The Cha-cha option

We all knew that Gloria Arroyo has no plans of giving up her stolen presidency but her temerity last Monday pushing for a shift to federal system of government, followed up by her press secretary, Jesus Dureza, left us flabbergasted.

A friend pointed out to us that Arroyo actually announced it last July 29 in her state- of -the -nation address but we were too busy with VAT and the 50 centavos text (which turned out to be a big lie).

We checked again her Sona and yes, it was there in the part where she mentioned about the Mindanao She said, “ A comprehensive peace has eluded us for half a century. But last night, differences on the tough issue of ancestral domain were resolved. Yes, there are political dynamics among the people of Mindanao. Let us sort them out with the utmost sobriety, patience and restraint. I ask Congress to act on the legislative and political reforms that will lead to a just and lasting peace during our term of office.”

Changing the Constitution is what Arroyo meant by “legislative and political reforms”. But then, why did the House of Representatives, with majority of the members under her wily thumb, acting only now? La Union Rep. Victor Ortega, chair of the House Committee on constitutional amendments said Tuesday he will be convening a meeting on the resolution filed by Cebu Rep. Antonio Cuenco to convene a constituent assembly to change the form of government from a unitary presidential to a federal system.

The answer lies in the many things that don’t quite fit in the last few weeks. Remember four days before the Sona, the Moro Islamic Liberation Front pulled out the talks in Kuala Lumpur when the government bactracked from its earlier commitment of holding the plebiscite in the more than 700 barangays that would be included in the Bangsamoro Juridical Entity aside from the Autonomous Region for Muslim Mindanao?

On the eve of the Sona, former Armed Forces chief Hermogenes Esperon, now presidential adviser on peace process, announced a “breakthrough” that enabled Arroyo to announce in her Sona “Last night, differences on the tough issue of ancestral domain were resolved.”

An source close to the peace talks said the “breakthrough” was nothing more than the government agreeing to the demands of the MILF. Which makes one wonder why did they try to backtrack in the first place?

The source said the government really had no intention to sign the agreement but they want to maintain the hypocrisy in front of the MILF and other countries involved in the peace talks. The “Supreme Court scenario” was part of the plan.

Actually, the source said the government was hoping that the opposition would bring the issue to the Supreme Court. But the opposition was slow in reacting that they had to have Vice Gov. Manny Piñol, an Arroyo ally, to do it. But his petition only asked for copies of the GRP-MILF MOA and more consultations.

It was only later that Sen. Mar Roxas and former Senate President Franklin Drilon filed a more substantive opposition to the MOA.

With the suspension of the signing of the MOA, the government was expecting the MILF to attack communities to justify Arroyo’s declaration of a state of emergency. But the MILF didn’t.

The source said the MILF occupation of the barangays in Pikit and Midsayap which was reported by Piñol and the military didn’t happen after the MOA signing was aborted in KL on Aug,. 5. As Local Government Secretary Ronaldo Puno said in the press conference where they issued a 24 hour ultimatum for the MILF to withdraw, the rebels were there some two months before. “The MILF-and the Christians in the area have co-existed peacefully,” the source said.

Apparently, the MILF sense Malacañang’s ploy of making them the excuse for inciting hostilities to justify Arroyo’s emergency rule that could lead to her staying in power beyond 2010. They are not taking the bait. Instead of engaging in an all-out war with government forces, they opted for “repositioning” of the forces under one its most loyal commander, Ombra Kato.

Without a full-blown war in Mindanao and time running out for her, Arroyo has to crank up her Cha-Cha train. But with Cha-Cha, she may yet cause in a bigger scale, turmoil she has wished in Muslim Mndanao.

Hopefully, the crisis would spell the end of her illegitimate presidency. That would be justice.

