable evidence before making a conclusion.

What if you were on the receiving end of accusations that you know to be false? – Treat others as you want to be treated.

The next govt should have this as its priority.

  26. Just a reminder to Gloria’s deputies for lying to save her skin: If a ruler hearken to lies, all his servants are wicked. (Prov. 29:12)

When the righteous are in authority, the people rejoice: but when the wicked beareth rule, the people mourn.” (Prov. 29:2)

  27. Melia Rey Melia Rey

Only Gloria Arroyo, her family, and Philippine government officials favored by her can spend these much in the US and elsewhere!

For food alone for two dinners, they spent $35,000 (close to PhP1.7M). What more of the other luncheons and dinners they had in that 5-day unproductive junket!

Who in the Philippine government is taking tab of these expenses? What about their hotel accommodation at very expensive places such as Willard Intercontinental Washington and Waldorf Astoria New York.

At Willard Hotel, rates vary from $ 359.00 (1 King Bed Superior) to $4,150.00 (1 King Bed Washington Suite) per night. (Source:http://www.ichotelsgroup.com/intercontinental/en/gb/reservations/room-selection/washingtondc-thewillard).

At the Waldorf-Astoria in New York, room rates per night range from $259 (deluxe) to $649 (suite). However, the Waldorf-Astoria Tower Rooms can go as high as $4,100.
    (Source:http://www.waldorfnewyork.com/towers-accommodations/).

They may have spent $ 30,000-40,000 for hotel accommodation? I wonder.

It is really very easy to spend money if one does not work hard for it! Shameless people!

  28. The two dinners totaled $35,000. How about the other meals (breakfasts, lunches and dinners) paid with taxpayers’ money?

At least, they are now being exposed by the western media. The creep in fact has been doing this kind of abuses from day one she entered politics and even before that, no doubt, and more so after she grabbed power.

    Perl at DKG,

At paano kaya ito malulusotan ni remonde ? Isang babae pala ang nagbayad. Baka asawa ni romualdez…he he he.

  30. Perl: Siguro kahit tatay nyan,

That will be the day, ika nga!

  37. Why are these news coming up in the US media these days? It’s a clear sign of the Evil Bitch’s departure. Her recent meeting with Obama was more of summon than invitation. Obama could have told her…her days are numbered.

OAKWOOD to the Filipinos is the luxury hotel in Makati’s Ayala Center that was briefly taken over by mutinous soldiers in a botched coup attempt early on in President Arroyo’s term.

But to the top management officials and editors of the Philippine Daily Inquirer, the Ayala-owned hotel will forever stand for a furtive one-night stand with choice ladies of a certain trade, a night of good food, libation, little blue pills and bedroom romps funded by wads of cold cash handed out right there and then by friends of Mike Arroyo.

The affair was to celebrate the birthday of a top Inquirer columnist, who at that time was, to use an old cliché, thick as thieves with the First Gentleman.

The birthday celebration had become an annual treat to the Inquirer’s top editors, and the identities of the Oakwood baka (Tagalog for cow, and industry slang for “funder”), as well as their political affiliations, had apparently been known to the journalists-guests.

Introduced as Rotarian friends of Mike Arroyo, one of them looking like an Indian-Filipino, the three benefactors surfaced as advanced team when the President and her husband first visited the Inquirer editorial offices.

A photograph of that visit was splashed on the front page of the Inquirer the following day, the Arroyos basking in the post-Edsa II glow with the paper’s owners and editors.

Back to the Oakwood, even the hotel’s waiters could not believe their eyes at the number of the fetching young ladies seated at one side of the function room—there must have been nearly three dozen of them—while the Inquirer group at the other end, about a dozen of them, rushed their dinner to individually pick the night’s post-prandial feast.

One ravenous Inquirer official even asked for two. Another one, by happenstance, had chosen a lady from his province, who instantly recognized the Inquirer columnist, even volunteering that “It’s an honor to meet you, sir!” to the blushing journalist.

At P12,000 each for every lady, not counting the dinner, the bottles of wine and the suites, the birthday had proved to be one special treat, indeed.

On the contrary it does not differ with the news article that villar and escudero, both are wooing the party of the leprechaun. tsk, tsk, tsk…. i don’t know with you people, but i guess villar and escudero are the same kind with the bitch.

