One year after he survived abduction by a team led by an officer of the Philippine National Police, the tables are turned on Rodolfo “Jun” Lozada, one of the star witnesses in the aborted $329.5 million national broadband project with the Chinese firm, ZTE Corp.

Lozada is in danger of going to jail for the charges of perjury and graft filed against him by persons involved in his Feb. 5, 2008 abduction upon his arrival from Hongkong after he tried avoiding to testify before the Senate investigation on the reported overpriced telecommunication project.

He is embroiled in a theft case filed by a woman he swore he never met in his whole life.

But this has not weakened the resolve of Lozada, former president of Philippine Forest Corporation, to let the people know truth about shenanigans in the Arroyo government despite tempting financial offers from Malacañang.

Lozada said about three months ago, a Malacañang emissary told him President Arroyo is willing to welcome him back to the fold complete with a hefty compensation package if he would publicly apologize to her and retract all that he revealed about the behind- the -scenes deal with the Chinese firm.

“No way,” Lozada said in an interview with VERA Files last week.

Lozada’s troubles started when he was called by the Senate’s Blue Ribbon Committee to testify in its investigation of the allegedly overpriced telecommunications deal with ZTE. A close friend of Romy Neri, head of the national Economic Development Authority, Lozada served as NEDA consultant and was privy to the backroom dealings involving former Comelec chairman Benjamin Abalos, who brokered the deal, and Mike Arroyo, husband of President Gloria Arroyo.

Fearful that he would be forced to tell the truth, Lozada snubbed the Senate invitation and went to Hongkong with the full support of Executive Secretary Eduaredo Ermita, Environment Secretary Lito Atienza and deputy exdcutive Secretary Manuel Gaite, who sent him P500,000 shopping money.

When he came back on Feb. 5 at 4:40 p.m, he was personally met at the airport by airport and police officers including NAIA Assistant General Manager Angel Atutubo, then Chief Superintendent Romeo Hilomen of the Police Security and Protection Office, Senior Superintendent Paul Mascariñas, and retired master Sergeant Rodolfo Valeroso working with the Aviation Security Group.

He was brought to Laguna and Libis, during which time he met with former presidential chief of staff Mike Defensor who gave him P50,000 and told him to call a press conference and deny that he was kidnapped.

Lozada surfaced on Feb. 7, 2008 in a 2 a.m. conference at La Salle Greenhills and confirmed that persons close to Malacañang had a hand in his kidnapping, which is related to the ZTE deal.

Information from Malacañang sources reveal that the abduction came about because Gloria Arroyo panicked and ordered Defensor to make sure that the Senate does not get custody of Lozada.

Lozada, who remains sheltered by Association of Major Religious Superiors of the Philippines (AMRSP) and La Salle brothers, is facing a perjury charge filed by Defensor. Lozada’s wife, Violet, is out on bail for the perjury case filed by members of the PNP who abducted her husband. The charge stemmed from the writ of habeas corpus she filed before the Court of Appeals on Feb. 6, asking the PNP to produce her husband.

Lozada’s lawyer, Edwin Lacierda, describes the theft case as “so ridiculous, it shows the length those people would go to destroy Jun.”

A certain Milagros Garcia claimed that one day in January 2008, she was standing with a friend in front of Insular Life building in Alabang when a car stopped in front of them and asked for directions going to Portofino, an Italian-style residential area not far from Alabang Town Center.

In her affidavit, Garcia said out of the goodness of her heart she hopped into the vehicle and led the driver to Portofino. Upon reaching Portofino, she got off and went her own way.

After a while, Garcia said she realized she had left her bag containing P113,000 in the car. The next day, while she was watching TV, she saw Lozada and recognized him as the driver of the car where she claimed she left her bag.

The Muntinlupa City prosecutor dismissed the case but Garcia has appealed to the Department of Justice.

Lozada is also facing malversation and graft cases in the Ombudsman. The malversation charge is in connection with the P19.6 million fund supposedly intended for the jathropa project of the Philippine PhilForest when Lozada was president.

The graft case involved the alleged anomalous purchase of motor vehicles, fencing materials and other equipment worth P15 million.

