Mike Arroyo’s defenders are going on a junket to Germany, charge to the Filipino people. Objective:”The halls of this institution should be protected at all costs,” Rep. Eduardo Gullas said.

Congressmen will go out of their way in their search for the truth behind the alleged multi-million bank account the family of President Arroyo is hiding in Germany.

The House committee on ethics yesterday decided at the resumption of the hearing on the expulsion case filed against Rep. Allan Cayetano (NP, Taguig-Pateros) to send a five-man team to verify the alleged account in HypoVereinsbank in Munich.

The panel has yet to schedule the trip. The 13th Congress will adjourn on Feb. 9.

The case against Cayetano was filed by presidential spouse Jose Miguel Arroyo, his sons Diosdado and Rep. Mikey, and brother Rep. Ignacio “Iggy” Arroyo.

The majority and the minority will choose two representatives each to accompany panel chair Rep. Roberto Cajes (NPC, Bohol).

The travel expense alone for each representative could cost at least P200,000, excluding miscellaneous expenses and allowances. The House will foot the bill.

Mr. Arroyo, who was in the hearing along with Rep. Mikey Arroyo (Lakas, Pampanga), secured a certification from the bank last year. He said it is enough to prove Cayetano’s accusation wrong.

Rep. Antonio Cerilles (NPC, Zamboanga del Sur) was the one who moved to send a “fact-finding” team to Germany “so that the Filipino people will know the truth.”

He said the authentication will be done through the assistance of the Philippine Embassy in Germany, which the House will ask to obtain a deposition from the bank.

Rep. Jacinto Paras (Kampi, Negros Oriental) said that since the House will be spending money, the panel should be ready to make a conclusion.

But Rep. Eduardo Gullas (Lakas, Cebu), who seconded the motion, insisted that such consideration “should come later.”

Gullas said since the fate of their colleague Cayetano is at stake, they should go out of their way because “the best way to find the truth is have this mission sent.”

“The halls of this institution should be protected at all costs,” he told the panel.

At one point, Rep. Rodante Marcoleta of the Alagad party-list group even said that spending taxpayers’ money is a small price to pay to arrive to the truth.

“Ang katotohanan po ay walang katapat na halaga,” said Marcoleta, the one who endorsed the alleged “bogus” impeachment complaint filed by lawyer Oliver Lozano last year, which barred the opposition from filing a strong one.

Cayetano, who is being accused of improper conduct for his accusation, said sending a mission to Germany is futile if Mr. Arroyo will not sign a waiver allowing the scrutiny of all fictitious accounts which could be traced to him or any of his family members, especially the “Jose Pidal” account at the Bank of Philippine Islands-Perea branch in Makati.

Cayetano and fellow oppositionist Rep. Loretta Anne Rosales of Akbayan even tried to amend the motion by having the waiver signed by Mr. Arroyo and brought to Germany, but to no avail.

He said the administration’s allies are glaringly “shielding” Mr. Arroyo from questions on their alleged questionable wealth.

He said he would resign outright once Mr. Arroyo accedes to his challenge.

“Itong waiver, ilalabas ang totoo. Itong trip to Germany, itatago ang totoo at gagamiting propaganda,” he said.

    Bank secrecy is very tight in Europe. Unless there is a waiver, Jose Pidal’s bank account is like Fort Knox, impregnable.

    However, Cong. Cayetano could address the OECD or the Brigade des Finances in France. He need not identify himself but he should provide them with some paper trail. The Brigade des Finances will investigate the paper trail with a fine tooth comb, slowly but surely. They can operate most legally on anonymous tips.

    Cayetano has some of the goods, he should attack full speed ahead by using some of the bank police agencies in Europe.

    Caught a glimpse of the hearing on ABS-CBN evening news, Bandila. What I witnessed was the ARROGANCE of this Mike Arroyo ! At one point, Mike Arroyo told Rep. Cayetano that Ateneo was probably embarrassed he (Rep. Cayetano) came from that school, in which Rep. Cayetano retorted (to Mike Arroyo), “Ateneo is also embarrassed that you came from there !”

    A BIIIIG BOO to this Mike Arroyo who, in nationwide TV, showed us that he has ningún criar (no breeding) ! The gall then of an idiot PSG Tuta to ask the Filipinos to respect the Office of the President, when her husband, Mike Arroyo, DOES NOT KNOW how to respect a member of Congress !