The trio are conning the people, what with the bitch dining in the posh resto’s in washington and new york, and i bet you that the people’s were used. with villar, who’s money is he using in bringing back the problematic pinoys back to the philippines. WHICH BY THE WAY CLAIMS THAT HE HAS BROUGHT BACK TO THE PHILIPPINES, BUT A CLOSE CHECK WITH THE DFA ALL HE HAS DONE IS USE THE DFA’S FUND IN BRINGING BACK THESE PINOY, NOT HE’S MONEY, THAT HE CLAIMS HE PAID FOR THEIR TICKETS. in case if he did where did he get those monies, from the people’s purse, who incidentally, from sources calimed he is bankcrupt, if TRUE. BULSHITTTTTT!!!!!!!!!

with escudero, too young to become a trapo, at his young polical years he is fast gaining a trapo. making a backdoor negotiation with the party of the bitch, is worse that using the taxpayer’s money and, maybe, later on will protect the bitch after june 2010.

Mas mahal dun kesa sa US. Euros yan! I am pretty sure that a lot of the accounting staff of most of these big hotels and known restaurants are manned by OFWs. I hope they do their duties to expose the extravagance of this bitch who is acting like she owns the Philippine treasury!

it is a clear scenario of money laundering—bringing dollars, euros outside the Philippines via diplomatic immunity then coming back with bills for reimbursement and being paid back in pesos. I am not well-versed in these things but then that’s how I and my husband have surmised how these officials do it. A neighbor of ours who is in the know as to how infrastructures are wheeled and dealed just call them Mafioso(s).

  51. PSB:

Ngayon isinulat na nila si Dorobo, the more concerned media in the Philippines should take on this issue.

Come to think of it, but it took 4 or 5 years since the western media wrote about Imelda’s extravagance before Marcos was toppled down. I hope it will take shorter time to do the same to Gloria Dorobo.

Before Le Cirque, GMA splurged on $15K DC steaks—NY Post

…….Romulo Macalintal, legal counsel of Arroyo, fired back at the lawmakers and the media yesterday for constantly venting so much negativity on what could have been a simple matter instead of focusing their much needed awareness on other issues particularly that of the presidential aspirants’ early campaigns……..

……Meanwhile, Speaker Prospero Nograles called on the public to finally put an end to the controversial dinner in New York City and instead focus on the gains that the government achieved during Arroyo’s meeting with US President Barack Obama.

Rather than devoting too much attention to the dinner which had been adequately explained by Malacanang, Nograles said it is only proper for the critics and public to also listen to the good gains generated from the trip…..

Maybe, GMA and company were just sicked & bored of millionth comments of the Filipinos, thus they just sipped & ate $20,000 worth food stuffs. Ok, fine.

But Filipinos are more sick & bored with their lies!
Thousands of us wanted to see a clear picture regarding the controversial dinner. But those bastards are just like push carts…pushing, pushing & pushing away, defending themselves.

    http://www.mb.com.ph/articles/214034/cocacola-set-invest-1-b-rp-expansion

But if you read carefully, the $590 Million had been plunked down in 2007 when Coca Cola International bought back its Philippine shares from San Miguel. And they bought back their plant for $100 Million years earlier. So that is 690 Million already put down, years ago.

The balance, will be put in over the next five years. This is part of business expansion, since the population of the Philippines is growing.

You think the Coke guys suddenly had an epiphany just because she went to the US? The long-term plan was already there, that is why they bought back from San Miguel years ago.

Besides, the $690 Million was to buy back shares, and the plant. That is existing investment, changing hands from San Miguel to Coke. That is not new investment, or new productive capacity.

    NO TO TRAPOS 2010!

  76. A Filipina from Texas A Filipina from Texas

Based po lahat sa documented sources ang mga nasa listahan na sumama sa entourage, as in the case of Merceditas Gutierrez “…Also in the party were Defense Secretary Gilbert Teodoro Jr., Solicitor General Agnes Devanadera, Labor Secretary Marianito Roque, Ombudsman Merceditas Gutierrez and Chair Bayani Fernando of the Metropolitan Manila Development Authority…” Source: http://newsinfo.inquirer.net/inquirerheadlines/nation/view/20090730-217863/Protests-dog-Arroyos-US-trip

Including Prospero Nograles, which I failed to include, the total number of “documented” entourage is 45 persons. If we also compute their hotel accommodation, then their expenses would run into staggering figures! According to the Daily Tribune “…The source also disclosed that the Arroyo couple stayed at the Waldorf in a suite, costing $3,500 (P168, 210) a day while the congressmen and others in her party stayed in rooms costing $950 (P45, 657) a day. Moreover, 60 rooms were reportedly occupied by the Arroyo party at the Waldorf in New York. (http://www.tribune.net.ph/headlines/20090814hed1.html)

However, before going to New York, the group also stayed at Willard Intercontinental Washington; room rates at the Willard range from $359.00 (deluxe) to $4,150 (Washington Suite).

