The acceptance of former Budget Secretary Emy Boncodin of a seat in Petron has been exploited to the hilt by Malacañang spinning it as a return to their fold. It will be recalled that Boncodin was one of the Hyatt 10, Arroyo’s cabinet members who resigned and called for her resignation last year following the expose of the Hello Garci tapes.
We know Emy is not in the best of health. She has her reasons to accept the Petron seat.
We are reproducing here her statement issued on the article that appeared in the Philippine Star. We are also reproducing the twin statements from Malacañang on her.
Statement of Ms. Emy Boncodin Re Star Article on “Petron Seat”
The article “Hyatt 10 Member Gets Petron Seat” in Philippine Star August 7 issue, elicited quite a number of questions from several quarters, my friends included. While I have retired from public life since I resigned from the Dept. of Budget and Management more than a year ago, the article compelled me to respond in the interest of clarity and fairness.
With your indulgence, may I therefore state the following:
1. I have accepted the membership in the Board of Directors of Petron
Corporation upon the invitation of the Chairman to serve as independent
Filipino Director and Chairperson of the Board Audit Committee.2. The opportunity to serve in one of the leading corporations in the country is one that I welcome. I spent all my professional career in the government since graduation and I believe that joining a private corporation which has been named one of the “Best Governed Corporation” in the Philippines is a distinct honor and an exciting professional opportunity. As most of you know, however, I am presently a Professor of Public Administration of the University of the Philippines, a post that I resumed since my resignation from DBM.
3. Petron Corporation is a private corporation listed in the stock exchange. It is 40% owned by the Philippine National Oil Company, 40% by Aramco Oil Company of Saudi Arabia and 20% by the general public. I am one of about 200,000 small stockholders of Petron with 3,000 shares (including stock dividends) to my name currently valued at approximately PhP12,000.00. I bought the shares sometime in the 1990’s after Petron was privatized.
4. As Independent Director and Chairperson of the Audit Committee, my duty is to serve in my professional capacity and not as a representative of any interested party, certainly not the National Government. I have understood this to be so and that is how I intend to perform my responsibility to the company.
5. On allegations that I am returning to the government fold and have abandoned my former colleagues in the cabinet who resigned last July, 2005, I say firmly that I have no intention of returning to any post in the bureaucracy, other that my present academic post in U.P. I am convinced that sharing my experience in public life to young minds and drawing some lessons from that experience is the best that I can do to serve my country.
6. As to my “Hyatt 10” colleagues, I take off my hat to them for their commitment, courage and patriotism. The desire to institute reforms in the bureaucracy will continue to burn in the hearts of all who have faithfully served the government. I wish that the voice of reform will be heard in its proper context and not be drowned in malice.
Finally, I would like to say that I still and will always consider my government
service a great honor.

Malacañang welcomed today the election of former Budget Secretary Emilia Boncodin to the board of directors of Petron Corporation, the country’s largest oil refinery.”We welcome Ms. Boncodin back in the team and will be happy to work with her again,” Press Secretary and Presidential Spokesperson Ignacio R. Bunye said in a statement.
Former Secretary Boncodin, he pointed out, is imbued with solid professional credentials. “The fact that she is back on board should not be occasion for anyone to sow intrigues,” Bunye said.
He stressed that the Arroyo administration always welcomes experience and talented people, like Boncodin, who demonstrated her expertise in public service especially during her almost three years in the Department of Budget and Management (DBM).
“There is always a time to rebuild trust and confidence when the people’s interest calls for it,” Bunye said..Earlier, Executive Secretary Eduardo Ermita said he saw nothing unusual in Boncodin’s election to the board as independent director of Petron Corporation, which is 40 percent owned by the government.

