Kasakiman ang political dynasties

Ang Pilipinas ay demokrasya.

Maraming dugo ang pinuhunan ng mga nauna sa atin para natin makamtan ang ating kalayaan at magkaroon ng demokrasya kung saan lahat tayo ay pantay-pantay ang karapatan, mayaman o mahirap, matalino man o bobo, maputi o maitim, bata o matanda, mataas man o punggok, mataba man o payat.

Ang ganung prinsipyo ay nakasaad sa ating Saligang Batas.

Sa demokrasya, dapat lahat na mamayan ay may pantay-pantay na oportunidad mamuno ng bayan: Sabi sa Article II Section 26 ng ating Constitution: “The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law.”

Binanggit ng mga gumawa ng Constitution ang “political dynasties” dahil alam nila na hindi tama na ang iilang pamilya lamang ang may control ng kapangyarihan sa bansa.

Ang ating Constitution ay ginawa noong 1987. Hanggang ngayon walang batas na naipasa para ipatupad ang nakasaad sa Constitution. Walang definition kung ano talaga ang political dynasty. Siyempre, kasi marami sa mga gumagawa ng batas ay kabilang sa mga political dynasty.

Ano ba ang political dynasty? Kung gamitin ang sentido kumon, ang political dynasty ay pamilya o grupo na may hawak ng kapangyarihan sa pamamagitan ng maraming pwesto sa pamahalaan sa maraming taon.

Ang isang klaro na ehemplo ay ang pamilyang Binay sa Makati. Nagsimula nang si Jejomar Binay, human rights lawyer noong panahon ni Ferdinand Marcos (isa ring political dynasty), ay naging mayor ng Makati.

Nang matapos ang kanyang termino (tatlong termindo, bawat termino tatlong taon), pinatakbo niya ang kanyang asawa. Balik pagka-mayor na naman siya.

Ang anak niyang si Abigail ay naging congresswoman sa isang distrito. Nang tumakbo siya bilang bise-presidente (na nanalo naman), ang naging mayor ay ang anak niyang si Junjun. Ngayon, pati ang isang anak niyang si Nancy ay tumatakbo na senador.

Ang isa ring political dynasty ay si dating Pangulong Estrada na nagsimulang mayor ng San Juan at ngayon ay tumatakbo na mayor ng Manila. Ngayon ang mayor ng san Juan ay nanay ng kanyang anak na si Cong. JV Ejercito na tumatakbong senador. Ang isang anak ni Erap, si Jinggoy, ay senador na.

Sa mga kandidato ngayon para senador, marami ay anak ng mga pulitiko katulad ni Jackie Enrile na ginagamit ang initial ng tatay niya, si Senate President Juan Ponce Enrile. Isa pa si Rep. Sonny Angara, anak ni Sen. Edgardo Angara, na tumatakbong senador. Tatakbo din ang Sen. Angara bilang gubernador ng Aurora.

Ilan lang yan sila sa mga political dynasties sa Pilipinas.

Kapag nakapwesto, hindi na bibitiw. Akala naman nila, sila lang ang may karapatan sa pwesto na yun. Parang sila lang binayayaan ng Panginoon ng kaalaman para maging lider.

Hindi na public service yan. Kasakiman ang tawag dyan.

    These people building a political dynasty think we are a monarchy. Akala nila hari at reyna sila at ipinamamana ang pwesto to gobierno.

    Palusot ni Estrada let the people decide. Instead of using his popularity to educate and enlighten the people, the more that he pushes them into ignorance and fantasy.

  2. Ellen, the real challenge for us people voters, especially the young ones, is how to use the social media as a campaign tool vs. these political families. We know that our objective is NOT TO VOTE ANY CANDIDATE WITH A RELATIVE IN THE SENATE OR CONGRESS. There are millions (think 35M) cellphone users but I dont know the number of users of social media in their cps. If the challenge of these politicians is “Let the people decide”, then that is exactly what we should do. Do not vote for their relatives so that there will be no “multiple senators with the same family names”. Para simple, lets apply the boycott without any exception. In this coming election, these trapos should realize the power of the social media. I think most of them underestimate this power. BTW, since the last election in 2010, the social media has developed rapidly. We only need the coordination of civic minded citizens and some IT people to do this. Let’s get on with it.

