Now military officials are talking.

Brig. Gen. Juancho Sabban, deputy commander of the Western Mindanao Command, is denying he ordered the recall of the three aircraft sent to give support to the embattled Marines that tragic day of July 10. Fourteen Marines died in that encounter with elements of the Moro Islamic Liberation Front, 10 of them beheaded.

“Marines were dying, why would I stop (the air strikes)?” said Sabban, a battle-tested officer who also heads Task Force Thunder.

Sabban added,”There was never a recall. When the aircraft were dispatched, the control was transferred to operational control. The ground commander has the control over the aircraft.”

Malaya reported Aug. 3 that “wrong radio frequency” was the reason cited why the aircraft was not able to provide air support to the beleaguered Marines. A radioman’s affidavit submitted to Lt. Col. Nestor Marcelino, operations officer of the 8th Marine Landing Battalion Team stated that “there was ‘no contact’ with the aircraft because the 1MBde gave the wrong frequency to WesMinCom which was later transmitted to the pilots.”

Our source said the standard operating procedure gives the pilots the decision to fire or not at the target if in his judgment he will not jeopardize the friendly troops on the ground.

“For two to three hours the troops were not able to establish radio contact with the aircraft hence he could not determine the location of the enemy as well as the friendly forces. The pilot on his own discretion cancelled the mission because they were running out of fuel,” the source said.

This was disputed by another military official in the report the other day of Malaya’s Victor Reyes saying that the ground forces and the pilots were communicating.

Victor’s source said, “The pilots relayed to radiomen of the brigade that they were to refuel.” It was later discovered that the sorties had been recalled and that the bombs, armed and ready, that the OV10 was carrying were dumped in the sea. The plane would be at risk of blowing up if it landed with an armed bomb.

In denying that there was a recall, Sabban, who was informed of the encounter at 4 p.m. or six hours after hostilities had started, said, “It’s a brigade operation.”

Col. Ramiro Alivio is the commander of the 1st Marine Brigade.

A military official sent us a typical Operation order covering all combat operations wherein situation (enemy forces, friendly forces), mission, execution, service support, command/control are spelled out.

He said “Just looking at the OPORD, we can pinpoint who are responsible for all the snafus: 1Mbde Cmdr (Col. Ramiro Alivio) – for gross incompetence (he is not a combat officer; he grew up in the AFP as an intelligence officer).

“Lt Gen Eugenio Cedo – gross negligence for failing to support the embattled Marines.

AFP chief Hermogenes Esperon, acting defense secretary Norberto Gonzales, and commander-in-chief Gloria Arroyo — murder: for unnecessarily exposing to danger our Marines; conduct unbecoming for preventing retaliation and telling us lies at the expense of the 14 dead Marines.”

    It appears that what happens in Tipo-Tipo stays in Tipo-Tipo. Western Mindanao Command deputy commander Brig. Gen. Juancho Sab­ban wants closure on the issue over the failed air support and blames radio snafu. The military report is considered a whitewash or cover-up. An independent body should verify the veracity the facts as reported by the military. What closed chapter? Philippine bogus President Gloria Arroyo, AFP chief General Esperon, Brig. Gen. Juancho Sabban and Col.Ramiro Alivio are criminally responsible that lead to the death of 14 Philippine Marines due to gross negligence and incompetence. I rest my case.

    Completely agree that Esperon, Sabban, Cedo and Alivio are all failures and that they should resign immediately, no ifs and buts. A commander is responsible for the unit’s successes and failures. But i really doubt if they will do it. Their great leader GMA doesn’t know the word RESIGN and so i presume these PALPAK generals follow their leader. Criminally responsible for the death of the brave marines, all of them should be facing the court martial by this time. How about switching positions with Gens Miranda, Lim, et al?

    May ilalabas bang report? I doubt it. This lowlife waste of space calling hinself Chief of Staff is bound to make it confidential, AGAIN, supported by idiots of the same snake specie, acting DND Sec and commander-in-cheap Gloria.

