Nakalagay sa report ang gulat ng Hapon na kontraktor nang naka-miting niya si Mike Arroyo. Pina-intindi raw sa kanya na kailangan siya maglagay para makakuha ng kontrata dito sa Pilipinas. Contractor. Kasama raw sa kanilang pag-uusap ang isang dating senador.
Sinabi sa report na ginagawang moro-moro ang bidding at ang karamihan sa mga proyekto na ito ay dumadaan sa E.C de Luna Corp, na siyang pinakamalapit kay Mike Arroyo.
Naka blacklist na ang E.C. Luna Corp sa World Bank kasama na rin ang China Road and Bridge Corp ; China State Construction Corp, China Wu Yi Corp ; China Geo-Engineering Corp, Cavite Ideal International Construction and Development Corp. at CM Pancho Construction Inc.
Sinabi ng abogado ni Mike Arroyo na si Ruy Rondain na peke raw ang dokumento na hawak ng ABS-CBN at Newsbreak. Wala naman sinasabing ganun ang World Bank.
Masyado naman nagpapahalata itong mga buwayang congressman. Cleared kaagad ang mga contractor sa kanilang hearing. Ngunit hindi naman maloloko ang mga tao dahil nakikita naman. May sumulat nga sa aking Facebook:

How can they run after the late Senator Barbers now that he’s dead? Pichay is always part of anomalies? Where did he get all his money? He was among the biggest spenders last election. As for Paras, from being an opposition he has sold his soul to the devil in Malacanang.
Actually, many former senators, congressmen, governors, mayors dead or still alive were involved in anomalies. Former Senator Ramon Revilla controlled the Public Works. The late Rene Cayetano was also involved in stock trading. After 2010, the Arroyo family would be included in the list of most corrupt public officials.

Senator Biazon almost got cheated by Barbers had he not threatened to expose the fraud. Barbers was corrupt ever since way back as a Police Major in Manila. I’m saying that because one of my last missions to the Philippines was similar to a WB project (I was sent to find out what was going on), i.e., it involved a French govt grant for a project worth 200 million dollars at the time.
It was for a vessel monitoring and tracking system (VMTS) which was supposed to serve the maritime needs of the country over a given area.
I was sent to RP in 2001 (just before Christmas) to find out what was going on, (the project was already going forward but so slow a pace that we didn’t know if they actually wanted it or not — fund had to be earmarked for something else or somewhere else if Pinas didn’t want it) meaning if the Philippines wants the grant for the project, they can use the 200 million dollar French govt until a certain date AND —–>on the condition that the money will be used ONLY FOR THAT maritime PROJECT (which in the Philippines said it needed, hence reason French grant was accorded).
Because funds were from French govt, it “followed” that prime contractor would be a French company which in turn would have a tie up with a local contractor for the local building, supplier, etc portion.
But you know what? Malacanang virtually refused (meaning they stopped working on it) and of course, one top level official, without saying it in so many words, said that there were people among the powers that be who were refusing to undertake the modernisation of its maritime monitoring systems — even if the foreign funding was virtually for free — because there was a caveat: NO COMMISSION, NO OVERPRICE, NO BRIBE TO ANY LOCAL SERVICE PROVIDER, LOCAL LOBBYIST, CONTACT, INFLUENCE PEDDLERS, ETC., ETC., — this is official French govt money, it would be illegal by OECD rules to pay bribes or any financial remuneration involving Phil govt officials. (The French private firm that will serve as prime contractor could be be blacklisted in Europe and the big boss sent to prison…)

I returned to Europe and wrote a very simplereport along the following theme: “Philippines seems not interested in project funded by French govt because of restrictive clause against corruption, i.e., terms of funding stipulate that there will be no bribes, commissions, lobby money that will be paid to RP govt officials. Hence, RP agencies likely to refuse grant.”

Mabuti pa nga sa US dahil medyo ok yung nag-aalaga ng mga matatanda at nag-baby sitting. But in other parts of the world, talagang mahirap na domestic work. Halos lapnos ang mga kamay. Anna, I believe that FVR had purchased similar equipment during his time. The problem was there was no software to run it. Erap refused to order the software because he insisted it was part of the original deal.
So we now have an unusable maritime monitoring equipment costing billions, thousands of vote-counting machines rotting in some warehouse also costing billions, P90B steel bridges that have no access roads and an inoperable $2.3B nuclear power plant – all products of corruption.

I’d rather have a french company, US or japanese company to provide services in our country. Quality of work is warrantied. The government’s role is to manage risk thru contractual agreement between countries. (treaty and trades) In the agreement, contract provisions or conditions can include employment of local labor except in certain circumstances such as the need of foreign professional that the Philippines labor force may be lacking in expertise during the start up process. Such risk can be managed by an additional provision by making it possible for foreign entity to train our own professional labor force in the management of its investment.
This part of agreement can be deliberated, legislated and formulated by the Senate.
In every project arrangement, there’s always employment involve, transfer of skills and gaining new skills. I guess, our public officials are not interested for a typical pinoy to learn new skills in home country.

Normal na raw na 5% ang kanyang komisyon sa DPWH. 10% naman ang napupunta sa mga alipores. Ang badyet ng DPWH nitong 2009 ay P140B. Ang 5% nito ay P7B na puwedeng maging komisyon ni COMMISSIONER at P1.4B naman ay paghahatian ng mga alipores.
May posibilidad rin na tumaas pa ang komisyon gaya ng Diosdado Macapagal Blvd. na umabot sa 600% ang tong-pats. Sa DPWH pa lang itong komisyon na ito at di pa kasama yung mga yung galing sa ibat’t ibang ahensiya, iba’t-ibang klaseng katiwalian, at proteksyon galing sa iba’t ibang klaseng masamang bisyo.