  3. That, correct, Alsan. We should use technology (internet, social media, cellphone) to inform voters of the harm of political dynasties to our democracy.

    With these tools, every citizen is empowered and can participate.

    The constitutions also guarantees equal Benefit and protection under the law and the Freedom to pursue life and liberty , thus to deny any citizen the right to seek elected office may not be Constitutional…
    Families or members of families desiring to serve the Public at the same time is an honourable and rewarding career that should be encourage instead. What should be discouraged is using the public trust for Nefarious intentions and vehicle for accumulation of ill gotten wealth. Our own drafters of the Charter realized this by inking only one rule for which one can hold an elected Position…and the rule is. If you can Vote….you can run for any Elected position. Now it is up for the Voters and or the Party (in case of Feds And Provincial and territorial Govts., municipal not allowed Party lines) to include you in the lineup as it is very rare for independent candidate to get elected. The Great equalizer of the Game ?? No candidate can spend more than any citizen can contribute to the campaign. And no one can spend more than the law allows. Yes the whole Family can run at the same time together or against another,but all in a Level playing Field. That should be the issue that needed to be addressed.

    Honestly, it is Not the dynasty that is the problem politically, but it is the symptoms of what is wrong with the system. Go to the root causes why the dynasty becomes problematic and one of them is the Profirable business of Politics. Second the hardly impossible to enforce election rules that’ make the election playing field tilted towards the politicians in power by able to use the taxpayer sourced and mysterious campaign financing to win the election and the influence peddling by individuals for expected return to their campaign contribution.

    The very reason why contribution from businesses and from labour unions are no longer allowed in Canada and the only campaign Contribution allowed are from individuals with the same Limits to all including candidates and the same allowable expenses and from the Government in terms of refunds and rebates to Parties and and contributors in an annual basis. Political parties is also am entity that just don’t exist during elections. Contributions and party expenses is an ongoing business .. with this system even a deserving unemployed single mom can win a seat in the House and a fresh High school grad could be member of parliament… And many exactly did the last federal election. And they shine where many veterans share them their experience. And at an average salary of $ 150 thou a year that beats being a single mom on welfare.

    Ubos kaban ng bayan sa salary ng mga pami-pamilya sa pulitika, naka sentro sa kanila ang kapangyarihan at kawalanghiyaan.

    Ako ang tingin ko sa dynasty ay praktikal. Wala along nakikitang prinsipyo o anuman that makes dynasties evil in and of itself. Kung nakakatulong ang dynasty iboboto ko sila . Kung hindi, di hindi ko iboboto ulit.

    For example, malaki ang naitulong ng mga Angara sa Aurora province. Bago ng panahon nila yan Aurora ay walang-wala. Ngayon umuunlad na. Nagiging pang popular na tourist spot ang Baler at yun Casiguran naman ay magiging base ng Apeco o Aurora Pacific Economic Zone and Freeport Authority. Nabigyan pansin din ng Spain ang historical ties nila sa Baler at nagkaroon ng magandang cultural and other relationships ang Baler at Spain. Lahat ito ay nangyari sa ilalim ng pamumuno ng mga Angara. Dynasty na kung dynasty pero maligaya ako sa kanila. Malaki ang naitulong nila sa Baler, marami silang nagawang patuloy na nagpapaunlad sa Aurora. Yun nagawa nila hindi nagawa ng mga nauna sa kanila. Masasabi natin na ang Angara dynsaty sa Baler ay nagumpisa nitong 2000s. Sana naumpisahan nung araw pa at sana ay magtagal pa.

  8. Normally, I’m an equal opportunity advocate. If a whole clan runs and wins, so be it. The voters get what they deserve. Elsewhere in the world, public service is a legitimate career, family members get multiple degrees in courses related to governance so that they can serve their constituents. What’s so offensive about that?