    The orders from Wesmincom was to strike at the enemy lines, the armed bombed were proof. Whatever stopped the pilots from carrying out the orders is what made the situation worse, which led to the multiple decapitations. If the usual procedure of this bogus gov’t is to be followed, to wit: denial, non-disclosure then “let’s move on”, We will never see the end of these.

    Our forces, once the envy of many countries, is likely to make #1 again in someone’s list as the most incompetent, just like everything else is, in this stolen regime.

    For one thing, the beheaded marines are luckier than us. We still have to bury our heads in shame for the rest of non-lives!

    War is a business. It always has been. It is possibly the oldest, easily the most profitable, surely the most vicious. It is the only one in which the profits are reckoned in dollars and the losses in lives. The bankers who financed this conflict in Mindanao made profit on the military hardware and at the same time a huge profit on the rebels who bought war gears. If anyone had the cream of the profits it was the bankers as the financier. Being partnerships rather than incorporated organizations, they do not have to report to stockholders. And their profits were as secret as they were immense.There is no use kidding ourselves any longer.

    The professional soldiers and sailors don’t want to disarm. No admiral wants to be without a ship. No general wants to be without a command. Both mean men without jobs. They are not for peace. They cannot be for limitations of arms. And at all these moro-moro Vince Mc Mahon World wrestling Entertainment will always be their, lurking in the background but all-powerful, just the same, are the sinister agents of those who profit by war. They see to it that these MILF,Abu Sayyaf lost command do not disarm or seriously limit armaments.     Ibig sabihin ay mas importante kina Gloria at Esperon ang mga MILF/MNLF/Akbar o kaysa buhay ng mga Marines soldiers. Kesehodang mamatay ang mga sundalo na parang hayop basta huwag lang magalaw ang mga maimpluwensiya sa Mindanao na pinagkakautangan ng loob ni Gloria sa kanyang pandaraya at pagnanakaw. Hanggat nakaupo si Gloria, Esperon at mga corrupt na heneral ay hindi matatalo ang mga “kalaban” sa MIndanao dahil ayaw talunin ng mga nakaupo. Kailangang “kumilos” na ang mga tunay na Marines kundi ay ipapaubos lang sila sa mga “kalaban”.

    This probe will be another moro-moro excercise. The AFP led by the cheat of staff and several of his “trusted” generals will not see the light of day. It will be another Mayuga and Melo report. Sila sila lang ang nakakaalam. Besides, they can not touch their own kind. Some MILF and Abus are the allies of the rotten local officials. Maybe even the rotten cheat of staff and the bogus president. Time and again, the groups of barbaric men had shown no love for peace (this excludes those members who really wish to have peace in the region). How the charade can be stopped is a tough job! Maybe the toughest job for any leader of the Philippines can have. Let us see what tiyanak does to avenge the death of the 14 marines!

    Luzviminda;The government will not change itself. But the people can change it. They can albeit slowly and with great suffering, stop the madness. That is the hope which we can draw from electing an honest president who has conscience.What we are witnessing from Mindanao and the barbaric beheading is frustration that has turned into anger and rage, followed by coercion and pointing fingers who has to blame in the futile military operation to cover the command unfit behavior. The power elite military should be wise enough to practice injustice uplift with regard to those pitiful low rank soldiers who find themselves on the bottom rung of the ladder, particularly foot soldiers who are without voice, given the present questionable order. It would appear that the elite “loco comanderos” would prefer to engage in a form unbearable excuses.
    The ongoing war in Mindanao changed nothing—and it changed everything. Our corrupt political leaders learned little from the experience, and much of what they did learn was wrong. War has become central entertainments in their lives in Islamic region in Mindanao and the way why it is going on? The government cannot always explain.     Calderon said he did not set a deadline for serving the warrants because the move would only invite extra-judicial processes and haphazard efforts.
    He said the service of arrest warrants is not limited to the PNP as the AFP, local government units, barangay officials or any persons in authority can also effect arrest.