Your suggestion is good but it won’t happen during Arroyo’s regime. Congress will block it. DPWH will either blacklist or disqualify contracting companies that does not follow their corruptive protocol. The hatchet men of the Executive COMMISSIONER will just tell these incorruptible companies, – no money, no honey.
This subject reminds of the Late President of Pakistan Bhutto, who’s Husband, who now is the President of Pakistan, also best known during her Administration as Mr. 10%, but at least he paid for his crimes with years in Prison…see Pakistan, not better than the Philippines in just about anything can dispense Justice after all, so there is still hope that FG will get His..

Pakistan, although corrupt, may be a notch higher than RP in terms of justice. The corrupt leaders either go to jail or pay in some other means, like Musharraf who preferred to exit rather than be impeached. Pakistan’s Supreme Court is not like ours – it’s closer to the proverbial lady in blindfold. Musharraf is terribly afraid of SC, and tried to remove the Chief Justice but got the ire of more people. Where in Asia can you see lawyers standing for human rights and demonstrating against the establishment for its excesses? Can Pinoy lawyers do that? Also, many pinoy judges and govt prosecutors are themselves corrupt. Just look at the Alabang Boys case and you know what I mean.

During Makoy’s time, it was AG&P which cornered all the big projects of DPWH. It was on the same street as DPWH but it had to pass through several fixers – obscure contractors owned by the crooks – although AG&P’s name rarely appears on the contract orders even if they were later subcontracted by the winning bidder. A certain quality of work still had to be maintained. I once had a supply contract for spare parts of DPWH’s fleet of buses. I got the order, not from DPWH, but from the company of MPWH’s Minister Hipolito’s personal pilot, without bidding since my company was the exclusive distributor. That is enough guarantee that we would be supplying original parts and not fake replacements that could endanger the Ministry’s passengers.
But today, garapalan na. Check out the projects of EC De Luna. That one in Samar is called “road of a thousand lakes” because of the endless potholes which is becoming a trademark of EC De Luna. Tong-pats is the top concern and the projects are dictated not by the need but by the commissions that have to be made. Think ZTE.

I believe you. The DPWH was considered one of Marcos’ waterloos as a matter of fact. In fact, I still keep the documents I translated into Japanese and vice versa on the complaints of Japanese victims of the ganids in the DPWH. Even then, alam na ng mga hapon ang procedure of bidding through bribery in the Philippines. Kaya tama din si Skip to be critical of WB with the Japanese contractor pretending that he had no previous knowledge of such bribery being engaged in the Fat Ganid and other greedy crooks in the Dorobo government.
Truth was Marcos was in fact removed from office at the height of the scandal regarding the public highways financed with money from the Japanese reparations. Isang kakilala ko nga based in Tokyo before kasama sa kurakutan noon. Nakakasuka sa totoo lang.

I don’t believe the 5% commission reported by the WB. Someone must have misheard the Japanese contractor who should be used to the customary15% commission on any any transaction/bidding in Japan unless otherwise stated. In fact, that was our contention when we protested against the sales of Philippine patrimonies in Japan in 1989 and then between 2001 and even now.

Balweg, I share the same views like you have on Lacson. He may be well meaning but somehow there is something missing. His exposes are puro “gulpe de gulat” but in the end parang kwitis na lang. Just when we expect a good ending, nawala na bigla ang issue.
I understand the fears of the witnesses as the tables can be turned on them. Congress has so far not protected those who came out in aid of legislation. Look at Lozada! Isn’t he still staying with the La Salle sisters because he is fearful for his safety and that of his family? Now, his legal woes are piled up and can any of these senators who encouraged him to testify help him at all?

One of the best things that Lacson can do if he is really keen on exposing this scandal is provide the Japanese authorities with copies of whatever documents he has.
He can try talking to a ranking official at the Japanese Embassy in Manila, who must be from the National Police Agency, even just to force the Japanese to stand witness against the Fat Ganid.
The witness in fact does not even have to go back to the Philippines. He can be interviewed in Japan under oath. It can be done. Wala na mang imposible especially kung ginagawa in the name of justice, peace and order, and to end graft and corruption.
They will surely be glad to cooperate with him on this investigation even just to clarify Japanese involvement in this anomalous and criminal activity of the Dorobo’s husband. If the Japanese contractor is guilty, he can be prosecuted in Japan, and all the kababuyan can be exposed and revealed by the more efficient investigations of the Japanese police.
We actually now have a law allowing for prosecution in Japan of Japanese committing crimes overseas, especially when they are not prosecuted there as is usually the case regarding Japanese criminals and fugitives from the law finding haven in the Philippines.
It is to make sure that Japanese nationals do not embarrass their country and people overseas, and at the same time cooperate with all concerned that justice is done.

How Aguinaldo was able to become the commander in chief of the Filipino Forces and president of the republic defies all forms of logic. His name is even used as that of the camp of our general headquarters of the Armed Forces of the Philippines!
I suggest all Filipinos should get hold of this book “The Rise and Fall of Antonio Luna” by Vivencio Jose. This could be what The pilot and writer Antoine de Saint-Exupery said: “If you want to build a ship, don’t drum up people to collect wood and don’t assign them tasks and work, but rather teach them to long for the endless immensity of the sea.”
If we want to our nation to be healed of the GMA strain of infection, we should acquire the desire to build our nation. It is not enough to talk about the ills of our nation, programs of governance, political and economic programs and organizations, or even tactics and strategies in whatever form. Let us Filipinos acquire the longing for that beauty and immense heritage and potential of our nation which does exist but have yet to be recovered from foreign clutches.

The camp of First Gentleman Jose Miguel Arroyo sees no problem with giving a statement before the Senate on the alleged bribery and collusion that marred World Bank-financed projects.
