How Aquino can regain lost ground

Reacting to the latest Social Weather Station survey results that showed his satisfaction rating dipping 13 points, the biggest so far in his 10-month presidency, President Aquino blamed media for not reporting about the good things his administration has accomplished and that from now, his media office would be more aggressive in its propaganda blitz.

Aquino’s deputy spokesperson Abigail Valte said, “P-Noy said that sometimes we are too shy because baka sabihin nagbubuhat kami ng sariling bangko. So bear with us kung kakapal ang mukha namin.”

Malacanang’s misreading of the message of the survey results reminds me of the story of the “Moron and the Beetle”. The moron was conducting an experiment what would happen to the bettle if his legs were cut. With all the six legs of the beetle intact, he ordered “Move” while tapping the table. The beetle moved quickly.

The moron next cut the beetle’s two legs and he noticed the bettle moved slower. He proceeded cutting the next two legs and ordered louder . He took note that the beetle had difficulty moving. He then cut the remaining two legs. He raised his voice higher and tapped the table harder but the bettle didn’t move at all. His conclusion: when you cut the legs of the beetle, he becomes deaf.

SWS’ figures are correct. Aquino and his advisers have a different conclusion.

No one is really surprised by the decrease in Aquino’s satisfaction ratings given his unimpressive first ten months considering the high hopes for reforms that he raised during the campaign.

It’s good that Aquino and his media advisers were a little bit shaken by the dip in satisfaction ratings because that was actually another wake-up call for them. The Aug. 23 tragedy was a major wake-up call but after that, with his survey ratings unaffected by the fiasco, the public didn’t see much change which was reflected by his purchase of the Porsche last January.

Now that he has known the survey results, it would be good for Aquino to stop thinking about it. He should do things which he believes are right and not because it will earn him popularity points.

I have only two suggestions:

First, he should appoint competent and honest people to help him govern the country. He should hire people not on the basis of friendship, his or his relatives, or campaign contributions but on qualifications.

In June, he would be appointing allies covered by the election ban, those who ran and lost in the May 2010 election. It is hoped that they would be an improvement in the bureaucracy.

His appointment of Heidi Mendoza as commissioner in the Commission on Audit is a good move. The government needs the likes of Mendoza, former COA auditor, who defied attempts by her superiors and colleagues to keep under the rug the evidence against former military comptroller Maj. Gen. Carlos Garcia, whom the Ombudsman set free under a controversial plea bargain agreement.

Many in the Department of Foreign Affairs are hoping he won’t appoint Aquino family friend, Domingo Lee as ambassador to China. Sources said Lee’s appointment is being pushed by one of his brothers-in-law.

China is a very important player in the world and Philippine relations with the behemoth neighbor is complicated by territorial claims in the Spratlys. The country would be served better by a dynamic foreign service career officer to represent the country in Beijing than by one whose only qualification is an old family friend.

Second, Aquino should also show the people that he is serious about being president. He should start the day early. His admission that he learned about the Aug. 23 tragedy almost noontime when the whole world was already watching it gave credence to talks that he always starts the day late.

I asked friends what they would advise Aquino to do to improve his satisfaction ratings and here are some of the responses:

Nelson Navarro, writer: 1) go to work before 11 in the morning; 2) get rid of the Porsche 3) give Hacienda Luisita to the people. Sobra na ang pakinabang nyo.

Vergel Santos, journalist:1) he should be seen going after GMA resolutely, unmistakably; 2) take the moral position on Lusita; 3) be less a family and frat person and more a people’s leader.

Malou Tiquia: political analyst and media specialist1) get a shot of the working president; 2) lay out the national program with targets in terms of job generation, HDI and GDP ;3) visit poorest regions and put special and focused program for them; 4) act as domestic tourism number one visitor; 5) rally the bureaucracy by conducting surprise visits at 8 a.m.

    PNoy is even lucky that the major media outfits, ABS-CBN, GMA7 Philippine Star and Philippine Daily Inquirer are his allies. A lot of his administrations bunglings are not being reported.

