What the hell is going on?

At the Supreme Court hearing yesterday on the petition to permanently stop the government from signing the memorandum agreement on ancestral domain with the Moro Islamic Liberation Front, chief government negotiator Rodolfo Garcia said he had no authority from President Arroyo to sign an agreement on behalf of the government.

All he had, he said, was his original authority to negotiate.

What was he doing then in Kuala Lumpur for the scheduled signing ceremony on August 5 (the signing was TROed by the Supreme Court on August 4)? The Malaysian hosts had prepared an elaborate stage where Garcia and his MILF counterparts were supposed to sign the document. Set to stand as witnesses were a Malaysian cabinet official, representatives of the Organization of Islamic Conference and ambassadors of a number of Islamic countries. Even US Ambassador Kristie Kenney was there for what was touted as a “historic” milestone in the march toward lasting peace in Mindanao.

Garcia’s admission before the Supreme Court justices strengthens suspicion that the government was stringing the MILF, Malaysia, the international Islamic community and the Unites States all along.

The government, in effect, entered into commitments it could not keep because of an expected backlash from the Christian community in Mindanao, not to speak of the nationwide sentiment that the provisions of the agreement would lead to the dismembering of the Republic.

What then was the aim of the elaborate charade? Apparently to provoke the MILF into going back to war as what is happening now

At the moment, the MILF is disowning the attacks mounted by commanders Kato and Bravo. Kato’s and Bravo’s men have, in fact, withdrawn from the barangays in North Cotabato and Lanao del Norte that they had occupied.

The military nonetheless has been reporting “heavy engagements” as its forces mount pursuit operations against the rebels. Oddly enough, Camp Aguinaldo could not–or would not? – pinpoint where these purported “heavy engagements” are taking place.

It claims it has inflicted “heavy casualties” on the rebels. When asked for the basis of such claims, it points to ground commanders whose assessments were based on the destruction observed to have been caused by artillery bombardment and aerial bombings of rebel positions in Maguindanao.

The targets clearly are MILF camps or, in the language of the military, “areas of temporary stay” which are off-limits to government forces under the terms of the cease-fire agreement. And not even by ground troops in eyeball-to-eyeball engagements but invulnerable warplanes and long-distance artillery pieces.

The MILF leadership continues to maintain the fiction (if it is indeed a fiction) that Kato and Bravo were defying the former’s instructions while insisting it is committed to maintaining the cease-fire.

What’s the excuse of the government for bombing MILF camps (which by they way host many non-combatants) in violation of the cease-fire agreement?

Hot pursuit? It doesn’t wash because Kato’s and Bravo’s men even if they are indeed in full retreat as claimed by the military are a long way off from their erstwhile staging grounds.

The cease-fire is as good as over. We expect the MILF to formally declare any day now an end to the truce.

War it will be. There lies the method in the Palace’s seeming madness.

Of course, nobody is discounting the probability that Garcia indeed had authority to sign, but has been designated as the fall guy to save his boss from embarrassment or impeachment.

    Rodolfo Garcia was one of the signatories on the MOA document.
    How can he now say he has no authority from the President? The problem with these Malacanang idiots is that whenever they’re caught, they keep denying, making lots of excuses and passing the ball to someone else. This trick has been going on since day one in office of this Evil Bitch. After being exposed of the evil and harm of the MOA, Malacanang now says the petition in the Supreme Court would give all parties the chance to discuss and consult one another. Fuck them! Why did they not think about consulting all parties before signing the MOA. It was done in utmost secrecy. Everyone including the US Ambassador was already in Malaysia to witness the signing before this matter was blown up and the people cried foul. Had it been signed, the MILF would have the upper hand placing the government at their mercy.

    It would be interesting to find out how the Supreme Court will rule on the question on whether the MOA-AD was constitutional or not which was filed by Sen Mar Roxas et al.

    Should the SC rule that the MOA-AD was unconsitutional, then wouldn’t that make Gloria guilty of treachery/treason ? Isn’t treachery/treason an impeachable offense ?

    I hope that the SC will not rule the MOA-AD as moot since Gloria has expressed that the govt will not sign the MOA-AD anymore.

    I can just imagine the predicament these SC Justices are into these days. On one hand, most want to protect GMA who appointed them. On the other hand, their oath and duty as Justices are being put into serious test. So far, SC Chief Justice Puno is doing great; much better than that Davide.

    DILG Sec. Puno called Commander Bravo “Denial King”. Why doesn’t Bravo call Puno’s President a “Denial Queen”?

I would not like to think that the female (I was going to write “lady” but the word has a noble connotation in Enlgish so I might just as well stick to the word to distinguish the sexes) ambassador from the US of A, Kenny-ng buri mo, has something to do with this fiasco to help the idiota stay in power in exchange for a place to put American servicemen who are not as much welcome here as they are welcome by Filipinos eyeing migration to the US of A.

