Garbage in, garbage out

Galit si Sen. Richard Gordon kay Comelec Chairman Benjmain Abalos na kaagad sinabi na huli na para mag-computerize para sa May 2007 elections.

“Alam ko hindi siya interesado dito (poll automation bill) dahil gusto pa rin niyang gamitin ang kanilang lumang mga computer,” sabi ni Gordon na nagpapatungkol sa P1.3 billion na mga computer na binili ng Comelec sa Mega Pacific ngunit ngayon ay nabubulok lamang dahil sinabi ng Supreme Court na ilegal ang transaksyon .

Ipinasa ang ng Senado noong Huwebes ang poll automation bill sa pagpupurisge ni Gordon, chairman ng Senate committee on constitutional amendments. Inaasahan ni Gordon na ipasa na rin ng House of Representatives sa pangunguna ni Rep. Teddy Locsin ng kanilang bersyon para mapag-isa nila at mapirmahan sa susunod na buwan.

Sabi ni Gordon, maaari na masimulan sa 2007 eleksyon sa dalawang siyudad sa bawat Luzon, Visayas at Mindanao. Sa 2010, dapat computerized na ang eleksyon. Mula sa botohan hanggang sa bilangan.

Naniniwala naman ako na mabuti na talaga na computerized ang eleksyon lalo na sa bilangan dahil mas kokonti ang taong humahawak ng balota, mas kukunti ang tsansa na magkaroon ng dayaan. Habang tumatagal na hindi mai-report sa national office ang resulta ng botohan sa isang lugar, mas malaki ang oportunidad na mapalitan ito.

Ngunit , kahit na sinusuportahan ko ang intensyon ni Gordon sa poll automation, hindi ako masyadong excited dahil si Abalos pa rin ang namumuno sa Comelec.

Wala kasi akong tiwala kay Abalos.

Naniniwala ako na katulad sa ginawa niya noong 2004 eleksyon kung saan kasama siya sa operasyon ni Gloria Arroyo na baligtarin ang boto ng taumbayan para lang siya manatili, gagawin niya ulit yun para rin magpatuloy si Arroyo sa kapangyarihan.

Siyempre protektahan niya si Arroyo dahil pinu-protektahan din siya. Tingnan nyo na lamang ang desisyon na ginawa ng Ombudsman sa kaso ng Mega Pacific kung saan sangkot si Abalos sa anomalya.

Kaya nakakatawa ang sinabi ni Abalos na hindi na raw mangyayari ang “Hello Garci” dahil nagpirmahan na sila ni Defense Secretary Avelino Cruz ng Memorandum of Agreement na hindi na malii na lang ang papel ng military sa eleksyon.

Di inamin pala niya na totoo ang narinig natin sa “Hello Garci”. Di totoo pala nandaya si Arroyo.O, ano ang ginawa niya?

May kasabihan tayo na “garbage in, garbage out”. Eksakto yan sa computers. Kung dinayang boto ang pinasok, mo di dinayang resulta rin ang lalabas.

  1. Ang dapat talagang gawin, tanggalin na iyan si Abalos. OFWs in particular should demand for his removal dahil sila ang pinaka-apektado ng kapalpakan ng mga appointee ni Bansot.

    Pero teka, di ba iyong Botong Pinoy, nagbigay na ng mga computer nila sa Comelec for the 2007 election.

    May balita ka ba dito, Ellen? How about Emilio? Kasi ang alam kong masigasig dito iyong mga botante sa KSA plus iyong mga tuta ni Bansot na pihadong mandadaya na naman. Ang masama kasi iyong ayaw sa kaniya either disenfranchise or nagbo-boycott kaya tuloy ang nakakaboto lang iyong mga binayaran niya o pinakain sa mga reception kapag dumarating siya.

    Iyang ang klase ng pag-i-educate nila sa mga pilipino. Ang gawin silang mga uto-uto!

    Hopefully, may magagawa si Gordon at mga kasama niya para maging malinis ang eleksyon.