    On a conservative estimate of $500.00/room x 60 rooms x 5 nights= $150,000.00 or PhP7.2M!!!

I cannot imagine such ostentatious display of wealth! It astounds the mind that while million of Filipinos are hungry and live in dire poverty, a select few of gluttons are dining, wining, and living the good life with shameless abandon.

  78. jay jay

It’s as simple as this… as big as the tab, they paid cash??? You know for a fact that they are trying to avoid paper trails… who brings that much cash??? You see the intention to hide it is very obvious. Doesn’t anyone at all in their company have credit card??? And the fact that this revelation wasn’t discovered or reported by a filipino??? Hmmm…

  79. Look at it this way, any amount in excess of $10,000 whether leaving the Philippines, entering the US, or simply withdrawn from any bank in both countries, triggers an automatic flagging of the transaction by the Anti-Money Laundering Council here or its equivalent agency in the US. But since the RP party was officially invited, I’m sure they were given diplomatic status hence, even if the actual counting and payment was witnessed by the State Dept. escorts, they cannot do anything about it. Yet.

Le Cirque may have been paid with credit card and that can be verified. (I doubt the claim though that it was Daniel Romualdez who paid it because he wasn’t even at the dinner he was supposedly hosting. Stupid, no?) But it was confirmed that the $15,000 dinner in Bobby Van’s was paid in cash.

If they had been paying those lavish lunches and dinners with cash in the whole duration of the trip, how did they get hold of such huge cash? Was it tongpats they had just collected from some party in the US? Were they stashing dollar bills in any of those properties the Arroyos own in California and elsewhere? Or do they have dummies fronting for them in US banks such that large withdrawals cannot be detected by AMLC software to them?

Especially in New York, DC, Chicago, Texas, California or any of the rich States, it isn’t “normal” to carry around such huge currency, maybe the syndicates do, but visiting government officials?

Unless of course the visitors are the syndicates.

What a waste of precious government resources/public funds. While everyone of us pays EVAT on almost everything from foods, medicines, services, etc… itong mga SUROT AT LINTA sa gobyerno ay walang pakundangang gumasta ng mga pondong di nila pinaghirapan.

Here’s the Customs regulation regarding bringing money into the US, dollars and otherwise:

There is no limit on the total amount of monetary instruments that may be brought into or taken out of the United States, nor is it illegal to do so. However, if you transport or cause to be transported (including by mail or other means), more than $10,000 in monetary instruments on any occasion into or out of the United States, or if you receive more than that amount, you must file a report (Customs Form 4790) with U.S. Customs. Failure to comply can result in civil and criminal penalties, including seizure of the currency or monetary instruments. Monetary instruments include U.S. or foreign coin, currency, travelers checks, money orders, and negotiable instruments or investment securities in bearer form.

    http://www.abs-cbnnews.com/nation/08/14/09/suarez-i-normally-host-pgmas-dinners

He said the bill reached $15,000 because there were so many people in Mrs. Arroyo’s entourage, including presidential guards and Cabinet members, and they also had to pay at least $4,000 in federal taxes.

Lying through your teeth ey? The Federal government has never collected sales tax. Sales taxes have always been collected by the States.

    http://www.washingtonpost.com/wp-dyn/content/article/2009/05/26/AR2009052602909.html

The sales tax on restaurants in DC is 10%.

    http://en.wikipedia.org/wiki/Sales_taxes_in_the_United_States
So if you are saying that the bill only amounted to $11,000 [$15,000 – $4,000 (“Federal Tax”)], 10% of $11,000 is only $1,100.

Goes to show that you did not see the bill; because it was the woman with wads of cash in her handbag who paid.

FYI, I got this info from a friend who has a good friend from the Philippine Consulate in New York: GMA and her entourage stayed at the very classy Waldorf Hotel. GMA’s presidential suite costs about $3,500 a night, while the rest of the entourage stayed in the $950 per night suites. What is worse is that the consulate was made to pay for the accomodations!!!