    Whatever, Filipinos should demand for the recall of this ever meddling ambassadress, who cannot surely do the same thing she does in the Philippines if ever the US State Department ever makes the mistake of posting her here. She should be kicked out of the Philippines as a matter of fact for even just the attempt to cuddle the criminal who should not be allowed to call herself “President of the Philippines” based on evidences already out there regardless of whether or not the authorities concerned say they cannot be used against her especially with the Philippine courts dominated by her political appointees enough to make the judges of the Philippines to be called instead as some “court jesters.”

    Kawawang Pilipinas, where the people now eat kaning baboy, and with the rice getting scarce, may soon also to eat darak! Mas OK sigurong sabihin, kawawang mga baboy na inagawan na ng pagkain ng mga ginutom ni Gloria Dorobo!

    Ahhh…..hmmmmmm…. gaguhan naman pala ito e. Lumalabas na moro-moro lang pala talaga ang lahat. Lumalabas na ang hinala ng karamihan e, ang gusto nga manatili nitong impakta sa kapangyarihan, kasama ng kanyang mga kampon.

    Isipin natin lahat na ito palang si gen. garcia e walang pahintulot na pumirma sa kahit na anong kasunduan, e ano pa ang kanyang ginagawa sa Malaysia noon mga nakaraan linggo??? e hunghang din naman pala siya at alam nyang wala syang karapatan pumirma, e pipirma naman sya. OGAG ka ba talaga. Walang gamot na makakapagpagaling sa katangahan.

    Ang ibig sabihin nyan e dinagdagan ng impakta ang panloloko sa sambayaman. E pag hindi nga naman kinilala ang pirma ni garcia e di ibig sabihiun noon e walang bisa ang MOA-AD, syempre manggagalit ang MILF tapos guguluhin ang ilang lugar doon sa Mindanao, tapos eto naman ang mga kampon ng impakta gyegyerahin (kuno) nila ang MILF sa Mindanao, tapos mag-aanunnsyo ang impakta ng kaguluhan sa Mindanao, tapos tatakutin ang mga karatig pook ng Mindanao na sila ay maapektuhan ng kaguluhan sa Mindanao, kasama na nga pala dyan ang Maynila. Pagtapos mag-aanunsyo ulit ng paghingi ng emergency power para masugpo ang kaguluhan, pagtapos na hindi masugpo ang kaguluhan, magahahasik ng kaguluhan ang impakta sa mga karatig bayan ng Mindanao, lalo na sa Maynila, sa pamamagitan ng pagbobomba ng mga kritikal na lugar, tapos idedeklara ng impakta ang pansamantalang(???) batas militar (nang hindi natin malaman kung hanggang kailan) para daw mapigilan ang kaguluhan sa ating bansa. Tapos sasabihin ng impakta na walang kasiguruhan kung kailan matatapos ang kaguluhan, tapos sasabihin ng impakta, sa kadahilanan ng kaguluhan, pansamantala (na naman) na wala munang eleksyon.

    Eto naman ang mga kano todo suporta sa impakta, dahil ang kapalit nito ay ang permanenteng pagtayo ng mga kano ng base militar sa Mindanao. sasabihin ng sugo ng america na dahil sa kanilang interes kailangan nilang manatili ng pansamatala (na naman) at para tumulong sa katahimikan ng bansa at dahil sa humingi ng tulong ang impakta. Ayun, at hindi na muna aalis sa pansamantalang pagtigil ng tropang kano sa mindanao para ikatatahimik ng bansa (daw???).

    Sasabihin naman ng sugo ng amerika na nandito kami sa Pilipinas para sugpuin ang kaguluhan at may karagdagang tulong na ibibigay (WOW!!!!! gleng-gleng naman ng mga kano, tutulong pala sila, pweeee!!!!!!!).

    At ang impakta at mga kampon nya ay mananatili ng pansamantala (??? na naman)sa kapangyarihan hanggang hindi nasusugpo ang kaguluha at sila ay mabubuhay at pamumunuan ang Pilipians ayon sa kanilang kagustuhan.

  13. The senate is a bit quiet lately, they used to cry “senate investigation” in aid of legislation dati ah? This MOA-AD on the BJE (which I keep forgetting what it means, sometimes I mistake it for blow j– of ermita) has a lot of gray areas, pwede na iinvestigate in aid of legistlation. Kaso, the administration will say all this bruhaha are political maneuvers of the opposition na naman? Lets see them try to wiggle themselves out of this fecal hole this time, might be fun to watch…

    but i write this comment with a different intention. in the interest of enlightened discussion, i just want to posit something to readers here about the muslim aspiration of nationhood and their timeless hope of seceding from this god forsaken “country.”

    why not give it to them? i mean,think about it. its their land. they had a government established already way, way before the arrival of those bastard spaniards. presently, how would you feel if a constitution, cobbled by the best filipino minds around, come up with something that hardly reflects, much less include, your way of life? because, the reality is, it’s never gonna happen. Especially when you are a minority…have more to say but time does not permit…will come back to continue..