    Garbage in, garbage out katulad ng mga pekeng provincial election returns o COC’s galing sa Kongreso. Si Benjamin Abalos ay isang Comelec virus o trojan horse. Kahit anong gawin niyang hugas kamay sa mga dayaan noong 2004 presidential walang maniniwala sa kanyang mga palusot. Dapat i-delete ang Judas na iyan-Abalos virus.

Illegitimate Gloria got her butt covered from A to Z, and she got all government resources at her disposal, all she has to do is push the necessary buttons. 2007 election outcome, if there will be one, is already been determined, like money in the bank. And bogus Gloria will make sure of it. Bogus Gloria got everything to lose, however losing Malacanang pre-maturely is not one of them in her agenda. I’d imagine bogus Gloria got her own time table.

    Senator Gordon is just making noise just like other Senators, and illegitimate Gloria knows it well. Truth of the matter, Senator Gordon perhap even afraid of his own shadow, and saying only things for public relation. He knows when and what to say and how far he can take it so is not to upset bogus Gloria.

    As we all aware, the machine is always in favor of the house. And small time players like us can only watch in amazement.

    My guess, for as long as illegitimate Gloria is in Malacanang, there will be no automation of election. Even the Supreme Court went Awol and never heard from them anymore. Now we know who are calling the shot, nobody else but Queen of Pasig River. Benjamin Abalos, what else can be said about this guy, wimpy, boneless, no backbone and Queen’s goosy.

    P1.3 billion voting machines are now collecting dust in some storage space. Ain’t amazing? I even often wondered, if the voting machines were actually delivered and to what condition if it was received? I guess we will know the answer to such. Lots of things that we don’t know to what’s happening to our tax money, all we know is bogus got a good handle of bunch of them. Like others, this garbage in, garbage out will go away, and it will meet its own inevitable death.

    Gloria In, Gloria Out! Won’t that be just ginger peach tree – wonderful.

    There are no reasonable doubt. Gloria cheated, end of story. The only question remaining to be answered is what can be done about it. We’ve been killing this subject of Hello Garci for quite sometime now at pinapanis na daw ang usapan na ito. I guess, Hello Garci is still good for moral booster and to get your high blood up.

    Another sick joke, “hindi na raw mangyayari ang Hello Garci dahil nagpirmahan na sila ni Defense Secretary Avelino Cruz, ain’t some bs.? Who the heck are these two talking to us this way? Please naman, we are not that gullible and give us credit for some intelligent. How about this Abalos, not only your Queen of Pasig River put her signature to perform to the best of her ability, also swore to god and the flag that she will not lie, cheat and steal. Now Abalos, you know the rest of Hello Garci story.

    If Comelec chairman Abalos is trustworthy half of what our Man Jean Pierre Kingsley is, he could have done this automation and conduct a clean, honest and fast tabulation of votes, without even to involve any other agency or any other body. But he is reek with virus, and let himself being used as a tool instead of an institution to himself. Comelec is a constitutional body, that his is just an equal to the SC, the congress and even the executive, but just like any of thses bodies, they seem not to know what they are supposed to do or know what they are not supposed to do.

    Comelec’s credibility at its present composition is shot. And as long as Abalos and company lords over it, cheating is as real as the sun will rise the next day. Their memorandum of agreement is as fake as the present occupant of malacanang and just to take the people for a ride. In other words, pang-uto lang sa mga tao. Notice how they cling to their post, though how much demand and clamor from the public and the CBCB for them to resign. Kapit-tuko sila because of a very important assignment from the Boss. They are there just to accomplish one mission: to win an election for their evil queen. Pinaglalaruan at binababoy na lang nila ang mga tao. And if that’s the case, there’s only one solution left to the people; A people’s revolt backed by good men from the military.

