Fascinating assessments from US Embassy, Manila

I’m fascinated by the Wikileaks releases of the cables from the US Embassy in Manila.

The latest I’ve read was then ambassador Kristie Kenney’s assessment of Hermogenes Ebdane, Jr. as the defense secretary written in March 2007. It was one insult after another.

It said, “Tongue-tied and reticent, Defense Secretary Hermogenes Ebdane stands in stark contrast to his articulate and sophisticated predecessor, Avelino “Nonong” Cruz. “

It continued: “Ebdane was far from the best choice President Arroyo could have made to succeed former Secretary Cruz. He is clearly no intellect, but a through-and-through loyalist, a quality that the president, who only a year ago faced down a coup attempt, treasures. “

It quoted comments from unnamed undersecretaries with one saying Ebdane was a “good guy” and another saying “at best mediocre.”

But Kenney said “whatever he may lack in polish, Ebdane makes up in ‘pull’,” with Arroyo.

The cable also mentioned damning information about the beleaguered Ebdane who was recently been identified by Police Senior Superintendent Rafael Santiago as the mastermind of the Batasan Pambansa break–in where manufactured election returns (allegedly also on orders of Ebdane) replaced the genuine ERs tampered by election operatives and military personnel in favor of Gloria Arroyo.

“An Arroyo loyalist, Ebdane found his name prominently featured in the “Hello Garci” tapes scandal from the controversial 2004 elections. Many believe he helped then-Elections Commissioner Virgilio Garcilliano go into hiding at the peak of the controversy,” Kenney said.

In the same cable, Kenney expressed admiration for then AFP Chief Hermogenes Esperon.”We have a strong ally in General Esperon,” she said.

Another interesting cable was the one sent by US Embassy Deputy Chief of Mission Raymond Burghardt in July 1994 about his conversation with academician Joel de los Santos who served as consultant on security matters in the Ramos administration.

Burghardt relayed to Washington D.C. the info shared by de los Santos that “Ramos had received five million pesos (about dols 200,000) from the Llibyans to finance his presidential campaign in 1992.”

I covered the Ramos presidential campaign in 1992 and his and De Venecia’s disappearance for at least a week at the start of the campaign created a lot of speculations. Some said he went to London to visit his son by Rosemarie “Baby” Arenas who was despondent. Other said he went to Switzerland to withdraw money from a Marcos account that he held for the late dictator who was his cousin.

The funding from Gaddafy had been talked about even then. The Libya meeting was confirmed in 1996 by FVR and JDV themselves in an interview with Time Magazine’s Nelly Sindayen after the signing of a peace agreement with Nur Misuari, leader of the Moro National Liberation Front.

Ramos told Time magazine that the meeting with Gaddafy in his tent in the middle of a desert was to secure his help for the peace process, something that didn’t quite fit because he was only a presidential candidate at that time.

If it’s true, Ramos acceptance of Gaddafy’s contribution to his presidential bid was in violation of the Omnibus Election Code which prohibits political contributions from foreigners and foreign corporations.

Kenney must be thankful that she is now out of Manila (she now ambassador to Thailand) when Wikileaks released the secret cables on her impression of Aquino and comments on the President’s mother, the late President Cory.

Kenney filed a report after Aquino declared his presidential bid describing him as “diffident and unassertive.” Previous to that Aquino visited Kenney in her Forbes Park residence.

But Kenney took note of his “relatively clean record with no baggage of scandals” which she said “could be a distinct advantage.”

Presidential Comunications Secretary Ricky Carandang was not amused saying Kenney “had been coopted by the Arroyo regime.”

But what would be unforgivable for Aquino were Kenney’s comment that his late mother as a “weak” and “tarnished” leader who had been reduced to just “a partial icon of morality” when she joined the anti-Arroyo rally side by side with the convicted former president, Joseph Estrada.”

Kenney’s shallow view of the anti-Arroyo protests gives credence to Carandang’s piqued remark about the socially charming lady envoy whom Foreign Secretary Albert del Rosario described as a “dismal failure” in helping the Filipinos defend democracy.

The Wikileaks cables were leaked by a disgruntled American intelligence analyst, Bradley Manning, to Julian Assange, founder of the website. One may not agree with the assessments by American officials but it’s interesting to know the quality of information that they relay to Washington D.C.

Kenney was not alone in not being impressed with Aquino. Rather than be defensive, Aquino and his advisers should take that as a challenge and prove her wrong.

    You should also see how Kenney reported that martial law in Maguindanao is, in effect, essential and justifiable.

    I think Kristie Kenney was correct in her assessment of Aquino. That is what is being discussed in this blog all the time. Worse pa.

    Si Kenney, certified na doble cara din! She’s not impressed with Hermogenes but at the same time she expressed admiration for him as they “have a strong ally in General Esperon,”. Oh well, basta sa interes ni Uncle Sam kahit sino welcome.

