Gloria’s call to Reyes

Retired Navy Commodore Rex Robles said in his talk with former AFP Chief Angelo Reyes the past weeks, the latter was very worried and felt the walls coming down on him.

His last conversation with Reyes was Monday noon. Reyes told him that Gloria Arroyo called him up recently to inquire about two things: One, she wanted to know who was the mistah of Sen. Antonio Trillanes IV who delivered his (Reyes) Jan. 14, 2011 letter to the senator asking him to reveal who was “powerful person” behind former military comptroller Carlos Garcia, and two, she wanted to know why Robles was attacking Paranaque Rep. Roilo Golez.

It must be noted that Reyes sent Trillanes the letter before former military budget officer, Lt. Col. George Rabusa with his expose on Reyes getting P50 million send-off gift and P10 million allowance every month on Jan. 27. At this time, the issue was limited to the plea bargain agreement between the Ombudsman and Garcia.Does this mean Reyes knew he would be dragged into the controversy?

On Arroyo’s second concern, Robles said he is suspicious of Golez’ motive in attacking Reyes and that it is diverting the issue from Garcia. He said that people protecting Garcia are doing it through Golez.

Golez, in an earlier newspaper interview, was puzzled by Robles line. He said he is perplexed where Robles was coming from.

The first concern of Arroyo raised more concerns. Why would Arroyo be concerned who was the “mistah” of Trillanes who delivered the letter? Was she afraid that it would be Lt. Commander Cris Magdangal, her former aide, who might be privy to some things she would not want to be known? No, it was not Lcdr Magdangal.

If Arroyo was interested in the identity of the officer who brought the letter, that officer better take precaution.

In the letter, which Reyes also published in major newspapers, said: “ Dea Senator Trillanes,
I am Angelo T. Reyes. I write as an ordinary citizen of this Republic.

With all due respect, I appreciate how busy you are, so I will be as brief as possible.

The Philippine daily Inquirer issue of 13 January 2011, carried a front page article that quoted the good Senator as having said that “ex-military comptroller Garcia was fronting for a powerful person.” The article proceeded to say that you declined to identify the powerful person but that you had disclosed the name of certain people in Malacanang. The next day issue of the same newspaper carried an article about former Defense and Military chiefs being linked to the plunder case.

“This has fueled a lot of speculation as to who this powerful person is that Garcia is allegedly fronting for.

“In the interest of truth, justice and fairness, I believe the good senator must now identify who this powerful person is. And knowing you to be a forthright and just person, I am confident that when you do name this powerful person, you would be able to substantiate the allegation.

“Mr. Senator, you owe it to the ordinary citizens of this Republic that you do this. Please let us not keep the people and the issue hanging.”

In reply to Reyes’ request Trillanes said in media interviews that based on the Rabusa expose, the powerful person behind Garcia were Reyes and his then comptroller Lt. Gen. Jacinto Ligot.”

Reyes death was a shock. May he find his peace with the Lord while we continue with our search for truth that would restore honesty to government service and decency to our daily life.

    former boss, the cheat of all…he could have been a hero..an honest to goodness military man…to die for his country but..oh well things seem to be going the wrong way…kawawa siya ipagdasal na lang natin ang kanyang kaluluwa..sa lahat ng bagay na nangyayari may katumbas na gagandahan…things happen for a reason and for a good reason at the end..

    An officer and a gentleman does not steal, does not condone corruption, stands up for his men, has the moral courage to step up and be counted and to say “No!” to an act that’s not in keeping with acts that would violate honour and integrity even when he knows it would be the most unpopular act he’d ever commit.

Later on, when contacted by Trillanes people, he apologized saying it was only meant for Golez. But then TV stations had a feast day with his quotes calling Trillanes corrupt.

    matuto ka namang umintindi ng binabasa mo. in an earlier thread you’ll see that robles is class 65, reyes is 66, robles is actually the yearling (squadmate?) of reyes. now the yearling upperclassman is supposed to take care of his plebe underclassman, siya ang “nagpapalaki” ng bata niya so to speak. kaya he feels responsible for reyes and not that he’s his idol.

  23. Yes, I agree, but it shouldn’t be the norm (suicide) on these generals or for any person, I hope. Just let truth prevail, and I think the country would be greatly served in ridding itself of shenanigans in government.