    Dapat talagang alisin muna si Abalos and Co. at sigurihin na ang ipapalit ay hindi pa rin galing sa kampo ni Ate Glue, bago pag-usapan ang election sa 2007. For as long as the said people are around, nothing good will happen. The country will still be back to the basic. Sometimes it’s just easy for us, (especially those base abroad) to say “patalsikin na ang ulo ng mga katiwaliang ito” but if you’re in the country, that’s next to impossible. It’s really true that people nowadays won’t do it, kasi wala naman talagang Leader sa Opposition na willing mag-sacrifice ng buhay niya just like Ninoy Aquino. Meron ngang isang Obispo, but I heard from a friend there who texted me, “hindi naman daw kasi Katoliko!” I wanted to collapse when I heard the reason. At saka relax ang mga tao doon ( lalo ang napepensiyunan from abroad regularly), so why the heck are we going to bother? Another thing is, just like my friend, is she going to sacrifice her job, her only source of survival, for this cause when everything is fine with her with or without Gloria? When asked, so how can you help changed this corrupt system? Sagot: “Hayaan mo na ang mga Opposition! I’ll help when I MUST, later!” I told myself in utter desperation: Magbigti ka na sa ilalim ng Punggok na Apple tree, kasi wala ng puno ng kamatis na buhay dito ngayon, Elvie!

    In short, ina-admit nila na lahat ng pilipino kung maboboto sa upuan ay magiging magnanakaw at hindi nila babaguhin iyan dahil naging tradisyon na! Malosep sabi nga ni Spartan!

    So, dear friend, tuloy lang ang tira para malaman ng mga taong ito na hindi lahat ng pilipino papayag na maging magnanakaw sila lalo na kung may ambisyon siyang umupo sa gobyerno para maglinis at pabutihin ang bansa. Tama ba, Elvie?

  16. Bakit, Nelbar, hindi mo alam na maraming pilipino maging sa Africa. Hindi ba nga maraming na-kidnap kamakailan kahit nga sa Sudan. Doon ka bibilib sa mga pinoy. Basta mabuhay lang kahit may guerra pinupuntahan na ngayon lalo na kapag sinabi ng recruiter na may protection daw sila! Ang mahirap nito baka iyong mga natira sa Lebanon halimbawa ay gayahin ngayon ng mga pilipino kapag nagkaroon pa ng ganoong guerra at maipit sila. Baka ipagpilitan nila ngayon na magbabakasakali na lang sila, patay kung patay kesa umuwi sa Pilipinas at mamamatay ng dilat ang mga mata!

    Hindi ba nangingilabot ang mga kumag na nakaupong ito sa ganitong mentalidad ngayon ng mga pilipino? Mabuti pang mamamatay sa ibang bansa kesa umuwi at mamamatay sa gutom sa sariling bansa?!

  17. I fyou want a balanced information on the automation, you may visit comelec-ako.blogspot.com. I agree with his views in some way. Gordon sat on this Automation Bill and pushed it only now. The 2004 ACM System took 3-4 years to prepare for. Gordon’s bill will still have to pass the bi-cam which could take even longer to approve. The COMELEC in fairness asked for the revised automation law long before. Pardon me, but I don’t trust Gordon. His late push for automation reeks of pa-pogi. He is an example of a grandstanding trapo. If he insists that we automate this late, it might suffer the same fate of the first ACM. To cut conrners again for the sake of automation will invite more protest from the NGOs and advocacy groups. Or maybe Gordon has a personal choice of which company should get this contract.

  18. Filipinos are too protective of their privacy. You want a clean credible election, make the elections an open one. All voters will write their votes on a big tally sheet in full view of everybody. Counting will be realtime and everyone can see for themselves who’s winning. The media and NGOs can then take a picture of the tallied votes. This is foo-proof and there is no way anybody can change the results. Some states in the US want to revert back to manual voting as studies show that ACMs can easily be manipulated. Simple problems do not require complicated solutions. I will allow my votes to be made public just to prevent cheating, now would anyone else do the same?