    Ebdane was in charge of one of the most colossal government agencies in the country, the biggest revenue generating agency perhaps second only to the DoF’s BIR. Yet in the what, 2 years he was there, with the funds at his disposal and the immense power that he held over that agency, what has Ebdane accomplished in strictly tangible terms for the benefit of the country’s transport and communications that covered land, sea and air spaces?

    Nothing! Our country’s air space is still blind, eg., no radars to speak of, our airports still are in dismal conditions, our transport licensing agencies are still in disarray with services compare only favourably to some of the Western countries in West Africa, and our shipping lanes and businesses that go with them are still irrelevant in comparison to the ones in much smaller countries around us.

    The man not only lacks the intellectual acumen to lead such complex department but also the ability to act on the problems.

    Gloria Arroyo legally and morally hijacked every institution of the Republic. Her misdeeds not only demoralised those naturally qualified people who could have solved the problems of those agencies and served the needs of the nations but also embarassed the Filipino people before the international community.

    For those acts of betrayal against the interests of the nation, Gloria Macapagal-Arroyo should be hanged from the highest lamp post. She doesn’t deserve forgiveness, understanding or compassion. She has committed serious criminal acts that if they had to be listed one by one could easily be equated to one of the most heinous acts committed against one’s country: treason, the crime that covers some of the more serious acts of betrayal of one’s nation.

    The only compassion I am prepared to show for Gloria Macapagal Arroyo before she is burned at the stake or on her deathbed: May God have mercy on her soul!

    The answer to your questions is quite simple: Kenney had high regard for Esperon because he was so devoted to Gloria Macapagal to the point that he would probably lick the ground she walked on if he had asked him to.

    And to Americans, it was important that Gloria had a German Shepherd dog in the person of Esperon that could and would keep the military in check and prevent them from attempting a mutiny or coup d’etat because such would undermine the artificial stability of the Republic under Pandak’s rule.

    Never mind that Esperon was committing the most outrageous violations of human rights on members of the military, never mind that he was covering up the incredible acts of corruption being committed by the members of the military in the high echelons of power or never mind that the military under him was actually propping up an illegal regime.

    America couldn’t — and still can’t, afford to have an ally in that part of the world going in flames. They need a relatively ‘stable’ base from which to operate in the region. Also, how else can they continue to station US troops and set up ‘permanent bases’ (which they call camps) in the Philippines 365 days a year in total violation of the Constitution against the establishment of permanent foreign military bases in the country, if the country was umstable, and worse, if the people at the top did not cooperate?

    Esperon, like Gloria, committed acts of betrayal against the nation. He, along with Gloria Macapagal, should be hanged from the highest lamp post or burnt at the stake. That’s what they used to do to criminals and to those who committed treason in the olden times.

    Reading the quality of the info relayed to Washington D.C., I feel sorry for the American people. The info part is not so bad but the comments/analysis are so shallow.

    The Glue’s bright boys were more creative with the title, calling it a “juridical entity”. Noy’s is a bigger Freudian slip – “substate”. Bagoong, by any other name, whether Alamang, or Padas, still stinks.

    The Ams were all for it, their interest being the security of the area. They believe that if the area is given a substate, then the MILF will stop hosting terrorists like the Jemaah Islamiyah.

    If they can host them while merely rebels, how much more, if they have their own “substate”? Haven’t you learned yet from Afghanistan, Pakistan and Iraq? Aren’t sovereign states better hotbeds for these turds?

    Thats strange, its the same impression foreign colleagues point out to me every time (normal first impression)and upon checking with other Filipino male OFWs, most of them get elicit the same impression from foreigners too.
    Personally, if some people tell me I’m so quiet, shy, not open, and only speaks when I’m asked a question during first encounters – its because we’re trained from childhood about “maraming daldal maraming mali” and we are not fond of bluffing (a Gloria trait), we make sure we establish ourselves first before asserting ourselves otherwise “puro yabang lang.”
    Ellen is right, the appropriate response is just to prove them wrong, no need to defend ourselves every time we get this reaction, we get it all the time.

    These guys don’t actually give a damn how democratic or justly (or unjustly) the country is run for as long as its “stable” and does not affect their “interests.” Hmmmmm. So all these conspiracy theories about foreign superpowers involved in toppling governments, propping up of despots and taking them down, etc, may have some basis after all?
    I wonder if the US had a hand in the Erap misdaventure? Or were their operatives aware of the the “Hello Garci?” Were they as aversed to having FPJ as president as some of us were at the time also?

    “Unlike other major presidential candidates… Aquino was vague on specific policies he would pursue if he won office,” she said of the meeting at her home.

    She conceded: “Aquino may be perceived as having had a lackluster political career, but he also appears to have a relatively clean record with no baggage of scandals, which could be a distinct advantage.”