    If indeed garcia is the fallguy he must have been richly rewarded by now. Maybe a lifestyle check should be made by PAGC as well as money laundering investigation by AMLC. Imagine taking the blame and shame for gloria. rodolfo garcia must be “laughing on the way to the bank”! On the other hand, if indeed he went to Malaysia on his own volition without any authority to sign the MOA-AD and without any expectation of a reward, he must be a martyr waiting for a reward in heaven. If this is the case, then all is a scam – lokohan. What garcia did is gawa ng gugong.

    You forget bambam, that the people of Mindanao (Muslim and Christian) have reelected the ARMM legislators. It is these elected officials who speak for the people of that region, not the MILF.

    For the government to talk to the MILF instead of the ARMM officials is to denigrate the people’s will expressed in the ballot. One gains representative capacity by the ballot, not the barrel of a gun. The people anoint their representatives; the gun-wielder’s self-appointment does not clothe him with the people’s approval.

    Governor Panlilio is being ganged upon by the local leaders of Pampanga because their takes on jueteng have been cut significantly since he got elected. Also, these guys led by Mayors Pineda, Pelayo are all Gloria’s allies. Panlilio is up against the Pampanga Mafia that has long been in control of the Province. It’s tough. They want and are trying to oust him.

    Nakalakihan ko na ang Midanao issue na ito nasaksihan ko ang kaguluhang ito ng lumipat ang pamilya namin sa Lanao del Sur. Nadudurog ang puso ko sa mga displaced na mga civilian napapanood ko sa TFC dahil sa attacks ng mga MILF. Hindi nila pwedeng ibigay ito sa mga MILF dahil Muslims at Christians ang mga naninirahan sa mga area na gusto nilang igive up. Greed lang naman ang talaga ang problema dito. Kung iisipin lang sana ng mga corrupt government officials ang kapakanan ng mamamayan walang problema. Power tripping lang ang gusto nga lahat ng mga yan at pangungurakot. Kung meron lang talagang government official na totoo talaga walang halong pamumulitika siguro oo. Saan ka ba nakakita ng daan from Malabang to Balabagan noong hindi nakukumpleto ang highway patlang patlang ang sementado na area e di kaya ang sasakyan madaling masira dahil hindi derecho ang sementado may rough road.
    Tama na wag nyo namang isacrifice ang Mindanao masyado nang api ang mga mamamayan na ang hangarin lang ay mamuhay ng mapayapa.
    Huwag naman sana tayong ganid. I still believe in the saying that “people are really good at heart”.

    i resent the comparison to gloria, and my skin crawls at the accusation i am like-minded as that evil bog-creature who managed to cause this sad situation in the first place. i heartily agree those Malacañang snakes egregiously blundered when they decided to negotiate with the MILF, and the brains behind this fiasco should be strung up a meralco post and be fried with all the voltage from the nearest power plant. negotiate with a terrorist group?!! goodness, who thought that up? why nobody in congress is asking Her Evilness to clear out the palace, much less investigate this insidious attempt for cha-cha, is beyond me. clearly, her comeuppance will be such a glorious day for the nation many just might ask a special holiday to celebrate it. pass the muskets.

    i must have touched off the wrong nerve here. i have no sympathy for the violent methods of the MILF, for the obtuseness of their logic and irrational thought process, but i have sympathy for those who struggle to preserve, right or wrong, their way of life. lets face it, sharia law will never mesh with philippine jurisprudence. how do you propose to solve that? granted, the view from afar is that moslem and christian communities have decided to live together in peace, hence the growing hope that the ARMM will someday succeed well beyond (cynical) expectations. but just the other night, i watched a muslim girl (from the moslem youth organization, if i’m not mistaken) declare on national tv that they will never give up their dream of having a country of their own, that Mindanao will someday be theirs once more. What does one say to that? The Tibetans come to mind right now, and so do the East Timorese. Here i merely suggest that from a historical standpoint, the aspirations of the muslims have never died, and is as fervent as it had ever been. how do you plan for that? i do question the desire to preserve the country in its present form just because it evolved that way. why should it be so that we must preserve the geography of the country and try to co-opt a people who will never wholeheartedly swear allegiance to its flag and its constitution? because the framers of the constitution declared it so? because it is traditionally so? because we are the majority and that’s how the way the world works? i really want to hear a good argument that the geographic status quo must prevail. because in reviewing history i only see two outcomes for minorities: successful secession, or reservations (american and brazilian indians, australian aborigines). that is, if the culture hasn’t been slowly squeezed to death by generational crossbreeding (mexico’s aztec nation). why do i want to hear this? because some 40 years on since hostilities started, the peace in Mindanao has yet to fully take wing.

    I don’t think there will be a candidate that is strong enough to unite the opposition, except Erap. If there will be an election in 2010, Erap will win hands down.

    Erap will annihilate MILF and that Bravo and Kato will run to Malaysia with their tails running ahead of them….hahahhaha

    I agree, etcetera…but will Erap really run? He’s just bluffing to encourage the opposition to unite and come up with a single candidate against the Administration. Deep inside Erap’s heart, he wants to remain as civilian. He has tasted everything…fame and power. He doesn’t need anything anymore. He has nothing to prove. If ever he runs again, it is to vindicate himself showing that majority of the Filipinos still love him; and that he was illegally removed from his office.
