Naintindihan ba ni Mayor Lim ang karapatang pantao?

Nagsalita na rin si Etta Rosales, chairperson ng Commission on Human Rights, tungkol sa order ni Manila Mayor Lim na shoot-to-kill sa limang pulis na nangbulsa daw P12 milyon, mula sa P16 milyon ransom money na ibinayad ng nakidnap na negosyanteng Malaysian.

Sabi ni Rosales para naman “gangland” tayo sa order ni Lim.

Nauna nang binatikos ni Justice Secretary Leila de Lima, na dating chair din ng CHR, sa kanyang order. Sabi ni Lima akala yata ni Lim ay nasa “Wild,wild West” tayo.

Nagsalita na rin si Manila Auxiliary Bishop Broderick Badillo. Sabi niya, kahit nga mga huwes hindi nagbibigay ng ganyang order. May proseso. May warrant of arrest.”Sino si Mayor Lim? May kapangyarihan ba siya magbigay ng ganyang order?”

Sabi ni ng spokesperson ni Lim, kaya naman daw sinabi yun ng mayor dahil armado daw ang limang pulis na mga suspek. Ang sinabi daw na shoot-to-kill ay kung lalaban kapag inaresto.

Gloria Arroyo must be happy with De Lima

I applauded Justice Secretary Leila de Lima for the excellent job she did in the investigation of the Aug. 23 hostage-taking tragedy.

I admired her for standing her ground with the recommendations of the Incident Investigation Review Committee even as President Aquino did not adopt them to protect persons close to him.

But I am disturbed by De Lima’s eagerly executing the assignment Gloria Arroyo had given to the Department of Justice which was to make sure that Sen. Panfilo “Ping” Lacson is put behind bars. It’s implementation was not carried out when Lacson went underground towards the end of her term.

What crime has Lacson committed against the Filipino people that he should be behind bars? None.

But Lacson has exposed various government anomalies involving Arroyo and her husband Mike . While in power, the Arroyos were able to stall investigation of the scams which were leading to them.

De Lima won’t make it easy for those who want her position

Justice Secretary Leila de Lima has admitted she thought of resigning.

That would have meant surrender to those who want her position to those who are lusting for it. De Lima has decided she will not grant those people their wish.

She has been persuaded not to resign even as the decision of the President to disregard the recommendations of the Incident Investigation and Review Committee on the Aug. 23 hostage debacle that she headed was something that was not easy for her to take.

De Lima said IIRC members knew that they were a recommendatory body but she could not help commenting that she did not agree with the exoneration of recently retired chief of the Philippine National Police Jesus Verzosa.

“Although he has retired already and even if it’s not in the [hostage crisis] manual, the IIRC believes that as chief PNP he should have monitored the hostage crisis continually and intervened when the situation became problematic,” de Lima said in a TV interview.

Tinimbang ngunit kulang

Sa Biyernes, Oktubre 8, isang daang araw na ang administrasyon ni Pangulong Benigno Aquino III.

Alam naman natin na maigsi naman ang isang daang araw para ayusin ang bansa lalo na sa siyam na taon na pang-aabuso at pagsalaula ni Gloria Arroyo ng mga institusyon pangdemokrasya katulad ng eleksyun at hustisya.

Ganun din sa larangan ng pang-ekonomiya. Sadlak tayo sa utang. Ang nagbubuhay sa atin ay ang padala ng ating mga kababayan sa ibang bansa. Pera na kabayaran ng kanilang dugo at pawis.

Kahit na wala namang umaasa na malutas ni PNoy ang problema ng bansa sa kanyang unang tatlong buwan, dapat nakikita na ng taumbayan ang direksyun na ating pinatutunguhan.

Pinangako ni PNoy noong kampanya na siya ay maging iba kaysa kay Arroyo. Sinabi rin niya na pananagutin niya si Arroyo sa kanyang perwisyo sa bayan.

A whitewash?

Palace officials said they are “alarmed” over the leak of the withheld portions of the reports of the Incident Investigation and Review Committee but their focus now is on completing a review and submitting their findings to President Aquino when he arrives from the United States tomorrow.

It’s the officials’ necks and Noynoy’s credibility which are on the block so they are free to do as they wish. They should be prepared, however, for some major efforts to contain the firestorm that will sure to erupt when the review assigned to Executive Secretary Paquito Ochoa Jr. and chief presidential legal counsel Eduardo de Mesa is finished.

Ochoa and De Mesa have a limited choice: Affirm the findings and recommendations of the committee chaired by Justice Secretary Leila de Lima or trash them. Selective endorsement of the recommendations will not do because if the committee erred in some, then it conceivably was wrong in all its findings.

The issue boils down to what regulations or laws have been violated and whether there is sufficient evidence to nail down the offenders. If the Palace rules substantially against the recommendations of the panel, then it leaves no room for De Lima but to resign.

De Lima: 10 officials, cops, media liable

Justice Secretary Leila de Lima Thursday ruled out friendly fire in the killing of eight Hong Kong tourists but recommended charges against 10 officials, police and media people in the bungled hostage rescue last month.

De Lima did not identify those accountable for the Aug. 23 fiasco or the charges to be leveled against them in the report, which she said was “95 percent” complete. The fact-finding committee will submit its report to President Benigno Aquino III on Friday.

De Lima described the report as “very exhaustive, fact-intensive, and incisive.”
