Bayan Muna Rep. Teodoro Casiño has questioned the appointment of two Arroyos as chairmen of powerful committees at the House, saying this could betray the legislative duty of check and balance.
During the plenary session on Monday night, Casiño questioned the assignments of Rep. Juan Miguel “Mikey” Arroyo (Pampanga) as chair of the committee on energy and his uncle Rep. Ignacio (Iggy) Arroyo (Negros Occidental) as chair of the committee on natural resources.
Casiño said the Arroyos’ chairing of the two “juicy” and “strategic” panels “would prevent the House from fully exercising its duty of checking the executive from abuses and wrongdoings in governance.”
“I hope the election of the President’s son and brother-in-law is not based on the proportional representation of the Arroyo bloc in Congress or their closeness to the President. There are three Arroyos in this House, even four counting the President who is an omnipresent and omnipotent member of this House,” he said.
The third Arroyo is Camarines Sur Rep. Diosdado “Dato” Arroyo, elder brother of Mikey.
Deputy majority leader Neptali Gonzales III ruled Casiño out of order.
“The Arroyo bloc is the most powerful bloc in the House. No other political clan has so much power and influence. Nothing compares to it,” Casiño said.
He noted that for this year alone, the Power Sector Assets and Liabilities Management Corp. (Psalm) is planning to expedite the sale of 22 power plants of the National Power Corp. as well as bid out the multi-million, 25-year franchise for the National Transmission Corporation (Transco).
Casiño launched an investigation into the botched sale of the multi-million Masinloc power plant in the 13th Congress.
He said the President “has also taken keen interest in the mining sector” by signing Executive Order No. 636 transferring the Philippine Mining Development Corp. from the Department of Environment and Natural Resources to the Office of the President on July 18.
PMDC is the environment department’s corporate arm in charge of exploring, developing, mining, smelting and producing all kinds of mineral deposits and resources.
Casiño said this is why Iggy’s appointment to the natural resources panel “bodes ill for the country’s finite resources and the environment.”
He said they have reason to believe that the transfer was meant to speed up the grant of permits to foreign-backed mining firms “to squander our mineral resources.”
“The Arroyo bloc has a sinister mining plan that will ravage the country’s natural resources to the detriment of our fragile ecosystems,” Casiño said.
“Can the President’s son and brother-in-law effectively exercise the oversight functions of the committees they head over these multi-billion-peso deals? And even if they did, will the public ever believe that they are not biased? That is the problem,” he added.
Mikey urged Speaker Jose de Venecia to expedite the composition of his panel, saying he intends to start drawing up plans to avert or at least mitigate the effects of the looming water and power crises.

I responded by saying that not only will it pollute the place, but it will also be a source of corruption. Now I read in that article mentioned by nelbar that Boy Ex (congressman of Antique) is one of the favored one to get a choice committee, although I know he had been head ofthe ways and means. Boy Ex is close to Mike Arroyo, they were classmates in Ateneo. Sally Perez’s,( the governor of Antique) father Calixto Zaldivar was Pres. Diosdado Macapagal’s executive secretary. Puera na lang kung Boy Ex and Sally are in good terms..for me who is from Antique, and personally know both..I will enjoy watching what the two will do. Malayong, malayo si Boy Ex sa kapatid niyang si Evelio (who was married to a Lotilla, an aunt of Rafael (Popo) Lotilla, who just resigned as secretary of energy.

Anyhow guys, have your seen the movie, the distinguished gentleman of eddie murphy??? eddie murphy plays a hustler who turned politician, then the speaker of the house asked him to become a member of the power and energy committee of the US congress. The point here is in that movie, the power and energy committee shows how easily a committee chairman and its member gets money out of the businessmen and govt agencies, it also shows how the wheeling and dealing happens. Maybe, just maybe mikey arrovo have seen that movie, hehehehehehe…..

Professional politicians that is… Problem as ever is we have good people who don’t want to enter politics because of the bad name the word “politician” connotes.
But I agree with Sampot, we, the people should not depend so much on these politicians, there are things that we can do and should do.
First and foremost, I believe we should also not allow these politicians to use us, we vote only those who deserve to be in government and those who fail us must be thrown in the bin of nothingness.
It can be done because we do it in Europe, it’s done in the US (as when Bush got whacked, asswhacked in the mid-term elections), in Singapore, etc – but people, citizens, everybody, etc. must be pro-active.
If politicians want to be in the business of politics then we the people, those who vote for them should also mean business – not monkey business but legit business.

You’ve mentioned Dr. Nikola Tesla, I have a scientist friend who is a follower of Tesla and pursued an idea of a perpetual motion machine by use of gravity. As usual, wala ring nangyari when he presented his idea and experiments to the gov’t.
I’m not very up to date about his progress, but even if the gov’t wasn’t interested, he’s happy that he himself is benefitting from his vision.
