The unnamed powerful man behind Maj.Gen. Carlos Garcia

The mysterious powerful man behind Maj. Gen. Carlos Garcia is once again mentioned in the news following the outburst of retired Commodore Rex Robles after the suicide of former Armed Forces Chief Angelo Reyes.

Robles, who belongs to Philippine Military Class ’65 said his closeness to Reyes goes back to PMA days because he was the yearling, the academy lingo for mentor, of Reyes who was in Class ’66.

Sen. Antonio Trillanes IV yesterday said investigations into alleged diversion and conversion of the military budget might lead to Malacañang during the administration of former president and now Pampanga Rep. Gloria Arroyo.
“Masyadong malaki yung perang involved na imposibleng nasa level lang ni late General (Angelo) Reyes…sa Malacañang lang nagre-release ng ganung level,” Trillanes said.

The following version of that controversy which has now involved Sen. Antonio Trillanes IV , PMA Class ’95, is the result of my interviews with Robles, Trillanes and talk with other sources even before the Ombudsman entered into a plea bargain agreement with Garcia, the subject of the congressional investigation which has led to more revelations of corruption in the military.

Last Jan. 12, Trillanes, a few weeks after his release from a 7-and- a- half- year detention was quoted in media to have said, “”I believe General Garcia is only a front for somebody powerful. At some point in late 2009, he was actually willing to talk and reveal the story behind his enormous wealth. But I don’t know, maybe he got afraid.”

Trillanes refused to identify the person he believed is protecting Garcia but he said he has told Malacañang about it.

Trillanes and Garcia were both detained at the Camp Crame Custodial Center. Garcia, who was accused of a non-bailable crime of plunder, was released on bail last Dec. 16 on the strength of the plea bargain agreement which the Ombudsman said has not yet been approved by the Sandiganbayan.

On Jan. 14, Reyes wrote Trillanes asking him to reveal who that “powerful person” behind Garcia. He said,”And knowing you to be a forthright and just person, I am confident that when you do name this powerful person, you would be able to substantiate the allegation.”

The letter was hand carried to Trillanes by a his PMA classmate on Jan. 18. This letter was a subject of Gloria Arroyo’s call to Reyes a few days before he killed himself.

Robles said that Trillanes told his mistah,””Mistah,hindi si Reyes.” That’s why Robles said he could not understand why Trillanes said it was Reyes in a media interview last Feb. 1, the day after Reyes published the letter through a paid advertisement in major newspapers.

Trillanes said Reyes was one of the “principals” behind Garcia based on the revelations of former military budget officer George Rabusa.

Take note that the delivery of the letter to Trillanes happened before Rabusa’s Senate appearance on Jan. 27. It was in that hearing that Rabusa revealed that he personally delivered to Reyes, together with then military comptroller Jacinto Ligot, P50 million send- off gift when AFP chief retired sometime in March 2001. Rabusa also said that Reyes was receiving P10 million monthly for his personal allowances when he was AFP chief.

Trillanes admitted that at the time he met his mistah, the “powerful man” he was referring to was not Reyes.

But Trillanes revealed that his mistah delivered a message from Reyes which indicated that he also knew who that powerful man that the senator was referring and he wanted him (Trillanes) to disclose it in public so he (Reyes) would be cleared.

Trillanes said his mistah told him that Reyes admitted “May dumadaan sa akin. Pero wala akong kinukuha. Wala ako diyan. (Some pass through me. But I don’t benefit from it. I didn’t get anything.”

Trillanes’ said his mistah relayed to him Reyes request “to absolve him.”

Trillanes said, “I couldn’t do that.” Instead he told his mistah that since the former AFP chief and also former defense secretary himself said the deal just passed through his desk and he knew there was a higher destination, “Ituro na niya.” Identify the ultimate beneficiary.

The mistah said it’s unlikely that Reyes would do that.

Presumably, Trillanes’ information who the powerful person behind Garcia came from the former military comptroller himself. The problem is, during that Jan. 27 hearing, Trillanes asked Garcia if he was willing to cooperate with the government in eradicating corruption in the military. Garcia firmly declared, “I am not applying to be a state witness.”

Trillanes said he was puzzled why Reyes even came out with a full page ad with his letter even after the Rabusa expose. He said he named Reyes based on the Rabusa testimony. He said that’s why he asked for procurement papers of military equipment because purchases for the armed forces pass through the office of the defense secretary.

Robles said in his last conversation with Reyes, which was the day before he killed himself, the latter confided to him that Arroyo called him up about his letter to Trillanes. Robles said Reyes sounded concerned about Arroyo’s probe about the letter telling him about it in conspiratorial way. “Pare, tinawagan ako ni GMA,” Reyes told him half-whisper over the phone.

Robles said one of the things that Arroyo wanted to know was the identity of Trillanes’ mistah who delivered the letter.