    There is no reason to believe that Reyes killed himself out of loyalty. This is inconsistent with his readiness to throw out Estrada when it suited him.

    From Rabusa’s statements, the systemic corruption in the higher echelons in the AFP began further back to the waning years of Corazon Aquino’s presidency. It is therefore reasonable to assume that the succeeding presidents tolerated the corruption as it has become a part of “tradition”.

    More likely he has become ashamed of himself, but then his remorse, if ever it was one, came too late.

    It is now imperative to investigate the past COS’es and their comptrolers.

    It’s the prospect of being charged with plunder that he feared. P50 Million send off money is plunder. Golez has already said he could be charged with plunder.

    Plunder is unbailable. He chose to end his life rather than spend the rest of retirement in jail.

    Right you are! There is an enormous risk indeed. But I still believe in the institution. Some of its leaders are scalawags and humbugs but it shouldn’t detract from the fact that many members of the AFP, particularly those who are in the front line of battle, are wounded and killed as we speak, deserve respect.

    Trillanes and Golez are legislators. In this particular case, their job is to investigate in aid of legislation. The burden of naming who is behind Garcia should not be on them. It should be on Garcia and others who are involved.

    Trillanes has said it was Reyes based on Rabusa’s testimony. It was up to Reyes to tell who he reports to. He preferred to take his life rather than expose his principal.

    Reyes might have wanted to protect his family like what Garcia did in entering Plea Bargain. Sa nangyari kay Reyes, siguro lalong umurong ang dalawang maliit na itlog pugo ni Neri.

    Knowing the sentiment and hearts of the Filipinos, expect the Senate to temporarily stop the hearing as a respect to Angie’s death. I doubt if they would call his wife to the hearing while she’s in mourning. Then, this case involving GMA would slowly be forgotten.

    GMA’s call to Reyes triggered his suicide.

    Recently, I watched a TV documentary about CIA operatives being planted some device on their brain to blindly follow orders making them monsters who are not afraid to assassinate and kill people as ordered. Their minds are controlled and they forget what they have done after the incident. Could this already be happening in the Philippines? GMA used the same trick to control her men until their death. That explains their utmost loyalty to them. CIA could easily pass on to GMA’s nine years administration.

    I don’t see why the content of the letter should be treated any different than Rabusa’s documents.

    My view is purely practical and not aligned with calls to close down PMA because shitheads like Pichay or Sison believe it breeds scoundrels. Not at all.

    I think separate colleges would make the military more professional. Speaking purely of military academia, the PMA is a generalist college after all. Graduates continue their field specialisation, eg., army, navy, air force, after graudation anyway.

    And as things stand there are already separate armed services education and training departments within each armed service so why not just re-set them as full armed service college (just like in the US, UK, France, etc.)

    And of course, the defence college can be maintained or an inter-armed services college (war college) could be set up to re-enforce armed services dogma of one for all, all for one sort of thing. 😉

    But “A General can steal, condone corruption…”

    The idea of several military academies is great. That would professionalize the branches of AFP. One who wants to be a Naval Officer could study at Naval Academy and so on. But again, this requires lots of funds.

    Reyes have participated in the corruption. But it is clear that he was not Garcia’s padrino. Rabusa never implicated him in Garcia’s case, and even stated that would have been the cleanest General if not for the pabaon system.

    So why is Trillanes insisting on Reyes?

    Yes, am aware of that. Further schoolibg but not only in the US but in other countries too, UK, France, Germany, Australia, (even Malaysia), etc…

    Thing is I believe to make each service truly espeialised and improve professionalism and perhaps, as josephtrans said, “It would also not foster the kind of buddy-buddy system that it has fostered over the years to the detriment of the country.”, why not just set up separate armed service college, eg., RP Naval [military] College, RP Army [military] College, RP Air Force [military] College.

    This doesn’t mean that studies abroad or in other foreign military institutes should be discarded either (if only to learn from each other or to learn new techniques, etc., etc.,)

    Recorba, who helped carry Reyes to his car after the shooting, said Reyes asked to be left alone immediately after the phone call.

    “Narinig ko na sinabihan yung anak niya na hintayin na lang siya sa kotse tsaka yung bodyguard niya medyo pinalayo ng konti (I heard him ask his sons to wait for him in the car and his bodyguard to keep some distance from him),” he said.”

    Personally, I don’t like funerals. Have only attended 5 funerals in my lifetime. Refused even to go to wake for my best friend who died recently.