Lozada has fought back and filed kidnapping and attempted murder charges against persons he believed involved in his abduction namely Atienza, then PNP Chief Avelino Razon, Atutubo, Hilomen, Mascariñas, and Valeroso .

One year has passed and it’s still with the DOJ awaiting resolution. Taking note of the reason given by prosecutors in the case of the Alabang Boys that they had to come out with a resolution within 90 days as required by law, Lozada wonders why that deadline does not seem to apply to his complaint.

None of those involved in the kidnapping was sanctioned. Either they continue to remain in their position of power or moved on to higher positions. Razon, upon retirement was named deputy national security adviser. He is now the presidential adviser on peace process. Four months after the abduction, Mascariñas was awarded his first star promoting him to chief superintendent. He is now deputy regional director for administration in MIMAROPA (Mindoro-Marinduque-Romblon-Palawan).

Hilomen got his reward much, much earlier. He was promoted to the position of Ilocos region police chief a few weeks after the kidnapping incident.

Under the PNP promotion system, an officer should not have a pending criminal case/s before he/she can be promoted to the next higher rank. Many are wondering how Hilomen and Mascariñas were able to get a clearance from the Ombudsman.

The writ of amparo that Arthur Lozada, Jun’s brother filed was dismissed by the Court of Appeals. It’s now on appeal with the Supreme Court.

Other personalities involved in the deal that could have defrauded the Filipino people of P14.8 billion are pursuing other careers. Benjamin Abalos was forced to resign as chairman of the Commission on Election and is proudly promoting family-produced “hamberjers”. Romy Neri is now chairman of the Social Security System. Defensor is now in the mining business and continues to maintain close ties with Malacañang.

Jose de Venecia III, president of Amsterdam Holdings, the losing bidder in the NBN project, and who exposed the bribery attempt by Abalos, is eyeing a senate seat in 2010.

The tribulations that came with siding with truth against the powerful have taken a toll on his children, Lozada said. He is concerned that his adolescent son is losing faith in God and is questioning why God is tolerating evil to triumph. “All we could tell him is that, God’s ways are difficult to fathom but we just have to trust him,” he said.

Lozada said he has received a number of offers from foreign governments for asylum if he decides to leave the country. But he said he is not walking out on the Filipino people.

    No matter how much I have disagreed with Mike Arroyo in the past, I am calling shenanigan on this one.

    This is a pdf file of a WORLD BANK report which obviously exists for no other purpose than to destroy the good name of the First Gentleman. The report alleges that Arroyo along with other high-ranking government officials have received bribes from road contracts.

    The effrontery of this hole-in-the-wall organization!

    The WORLD BANK has no clue about what they’re talking about. Oh boy, they are soooo way in over their heads on this one. Look, their puny little mandate is only to lend gajillions of dollars to dirt poor countries like the Philippines for construction of roads and bridges and those sort of stuff .

    Yun lang! Wala nang iba! How dare they presume to know anything about graft and corruption in the Philippines??

    And how can we believe this report when the WORLD BANK is obviously a biased party which stands to gain a lot with the downfall of the Arroyo administration. So much for being a disinterested and credible source.

    Tsk, tsk. Shame on the WORLD BANK for being an unwitting tool of the opposition.

    Between WB and Mike Pidal, I believe WB a million times more.
    Mike’s name is as rotten as a spoiled Balut. From Telecom scam to this recent WB scandal, his name keeps popping up. If he has a good name, then no one has a bad name.

    Yuko, I thought I dropped enough clues that I was writing in an ironic vein. Of course, the WORLD BANK is anything but a hole-in-the-wall affair. Of course the WB cannot be used as the opposition’s cat’s paw. Of course, the WB is the most unbiased and disinterested party in this whole
    sordid affair.

    I also hoped that all the vitriol I’ve directed at the First Pig (most especially on the Mike Arroyo suffers heart attack comment thread) was not lost on anyone.

This was my uncle’s very recent experience sa San Juan De Dios Hospital. Kinain daw ng ng phosphate yung skin and flesh niya sa kamay dahil sa maling insertion ng dextrose. They had to graft some skin from his butt to repair the hand.

    c)Development of Financial Systems: the establishment of strong systems capable of supporting endeavors from micro credit to the financing of larger corporate ventures.
    d)Combating corruption: Support for countries’ efforts at eradicating corruption.
    e)Research, Consultancy and Training: the World Bank provides platform for research on development issues, consultancy and conduct training programs (web based, on line, tele-/ video conferencing and class room based) open for those who are interested from academia, students, government and non-governmental organization (NGO) officers etc.