I have already expressed my opinion on the subject at another thread in this blog. I personally think Boncodin made the wrong decision by accepting that job. Petron is 40% owned by the government. Her credibility and intergrity are now in question. With her experience and skills, why doesn’t she apply for another job at other big companies and corporations? I’m sure there are some who are interested to get her for her talents and honesty. Indeed, she has a good clean record as Budget Secretary. The only thing is that why she kept quiet seeing the budget and money being wasted on order of Malacanang. She knows many things. She knows what happened to that fertilizer scam. She know how government resources and funds were diverted to benefit Gloria last election. By taking this job, she now gives suspicion that it’s an exchange for her silence. It would be very difficult to invite her to testify as witness in future hearings and investigations.
I already had doubt seeing her facial expression in that famous Hyatt 10 press conference. She seemed to be an unwilling participant. And she missed many meetings of the group later. People thought it was because of her illness. But, this illness didn’t prevent her from accepting the new government job. Boncodin should realize that whether she likes it or not, she would be dealing and interacting with the same government officials whom she left by joining Hyatt 10. At times, she would even be commuicating with Gloria. How doess she feel in such a situation?
It seems Malacannang is the one peddling intrigues. Mike Defensor boasted about Boncodin’s turnabout. He bragged its the result of his back-channel efforts to lure the opposition back to the administration’s fold.
Malacanang also undermines the Hyatt 10, they should now be called Hyatt 5 as four more of their collegues are set to jump ship.
Poor Emy, she should have stuck to her teaching. But her illness is a factor to consider too. Ellen knows very well how expensive it is to undergo treatment. The big difference, Ellen has more strength to ward off temptation.
There comes a time in one’s life when his integrity and conviction are tested. I regret to say Boncodin failed in this test. How one values his life and love for the country is tested in times of crisis.
Mike Defensor is an AH (hope you know the meaning). He has a very lovely wife; yet he still plays around. I hope Mike is reading this letter. I want to ask him how he enjoyed as a member of the then Spice Boys. I want to ask him how he did as a Congressman in Quezon City. Is it true that all the bars and clubs in QC know him? Is it true that he was very popular with the GROs and prostis in that city? Is it true that his calling cards were everywhere and these were sometimes used by his friends to show the law enforcers? Is it true that he was the congressman aside from anothe senator who was a regular customer of one sex escort? If I’m not mistaken, Keana Reeves was referring to Defensor as the congressman who was her client. Mike, if you’re reading this please answer…
Though I understand the reason behind Ms. Boncodin acceptance of a position as member of the Board of Directors of Petron Corp. still I have some reservations. How can she be an independent member when the national government owns 40% of its share? That’s doubtful. I just hope she can find another job to practice her profession free of malacanang’s hands.

This could be off-topic, but I just want to share an issue about the OWWA funds. Last night I watched Bandila of Channel 2 where they exposed that big portion of the OWWA fund was used in building up housing projects (para sa mag mahihirap daw). But to may frustrations, the present occupants of the buildings are the people (althouhg belong to the poor sector) being used by gloria for rallies in support of her. Two occupants were interviewed and they said the government vehicles used to fetch them to match the anti-gloria’s rallies. this is ridiculous!!!
It is the money of the OFWs!!! Why use for other purposes?? Now they are being trapped in a war-torn Lebanon and yet the government is hesitant to pour-out funds for their evacuations??? The point is who invited Boncodin to accept that job at Petron, and why is she allowing herself to be used as propaganda by this Pandak, who is definitely as cunning and deceitful as her master, Lucifer, the Prince of Darkness?

Boncodin should have been smarter than that. Regardless of who invited her to take that government job is immaterial. My suspicion is that she never was part of Hyatt 10. She could be one of GMA’s spies planted in the opposition to gather information. Take note that among the Hyatt 10 members, she was one if not the only member who did not make any comment…or say any negative thing about her former boss. Another spy who returned to GMA’s cabinet was Sec. Arthur Yap. He was crying like a baby when he resigned. Now, he’s back in GMA’s cabinet. If some of the Magdalo group like Lt. San Juan could turnaround, why can’t civilian officials like Boncodin?

