Election watchdogs quarrel

Last week the Commission on Elections denied the tried- and –tested National Citizen’s Movement for Free Election accreditation for an election watchdog role for the May 10, 2010 polls.

Namfrel, which applied accreditation in partnership with the CBCP-NASSA (Catholic Bishops Conference of the Philippines-National Secretariat for Social Action) was accused by two Comelec officials of being “partisan.”

Without Namfrel, the election watchdog role will be borne wholly by Parish Pastoral Council for Responsible Voting represented by former ambassador to Vatican Tita de Villa.

Four groups have expressed concern of Namfrel’s exclusion from election watchdog duties. The Bishops–Businessmen’s Conference for Human Development, Financial Executives Institute of the Philippines, Makati Business Club, and Management Association of the Philippines, Philippine Institute of Certified Public Accountants issued a statement expressing dismay and concern.

Their statement:

“This development is very alarming, given the crucial nature of these polls to a peaceful transfer of political power and its positive effects on the business and investment climate. The May 10 elections will be the first automated polls in the country’s history. But the capabilities of the new system are untested, and the people are worried about the possibility of wholesale cheating, logistical failures, and unexpected power interruptions.

“The case for vigilance and the importance of public credibility of election results cannot be overstated.
“Since 1984, Namfrel has distinguished itself as a non-partisan, ecumenical organization of volunteers committed to the sanctity of the ballot. Through more than 25 national and local elections, Namfrel volunteers watched over voting, counting, and canvassing. Their quick counts delivered timely results to the people, giving credibility to the democratic process. Namfrel has even become a model and an invited participant or adviser for election monitoring in over 32 countries.

“But last week, the Comelec, under Chairman Jose A. R. Melo, unanimously decided to deny Namfrel, in partnership with the CBCP-NASSA, accreditation for the May 10 elections. This means that Namfrel and CBCP-NASSA will not be entitled to their own copy of the election returns normally used for a parallel count, which they need to perform an independent audit of poll results.

“The Comelec cited the alleged partisanship of some of Namfrel’s key officers as the reason for the denial. But through all the past administrations, Namfrel has always been comprised of citizens of various political persuasions, and yet the organization itself has consistently remained non-partisan. Moreover, Namfrel, being ecumenical, provides non-Catholics a venue for participating in the safeguarding of their votes.

“While the Parish Pastoral Council for Responsible Voting (PPCRV) has already been accredited, the Comelec has accredited more than one citizens’ arm in the past and Namfrel-CBCP-NASSA more than deserve that accreditation because of their established reputations for independence, even from the Comelec.

“The Comelec needs Namfrel to help assure the public that there will be no failure of elections. Denying the Namfrel petition simply raises doubts about transparency, whether the Comelec’s much-vaunted Automated Election System can stand close scrutiny.

“We urge the Comelec to reconsider its decision, but we also encourage and support Namfrel to stand fast in its commitment to free, clean, and fair elections, with or without Comelec accreditation.”

    Gusto lang ng Comelec masulo nila ang pagbantay at pagbilang ng mga votes..sila lang and no body else..ayaw nilang bantayan sila..bakit? me thinks marami silang magic na gagawin..at mag Houdini sila,,they will vote for the many dead voters, they will vote for the many aswang voters (ong tinatawag natin na flying voters), they will vote for the unborn voters, they will vote for the many aso at tuta, baboys at piglets, etc..hayop sila kaya ganyan, aswang sila kaya ganyan!bakit pa ba magkaruon ng election tapos na at binilang na ni Melo, Ferrer, Sarmiento (?) with people like them in the Comelec who would need a commission of Election, who would believe them..ang tingin ko na nga kay Melo ay hayop..baboy..hindi malinaw ang paningin ko sa kanila..all they will do is bring their results to gloria in a golden platter and they will be rewarded…cocollect sila ng reward for their services..

    Didn’t a Pinoy who held a Canadian passport [Bill Luz of Makati Business Club], “manipulate” NAMFREL during the 2004 elections?

    Let them quarrel. NAMFREL is not to be trusted anyway.

    Commitment to free, clean, and fair elections? Are they kidding? They are all bonkers. Have they forgotten that Gloria won the 2004 prez election under NAMFREL watch?

    Yeah, yeah, yeah… committed to full blown election cheating would be more like it.

    I wonder which candidate members of these groups individually support. All these groups sound like they’re very much members of the civil society.

    Wonder what they’re gonna be cooking during election count.

    it is a good thing hindi kasama ang NAMFREL.. just imagine if by a stretch of imagination or by some miracle or himala manalo si Noynoy..sabihin nang daya siya and NAMFREL favored him..salamat na lang hindi siya mananalo, hindi ba?