Are we Filipinos going to sit by and passively watch our Constitution relegated to the status of a vague reference document, Will we watch it become nothing more than bleached parchment under glass at the National Archives, Or are we going to stand up for the “living” Constitution, honor and defend it, and actively seek to restore the checks and balances between the co-equal branches of government? Stand up or never! Once Arroyo got what she want God have Mercy because she will sit on her throne forever.

    Her objective is to maneuver to stay beyond 2010. Charter change for now appears to be the preferred mechanism for allowing Arroyo to retain power through a shift to a federal-parliamentary government.

    I believe many want a change in constitution. Many like Pimentel honestly want Federalism. They may be sincere and have all the intentions. The basic problem lies on the current occupant of Malacanang. No one trusts her. Every action she and her men do is treated with suspicion even if they mean well. It’s simply because of her illegitimacy. After grabbing power from Erap, she had all the chance to do good and improve the country. But what did she do? She lied and cheated in 2004 election. After cheating FPJ, she again had the chance to redeem herself by doing good for the country. But what did she do? She, her family, cronies, friends kept stealing people’s money. Corruption is at its worst in her administration even Marcos was not able to match her record. If it were another leader pushing for Cha-Cha, then things might be different. Not this Evil Bitch. It’s like allowing the Devil to change things.

The basic strategy of Arroyo and Esperon in Mindanao is to encourage a climate of fear, letting it exploit the moro-moro attacks not only to justify the threat, but a prelude to Martial law.This is the strategy of deception that brought us to believe that our country is under attack and could lead her to declare Martial Law.

  5. Our Country today is in a serious Constitutional crisis. The Senators and Congressman should be willing to take some political risks to honor, protect, and defend the Constitution.It is, after all, their oath of office. If we allow Arroyo to succeed in permanently altering the balance of powers between the branches, the Constitution will become a dead letter.

I don’t believe that every one of these candidates is bad,they only become mega millionaire. Kapitan Kidlat is disappointed in the quality of these candidates,he want me run for office. It’s not too early to think about the next election. Where would we be if a a catholic priest from Pampanga hadn’t come forward to lead Pampanguenio? Aha! I was wondering , if I ran for president, what would be my campaign promises? What if I am elected?

It is clear that if I become the next president is likely to face MILF,Abu Sayaff,NPA that is still plagued by sectarian fighting and occupied by a sizable number of uncircumcised,uneducated troops.The are likely a problems, include continued political disagreements in our country.I have a solution for that,I require everyone to have a Cedula to prevent NPA from crossing the border of Abu Sayaff and having too much influence and conflict about kidnap for ransom business.I recruit Ces Drilon as a negotiator.

    In Mindanao, Oh yah! what about Mindanao? Our security would be undermined if parts of Mindanao turned into a failed divided state that serves as a petri dish for insurgents and Bedol Bedol Kidnap for ransom gang, It is right in the heart of the banana republic region that can not be reach so quickly,we need Sulpicio Lines.It is directly in opposition to our interests, to the interests of hindi na makakatikim ng saging. So it will be up to me to try to figure out how to protect those national security interests and continue to take our foot soldiers to end these this urban warfare, which I think is a loser. Kapitan Kidlat is having Miting De Avanse in his Barangay that Gloria Arroyo is pushing again to ammend the constitution to Federalism,He was misquoted by his people,they are not well educated in political science coming from different walks of life and mostly exiled from the riles ng train and they though it is a Pidalism religion and they started reading the Bible. Kapitan worries about polarization of his Barangay, the possible compromising of the rule of law. What might happen of his worst fears if Gloria Arroyo extend beyond 2010.Kapitan could not have a procurement for the helmet to his tanod.He want me to become a president so that he can operate Jueting in his Barangay.Looking over my campaign promises, I’m sure Arroyo Administration are even now rejoicing that I’m not really running for president. However, my hope is still out that oppositions will give a good fight!

    It’s getting clear…Cha-Cha or State of Emergency (Martial Law) to be supported by the US. If things don’t go right for GMA due to very strong opposition even from her own allies, she and her military goons will make the Mindanao situation much worse to justify her actions. It’s long written on the wall. What’s our option? Remove the Evil NOW !