    The Bank obtains funding for its operations primarily through the IBRD’s sale of AAA-rated bonds in the world’s financial markets. The IBRD’s income is generated from its lending activities, with its borrowings leveraging its own paid-in capital, plus the investment of its “float”. The IDA obtains the majority of its funds from forty donor countries who replenish the bank’s funds every three years, and from loan repayments, which then become available for re-lending. –

    Ngayon e palalabasin pa na gawa-gawa lamang ng WB ang issue against kurap government officials, ang kaso pumiyok mismo ang taga-WB dahil sa tongpats ni FG.

    Nakakahiya sa mga bansa na gustong tumulong sa ating bansa, pero ano ang kanilang isinukli, kundi kababuyan…kaya normal na magreact ang foreign donors dahil pera nila ang ipanangpapagawa sa mga projects na aprobado ng WB.

    Yong mga matatapang ang apog e dapat sa halip na kampihan si fat ganid e magisip-isip muna, bago humirit…pinagtatakpan pa yong mali sa halip na ituwid sana.

    I understand your point of view specially your concerns, but sometimes or many times ang Pinoys eh di makuha sa isang usapan. Ang ibig ko bang sabihin eh…kay simpleng pananalita di maintindihan o kayang unawain, like ng sinungaling at kurap?

    Ang Ellenville community ay composed of different background ng mga Pinoys sa Pinas, OFWs at Migrante. So, normal lamang na maging artistic tayo sa ating panulat, upang madaling maintindihan ng babasa nito either our fellow bloggers or iyong mga kababayan natin anywhere in the world.

    We are living now in computer age… doon nga sa western nations eh robotic na sila, kita mo ang advancement na kanilang teknolohiya…but dito sa Pinas e nangangahoy pa ang karamihan sa mga Pinoys eh. Di ba ang nakakarami eh gustong gumamit ng gasul e heto’t nakakaonsehan pa ang mga traders nito, sino ngayon ang apektado di ba ang mga mamamayan.

    Yan ang simpleng paglalarawan sa makabagong teknolohiya ng ating kapanahunan, kundi natin makuha sa santong paspasan e daanin natin sa santong dasalan…for sure magtatagumpay tayong lahat.

    Kita mo si Wowowee ng dahil sa pagiging takleso eh biglang yaman at ang daming alipores, ganyan din si kristeta ng dahil sa pagiging taklesa e isa siya sa mga highest paid ng mga talkshow sa Pinas.

    Sa madaling salita, dapat tayong mga nakakaunawa ng sitwasyon sa ating bansa e maging practical sa application ng kung ano ba ang maganda at nararapat upang umunlad ang ating bansa.

    Ang dami kasing nagdudunong-dunungan sa atin pero hungkag naman ang diskarte, alam mo gusto kasi ng Pinoy e maging presidente silang lahat…aba e di ata pwedeng mangyari yan!

    Either maging presidente o simpleng mamamayan e maging tapat sa sarili at kapwa-tao, yan ang bottom line ng katatagan ng isang pamayanan. Respeto at paggalang sa isa’t isa.

    The idiot at the DOJ must be really very sick in the head that he should be sacked en pronto together with the criminal mastermind who appointed him to his position. Point is why is someone who has not even been approved and confirmed to serve as Secretary of DOJ be allowed to even make such threat? Unbelievable indeed!

    If there would be an election in 2010, let’s make Jun Lozada a senatorial candidate. Kung sino-sino rin lang ang kakandidato, buti pa si Jun na upright, marunong, edukado at skilled bukod sa lahat ay morally qualified.

    He would be underage for president and vice president in 2010. He would not be 40 years old yet in May 2010.

    I prefer that Trillanes keeps his Senate position. He’s not only too young for higher office, his current condition (detained) is an obstacle. We need younger blood in the Senate. Adel Tamano is one. I also hope Atty. Harry Roque considers running for public office to better serve the people.