Does this mean now that Arroyo will grill that young officer? Was Arroyo worried that it was her former aide, nor LCDR Christopher Magdangal, who delivered the letter? Was she worried that Magdangal would talk? No, it was not Magdangal.

There is also there is also the question why Reyes was challenging Trillanes to name the “powerful person” behind Garcia, who apparently he also knew. He knew that coming up with proofs to pin down this powerful person would be difficult. Was he laying a trap for Trillanes?

With Reyes gone, that powerful person may think that as long as Garcia adheres to his code of omerta, he is safe. But we got information that Garcia has written a letter, copies of which were given to three persons he trusts, with the instruction that it be made public in case something unnatural happens to him.

Uneasy must be the head that sleeps on stolen comforts.

Rabusa’s allegations, the military aide of PGMA gets 1% share of the 10% withheld by GHQ on conversions made via the “James Bond 007-style” as he explained in the Senate.

    Based on this revelation by Rabusa, it is imperative that the Senate Committees summon Magdangal, the Salutatorian of Class ’95, who is popularly known as the classmate of the core Magdalo Group who arranged for a meeting in Malacañang between GMA and the Magdalo in the wee hours, a few days before they were ordered arrested. It is this meeting wherein “Gloria kept yakking and yakking” as told by Trillanes in Oakwood.

    I suspect the pigs of the mafiosi are now casing Magdangal and making sure that he knows his moves are being watched. For all we know, he might have not just been a military aide, maybe a bagman, too since he is familiar with the intricacies of the military organization. But since he has been implicated by Rabusa as a recipient, his days in the service are numbered, the only redemption in sight is to turn state witness and implicate his former boss. He might just grab the microphone and steal the show from Rabusa in one of the upcoming Senate karaoke sessions.

    Surely, that would make sleeping soundly an impossibility to someone who already needs cognac to do so.

Kasi, how did this person manage to maneuver/juggle the monies by his/her lonesome to the tune of billions of pesos ? She will have to admit that she was in total control during her reign and therefore unwittingly implicate herself to the fact that all the shenanigans that happened during her reign of impunity were all her doings.     Conspiracy that did not end well for Reyes. The powerful person now know that Trillanes is smarter than they think. Kakagatin ba ni Trillanes ang challenge ni Reyes e imposibleng i-pin ang powerful person dahil walang documents (pa) na nagtuturo sa kanya. Resulta nyan si Sen. Sonny ang mababalik sa kulungan if he named the PP dahil walang pruweba, dadalhin kasi niya sa korte, gaya ng madalas niyang sabihin kung buking na. Ayan, may clue na kayo ha? 🙂

Its possible that the people who can help are hesitant to do so because they perceive the impact on the institution will weaken the country’s capability to protect itself, that another powerful group will take over and things will make a turn for the worst. Therefore staying quiet is justified in the interest of national security.
    What is really the “end game” for all these investigations? Are we really sure that the motive is pure also or we may end up with another GMA type or worst?

    Granting that Sec. Reyes didn’t benefit from it, he should have squealed against those he knew who partook of the loot. Being silent about it makes him an accessory to the crime.

    Jug, I don’t think the “institution” will weaken if everything is kept the way it is, a secret. The only time it will weaken IMO is if this guessing game will continue without any end results or solutions. The soldiers on the ground as we speak, might already be becoming restless.

    I just read the Inquirer article quoting Maligalig blaming Trillanes for Reyes’ decision to shoot himself.

    And I agree with you that Trillanes risks the public ire of his upperclassmen for the “affront” to Reyes but they’ve been silently furious with him anyway since he began his crusade 7 or 8 years ago. So, what has changed? Admittedly, because of this rather unique culture that is the PMA’s, i.e., you’ll remain a plebe to your upperclassman all your life, Reyes, I believe felt “humiliated”.

    But Reyes brought it upon himself — he should have done his duty and ensured that the AFP of which he was lord and master at that time was corruption free.

    But I disagree with you that he would be treated a leper; firstly, he’s got his fellow junior officers who fought it out with him come hell or high water, second, there are I’m sure, a huge part of the AFP that support his advocacies, and 3rd, those upperclassmen of his who think that he is to blame don’t matter in the scheme of things anymore.     One of the extraordinary things I witnessed in the RP military left me stunned (this involves Henry’s boss who was then chief of the silent service and his Vice-Com):

    By virtue of the the lowerclass’ promotion to post of silent service chief, he was promoted to 3-star rank ahead of his upperclass (by 2 PMA years) who remained 1-star and was kept in the post as vice-com.

    First, despite the fact that the chief wore 3 stars, he was obliged because of the idiotic PMA culture, to call his underling (but who was his upperclass at PMA) “Sir!” in front of goddamn every single tom dick and harry in the service.