I reread Boncodin’s statement and I kind of understand her point especially for someone who must have loved her job. Frankly, I don’t see any reason why Bunye, et al would try to make a big fuss of this since there must have been opposition to her appointment to her position by Malacanang until someone must have suggested that this appointment of Boncodin to Petron could be used to discredit the Opposition especially when they can edit the facts to make it look like Boncodin has succumbed and her present financial need has made her to reconsider and rejoin with the crooks squatting at the palace by the murky river.
What I read in fact in her statement is a desperate appeal to her friends in the Hyatt 10 for some understanding, and not put any malice to this appointment that in the first place was offered to her not by the vindictive Pandak but by the Chairman of Petron.
Now, what she can do is issue a statement denying the statements of Bunye, et al, who are taking credit unfairly for this appointment that they have nothing to do in fact, and that this is not in any way indication that she has given up the principles by which she abided when she joined the Hyatt 10, and if the Chairman of Petron believes in her capacity, then let him defend her versus harrassment, intimidation and bullying by the Pandak, who should have been in jail by now if she has not proved a convenient facade for the generals now running the Philippine government.
Best is for her to quit at once if she is going to be used as a buffer and shield to protect the Pandak from the fury of Filipinos, who should never forget nor be sidetracked by all the tricks and gimmicks of Pandak and her alipores. The fight must go on for the truth to be known!!! 🙁
Why wait for Malacanang to use her before she quits? She used to be with Gloria’s cabinet for some years so she pretty much knows Malacanang’s tricks. If this early Dumbunye is already using her to discredit the opposition, why wait for more things to come? She should not have accepted the job in the first place. This is not to question her integrity and motive since she explained it honestly why she made the decision. But no matter how we look at it, it’s a bad decision and it raises more questions and suspicion than the job itself. Is she or not Malacanang’s mole in the opposition? For one thing, she and Gloria do have moles in their faces with Gloria on her cheek and Boncodin in between her eyes. See the similarity?
I just can’t help but lose my respect on this woman. If I only own one large corporation, I’ll be more than willing to take her in as chairman or member of the board.

Although I won’t be one to serve a crooked government, I won’t be too harsh on a sick woman.
Schumey is right that Mike Defensor, Bunye, et al are the ones trying to make ado about nothing thinking perhaps that this will weaken the position of the Opposition and prevent the coming of the inevitable even perhaps by an act of God, which is more fearful than a make believe or real EDSA like uprising of a people who have been generally docile and subservient until they realize that docility will not do them any good.
I would like to trust and believe Boncodin even when her reasons may not be to the liking of many and despite the fact that her reasons may be selfish in nature, for as she says she owns some shares in Petron and is in fact one of its stockholders.
She probably has been invited to join the Board of the company in her capacity as a former finance minister, and with her there, she may be able to prevent the company being sucked up by the greedy squatters of the palace by the murky river. For me that is more than a valid reason to be there, not necessarily meant to be lovey-dovey again with the badmouthing usurper and her minions.
To clear up the matters, however, it is imperative that Boncodin adds a disclaimer to what Bunye, et al have stated to mislead the people, and deviate attention the more important issues of the day like the missing OWWA fund, etc. That will help, I guess, to validify her reasons for joining Petron, not necessarily the illegitimate government.