  22. Dito Schumey, nakikita lang namin ang mga candidates one month before the election when they start campaigning. You will see their campaign to be not so costly. Hindi pinapansin ng mga tao, at napipilitan silang magtrabaho sa totoo lang kasi sibak sila kung hindi ma-satisfied ang mga voters sa performance nila. We just had a local election last week. I worked for one running for the Mayor of our town. I was given an assignment of sending at least 100 postcards introducing my candidate to people I know. I was able to fill up 50 cards at least. I paid for the stamps as my contribution to the campaign. Nanalo ang manok, but I have no intention to ask for a pay back although I will surely help him be a good one. Mahirap nang mapahiya kasi.

    Canvassing of votes is done by hand kasi bawat precinct naman ay may 300 to 500 households lang kaya madaling bilangin. At saka bawat papel, isa lang ang pangalan na nakasulat.

  23. Automaton kuno, marumi rin. Daya pa rin. At saka, cannot afford naman ang mga pasikat bakit ba ipinagpipilitan ang automaton ngayon. Ayusin muna nila ang sistema ng pagboto, at saka please wala nang patayan. Bakit ba kailangang magpakamatay at pumatay ang mga pilipino sa mga mandurugas na binoboto naman nila.

    Inuubos na ang assets ng Pilipinas, wala pang pumapalag. We have just learned that the Bansot and her cohorts have sold the Philippine property that is located in one of the most expensive area in Tokyo (right across the Yasukuni Shrine and Imperial Palace) and the residence of the Philippine ambassador. Ngayon uupa ang ambassador and the Filipinos will pay exorbitant rental fees for him. Instant kurakot money na naman si Bansot!

    We’re talking to our lawyer, though for possible litigation on behalf of the Filipino people. We will be needing your moral support, Ellen, and those of all concerned Filipinos in the Philippines and overseas.

    Wala na akong alam kung nasaan ang mga computers na ginamit noong 2003 Overseas Absentee Voting registration ng mga OFWs dito sa Eastern Province ng Saudi Arabia para sa May 2004 national election.

    Ang grupo na nasa Riyadh ang masigasig na ma-recognize na siyang sole-representative ng mga OFWs dito sa Middle East. Samantalang napakalaki ng Saudi Arabia at hindi maaaring hawakan ng isang grupo lamang ang pamamalakad dahil bawa’t lugar ay may kanya-kanyang uri ng tao na iba’t iba ang pangangailangan.

    Iyan ang hindi ko maintindihan sa mga kababayan kong OFWs na sa halip na magtulungan ay kanya-kanyang pagtatag ng sariling grupo – maaring ayon sa region, religion o profession.

    Kaya tuloy ang karamihan ay nalilito.

    I read Nelbar’s post pertaining to a Yahoo report that EU has urged Putin to prosecute the murderers of the Russian journalist. (I’m posting my reaction here because I felt it migt be more appropriate here rather than in the North Korean thread.)

    If you notice the report quoted Barroso, European Commission president, as saying “We have an interest in having good relations with Russia, but I believe Russia also has an interest in having good relations with the European Union,” stressing “half a billion people, the biggest trade bloc in the world. That’s why… let me tell you size matters.”

    This was what I meant in one of my posts earlier that Gloria must not underestimate the EU. The spate of judicial killings of human activists, students, journalists in the Philippines have touched a sensitive chord in Europe.

    They are waiting for results – Gloria probably believes that she had disarmed Europe with her hollow statements, i.e., I have formed the Melo Commission in order to look into the spate of killings. I have instructed Justice Melo to run after the accused, whoever they may be and to prosecute them with the full force of the law.”

    Yet barely a month after those statements in Europe, a man of the church, Bishop Ramento, who was a known and vocal critic of the Arroyo regime was killed in cold blood.

    The EU is the Philippines’ third largest trading partner in the world. If EU finds that Gloria has deceived the EU on purpose, it will speak up, embarass her and will act without any hesitation. It has shown that it can do it in the past.

    I repeat, Gloria must not underestimate the EU. The EU is a good trading partner but could also be a force to reckon with when it finds that little, daring politicians like Gloria lie boldly.