    I don’t think he takes the presidency the way he did not take being a congressman and a Senator seriously. He wakes up late, starts work late, then ends very early, usually by 6pm, its personal time already.

    We should have followed Cory when she was still alive. She never wanted Noy to run for higher office when he was Senator. I guess she knws more than anyone of us.

    Agree with Vergel Santos, go after Gloria. Hindi naman kasi gawa ni Pnoy ang mga naglabasan na kurakots sa AFP, natisod lang kaya hindi nya pwedeng angkinin yun.

    Si Gloria Arroyo ang tuunan nya ng pansin, yun ang kanyang campaign promise. Ang saya-saya ni Gloria sa b-day nya, nalimutan na sya ni Pnoy!

    Mag-iisang taon na wala pang natutupad sa mga pangako na mukhang naipako na. Puro salita lang at habang siya’y nagsasalita ang likot pa ng mata na mukha talagang binabasa lang at mukhang wala siyang alam at walang paki-alam sa mga sinasabi niya.

    Pero sabi ko nga kahit siya’y ganun saludo ako sa kanya pag naiharap sa korte si Glorya. Pag nagawa ito tignan ninyo aangat na naman ang rating niya. Buti na lang hindi siya kurap at kung nagkataon maisusumpa ko yong mga taong bumoto sa kanya.

  6. Nang itatag ang Communications Group na pinamumunuan ng tatlong cabinet secretary, ang unang pansin ko dyan, mukhang paiigtingin ang mga pagbabalita ng Office of the President. Sa halip isang Press Secretary, naging tatlo na at ang tantya ko, magiging mahusay ang takbo ng administrasyon. Bukod pa dyan, sabi nga ni Andres @#1,kakampi ni PNoy ang major media outlets. Hindi natin kakalimutan na nandyan pa rin ang government television stations sa channel 4, 9 & 11 at naglipanang government radio stations na dapat nagbabalita ng mga magandang nagawa at ginagawa ni PNoy. Sa ganyang kalagayan na halos nasa panig ng administrasyon ang media, wala na akong maisip na dapat bagsakan ng sisi ng Malacanang sa pagbaba ng approval rating ni PNoy?

    It is but natural for all elected presidents all over the world to lose popularity within a year specially in the Philippines. Kahit na sino ang ilagay mong presidente sa atin, bagsak ang rating palagi kasi yung mga iniinterview eh yung mga mahihirap. And this segment of the population expects that they will be financially helped by a new president. Our country runs on “fumes” everytime we have a new leader. Yung paalis na presidente, nilimas na yung kaban ng bayan.

    Yung pagbili niya ng Porsche eh hindi dapat nagiging issue. He is already rich even before he became a president. Basta hindi lang niya ninakaw yung pinambili niya ng sasakyan niya sa kaban ng bayan, eh ano kung bumili siya ng second hand na magandang sasakyan? Alangan namang mag-jeep siya. napakababaw ng mga tao sa atin. Leave the guy alone!

    But on waking up too late, he has to improve on that. If you are self employed ok lang but if you are running a government that starts at 8 AM, you should at least start your day no later than 9 AM.

    He should also stop putting his friends in key positions if they are not qualified for the job.

    Foremost is to start litigating putot and her cronies!

    Everyone knows that as a congressman and senator he did not perform well. So why did the people elect him in the first place? People said he is pure and good hearted so why expect him to be a quick thinking efficient president? If he can reduce corruption by example, this is all I expect him to do. Huwag na tayong umangal pa.

    Ellen, SWS does SATISFACTION ratings, not Approval ratings. There’s a difference. It’s harder to get a grade of Satisfactory (2.5 in UP grading system) than to get a grade of Pass (3.0 in UP system).

    Satisfactory? Approval? May diperensya ba yan kung tanungin mo ang kapos sa Ingles? How do you phrase it?