    Lt. Col. Jessie Bugayong commander of the Marine Landing Team 6 (MBLT6) said the report was unfair. Two of his men died in the ambush.
    Lt. Col. Felix Almadrones, commander of the Marine Battalion Landing Team 8 (MBLT8) at the time of the incident said that the radio error that came out is just a tip of iceberg.
    Kanino kami maniwala ngayon. Sino ba ang mas mataas ang rank ang Lt. Col. or ang Col.?
    Puede ba mangyari ang scenario na ito?..sa galit ng mga sundalo instead of fighting for the pang gulo ito ang kanilang kalabanin at barilin ang mga namumuno sa kanila? They will be court martialed hindi ba?. Esperon just created five courts to handle cases..keep these courts busy kung sakali buhay pa sila…sa dami ng mga sundalo..na ma court martial..they will have their hands full..

    Tama ka nga kung mag resign ang mga ito ngayon bankrupt ang gov’t.     Liar! At bakit ngayon lang nila pinag-aralan ang qualification at expertise ni Alivio?! Bakit hindi bago siya ipadala sa kritikal na operasyon sa Mindanao?!

    Hanep! Ang mga itinuturo nila na mga responsable sa snafus ay puro “maliliit”. Wala talagang maaasahan sa administrasyon ng reyna engkantada. Ang mga lider ay iwas-pusoy sa responsibilities pero nagpapakamatay naman na mamuno kuno ng bansa at militar!

    Mag-isa lang ang buhay niya kumpara sa 800 and counting na biktima ng extra-judical killings ang forced disappearances, among many of her sins against the people!

    As I’ve said before I read every comment thats posted here in Elensville but you will have noticed that I’ve tried to refrain from commenting on this one.
    Without wanting to insult the marines and the foot soldiers it has always been my opinion being a civilian residing on Mindanao that despite the administration voicing that the problem is ‘destablisers’ the fact of the matter is that the ‘enemy’ are not outsiders, not invaders to our shores but Filipinos albeit Muslims they are Filipinos. If crimes are being committed and no doubt about it, they, are then the PNP is mandated to deal with crime and should do so not the AFP.
    Not meaning to insult because there’s no need for that. if the AFP had been already in their barracks where like any professional army they should be they the marines would not have found themselves on the recieving end of a massacre. I can repeat that the functions of the AFP and the PNP are totally diferent in that the AFP are trained to kill and the PNP are trained to presvent and detect crime.
    I repeat what I’m always saying, that is to make things worse Haemorrhoid Assperon is way out of his depth and receives no respect from the rank & file.
    Have we been so blind not to see this before, this Chief of Staff Haemorrhoid Assperon is a joke apart from being un-professional and a Liar. The AFP is the laughing stock of the whole world.

    We complain, complain and complain until something snaps somewhere and they are forced to stop their bloody Lies and exchange it for Truth & Justice. Don’t for one moment think that we are alone because we are not, the whole world is watching you Mr Haemorrhoid Assperon .

    WWNL, I love your optimism. But under tiyanak, justice is completely blind. The lower courts have time and again shown bias. The supreme court is now showing some muscles but lately it has a new comer justice and we do not know which way he leans. The scale can tip to the other side. Until this corrupt regime is purged, no matter how we make the noise, they fall on deaf ears.