    Classic example nito ang case ni Garcia at pag-insist ng Special Prosecutors that there was no 50m missing since they (AFPGHQ accountants) was able to reconcile and account for the 50m reported missing by Ms. Mendoza. Reconciliation is an accounting practice where book discrepancies are resolve by examining available documents and posting corrective entries. The question here is did the Special Prosecutors looked beyond the documents and examined the relationships of each documents and posited them in a time-line?

    I worked with the Phil govt. before, specifally sa financial dept. ng isang agency. I did some contract job sa J6 and C6 but that was a long time ago.

    So when the special prosecutor mentioned that it took 3 years for the AFPGHQ Accounting dept to account for the missing 50m it smells fishy. These are the possibilities.

    1. It took them 3 years to manufacture the documents to liquidate/account for the 50m.

    2. It took the owner of the account(it was a personal savings account) 3-years to return the 50m minus the earned interest. 3-years 50M at 5.5 percent p/a interest alone is about 7m.

    It is obvious that the special prosecutors/Tanodbayan diluted/diminished their evidences. M. Gutierrez and the special prosecutors talked lengthily about how weak their evidences against Garcia were they never explained how strong their evidences are, that is strange really.

    They did not go beyond the documents meaning they did not want to know the story behind the documents. Having custody of the most incriminating evidences the Tanodbayan/Special Prosecutors used their access to lawyer for Garcia and worked to undermine the evidences probative value.

    M. Gutierrez is the biggest stumbling block for good governance. GMA made very smart but devious appointments before leaving Malacanang to wit,

    3. Bunye – Monetary Board (Money Laundering)

Sa isang malalim na tao gaya ni Reyes, mababaw na dahilan pa yan para magpakamatay. Kung pamilya na ang nate-threaten, ibang usapan na iyan.

    Kaya para tanghalin siyang isang hero, no way! Libingan ng mga Bayani, di siya bagay, di naman niya ipinagtanggol ang bansa, inilaglag pa nga niya tayo from the frying pan (Erap) into the fire (Putot).

    Sorry uli, no sympathies here. Yung ibibili ko ng bulaklak, ipakain ko na lang sa isang pamilya sa tambakan.

    the problem with these in-aid-of-legislation investigations is that the evidence may be weak when they are subjected to the more rigorous process of the courts. This is the primary reason why none of these senate investigations progressed to the courts. If there is any advantage of these investigations, it is to pre-condition public opinion before any judicial process. Pulitika lang ito, ika nga.

The monthly “allowance” of P5M for Reyes’ office, P5M for his own pocket (Totalling P100M each for his 20-month stint as CSAFP) and a discretionary fund of P20M that only CSAFP can touch. Add that to the P50M pabaon plus the 42 travels his wife made each costing the AFP $10,000 plus some more extra shopping money. Ballpark figure: about P300M looted from AFP funds. Any way you look at it, it’s plunder.

    I have forgotten the exact timelines to confirm this but if you take Rex Robles word for it, he was not Gen. Garcia’s CSAFP but Gen. Ligot’s. It was also Ligot’s wife that was Mrs. Reyes constant travel companion.

    So why Trillanes insists on Reyes as Garcia’s protector? And if we take Rabusa’s word for it, Reyes’ corruption was relatively benign. I am not impressed with Reyes’ suicide, but it is fair to say he was a victim of selectivity and persecution.

Trillanes knows the real score, he and Garcia shared some years in the same detention and maybe a lot of the secrets, too, but since Garcia has already expressed he won’t turn state witness, Trillanes says that based on Rabusa’s testimony Reyes appears to be one of the protectors (not the exact words) of the shenanigans in AFP. It is one of the techniques used in investigations. You pin one, a different guy, usually the softie of the two, sings. But in this case Reyes was the softie and Garcia, the hardened one.

    Then I would disagree with Col Rabusa too if he classified corruption by a chief of staff Armed Forces of the Philippines as benign.

    I don’t know if they are lusot. I should hope not but your remark is pertinent. There must have been a bit vengeance there too (after all Reyes led the coup d’état against a sitting president, father of the senator-investigator.) I do hope that they’d go after the others too.

    That said, could have been circumstancial too, or even tactical, Reyes being the biggest fish among the corrupt generals, by virtue of his proximity and alliance with Gloria Macapagal, was pinned down first… If that’s the case, then I’m all for it (provided they pin down all the others too, i.e., one by one.)