    Kuntento ka ba sa trabaho ni Noy? Aprobado ba? Ayon ka ba sa trabaho ni Noy? How do you assign numerical values to kuntento, aprobado or ayon?

    And the usual answer will be ok lang. Is an okay lang to ayon, or kuntento or aprobado of the same numerical value? Or are the values different? The analogy with grades is quite inapt, because grades are given after a test is made, which have numerical values per question.

    i don`t think pnoy`s rating has gone down, saan kaya kinuha ni mr mangahas ang survey, a thousand people is not the whole philippines, sana sinabi man lang niya kung saan siya nag survey, baka dun sa lubao pampanga siya nag survey, natural mababa ang rating ni penoy doon, subukan niya sa tarlac mag survey, baka magulat siya sa percentage ng naniniwala kay pnoy, sws under mr mangahas is not credible, ilang beses na ba silang pumalpak.. kadudaduda ang survey niya, now that there is pending impeachment of gutierrez and the filing of cases by the morong 43 on GMA.. sino kaya ang nag bayad sa survey ni mr mangahas?? my guess is the camp of GMA..!!

    My point is, how is the survey conducted, in order to discern the difference? Is there one? Or was the the explanation to you an excuse, in order to sugarcoat the results for the President? The survey respondents do not merely approve of the President, but they are satisfied with his performance.

    Dapat ang minimum Take-home Pay ng mga manggagawa eh nasa 20,000 Pesos(Net of Deductions) a month para mamuhay ang isang pamilya na may 2 anak. Nasaan ba ang magagaling nating Economists tulad (daw) ni Winnie Monsod,(na palagay ko ay isang makaKapitalista din). Siguro naman ay may pag-aaral silang ginawa tungkol sa workers wages…example:

    The problem here is the rising cost of commodities and utilities. PNoy is indebted to big businesss who supported him.

    And surveys? Tama si Henry, an avid supporter of PNoy, it is only for candidates, and PNoy does not care about it. Wow! Ganyan pala ang attitude niyo? That means they are not sensitive to the needs of the ordinary people! Grabe!!!

Before you secure a US passport, first thing they’ll ask you is a birth certificate, which in all likelyhood was presented and certified prior to his departure to Indonesia. His becoming a state senator, running for congress, and election to the US Senate was never in questioned only until he decided to run for president.

    If Filipinos who entered the US Military as foreigners (pre 1991) were subjected to intense Background Investigations when applying for sensitive jobs, darn! how much more for someone becoming a US President? The FBI and other federal agencies already closed this case and the Supreme Court didn’t want to hear about it any longer.

    You need to worry more about what the GOP’s/Tea Party wanting to cut MediCare in the Federal Budget. Cutting this particular program means less medical attention on the elderlies, disabled, poor children which equates to shorter lives. Obama is trying to prevent the GOP’s from cutting more programs directed at helping the less-fortunate and that’s where the “stand still” right now to a government shutdown. GOP’s already targeted National Public Radio and Arts to be cut.

    The GOP’s stance on Taxing the middle class and the poor while giving tax breaks for millionaires/billionaires because it creates millions of jobs is so bogus and totally delusional.

    re the list of exenditures posted above..hindi ba free ang tuition fees sa public schools? and are not the schools within walking distance? wala bang mga school bus? kasi ito ang nakikita ko sa aming probinsiya…the school kids walk..ang mga uniforms nila ay plansado kahit na sulsi sulsi..and you could hear their laughters as they walk…very refreshing sight! simply ang kaligayahan ng mga kabataan sa amin…kung dito mayroon silang “slegh bells
    ring” sa Christmas sa amin naman ay “laughters ring” from the children as they play, swim, etc.

    alam ko sa pinas free ang tuition fees sa public schools. kaya lang marami pa ring ibang gastos tulad ng uniforms at mga libro. nuong time namin na decades ago ay siempre lakad pero ngayon bagyang kibot ay tricycle dahil mainit daw at papawisan.nuong araw ang baon ko 5 sentimos kung recess lang at umuuwi kami para sa tanghalian.