    YEY to Rep. Cayetano for putting this puerco (pig), Mike Arroyo, in his place ! WAY TO GO (clapping) !

    Right you are! What does this team hope to achieve in Germany without a waiver? NADA, NEANT, NUL… They are kidding themselves.

    This is pure lakwacha paid for by taxpayers. Cerilles may think the team could do something but on the whole, he is not being truthful. They will come back with the same paper from the bank stating such and such number doesn’t exist or such and such person does not have an account with their bank.

    Cerilles is trying to fool himself and the Filipino people with his inane, useless drivel.

    It is likely that the May elections will be marred and marred grossly with the pro-Gloria slates winning most of the seats; not because they deserve to win but Ebdane at the helm of defence (along with his being PNP chief) will use both agencies – AFP & PNP to secure Gloria’s slates.

    Gloria will now be able to use all police and military assets (aircraft, ships and even army trucks) to deliver prepared ballot boxes. Petrol or gazoline will be siphoned from these agencies to be used by her candidates for their campaign sorties.

    Prepare for a series of bloody battles, ladies and gentlemen!

    I have a suspicion one of those congressmen will be tasked with negotiating with the principal or former partner of Piatco – election time in Pinas and they need all the money they can siphon from foreign litigants (who will no doubt would rather negotiate, take the money and run rather than deal with unano’s ill gotten wealth brigade.)

    I hear that despite the pronouncements of Malacañan through Gabby Claudio that the administration has a big machinery for the elections, they lack funds (cold cash). So that’s why PUERCO has to go to Deutchland !

He reminds me of my autistic nephew who brags about owning the whole state of Arizona just because his parents bought a piece of land down Nograles some years back when it could hardly be sold, and the idiot of his father thought it would be good investment.

    The daughter in fact bragged about her Dad’s family owning the whole of Marikina that I never heard of in fact when we were in the Philippines although Marikina was one of the provinces where the peasants revolted against the landgrabbers in the 20’s and 30’s, and where the Sakdalistas thrived.

    Apparently, there has been an attempt to change Philippine history likewise with the help of some faker heading the Philippine National Archives to prove that the Pidals are of royalty that I doubt really existed even with chieftains like Lakan Dula or Rajah Soliman in Southern Luzon.

    At least, over in my mother’s hometown, records have been preserved as being one of those created by the Spaniards with the old chiefs of tribes there getting elected to the Cabeza de Barangay, which is the least that they can call as royalty in the Philippines.

    In short, hambug lang talaga itong si Pidal. Kundi pa natin alam na yumaman lang iyong lolo niya sa Iloilo dahil sa jueteng!

    At least, Greggy Araneta seems humbler. Never heard him brag about the Tuasons as the sole owner of Marikina unlike this crook who gets his keep presently mainly from the tongs paid to him by gambling lords if my informer, a gambling lord, is indeed telling the truth, a fact in fact that everybody knows but mum about for fear of retaliation even by extrajudicial killing!

    Ano iyan kundi Mafia style reminiscent of Chicago circa the roaring 20’s! No wonder, a lot many Philippine policemen and soldiers are quiting the force and staking their lives working overseas. I just talked to one who quit two years ago, and came to Japan on invitation of his daughter and has worked here illegally eversince.