Sayang talaga si Boncodin. She was the only secretary who has a beatup car that often stalls. That’s how down-to-earth she was. My Mom in fact often tells me how pure her heart is. Gloria won again! It’s all about money and what the money can buy. All has a price including the person’s honor and integrity. How many people have been duped by the Pandak from day one she planned out the ouster of Estrada with her husband and the generals in the Military? I know I was not. I did not like Estrada as a matter of fact because of his philandering (not plundering, of which I doubt if he is guilty), but between him and Pandak, I knew he was the better one.
I knew at least that he was sincere when he offered his helping hand in a project we wanted to undertake regarding the streetchildren. We offered the same thing to the Pandak because she was designated as the DSWD minister, but what she did was refer us to one of her campaign organizations especially when we mentioned possible fundings from the Japanese government. So, tell me, sino ngayon ang mas walanghiya.
One thing I am grateful for being a member of our church in fact is being blessed with the power of discernment. Somehow you get this uneasy feeling when something is really wrong. Boncodin had the brain, the honesty and integrity. But all these are wrong now that I know her kidney treatment costs about P350,000 a year. So, the monthly cost in pesos is only about P30,000. This is not much especially for a top executive with high salary. Assuming she or an executive receives P100,000 a month (about $2,000 USD only), she could easily get the treatment. And I believe that with her talent, many huge corporations could pay her that much or more. Why doesn’t she just admit it…that she has decided to return to Gloria. When this controversy dies down, don’t be surprised if she’s back in GMA’s cabinet
full time officially. Malacanang’s goal is to shut Boncodin’s mouth now that impeachment hearing has commenced.

Precisely, my friend Spartan. That has been my theory since I learned Boncodin joined Petron. My suspicion started much earlier when she was present at that first Hyatt 10 Press Conference calling for GMA to resign. Unlike the rest who were very hot and passionate, Boncodin was just seated at the far corner…very quiet and reserved. She didn’t say anything. She refused media interview. Among the Hyatt 10, her part was the most important being the Budget Secretary. She sure knew where the budget went. If this impeachment were to have a chance, the opposition must get Boncodin’s assistance. If she refuses the request, then we can more or less confirm that she indeed has gone back to Gloria’s arms in exchange for her kidney treatment. For what’s the use of her life if she lives a bit longer not helping the country by sharing what she knows?
I don’t believe Boncodin got this Petron position with no Malacanang initiative and blessings. What would be interesting to know who of the members of the Board of Petron first broached the idea of recruiting Boncodin and who it was who formally proposed it to the Board.
Boncodin is pure of heart? Maybe, coz she didn’t herself steal. But I prefer to believe she is weak of heart. She of all people knew the anomalous transactions that had been going on. She was the Budget Secretary. But it took her years to snap out of her stupor. And when she did, she decides to keep silent. Asked so many times why she left Gloria, all she can say is ‘Ah, basta lang’? No braveheart she is.
There’s no doubt that Boncodin was among the best cabinet members of GMA until Boncodin acquired the Bonconeumonia illness. What’s good if one has a pure heart but has a weak heart? Being pure but working for the devils is not acceptable. I reiterate by stating that with her talents, many huge companies would be willing to hire her. Did she try? Or it was a long planned arrangement between her and Malacanang? I think this didn’t just come out just like that without prior arrangement. I think it’s not only a third party who convinced her to take the job. Who knows it could be the fake president herself?

I understand Mike Defensor also did some work with Boncodin. Boncodin said it was Petron Chair Nick Alcantara who offered her the directorship. As you know, Nick Alcantara is the brother of Tom Alcantara, one of Arroyo’s trusted advisers and behind-the- scenes operator. Tom is supposed to take care of the business community and he seems to be doing well.
The problem of Boncodin is that she cannot expose Arroyo’s anomalous use of people’s money for her personal gain especially during the 2004 elections without incriminating herself because she approved the release of the funds. Her signatures are all over the place.
If she talks about Arroyo’s crimes,it would be like cutting her own neck.
Although I think she approved all those questionable releases as a good soldier carrying orders from the commander-in-chief. I don’t believe she made money cooperating with Arroyo. She lives a simple life.It’s really unfortunate that she got very sick.
Therefore, Boncodin was a party to Arroyo’s crimes. Do we need someone like her in Hyatt 10? Do we need someone like her in opposition? Her illness could have been as a result of her cooperation with the crooks in Malacanang. Karma? Let her return to where she belongs…to her fake boss in Malacanang.
Alam ko na kung bakit pumayag na ibalik si Boncodin sa gobyerno. Kasi hindi siya maganda at alam ni tiyanak na hindi liligawan ng mga manyakis niyang cabinet members at ang asawang Pidal.