    Talagang maraming naloko itong Namfrel no. Hindi nila alam eh kontrolado yan ng CIA. Ang Namfrel ay front organization ng CIA.

    The National Movement for Free Elections (Namfrel) is an organization with historical roots directly linked to U.S. imperialism. According to Washington journalist Raymond Bonner in his book, Waltzing with a Dictator,

    Another American, a New York lawyer and unsuccessful Republican candidate for Congress, Gabriel Kaplan, was recruited by the agency [the CIA] and sent to Manila with instructions “to help Landsdale [CIA officer Ed Landsdale] elect Magsaysay”. Kaplan’s cover was the Committee for Free Asia, which later became the Asian Foundation. Working with various community organizations, such as the Chamber of Commerce, Rotary and veterans’ groups, Kaplan, with funds from the agency, set up a nationwide organization called NAMFREL, the National Movement for Free Elections¾the same organization that was resuscitated after a decade of martial law and played a critical role in the 1986 election.

    In short, Namfrel was a creation of the CIA to shape the elections according to Washington’s Cold War master plan in the Philippines.

  10. Letseng NAMFREL yan, buti nga! Watchdog daw e lagi naman silang may manok sa eleksiyon. Nakipagkutsabahan pa sila kay Garci noon, inipit yung results na malaki ang lamang ni FPJ at inilabas lang yung lamang si Pandak. Tama na yang lokohan.

    Isa pa rin yang PPCRV, si Tita De Villa na ang #1 fan ngayon ng Comelec.

    Hindi namin kayo kailangan. Kelan ba kayo pumanig sa taumbayan?

    Xman: may NAMFREL na ba doon panahon ni Ed Ladsdale..”The Ugly American”. Akala ko ipinanganak ang NAMFREL in the late 1969 or early 1970..and headed by Jose Concepcion at the time..mayroon na ba noong Magsaysay era or during Manglapus time? absent ata ako noon kaya hindi ako kasali..

  14. 1992 (or 1995?), si Joecon nga minsan nagbalak mag-flying voter sa barangay ko, mabuti nagbantay ako kundi walang haharang sa kanya dahil puro Namfrel ang bantay. Nakalista nga naman ang pangalan niya sa Barangay 97 dahil kanila yung bahay sa kanto ng EDSA-TAFT Ave-Zamora (Metro Point Mall na ngayon), pero alam ko ring barangay captain siya ng Forbes Park kaya ako mismo ang umekis sa pangalan niya sa voter’s list. Laking gulat nung Teacher bakit ang lakas ng loob ko e chairman ng Namfrel si Joecon noon.

    Hindi naman pumalag yung bodyguard niya dahil pinsan ng mommy ko. Nagmano pa nga ako kaya dobleng gulat ni Joecon. Simula noon ay hindi na siya nagpakita sa presinto namin kada may eleksiyon.

    Simula’t simula, wala akong tiwala sa Namfrel na yan. Pakawala lang sila ng mga elitistang negosyante at oligarchy para sa kanilang pakinabang, hindi sa taumbayan.

    Nung labanang FPJ vs. Gloria, tuluyan na silang nahubaran.

    Talagang magbabangayan ang mga Tuta de la guardia de balota,dahil sino man ang lalabas na kandidato ay madali na ang tumahol sa kanila at makaamot ng PAG-PAG galing sa MANOK galing sa lahing budol budol ng kaban ng bayan.

    Xman..the reason why I can’t figure out re the Jesuit’s role and the vatican’ that you stated is simply because the Jesuits as an organization had been expelled by Vatican..as a matter of fact isn’t the Jesuit’s Mother House in Rome not within the Vatican City..bakit sila outside the bakod? there are instances wherein the SJs don’t see eye to eye with the Vatican..Yes they are working together and under pa din sila ng Vatican but isn’t that simply because of their obedience to the Pope..sumusunod sa hierarchy of the church as an organization? ano na nga ang tawag..the Magesterium of the Church? mahirap intindihin ang palakad ng catholic church, kaya marami ang umaalis..but to those who stick around..it is a matter of faith!

    It shows that many if not most pinoys are dumb with the automated election. The COMELEC must have failed as usually the case of their duck egg jingle. They can still salvage the 2010 election by changing the program of the machine to that of JUETENG. Kids just out of the cradle would easily understand that. And even all those places with mayors, chiefs of police, generals know that. There should be no shortfall of watchers. We can assign all the jueteng numbers to the candidates….