The nerve of GMA and her cohorts to take advantage of their positions at the expense of the Filipino people!!!

  97. What is worse is that the consulate was made to pay for the accomodations!!!

I told you so. Ganyan din ang trabaho when she comes to Tokyo. Limas ang nakolekta ng Philippine Embassy. Kawawa iyong mga pilipinong sinisingil ng malaki for every paper they ask the Philippine Embassy/Consulate to release for them.

Statistics reveal that more than 3 million Filipinos are not able to eat three meals a day.

  99. If they are fuming about the revelations coming from the US’ gossip columnists, which the lapdogs are denying, why don’t they sue for libel?

    Baliktad na ang mundo, bwahaha!

  100. Nograles:

“Every time we hit the government, and hit it excessively, we are destroying our own house … We are destroying our nation before the international community. I don’t think that’s what we want”

Fuck you, you hypocrite with shaved eyebrows. You want exclusive rights to destroy our country and while you’re doing that, you want us to keep quiet? No, that’s NOT what we want, moron!

  101. Bukang Liwayway Bukang Liwayway

  102. Tongue: If they are fuming about the revelations coming from the US’ gossip columnists, which the lapdogs are denying, why don’t they sue for libel?

That’s what I said earlier. Pero di nila iyan gagawin. Takot lang nila sa western media. Dahil alam nila lalo silang pag-iinitan.

  103. I saw the picture of Nograles in Inquirer for the first time.

  106. Didn’t you notice that Peping did not speak at the eulogy? How could he talk against corruption if he has tarnished his late sister’s good image?

  107. Mike Mike

    Wondering if this is true???

“SOMEBODY sent a picture of Medy Poblador, President Gloria’s personal secretary, to Bobby Van’s Steakhouse in Washington.

The steakhouse management allegedly confirmed she was the lady who paid the bill for the $15,000 dinner of the President’s party, and not Quezon Representative Danilo Suarez.

Poblador reportedly also paid the bill at Le Cirque in New York for that $20,000 dinner.

If the President could lie about those dinners, how many more and bigger lies did she tell the people?”

    More spin…

…consul general Cecilia Rebong of the New York consulate said an article by Manny Caballero in the Filipino Reporter called “a lie” a report in the New York Post that the dinner for Mrs. Arroyo and her entourage in the posh Le Cirque restaurant cost $20,000 or around P1 million.

    Philstar, Aug 16, 2009

    similarly…

…New York Consul General Cecilia Rebong cited a Filipino-American weekly’s story on the alleged $20,000 tab, in the memorandum dated August 14, to Press Secretary Cerge Remonde.

Rebong told Remonde that Manny Caballero, writer of the Filipino Reporter, had interviewed Le Cirque’s contact manager Mario Wainer and wrote a story about the dinner that came out in the paper’s August 14-21 issue.

In the story, “Mr. Wainer was quoted as saying `It’s a lie’ and `It’s far from the truth,” Rebong said, adding that Wainer said Arroyo and her entourage “had dinner here like everyone else.”

Remonde refused to answer follow-up questions…

I guess the report of the Filipino reporter is not online yet. I only got this link of the last article of Manuel L. Caballero…

Nasambit tuloy ng kaibigan kong pantas…

“In the Philippine Daily Inquirer, a photo caption of a 3-year old boy hugging his Marine dad’s coffin, and thinking that he is merely sleeping and will wake up. A poignant sight to bear in view of the recent uproar on the $20K dinner for GMA and entourage in NY.

For the 3-year old boy his fallen Marine dad is his everything – provider, protector, teacher, and champion. Now that he is gone, the boy’s future will depend on the effectiveness or the ineffectiveness of the government whom his fallen father and the rest fought and gave their all.

As such, I doubt if the Philippine Govt can even afford to pay death gratuity of $20K or an equivalent amount in peso to each of the next of kin of the 23 fallen warfighters. But, I don’t doubt the Government’s ability to splurge $20K for a one-sitting dinner or anything that they can satisfy their fetishes at the expense of those who paid the ultimate price.

The Arroyo boys (Mikey and Miguel) should enlist in the Marines and assigned to Basilan without special treatment in order to redeem themselves. Of course that will never happen.

What a sad sad state of the Philippine affair.”