    Second, the situation was awkward because at command conferences, normally everyone stood up when the chief entered the room, led by vice-com (naturally) but it so happened that often, the chief was first in the command conference room and the vice-com arrived a few minutes late. So, you know what usually happened? Again, because of this unique but idiotic culture, silent service chief would stand up (almost as if to salute the vice-com who was only the bleeding second in command)! It was not only awkward, it was also farcical.

    Well, finally, they decided, it couldn’t go on like that — just plain stupid, so they arranged things in such a way that chief would arrive later than the vice-com every time there was a command conference.

    Have other similar stories! It’s time the PMA learned that when a lowerclass is promoted ahead of an upperclass particularly for a major command post, the lowerclass must do away with the stupid tradition of addressing his upperclass “Sir!”

    They don’t know it but other militaries find that kind of tradition obsolete and really useless!

    My husband, a former military officer, addresses all his former superiors by their first name and so do I. I would never, in the first place, address them differently anyway. As a mere (and former) military spouse, I don’t feel I owed the military anything beyond my loyalty to my husband and his armed service command but it did not extend to subservience to the members of the officers’ corps, superior in rank or not. If I had to address them, I’d address them by their rank and if I had to say “Yes”, the reply was followed by the officer’s rank, eg., “Yes, Admiral!”

    And also, never ever, while my husband was in military service, did I address the wives of officers of superior rank “Ma’am” but addressed them by their first names or used their marital title, eg. “Mrs Smith” or “Mrs Jones” even if the wife in question was the wife of the flag-officer-in-command.

    With regards to your post #120 – Studies show that the province of Cotabato alone can take care of the rice requirements of the entire country and still have enough surplus that can be exported.

    In the mid 90’s I had the privilege to be enrolled in a course programmed by Rodolfo Aquino, cited by Asiaweek as among the Twenty Great Asians (for the period 1975-1995) for his contribution to rice production, at the International Rice Research Institute (IRRI). Among my classmates were the Ministers/Secretaries of Agriculrure of India, Pakistan, Taiwan, Myanmar, Thailand, Vietnam, Laos and Cambodia, the last three just recovering from the devastations of the Vietnam War. There were also a handful of Pinoys, IRRI employees, who were required by their office to attend the course.

    During class you can hear the murmurings of the pinoys seated at the back row, unmindful of the lecture being conducted. Evenings saw the library and the laboratory filled with foreigners. And where were the pinoys? Drinking ice-cold SMB and playing billiards off campus! I have to admit that there were occasions na “nakisama” rin ako.

    On the eve of our finals all the foreigners were locked up in their dorms studying. And again where were the Pinoys? Naka tambay sa labas ng dorm nagkukulitan at pinagti-tripan yung mga hitsura ng mga foreigners. Hindi ako nakatiis and I asked kung hindi ba sila mag-aaral. Their reply was, brace yourselves, “Walang problema yan. Kilala naming yung nagmi-mimeograph ng test papers”!

    Now do you still wonder why we now import rice from countries who, just 15 years ago, were trying to learn efficient rice production from us?

    I told a general that if that was the line of reasoning then why didn’t they condemn what Gen Esperon was doing to the detained PMAers before. Respect begets respect.

    Reyes was very much active in GMAs cabinet. And we all know he is not clean. And many were put in prison because they complained about corruption in the military.

    Damn, I’m sure the Malaysians, Thais, Vietnamese, and Chinese military and probably most of the Asian generals are chuckling at the clowns of the grossly corrupt and incompetent criminal syndicate that was once known as the AFP. Those countries similarly situated must be studying these events with great interest and learn from it.

    jug has earlier expressed apprehension over what this whole hullabaloo could lead to. He notes it may weaken the whole organization while the enemies get stronger – armed with new propaganda. But these effects are not limited to our country alone, our AFP is is now drowning in a fishbowl and the neighbors are getting a lesson or two, for both the scoundrels and the watchdogs. For the corrupt generals, on how to skim the funds from their own militaries without facing the consequences of their crime and for the supervising agencies to get familiar with manifestations of corruption even if well-hidden.

    Abolish it and use its gargantuan budget to a start
    A new life for the future officers of the Armed Forces.
    Divide the PMA budget into three: Trillanes should author a law creating (1) the Philippine Army Academy (PAA); (2) The Philippine Air Force Academy (PAFA), and (3) the largest because the country is an archipelago: The Philippine Sea Forces Academy(PSFA),
    ( compose of the Philippines Navy, Marines and Coast Coast Guard The strategic Academy locations should be: PAA in Fort Magsaysay; PAFA in the Visayas, and the PSFA Cotabato or Zamboanga City.

    The time is opportune and propitious. Funding may be augmented from foreign military assistance. The Armed Forces of the Philippines at the time after all those PMA graduates had retired can start on a clean slate. Let this idea be the start, the foundation and the building blocks for the straight way (patriotism) of the Armed Forces of the Philippines under P NOY.

    If this will come to pass, General Reyes’ suicide will be mitigated by history.