    I agree with you 101% that asspweron do not have the respect of the rank and file. I would like to see him in jail for life for the atrocities he has done to the soldiers who relied on his leadership and for his continued protection of the tiyanak at the expense of the lives of his men and the 800 or more extra judicial killings!

    to my knowledge and belief and base on the facts & testimony gokusen wrote in her posts, the basilan encounter issue between the marines and lawless MILF on july 10 that left 14 marines dead and 10 of them even beheaded and mutilated is seen to have been a “pre-planned” by both gloria and assperon including their beneficiaries norberto gonzales and wahab akbar, who sacrificed the poor lives of the brutally murdered marines for the sake of self interest. hence, the issue of OPORD,SNAFU, radio frequency error, miscommunications etc. etc. whatever military SOP is it, all these are nonsense, useless and stupid ! and you can’t put the blame to anyone of those poor foot soldiers in the battle including their commanders because there is only “one” (no one else!) in-charge of command responsibilty but the commander in-chief of the AFP General Essperon from order of the inutile president.

    The court I want to see Haemorrhoid Assperon in is not a local court but a proper International Court.

    We can’t expect to see the EU or UN make the first move it has to be the responsibility of the Filipino people in making the first move. If we seriously want a first world country we must have the strength of character to remove the bad eggs first and foremost, we didn’t do it did we! The changes for the better will surely follow.

    The lower morale gets with the rich getting richer and the poor becoming even more poor, with hunger and school drop outs the harder it is to recover for the poor family.

    We need to stop listening to her Lies and SONA dreams.

    We only have to look at Singapore as a country near to us, do you see the Singaporeans depending on outsiders to sort out their elected leaders. Do you really think that they would be prepared to be pushed around lied and insulted by their Justice Secretary, Security Adviser, Army Leaders lying and cheating to them, the Singaporean people.

    We complain about corruption, lying, extra judicial killings, kidnap for ransom, abductions etc. but why are we accepting it as a daily occurrence – its up to us the people to stop it, the Singaporeans would – ask them!

    American missionary Gracia Burnham returned to the Philippines last year to turn the tables on the very people who held her captive for one year in the jungles of the southern island of Basilan; the Abu Sayyaf, a group listed by the United States as a terrorist organization with ties to al-Qaeda. But when her day-long testimony at the closed-door trial was finished, the main story bannered by government prosecutors was not how she fingered the various thugs who kidnapped and murdered innocents.

    The main theme the government wanted the Filipino public and the world to know was how Burnham exonerated the armed forces of the Philippines from charges she made in her 2003 book, In the Presence of My Enemies. In the book, she claimed that certain army members connived with the Abu Sayyaf to divvy up millions of dollars in ransom money the group had raised through their kidnapping sprees. It was a stinging charge that to this day has caused embarrassment and denial among the army and the government, and resulted in nodding heads from a public that has long suspected corruption at the top of their armed forces.

This happened several times over the course of a few weeks. Why in the world did President Arroyo’s troops provide the Abu Sayyaf with their daily bread? We were told that it was because Sabaya [the Abu Sayyaf’s spokesman] was wheeling and dealing with the AFP [army] general of that area over how to split up any ransom that might be paid. Arlyn de la Cruz [a television reporter from Manila who had managed to find the group to do a story] had warned us about that. ‘You know, this is going to be a really big deal,’ she [Arlyn] said, ‘and everybody is going to expect their share’,”

    Burnham writes. “Sabaya was willing to give the general 20% of the action. But the messenger reported back that this wasn’t enough. The general wanted 50% – when his own government steadfastly condemned the ransom concept altogether.”

    Burnham also writes in detail of the infamous Lamitan Hospital siege, still highly controversial today. In this incident, the Philippine military had the entire group surrounded – along with their hostages – after they took refuge inside a hospital in the small Basilan town of Lamitan. Burnham writes that after a night-long gun fight, a jeep filled with high-powered guns and ammunition pulled up outside the hospital entrance and out jumped several cohorts of the Abu Sayyaf. The newcomers explained they were able to get through the cordon by telling the soldiers they were the bodyguards of the provincial governor. The provincial governor, it turns out, was one of the founders of the Abu Sayyaf who had had a falling out with the group. Then the inexplicable happened. The military pulled its troops out from behind the hospital and soon after, the Abu Sayyaf along with its hostages and new weapons, was able to escape.