    I second the motion – this is a well-meaning suggestion and any politician or his goons with the intent-to-cheat will be a thing of the past.

    Ms. Ellen, why not suggest this idea to Pia Hontiveros if ever the issue of manual counting will be discussed in her Strictly Politics show and we will see the reations of her panel/guests.

    As pre-requisite to any trade treaty, the EU had asked GMA to ratify the Rome statute first. As soon as this is done, the EU will start negotiations on a broad economic treaty. Now the evil one is put between a rock and a hard place. The US strongly rejects the Rome statute which will place them under the jurisdiction of an international criminal court. The US has also threatened to discontinue any aid to any nation ratifying the statute. Our military’s alibi is that the NPA might make frivolous charges against them. Why be afraid if everything they do is within the bounds of human rights. The EU can offer the Philippines more than the US can.

    An open elections will completely eliminate cheating. I don’t know why voters have to make their votes private. If we believe in the candidate, why hide it? I vote with my conscience and with conviction. I pressume all voters do the same. If we all do, there is no need to hide who we voted for. Some may say an open election may lead to electioneering, but that is just a reasoning a candidate/COMELEC uses so they can manipulate the outcome of the elections. Choosing who we vote for is always our choice. There is such a thing as “codigo” just so we don’t forget who we’ll vote for. But definitely, there is no such thing as copying your neighbors list ‘di ba? Nakakatawa na yun ‘pag nangopya ka pa ng iboboto mo sa iba.

    schumey, that is one good solution to the cheating that could happen with secret balloting. I would further suggest that until we can be able to conduct a clean and honest election the “old fashion way” why not even include the voters name in the ballot, just like in schools. That’s why sometimes a strong party system is also a good idea, where voters can identify themselves with the party of their choice, and woould not mind to vote in the open. But one question though, would you think any of the politicians, who are responsible for proposing and enacting such law would even dare?     This solution calls for a true People’s Initiative. If one believes in protecting the sanctity of his vote, then sure an advocacy group can spearhead such reforms. We wouldn’t need an automated election if we use this system. You are right though, no “trapo” in his right mind would dare support this. That is why we need a People’s Initiative to push this kind of reform. But you know how Filipinos are, to use such a simple system to them is a sign of backwardness. But I believe we must start somewhere, and to me, this is the simplest most cost-effective solution.

    it is very frustrating because your suggestion is easier said than done. like the president, the vice president, justices of the supremecourt, and the ombudsman, and members of constitutional commissions are removable in office only by the process of impeachment. anyway, this government is really rooting and salivating for a charter-change, can you suggest what wiser and better constitutional alternative to be introduced in case a new constitution is written in removing any good-for-nothing officials who may occupy the same seats in the future

    impeachment process is more a play in politics. it’s a number game, that is why the president is always interested in seeing to it that majority in the lower and upper house belongs to the majority party. sometimes the original opposition group enter into a temporary arrangement they call “rainbow coalition”. i always suspect these kind of arrangement benefit more the opposition politician than the general public. pansariling interest din and tinataguyod sa samahan na yan. pag hindi nakuha ng opposition ang gusto nila titiwalag. kaya kung minsan may mga importanteng usapin na nabibinbin dahil lang sa nag ooppose for the sake of opposing.

    but look at the people composition the “not-so august” chamber of the lower house where impeachment process will be initated. you have a bunch of oppositionist whose hatred over a malacañang tenant overpower the better part of their heads that is why they cannot make a good case stick and on the other side of the political fence, hordes of asslickers, drumbeaters and sychophants protecting their well-entrenched master so that they can have their pork-barrel released regularly and ontime in order for them to collect their share of the loot.

    The problem with open voting is when a large section of the population has been put in a situation where only the gov’t can save them from the shithole they’ve dug themselves in. They can’t risk being openly favoring the “enemies” especially so when you have the local authorities watching closely.