    Yesterday evening I took refreshments in a simple large eatery full of mostly men who had just took their dinner and were relaxed watching the ANC news on the television there.
    When this smartass Arroyo came to saying he wouldn’t sign a waiver allowing the scrutiny of all fictitious accounts which maybe traced to him or any of his family members, these guys watching the news, without exception roared with laughter at this staement of Arroyo, mumbled ‘liar’ and the like.     Wow, napakagagandang pakinggan, akala mo totoo, but knowing these people make your blood boils. Matagal ng alam ng mga tao ang katotohanan at hindi na kailangang pumunta pa sa Germany para hanapin ito. Nang-gagago at nang-uuto pa sila. Puro palusot pa ang mga ulol, para daw sa katotohanan. At magsasama pa sila ng members ng opposition to give credence to their mission where in fact para lang sa pasarap at para na rin siguro na makapagdeposit o kaya maka-pag-open na ng kani-kanilang bank account para maitago ang mga nakurakot. At bakit naman kaya sasama itong mga opposition samantalang alam naman nila na isang kalokohan at propaganda lang ang mission kuno nila? Lending credibility to a scam? Kung sino man sila, sila na lang ang makakaalam kung bakit.
    Cayetano is absolutely right. It’s only a waste of people’s money, time and effort without a signed waiver by the fat guy. If only this fat guy accepts the challenge of Cayetano that he executes a waiver, then there’s no more need of hearings on his expulsion case, the moment he signs the waiver, he will also resign immediately as member of the house. Tapos na sana ang kaso ni Cayetano, but the fat guy wants nothing of it. Ano ibubuko niya ang multi-million dollar deposits na kinurakot nila? No way. These congressmen don’t get it do they, do they realise that the whole world saw 30 or more congressmen allied to the administration crowded around Arroyo when he first filed the complaint against Cayetano… do they honestly take Filipino’s to be fools who don’t realise that they are administration allies biased against Cayetano.
    These congressmen may wish to forget the way they tried to ignore the Constitution and their own House Rules, but it will take a very long time to forget that. Do these foolish congreeman allied to the adinistration stop to think for one moment that we would never believe that they are capable
    to investigate bank accounts in Germany in a truthful way after watching them cuddle Arroyo the way they did.
    Do these congressmen allied to the administration realise that, we the public, would be satisfied with a simple waiver issued by Arroyo such as what Caytano is asking for to examine all bank accounts anywhere. Is the refusal because it will allow these congressmen to cover-up what they find in Germany for their master.

    Waiver? Hindi talaga magbibigay si Don Miguel, dahil para na rin niyang ibinigay ang kaluluwa niya (kung meron pa man siya noon!).

    Gagastos na naman ang bansa para makapunta ng Germany. for what? For nothing! Gagawin pang dahilan ang pag imbestiga kuno para makaoverseas trip sila at the expense of Juan dela Cruz. Hay naku, pwede ba, bulok na ang style na yan. Matagal nang nabili.

    their “findings” will be as credible as their previous “investigation” declaring garci innocent and arroyo innocent of election rigging.

  31. I’m at this moment watching the hearing of Arryo v Cayetano
    and these congressmen of this Congress committee remind me of the Al Capon ‘B’ Rated movies. There are many of these Congreessmen lawyering for Arryo even though he Arroyo has his own lawyer present, even though most of these congressmen allied to the administration are not even lawyers themselves.
    I’m impressed with Cayetano, he is strong, determined and I would be willing for him to lawyer for me. He’s certainly one to vote for in the May elections.
    For me, what I see, is a man (Arroyo) that is not used to anyone questioning him. Slouched in his chair seemingly unable or unwilling to answer a direct question.

  33. There are only a few people who, just by seeng their faces, make me puke. Included in my list is the father/son tandem of Big Mike and BosKi (as in Boses K…) Mikey.

    Caught a glimpse of the Bandila clip last night. I had to turn the video off and content myself just listening to the audio.

    Rep. Cayetano impressed me, too. He deserves a slot in the Senate.

    If there is really nothing to hide, why is the Fat Man refusing to sign a waiver? If people sitting in the committee were truly representatives of the people (as their official titles suggest) why are they going against the wishes of the people they represent?

    Sure as tomorrow’s sunrise, every Pinoy would want the COMPLETE TRUTH out. By COMPLETE, I mean, not only these German bank accounts, but all the other grey areas in these political crises, as well, including the question of legitimacy on the family’s tenure in Malacanan.

For me its like observing a bunch of criminals stood before their mafia organisation boss at his beck & call. Its so sad.

    What is Fatso Arroyo’s problem? Cayetano is willing to exchange the waiver with his candidacy to the senate. Mabigat yun ah. Imagine, for a popular candidate to give up his aspiration as a senator, he must have an excellent hunch that this Fatso has something hidden some place. Go, Cayetano, go!
    The Tongressmen who would like to go to Germany must only have one thing in mind-lakwatsa! O baka naman, dadagdagan pa nila ang euro deposit ni Fatso! Libre na ang fare, enjoy pa sila. All, at the expense of the Filipinos.
    I also thought of this euro deposits with the Tyanak’s visit to Switzerland. The more people she has in her entourage, the more money can be salted out of the country. Puro decoys yata yan, croonies ng bubuwit!
    Unlike the Philippines, civilized countries have strict laws on privacy so without the waiver from the holder of any account, no one can get any information on any bank accounts. Unless, the country can show some paper trail of massive looting, like in the case of the Marcoses. So, this trip suggested by the Tongressmen is like looking for a needle in a hay stack. Good luck!