    It was Ligot who was the comptroller during Reyes stint as AFP chief. But as Defense secretary he has a signing authority over equipment purchase of the the military. When he was defense secretary, Garcia was the comptroller.

    Don’t get confused, let’s put your conclusions in the proper perspective.

    Yung mga nag-deny doon yun sa hearing ng House, halos lahat pinatawag at yung denial was noted into the records. After all, they were all under oath. Wala tayong magagawa, engot yung Committee Chairman doon e.

    In the Senate, it was only Reyes who came, because among the three CSAFPs mentioned in Rabusa’s testimony, only Reyes was available. How can you conclude that Reyes was singled out?

    You cannot make that shotgun conclusion since it is still only Rabusa who is testifying. Who knows maybe the other Budget Officers that succeeded Rabusa (or the equivalent position, if they have dissolved the old plantilla) will have the same moral courage to come out and reveal their own knowledge of the scandals by their CSAFPs in their own stints.

    We have just started the game, a few minutes after kick-off and you are already shouting Luto! Luto!

    Siguro din matagal nang hindi nakapasyal sa Pilipinas. Pero ang mga opinion very impressive. Kaya lang kung minsan di kilala o di alam kung sinu-sino ang pinag-uusapan.

    What am I driving at? To have a more balance sharing of opinion, why don’t our OFWs and foreign based friends visit the Philippines once in a while to get first hand information. Kung sa bagay, itong Blog na ito ay sapat na dahil credible naman ang mga sinusulat ni Ellen. Medyo turn off lang kung minsan dahil kung sino ang wala sa Manila, iyon pa ang argumentative.

    It is not the “betrayal or squealing” of another persons. It is the betrayal of the trust bestowed upon Angelo Reyes as former Chief of the Armed Forces. It is the betrayal of the Filipino taxpayers of hard earned money and the foreign donors. It is blood money.

    Angelo Reyes was the upright person at the wrong company and at the wrong time. He lacked the moral strength of upholding the Academy virtue of Honor.but appears to have protected another person, a believer of “the buck stops at his office.”

    Does it really matter ? I, for one, do not care much where our co-bloggers come from. Whether malakas o mahina ang dating ng mga opinion natin dito (whether from abroad or local) is not really the issue (or is it ?). Unless of course anybody wants to dispute or challenge the opinion of any one of us, then that is his/her prerogative. Otherwise, just let it go. Huwag na lang nating pansinin. Everybody wants to be heard. And that’s what makes this blog so controversial. We have as many varying opinions as there are bloggers. One’s opinion is just that……………….an opinion.

    Garcia’s family are deeply involved in the AFP corruption. Angie Reyes has had Two Comptrollers during his stint_Garcia (DND) and Ligot (CSAFP). Garcia could have briefed Reyes on how to launder the funds using his family. The bottomline here is not to cease the investigation just because Angie Reyes took his own life. Not much is being said about the effect of the conversation Angie Reyes had with Gloria.
    It seems that Rex Robles has been giving clues to all, that Angie became more depressed and felt alone after the phone conversation with Gloria.

    During the elections Gloria was branded Kiss of Death, especially in the case of Gibo. With this incident, Gloria has proven that she is literally The Kiss of Death.
    Reyes could have been thinking that the investigation would stop if he chooses to take the easy way out and spare his wife_probably children from being summoned to testify. News being received lately, appears his thinking is correct.

    I sure hope that the Senators are wise enough to know that The Buck Does Not Stop on Reyes’ desk. The investigation must continue.

  193. Hey guys, seriously, I just watched Nat Geo’s program tonight about CIA secrets and those conspiracy theories we have been reading lately in Facebook and blogs may have a grain of truth after all.

    Post-hypnotic suggestion puts a subject under something like a spell that makes him do things unconsciously and outside his free will. That it may be triggered, among other things, by a phone call. The undertaker’s statement that he witnessed Reyes getting a call from his cellfone made him more depressed and a few minutes later, he shot himself.

    That theory still stands with Sirhan Sirhan who, despite several brain tests administered unto him cannot remember the details of his assassinating Robert F. Kennedy. In the movie Manchurian Candidate, it was the sight of a playing card with the queen of diamonds on its face that triggered the post-hypnotic mission.