    The Lamitan siege was one of the centerpieces of the Senate’s hearings in 2002 into the charges of collusion. A former hostage testified that he was released because ransom was paid and that certain high-ranking military members were involved. Twenty-seven residents from Basilan testified as well. Most claimed there was collusion between the military and the Abu Sayyaf. The Senate report concluded the same. “The Senate committees,” the report stated, “are of the belief that, indeed collusion between some officers of the AFP and the ASG exists.” They concluded that there was “strong circumstantial evidence”, and recommended that the Department of Justice and the Ombudsman conduct further investigation into the charges. The Senate also recommended that the three officers linked to the charges be court martialled

    To this day, however, despite the Senate’s recommendations, no charges have been brought against the officers. Clearly, the behavior of the government only creates more questions than it answers. Why is the Philippine government acting as a defense lawyer for its own military and not trying to get to the bottom of these serious allegations? And if there were some members of the military colluding with the Abu Sayyaf group, then shouldn’t they be among the defendants? How much power does the military hold over what is supposedly a democratic civilian government?

    These questions are not just important to Filipinos, but should also alert the rest of the international community to the muddled and complicated situation that exists in the southern Philippines. After September 11, 2001, Arroyo, who was installed as president due mostly to a military-backed coup in January of that year, was one of the first to stand up and declare her support for America’s newly declared “war on terrorism”. She even went so far as to declare the Philippines full of terrorists, specifically the Abu Sayyaf. This led to her bringing in the American military to help train the Philippine military to defeat the Abu Sayyaf.

    For many Filipinos, though, the Abu Sayyaf isn’t a terrorist group. They are a bunch of murderous thugs who use Islam as a shield to justify their existence and raise tons of cash.     The idea that certain members of the military hierarchy may be profiting from the murder and kidnapping of innocent civilians, while underpaid and under trained foot soldiers do all the fighting and dying, is a scandal most Filipinos want to solve. The government of Arroyo, however, has said that to go back and reinvestigate would be like beating a dead horse. Which, for most ordinary Filipinos seems quite unfortunate. For if the allegations are true, and most believe they are, then the existence of the Abu Sayyaf cannot just be explained by simply calling them “terrorists” and blaming their actions on Osama bin Laden. Their existence is a reflection of those whom they claim to do battle against.

Most of us here in Manila may not be as focused as you are because we have not been directly affected by whatever shenanigans the Abus have been plotting in collusion with our own generals, but these stories you keep telling us speaks volumes of our indifference, maybe due to the hopelessness that these twin menaces of the acting cast on both sides of this unending war-based reality show, intends to keep it long enough to beat Days of Our Lives as the longest running soap of all time!

    Now It’s very clear why a certain Antonio Trillanes IV needs to move heaven and earth to make it to his seat in that chamber. His presence there would destroy the plot of that perpetual reality show that has, and is, raking in a lot of moolah for its producers and directors.

    Even Jerry Bruckheimer’s brightest writers can’t make a script stupid enough for his viewers yet make the same kind of profit at a very minimal cost – which sometimes include sacrificng the cheap lives of some innocent footsoldiers and noisy civilians – to ensure the sponsors’ money continues to flow generously for a long, long time.

    In fact, my uncle, who was dark, tall and handsome at nakakahawig ni Toshiro Mifune, appeared in a Philippine movie titled “Kontrabando.” He never actually gained stardom, because he left for the USA as he opted to be a US citizen like his other siblings when the Philippines was granted its independence.

    Even in the 50’s, smuggling and pirating in Mindanao especially in Sulu were widely publicized, and inspired a lot of movies with such theme.     I was told in 2002 or 2003 about how Senator Magsaysay was sent to Mindanao to investigate about the rumored sharing of ransom money between the Abus and the military that they could take their hostages with them from Palawan to hiding places in Mindanao. Walang nangyari, and my informer suspected that he agreed to cover up for those involved in the military, sa utos na rin siguro noong inutil sa Malacanang.