She had lied to the people time after time. Her conduct and her barbaric policies have reduced our beloved country to a historic low in the eyes of people around the world. These are truly “high crimes and misdemeanors,” to use the constitutional standard. From the beginning, Gloria assumpt power was the product of questionable Constituitional violation and the Dagdag Bawas of Garci was a questionable elections that probably should have been challenged.

    Over at the Supreme Court where the Court of Appeal bribery case is being heard, Justice Sabio’s elder brother who is currently the PCGG Chairman left for Brazil to avoid testifying at SC. He was issued travel document by Malacanang. Same old trick!

  14. Camilo Sabio is another lucky bitch. COA says the $34M money in escrow at PNB was transferred to PCGG upon final ruling of the SC but it seems to have disappeared.

    A decade ago, Sabio seemed to be a guy who is respectable and straight. But after the Philcomsat fiasco, he stinks worse than Gloria’s unwashed butt. Today he is an agent of the Mafia who are salivating over Meralco’s franchise.

  15. I received a copy of Senator Pimentel’s federalism proposal. I haven’t read it yet in its entirety. I have archived the proposal in fact in my egroup. If it has the same structure in fact as the autonomy granted to local governments in Japan for faster and more effective public services, I am all for it, but we all know that it is not what Gloria Garutay wants to achieve.

    The idiot is definitely only interested in having her power insured even beyond 2010 with her husband there trying hard likewise to keep her there because he is its number one beneficiary with the help of her fellow crooks in the Philippine Congress and Senate that Filipinos in fact have lost trust in. Lamentably, however, rather than voice out their thoughts and feelings about the lousy people they vote and not vote for, majority just seem interested in trying hard to get out of the Philippines as fast as they can possibly find a way to. Pathetic is more like it.

    Let’s just assume that Gloria really intends to leave in 2010.
    Couple of things why she will not and cannot: First, she loses her immunity once she’s out of office which means tons of charges are waiting for her. These would be worse than those of Marcos and Erap. Second, people around her, those who have been benefiting from her all these years, don’t want her to leave for obvious reasons. They are the ones advising her to stay in Malacanang.

    Can Arroyo reign beyond 2010?

    Read this article by former Chief Justice Artemio Panganiban in the Inquirer and be afraid:

    Theoretically, it is possible to revise the Constitution and enable GMA to continue her reign after June 30, 2010. But will our Congress, Supreme Court, Comelec and people allow her? Realistically, can GMA—unlike Ferdinand Marcos—extend her reign without martial law?

The way I see it, the only way we can stop Gloria from extending her term is to make her a liability to all who support her, make her an object of extreme ridicule, of extreme dishonesty, extreme incompetence, infidelity, schizophrenia, open up more issues of abuse of power, and keep the pressure up, it must come to a point that even the stock exchange will dip because of the uncertainty she brings in…then we’ll see her out, if not dragged by the hair by her own minions…

    The Panganiban article seems to indicate that cha-cha is inevitable, because majority of the Supreme Court justices are in Malacanang’s pocket. They would, presumably, vote for the interpretation that the votes in the Con-ass will be counted as one vote, not each house voting separately.

    That, however, puts the carriage before the horse.

    Before you can get a vote, you need a Con-ass. How is that achieved, by the Congress “in joint session assembled”. How does the Congress assemble in joint session? Well, a resolution is passed in each House, approved by the majority,authorizing the Members to assemble in joint session. So, if the Senate refuses to assemble in joint session with the House, you have no Con-ass.

    The House cannot force the Senate to meet in joint session, because they are equal chambers of the Congress. And even if loyalist Senators meet with the House for the cha-cha, if there is no resolution authorizing a joint session, those senators are mere individual guests of the House; there is no assembly in joint session.