    Let me illustrate. Before the last elections, the “homes along da riles” were frequently visited by several gov’t men from various agencies – housing, social welfare, health, etc. – supposedly to be part of a priority list for relocation, subsidized housing, even mineral water provided by Joecon’s Swift Corp., or other promises of some form of social assistance and yes, Philhealth cards!

    Millions of voters from north to south of Luzon, who lived dangerously on both sides of the tracks when surveyed of course, said they supported one candidate, the Enchanted Midget. That probably boosted the Little One’s “popularity” in the last-minute surveys kuno, where we saw FPJ’s commanding lead wiped-out and instantly reversed in a matter of days in the run-up to May 10.

    Multiply that with those under bridges, in reclamation areas, in government lands, in housing projects, compute that to include all of the country and you’ve got the biggest blackmail you ever saw.

    Throw in also the millions of casual workers in gov’t offices nationwide, or other people in various ugly predicaments across the nation, have them watched by Chavit-bots or Duterte-clones or Hagedorn-apes in the precincts and surely no one of these voters can afford to risk life, limb, or shanty by openly voting against the powers-that-be. That’s the reason they needed Garci, Generals, and Gordo to complement the usual 3G’s – guns, goons, and gold. For they know many will still vote for FPJ, even under threat.

    While some still frown over the accuracy of election results under a computerized system, that it is still subject to manipulation, nothing beats getting fast results in order to avoid massive dagdag-bawas spec-ops. We’ve discussed at length this subject in another forum and there, the apparent consensus was for the voter to feed his ballot into the reader himself, get a receipt stating his selected candidates and a running total score for that precinct. After the last voter has finished the process, the instant results are hardcopied and distributed to the parties, and transmitted to the central data collection office for collation. A manual count, if necessary, may follow if only to validate the computer count but will not affect the outcome. With this method, the winners may be determined within Election Day itself – granting encrypted data transmission will be made available to all polling centers. The results may be published within 2 days from election and anyone can compare his figures with that from COMELEC.

    A tight, well-written proprietary software (not the Windows-based one which has more holes than a sponge that Mega Pacific has sold us) at maximum encryption strength will be hard to crack and even if they’re successful would only be deemed useless if the results are already in; and no amount of hacking or phishing can be enough to come up with a last-minute manipulation.

    The bone of contention of the 2007 elections, I predict, will be the Congressional seats, as Malacañang is hell-bent on making sure the opposition will not be able to make the magic number of about 80 congressmen that will jettison Gloria out of the “palace by the murky river” next year. What with the projects she has literally dangled over all the provinces from Aparri to Jolo in the last SONA. They have conceded the Senate to the opposition who are likely to make good their 12-0 shutout. And to this day, the Kingmakers in the Palace have not even hinted on any formidable name in their senatorial lineup.

    Paralleled with summary executions of leftist party-list leaders all over the country, the military is making sure of that for her as the party-list congressmen’s numbers have been constantly growing after each election and the Doña and her ilk know that for every new opposition winner, they must produce two more in their camp – to maintain the lopsided ratio they fear would be threatened in next year’s mid-term polls. Si Tuason in fact ang namahala ng voting ng mga OFW. Kaya dapat ang taong iyan ay isama sa mga dapat na patalsikin. In fact, maraming votes that came late even when the voters sent their ballots on time for the designated deadline. Hindi na binilang even though there was the possibility that when counted they could turn the results upside down in favor of the other candidates.

    Iyan ang tinatawag na incompetence as a matter of fact.

I’m not Catholic so I am not in a position to make comment on this, but once I read a book on exorcism and one of the things mentioned there was the practicality of having prayers in the language spoken by majority of the congregation because of instances of priests under devil possession praying to the devil in fact in what actually was turned into a black mass with unsuspecting congregation. That was rather chilly.

    In our church, we have services conducted in the national language of the country where the service is held, or in the language spoken by the majority of the congregation. We do not actually have those complicated rituals. There is just the breaking of bread and the partaking of the Sacrament.
