Aquino withdraws GMA midnight appointments

President Aquino has ordered the recall, withdrawal and revocation of midnight appointments made by former President Gloria Arroyo for violating the appointments ban in the Constitution and the Omnibus Election Code.

Aquino issued Executive Order No. 2 on the midnight appointments last July 30 but it was released only yesterday.

The order defined “midnight appointments” as those made on or after March 11, 2010, including those dated prior to March 11 where the appointee has accepted, taken his oath or assumed public office on or after March 11, except those appointed under exigencies of the service; those made prior to March 11 but which took effect after it; appointments to positions that would be vacant only after March 11, 2010; and appointments and promotions made 45 days before the May 10, 2010 elections in violation of the Omnibus Election Code.

Chief presidential legal counsel Edgardo de Mesa said there are 977 suspected midnight appointments so far, excluding those in the judiciary.

Mabuti naman at nagresign raw si Efraim Genuino bilang chairman ng Philippine Amusement and Gaming Corporation o PAGCOR na magiging epektibo sa Hunyo 30.

Nagulat ang sambayanang Pilipino ng madiskubre pagkatapos ng eleksyun na itinalaga pala ni Gloria Arroyo si Genuino noong Marso 9 na
chairman hanggang 2011 kasama ang apat pa na miyembro ng board.

Marami ang naniniwala na lampas ng Marso 10 ang pagtalaga kina Genuino ngunit pineke lang ang petsa ng appointment para maka-iwas sa pagbabawal ng batas.

Another past-midnight appointment

From ABS-CBN:

President Gloria Macapagal has re-appointed her close ally Philippine Amusement and Gaming Corporation (PAGCOR) Chairman Efraim Genuino as well as 4 members of its board of directors.

Genuino said he accepted his re-appointment, confirming a document obtained by ABS-CBN News that he had been re-appointed for another 1-year term.

Others who were re-appointed, based on the document from the Office of the Executive Secretary dated March 9, were Rafael Francisco, Philip Lo, Manuel C. Roxas and Ester Alano Laconico-Feria.

Ang preparasyon ni Manny Pacquiao sa pagka “Honorable”

Aba, napapabilib ako ni boxing champ Manny Pacquiao.

Bilang preparasyon sa kanyang pagiging congressman ng Saranggani, mag-aaral daw siya kung paano gagawa ng batas sa National College of Public Administration and Governance ng University of the Philippines.

Akala ko katulad ng ginawa ni Batangas Governor Vilma Santos na nag attend ng short course sa public administration nang una siyang nanalong mayor ng Lipa. Ang kay Pacman ay isang linggo lang daw.

Pero okay na rin yun. Madali naman siyang kumuha ng mga staff at adviser na tutulong sa kanya sa kanyang trabaho bialng mambabatas. Huwag lang sana ang kanyang mga kaibigan na sina Chavit Singson at Lito Atienza.

Nakikiramay ako sa pamilya ni dating PCGG commissioner Quintin Doromal na namatay sa isang traffic accident noong Biyernes.

Nag-cover ako ng Presidential Commission on Good Government mula sa unang araw nang ito ay binuo pagkatapos ng Edsa One noong Pebrero 1986. Si Jovito Salonga ang unang chairman at isa si Doromal sa mga commissioner.

Desenteng tao si Doromal at talagang nagmamalasakit para sa kapakanan ng bayan. Maraming kontrobersiya ang PCGG at hindi nakaligtas dito si Doromal ngunit naniniwala akong hindi siya corrupt.

Kahit retired na siya sa serbisyo sa pamahalaan, aktibo pa rin si Doromal sa mga aktibidades na nagsusulong ng good governance at demokrasya. Palagi ko siya nakikita sa mga forum.

Napakabait at grasyosa ang kanyang asawa na si Pearl. Nang ako ay nagkasakit, tumawag pa yan sa bahay at sinabing pinagdarasal nila ako.Kinukwento sa akin ni Commissioner Doromal na cancer survivor din siya.

Suspetsa ko, yung mga aksyun ni Gloria Arroyo nitong mga nakaraang linggo na talaga namang nakakagulatang katulad ng pag-appoint niya kay Anita Carpon, ang kanyang manikurista bilang member of the board ng Pag-ibig Housing Fund at ng kanyang hardinero na si Armando Macapagal bilang deputy administrator ng Luneta Park Administration ay pang-inis sa atin.

Wala siguro siyang maisip na paraan para magantihan tayo sa ating pagtuligsa sa kanyang pangungurakot at paglabas sa batas kaya gumagawa siya ng mga bagay na manggagalaiti tayo sa inis.

Hindi ko na sasayangin ang aking emosyon kay Arroyo. Pagtawanan na lang natin siya.

The nation owes a debt of gratitude to three individuals: Delia Albert, Domingo L. Siazon Jr. and Antonio “Tony Boy” Cojuangco. Both Ambassadors Albert and Siazon were career foreign service officers who became Secretary of Foreign Affairs. Ms. Albert (a replacement has been announced) and Jun Siazon (co-terminus with President Arroyo) are ambassadors to Germany and Japan, respectively. They have been outstanding ambassadors. Whoever replaces them will have a hard act to follow.

On the other hand, Tony Boy has been chairman of the Museum of the Filipino People since the time of President Fidel V. Ramos. As chairman for the last 12 years, he has been exemplary in the management of the museum and sustained in his financial support. His leadership will be sorely missed by everyone who, as I do, value this important institution.

Tamang-tama talaga ang pagka-describe kay Gloria ng isang Malacañang in-house writer nang pumunta siya sa Boao, China noong 2004 para sa pirmahan ng ma-anomalyang kontrata ng NBN/ZTE: “Like a thief in the night”. Magnanakaw na nag-ooperasyun sa gabi.

Ngayon hatinggabi ang operasyun.

Lumalabas ngayon ang maraming “midnight” appointment na ginawa ni Gloria Arroyo. “Midnight appointment” ang tawag sa mga tinatalaga ng isang paalis na na presidente.