    Here’s the Bandila story last night:

    Umarangkada pa rin ang kasong expulsion na isinampa ni First Gentleman Jose Miguel Arroyo laban kay Rep. Alan Peter Cayetano kahit pa tatlong linggo na lamang ang natitira bago matapos ang sesyon sa Kongreso.

    Nitong Martes, tila naging personalan na ang sagutan sa pagitan nina G. Arroyo at Cayetano sa pagdinig ng House Committee on Ethics dahil pa rin sa bintang ng kongresista mula sa oposisyon na may nakatagong yaman umano ang first family sa isang German bank account.

    “Why don’t you come with us to Germany then you can ask if we had an account. Then the Filipino people will be happy and they will know who is lying whether it’s the Arroyos or you, Mr. Cayetano,” pahayag ni G, Arroyo.

    Ang kaso laban kay Cayetano ay isinampa ng asawa, mga anak at bayaw ng Pangulong Arroyo.

    Nagkaasaran pa ang dalawa matapos na ihain ni Cayetano ang tanong kung batid ni G. Arroyo .g “finances” ng kanyang asawa at mga anak.

    “That’s an absurd question! The Ateneo School of Law is probably embarrassed that you came from there,” sabi ni Arroyo.

    Gumanti naman si Cayetano at sinagot ito ng, “Well, the Ateneo is also embarrassed that you came from there.”

    Cayetano, Mike Arroyo face off anew

    Taguig-Pateros Rep. Alan Peter Cayetano and First Gentleman Jose Miguel Arroyo exchanged barbs again Wednesday as they faced off for the second time at the continuation of the House panel hearing on the improper conduct complaint filed against the congressman.

    “It’s none of your business,” Mr. Arroyo told Cayetano after the congressman inquired if the President’s husband owns bank accounts or investments in other countries. Click here for full report.

    Your hubby is spot on! The Brigade des Finances operates not only in France but all over the EU and is also backed by all the resources of the OECD.

    The Brigade des Finances are called The Incorruptibles in Europe.

    They ivestigate anonymous tips so Alan Cayetano need not identify himself – all he’s got to do is to supply them with some paper evidence so the Brigade can start investigations.

    The Brigade has sent many top politicians to prison for money laundering and have cracked wide open impregnable institutions with the help of EU governments, not the least they helped bring into the open Chancellor Helmut Schkoll’s complicity with other French and EU officials in bribery scams, etc.

    They are feared by banks because when they start the assault on a bank, no bank vaults can remain close – they will have the legal mandate to crack those banks wide open.

    And Elvira, “Did you know that Hypoverensbank is an Italian owned bank? It’s main office is in Italy. So, there you are.”

    My goodness me, that is one discovery here! Gosh, Italian banks arent that impregnable anymore, not with their own incorruptible brigade des finances!

    Kabayang Diego, mas grabe ang ginawa ni Singson nang lumusob siya sa Senado to confront Jinggoy about the latter’s statement that Singson has many pending graft cases with Ombudsman. Kung nagkatagpo ang dalawa baka may nangyari. Jinggoy, unlike JV Ejercito, is more hot tempered. Pero walang laban si Jinggoy sa security ni Singson.

    I will not be joining the Munich “fact-finding” trip, contrary to earlier reports because of the following reasons:
    1. without waiver, that trip would be a merry goose chase, more difficult than breaching the Berlin wall. A diligent search must cover not only the names of complainants but their possible nominees, foundations, etc. the usual layering in money laundering that can’t be done with the limited time.

    2. the agreement in the committee meeting (the records will bear me out) is that the minority would nominate the minority representatives to the fact-finding team. The minority has not nominated anyone yet. It’s under study.

    3. One of my goals as congressman is to be able to say that I have not gone on a foreign trip as congressman at government expense. I have made good that since I became cong in 1992. I intend to maintain that foreign trip free record.

    Your description of Paras is so true ! I was on a plane ride w/ him some time back & all he did was yack & yack w/ a man seated next to me. I had to give the Sleeze a stern look, hoping to shut him up, or at the very least, tone down his voice, but to no avail-Paras kept going on & on about nonsense. All the Sleeze has is air in between his ears !