    In Pinas, however, maintaining a dynasty for the collective gain of a single family is becoming the norm especially in rural realpolitiks. I’m hoping to see a family whose members are all into real, no bullshit, public service, I’m not sure I’ve found one yet. I looked the other way when Nene Aguilar of Las Piñas had his wife Imelda babysit the mayorship for 3 years because it was illegal to go beyond 3 continuous terms. But the dynasty connecting him to Manny Villar via wife Cynthia Aguilar-Villar was the typical bad kind, it negated all his achievements. As it is, therefore I am a strong critic of any existing and intended dynasty, a la Enrile int the future.

    Political dynasty is the most secure business of the rich n’ famous in Pinas.

    Sino lalaban sa kanila na mahirap sa anumang eleksyon e bilyunes and ginagastos kaya ipinamamana sa mga anak at kamag-anak ang elective positions para mabawi at yumaman pa.

    Real public service of a political dynasty, name one.

    manuel@ 7 back in the days of Trudeaumania, we could only wish that he married young and have children to fill the House, but he married very late to woman whose mother is yonger than Him…and now his eldest son is running for the Leadership of the almost deciminated Liberal Party lead to near exticntion by the Intellectual Harvard professor last election…but it was not his son the Liberals really wanted but His Young and Only daughter from the other woman who just graduated from the world’s leading school of Business that would show up and claim her Dad’s years of Glory and Start the Dynasty…and we are wondering where are you Sarah Elisabeth Coyne?

    Political dynasties, families in which multiple members have held elected office, commonly feature in the U.S. Congress. I explored the electoral origins of this phenomenon and determined that members of political dynasties have a significant advantage over first-generation politicians in open-seat House elections. Using an original dataset containing candidate- and district-level covariates for all candidates in open-seat House contests between 1994 and 2006, I found that dynastic politicians enjoy “brand name advantages,” giving them a significant edge over comparable nondynastic opponents. In contrast, hypotheses concerning potential advantages stemming from past political experience and fundraising ability yield null results.

    MANILA, Philippines—The House of Representatives has approved on third and final reading a bill which will allow the government to subsidize political parties in order to level the playing field during elections.

    House Bill 6551 or “An Act Strengthening the Political Party System, appropriating funds therefor and for other purposes” was passed Tuesday night with all 168 legislators present during session voting for its approval.

    Subsidizing political parties is a novel idea but… It will be a complex implementation. firstly there should be a strong Party system above personalities. And it should meet a very strict accreditation process to be recognized as such. Then must be credible enough to be able to field a specific number of candidates and successfully takes a minimum required seat or votes to be granted the status. Otherwise Parties will flourish like the Spring Flower to take the subsidy home. Last time I was at the general Party meeting here is how it works in our case.
    For individual contributors.. Revenue Canada will refund 75 % of political contributions to accredited Parties, Candidates, nominations annually up to $700.(max allowed is $5000 with guidelines of how and who yearly , most contributions are in the hundreds and lower) for the candidates who meet the minimum number of votes. Also entitled to individual refunds plus % of his campaign expenses whichwill revert back to the party coffers. For ths Party it is Big. Other than up to 50 % of total campaign or annual expense in time of election a $ 1. 75 (indexto inflation) is refunded for every vote cast to the party candidates. These and more to keep the Strong Party system Strong and elections CleAn.

    And there will be No political contributions allowed from COMPANIES , Lobbyists, labour unions and no individual is allowed to give out fund for other to Contribute. To do so will be an election code offence. And any candidate or party guilty of taking such contribution will be sanctioned or the Party may lose the accreditation and Government subsidy. One leadership candidate was caught giving family members funds to contribute to his leadership campaign and had to resign and fade away from politics. Since the limit for candidate contribution is only $ 1000 out of the $5000 Ma x some will attempt to spread the contributions ong friends and relatives with his own funds It is still a No no and the electoral body have means of catching such trickery.

    Whenever I hear talk about strengthening political parties as if strong political parties are or will be the solution to the anarchy of our politics, I reread the farewell address of George Washington.