    When is the only time that the Constitution mandates a joint session? Once a year, when the Congress receives the State of the Nation Fairytale (sorry address pala). The SONA has been delivered, so wait until July 2009. By then, it will be too late, based on Panganiban’s timetable.

    This early during the initial oral argument, the Supreme Court already declared the petitioners were premature in filing the complaint. Nothing exists unless it’s signed. SC is basing the case on technicality. You’re right, attorney. With the exception of one or two, all the justices are Malacanang’s puppets.

    I have always taken Gloria’s words with a grain of salt. She’s got such a poker face that 11 out of 10 times she is lying to her teeth. And she would stare you right in your eyes as she delivers this lies.
    The main purpose of this exercise by Palace scholars is to put another black eye to the people. Deception is her greatest asset. She is an economist by profession, she is good at it, for her own self interest, not the people’s interest, on the contary, the people’s interest is burdened.
    It’s a shame that Pimentel’s intention, that of bringing autonomy to LGU’s, is being used by Gloria to her own benefit. She would surely extend her term, no matter what press con they release that she would step down. There is no way for her to let go of power, as she would be subjected to the investigation, and that of her family as well. And if this happen, we should not allow the seating government to give her an amnesty, once proven guilty of course, as if she would be acquitted. What we need is a purge in the government, from top to bottom. Their ways of thinking should be reindoctrinated in such a fashion, that they should think of the people instead of themselves. Their thinking must be realigned to Public Service instead of Self Serving.
    We, Filipinos, count ourselves are corageous and brave people, if we are so, how come we allow this Gloria and others to step upon us and belittle and abuse us? Man… are we bunch of cowards? Are we a coward lot? Darn it, we must not allow people to tranmple upon our dignity, which is what is being done by Gloria for the past odd years.

    The opposition was missing in action regarding the almost signing and almost a done deal MOA. They registered no complaints, no protestations no criticisms, no nothing at all but silence. At first glance one would suspect that they are co-conspirators but as oppositions they lost without a fight and by default. Lahat yata sila natutulog sa pansitan. It’s good somebody did it and when they woke up from their slumber the smoke already cleared up. A TRO from the Supreme Court stopped the unthinkable. At kumilos na rin sila. What an opposition! Kaya matapang at malakas ang loob ni Donya Gloria na magnakaw mandaya at manloko sa mga tao alam niyang kayang-kaya niyang “ipagpag” ang mga opposition. Kung ganyan ang klase ng mga opposition, malamang si Gloria pa rin pagkatapos ng 2010.

    Not contented with stealing and forcing herself into the presidency, she even wants more. Staying in power after 2010 is her wildest dream. After the MOA setback, Gloria and her lapdogs are set to re-position the cha cha gravy train for a re-run. And in case this will fail be assured that something will come up again with the sole purpose of prolonging her stay. She and her minions is really a resourceful bunch and they will do everything whatever it takes to remain in power. Ang sarap yata ang nasa kapangyarihan.

    1. I listened to a portion of Noli de Castro’s Saturday morning program at DZMM. He told his co-anchor Nina Corpuz that he himself does not know what this MOA is all about. Gosh, the country’s Vice President doesn’t know the issue!

    2. The Solicitor General, apparently on order of Malacanang, tried in vain to postpone the oral argument at the Supreme Court explaining that she still has to study the MOA. But in one media interview, she admitted to have read and studied the MOA.

    3. PCGG Chairman Sabio, the elder brother of controversial CA Justice Sabio, assured the public that he’s not running away from the CA Bribery hearing. He said he has an official trip (left for Brazil). Really? It reminds us of Jun Lozada who was ordered by his boss to go to Hongkong. Malacanang’s usual trick is to send personalities involved in scandals abroad.

The reporter cleverly asked her if the reason for the US’s show of interest in Mindanao is because of the oil deposit there. She replied saying she doesn’t know that…doesn’t know if there’s oil. She was caught with her panty down. If she did that to another country, she would have been kicked out.