    Responding to the revelations presidential spokesman Ricky Carandang suggested Kenney had sided with the incumbent leader’s predecessor Gloria Arroyo.

    “We normally don’t comment on purportedly leaked cables but it’s quite consistent with talk that went on in the diplomatic community at the time that Ambassador Kenney had been co-opted by the Arroyo regime,” he told AFP.

    Ricky Carandang is prone to knee jerk reactions, there are some issues that do not need to be noticed, this is one of them.

    Ambassador Kenney made the assessment she forwarded to the State Dept. officials the way she perceived and looked things at the moment in time…what happened aftermath could have made many of her prior reports and assessment irrellevant as people and politicians change on a day to day basis…

    On comments in regards to Mrs. Aquino joining Estrada.it was an appropriate commentary whan an Icon of Morality and righteousness will join a convicted plunderer and a known womanizer just to serve her own agenda…she can stan by herself without Estrada’s or anone Else…She was able to do that against the forces of Marcos…that was a very misguided lasped 0error) of judgement and forget about this forgiveness, got nothing to do with it.

    There is the matter of redemption, personally I don’t fault Cory when she joined forces with Erap against Gloria, history has already vindicated this, but the CBCP has other plans.
    And for the americans, they seem to be aversed to leaders that believe in genuine independence or “country run like hell than like heaven by the …” types. Just look at this video and you’ll see what happens.

I agree with MPRivera, in fact, it was Cory’s defining moment, she risked losing the support of the church when she did that, being a devout catholic it must have been painful, but she she did the right thing. What I can’t understand are some hypocrite CBCP, civil society, etc, who contributed to the splontering of the opposition because they refused to stand beside eraptians, bakit mabaho ba ang mga ito? Nakaka “ewe?” ba? In Cory we find the example of true humility, to admit a mistake, to join side by side with sinners and saints alike for the betterment of the country. I didn’t like Erap myself, especially the womanizing part, but so was my father, and any time between now and the day I become impotent I may follow suit, its in the genes they say, but the guy paid his dues already and is redeeming himself.

    i never liked tita cory before lalo na nu’ng nagsusulputan na ‘yung pakikialam ng kamag-anak, inc. na sa tingin ko noon ay nawalan ng kabuluhan ang sinasabi nilang pagpapatalsik kay apo ferdie. in fact, i also became critical of her administration because i then sensed that her appointed local leaders were not really sincere in reforming the system their own way.

    i only admired her when she openly said sorry to erap nu’ng lumalakas ang singaw ng baho ng mga arroyo.

    You may hate her, but to her bosses, she did a good job. Problem is, now that wikileaks has exposed her candor to her bosses, the Thais may be a bit more wary. What is she saying behind our backs? That question now becomes the question in every host country’s leaders’ minds. What are the Ams saying behind our backs, including this Thomas guy?

    Of course, two can play the game, as they always have. People say things behind your back, including the MILF, with whom the Ams have been playing footsies all these years, for the stupid Bush objective of “War on Terror”.

    But Bam produced THE result, by not trusting the guys who ask you for money to fight terrorists, and behind your back, host those same terrorists.

    The Arab spring has rendered the terrorists irrelevant. Time for the Ams to stop talking to friends of terrorists.

    And for judging people who she barely knows anything at all, it happens to everybody too, good thing the majority of Filipinos are not so petty and judgmental, we can still rely on collective decisions no matter what the insignificant minority will say (no matter how noisy). To them I say better luck next time and make sure not to back up a loser next time around. 🙂

    What did Alberto Romulo say about her? A dismal failure. In the grand scheme of things she just knew what people would like to hear to please them, her bosses, the current Philippine president et al. If her reports contributed to the US playing footsies with the MILF, well she joins all the others who plunged the US in expensive war mongering. If we are to appraise her based on actual results ie did she make any positive impact on the area of assignment, did the US gain anything measurable or was able to minimize cost but achieving its overall objectives whatever they were? She’s a dismal failure as A Romulo said, and now she’s exposed as a backbiter and plastic. hehehe, too bad there’s wikileaks.

    If some minion in an office can stand pointing and clicking for an hour or more, you can print the whole cache (36 pages of about fifteen or twenty cables per page). Then, puwedeng i-assign ang cable for reading, to mine for newsworthy material.

    Of course, ang fetish ng Kano ay ang mga guerra sa Middle East. I have skimmed the titles of all 36 pages. Ngayon, ang gusto kong basahin tsismis ay tungkol kay Silvio Berlusconi and the Mafia. So Italy naman ang babasahin natin.

    It assesses foreign leaders and potential leaders and important personalities to assist in the formulation of policies regarding their countries.

    If the Philippine Embassies in the different countries to which they are posted are not doing this, they are sleeping on the job. The Embassies are doing this in their national interest and not to please the persons and countries they are reporting on.