  110. Mike, that Mely Poblador is the niece of Manila Cardinal Rosales.

    NO TO TRAPOS 2010!

Well, she goes to the highest bidder. Hindi siya nakakasiguro na mananalo siya ngayon. She’s not even in the INC’s list of candidates unlike before.

  114. Here’s a portion of Manong Ernie Maceda’s recent column.

Lifestyle of the rich. Palace deputy spokesman Anthony Golez said it’s no crime for GMA to satisfy her appetite. Quezon Rep. Danny Suarez confirmed to us that he paid for the $15,000 dinner at Bobby Van’s Steakhouse in Washington. He said he invited the PSG and US Secret Service agents to eat dinner with the presidential entourage, thus the large number of 65 persons.

Representative Suarez said he gave the $15,000 in cash to a lady assistant of Ching Vargas, Malacañang finance officer, not Medy Poblador. He said his credit card limit cannot cover the bill.

  115. Mike Mike

How can he bring so much cash to the US? Isn’t it that one is limited to bring US$ 10K only? Or does he have a “secret” bank account in the US? If he has one, did he report it in his SALN? Just wondering!

  116. Mike, don’t forget they carry diplomatic passports. Luggage and even money are not being checked due to protocol.

  117. Manong Ernie has a point here:

Chiz, Manny Villar and Mar Roxas insist they are true blooded oppositionists. But that will still be open to question until the NP, LP and NPC break off from the House majority which is fully supportive of GMA, and join the opposition ranks in the House. It is not a sign of good leadership if Manny Villar as NP president and Mar Roxas as LP president cannot convince their party members to give up their chairmanships and now join the House opposition ranks. It smacks of rank opportunism, if not conspiracy.

If the manager of La Circus really said that, it should be tape recorded or written as proof.

A few nights later, the effect of this newfound glow became clear. I walked into Le Cirque 2000, the gilt-edged establishment on the East Side. ‘Sorry,’ I was told. ‘We don’t have a table tonight.’ No problem, I thought. I took a step back and tried to identify the person in power. Seconds later, a gentleman in a tuxedo approached. ‘We were wondering if you had a table for two?’ I said, clutching a bill in my pocket…but not handing it over. He bowed. ‘Your table is ready,’ he said, and led us into the dining room.

Hango ito sa Pocketful of Dough: Tips on Tipping.

  122. Okay lang. Bahala na si taga-ilog sa tag.

WASHINGTON – Who says a bird in hand is better than two in the bush?

By counting the birds before they have hatched or counting them long after they’ve flown the coop, Malacañang has come up with a rosy estimate that “the Philippines generated at least $6.2 billion in investments, trade, and aid from the recent visit of President Arroyo to the United States.”

GMA windfall from US visit may not be what it seems

Article heading in PDI Aug 13, 2009 reads:

    ‘Billions’ in investments vs dinner—Palace

    ?

    However, Katigbak writes:

Remonde’s tally as reported by the embassy does not conform to Generally Accepted Accounting Principles, a set of standardized accounting rules, so it is not surprising that the sum conjured seems totally out of whack with reality.

The STAR Washington bureau, parsing his tally, notes that:

    • The $350-million millennium grant has not yet been approved as the Philippines still has to pass a ‘control of corruption’ criterion.

    • The $1-billion in garment exports refers to a bill filed by Rep. Jim McDermott in June to allow certain types of clothing made in the Philippines to enter the US duty free or at substantially reduced tariff. If, and that’s a big IF, Congress takes up the bill next year and approves it, Philippine garments exports to the US are projected to increase by $1 billion after the first full year of implementation.

    • The $198-million for veterans was signed into law by President Barack Obama in February after decades of tortuous negotiations between both sides.

    • On the $1.6 billion involving the GSP, the Philippines has consistently not fully utilized its benefits under this program aimed at promoting economic growth in the developing world by providing preferential dutyfree entry to the US for nearly 5,000 products.

    • The rest of Coca Cola’s proposed $1- billion investment in the Philippines will be spent over five years for the construction of a new soft drink plant as well as the improvement of distribution networks.

Quote from Mrs. Marcos (in The Equalizer):

“You know, we’re talking about a dinner for a President for an anniversary, and in America, it’s double, triple the prices. And you cannot put them in the sidewalk for their anniversary. Maawa naman kayo, para ‘yon lang! Nakakahiya ‘yong pinag-aawayan.