    Matagal ko na rin narinig ang mga nabanggit mong incidents kaya naniniwala ako sa sinasabi mo. If that is not graft and corruption, incompetence, inadequacy, negligence, etc., what is? Ang dali naman ma-detect sa totoo lang, kaya lang nga may lagayan, lusutan, etc. diyan. Kaya iyong mga kriminal nawiwili talaga.

    Yup, I think that’s during Sept. 2001 were Senate set to conclude their investigation on the alleged collusion between the Abu Sayyaf and certain military officers during a controversial siege in the southern island of Basilan. At kasama dun si Kiko Pangilinan, that was after Fr. Roman Catholic priest Cirilo Nacorda in Lamitan town in Basilan accused five military officers of pulling out troops to let the Abu Sayyaf bandits escape from a surrounded hospital in the town with their hostages on June 2 in exchange for a share of ransom for the hostages.
    Those accused, including a brigadier general, have denied the allegations.

    Pangilinan said there were “interesting developments” in the past two hearings as to whether or not ransom was paid for the release of three hostages and if the escape of the bandits was a result of either “a tactical error or a deliberate move” by the military.

    Witnesses presented by Nacorda have testified that ransom was paid for the “release” of the three hostages and that the military allowed the Abu Sayyaf bandits to flee with the rest of the hostages. The circumstances in the reported escape of the three became the focus of the Senate and House investigations.

    Senator Ramon Magsaysay, head of the senate national defense committee probing the allegations, said in a television interview that he had found “strong evidence” to support the allegations. “I am afraid we might even go for a court martial,” he said.

    President Gloria Macapagal-Arroyo refused to comment on the Senate and House investigations at a press conference she lamented that the ongoing probes were “demoralizing the military.”

    Today’s news is that one suspect in the Basilan Marines’ killings has voluntarily surrendered. I can smell another fall guy. Why would he surrender and the rest don’t? The heat is too much for AFP and this Arroyo government so they must look for a fall guy. This guy would start pointing fingers and tell names who will never get caught.     Tongue, that’s also the info I got. Wrong frequency was wrong in the beginning but it was later on resolved. But at that time they were already running out of fuel. In this instance, Esperon is correct.

    I was told the helicopter’s fuel is only good for two hours. They came from Jolo. so nabawasan na. So they were in the encounter area for more than one hour.

    They should come out officially with the Inspector General’s report so the public will know the truth and those who were responsible for the debacle would be made acountable.

    The one we got (on the wrong radio frequency and only six rounds ammunition for Howitzer) was just a portion of the report.

    here’s another version of the disaster:

    1. Disastrous Operation
    a. During the ambush and subsequent firefight, the beleguered troops contacted and asked 1MBde for artillery support that was promptly delivered. Six 105 rnds were shot. Nothing followed. The troops were left alone to survive.
    b. 1MBde requested for air support from WestMinCom. The latter directed the CASAF (airforce) to dispatch for close-air and bombing operation which never materialized.

    2. Militics in the bungled Operation

    a. Somebody informed Sec Norberto Gonzalez and Gen Dolorfino of the ongoing incident. Gonzales told Dolorfino to control the situation.

    b. Gen Dolorfino called up Gen Sabban (acting Westmincom) to halt the offensive but the latter denied the pleadings. Sabban is a marine. Thus Gen Dolorfino called up directly the CASAF to abort the air support by-passing the WestMinCom. Dolorfino insisted that since he is the chairman of CCCH, all operations in MILF areas should be his call. The choppers were ordered to return to their base by their commander.

    The following day, Norberto Gonzales flew to Basilan and talked to Akbar.

    Then Lies followed.

    The only truth is 14 Marines were dead. Just like that.

  90. Thanks, Spy. A young Marine officer mentioned Dolorfino’s name to me as the one who gave the order limiting the ammunition to six rounds because they consider the MILF “friendly forces.” Thanks for the additional info.
