Clinton aide shouts at VP Binay, apologizes

By Sheryll Mundo, ABS-CBN News

A female staff from the Clinton Foundation shouted at Vice-President Jejomar Binay and asked him to leave a VIP area where former US President Bill Clinton was staying before his speech at the Manila Hotel.

Binay said he was shooed away by the staff from the VIP holding area where Clinton would wait before speaking at the Manila Hotel forum entitled “Embracing Our Common Humanity.”

“Sabi ko lang (I said) you’re ordering us to leave the room, but don’t shout. You know I happen to be the Vice President of the Republic of the Philippines,” the vice president recounted saying to the female staff.

Binay said that he obediently exited the VIP room and that the female staff immediately apologized to him.

“Sabi ko OK lang. Kailangan titindig tayo at punahin iyon (I told her it was OK. We should stand up and call their attention to their mistakes also),” the vice president added.

He added that Filipinos should always hold their heads high especially when they are being mocked and disrespected. “Sana lagi taas noo tayo kapag tayo minamata o hindi ginagalang,” he said.

A staff from the Office of the Vice President said that they will write a letter to the Clinton Foundation to seek clarification on the incident.

The staff said they made arrangements with the US Secret Service for the presence of Binay at the event.

The Clinton Foundation staff member who shouted at the Vice-President said she was not informed by the US Secret Service about the arrangements made for Binay.

  2. i’m not trying to defend no one here, Binay included nor the Clinton staff, but it’s a given for current and former US Presidents na heavy talaga ang security and I will give the benefit of the doubt dun sa staff ni Clinton that they knew who should be at the holding area. they’ve been doing this forever. they know what to do.

now, why Binay was at the VIP holding area was not really clear, i’m sure lahat sila will have to be cleared muna by the the secret service. saaten naman kasi, pag official ka, they expect the world to know who they are. eh kung hindi kilala like what i think happened here? if Binay was properly recognized, i’m sure hindi naman siguro sisigawan yong tao. hindi naman nang-babastos ang mga merkano esp sa mga state visits

Said, she was not informed by the Clinton’s SS re Binay’s presence. Who is she to be informed e basta nandun at nakalagpas sa SS ni Clinton meant pinayagan.

Very plain looking kasi si Binay at baka dami pang bodyguards kaya siguro nagkaganun. Anyway, Clinton’s staff should have inquired about the presence of the dark entity there or directly asked him ‘who are you?’ rather than generalizing that everyone whose face she doesn’t like is there to mess up the event.

This is not acceptable!

  4. This is not acceptable indeed! If it was a Filipino staff who made this kind of mistake against americans I’m sure she’ll get a ton of bricks worth from fellow pinoys, especially from pinoys who have have made american ass licking their mission in life…
…you know, the ones who after offering their behinds to hairy joe, smiles and says out loud “thunk you suh, may i have anutha?”

  5. duane duane

I expect someone in america to defend americans in one way or another, tama man o mali.

  6. The staff should get more training in foreign diplomacy! my lord! if we reacted to the “wine sucks” comment like it was a national disaster this is a million times worst! oh, but we love the americans than we love our fellow pinoy…too bad…

  7. my god! clinton is surrounded by juveniles! maybe she is just an “intern” too? lets post her picture on the internet! she should be taught a lesson, like monica, she should learn when to keep her mouth shut!

well, what we are hearing here is the side of VP Binay, why not wait for the other side to give the full account of the event before we can give our loonies worth. sometimes we jump too soon only to find out the water too cold for comfortable swim…

  9. well, pinoys have been historically been selling out to americans…remember gregorio del pilar?
    “remember tirad pass?!”

One thing about Americans, they are as compassionate as they are also arrogant. For all the good that America stands, it is a fact that America is a bully.

America respects more those people/nations who fought her during the past wars(Germany, North Korea, Italy, Japan, Vietnam, etc) and those nations whose ideologies differ from theirs. A good example is Fidel Castro. For all the Americans’ hatred for the bearded one, Americans regard the Cubans to high esteem.

But once one kisses their ass especially for a very long time, they forever look down on you………….even as one is an ALLY.

One does not earn the Americans’ respect by forever patronizing them.

  12. chi chi

jawo, I agree! Balewala lang tayo sa kanila because our leaders proved to be US aliping saguiguilid forever, that’s how US interpret an “ally” in us.

  13. Thirty seconds:

Binay could have taken 30 seconds to stand his ground. The first 15 seconds is where Binay instructs one of his protocol-aides to ask, the last 15 seconds — Binay protocol-aide going to the Clinton-staff member to ask Why since Binay is Vice President and arrangements had been made.

So OK lang sigawan basta hindi VP or gov’t official?

  15. #15, we don’t know really what drove that Clinton staff to make sigaw to Binay. My point, if she knew na VP pala yong pinapaalis nya, i’m pretty sure she would not do what she did. understand that they’ve been doing this over and over and over.

Now, to your question: “So OK lang sigawan basta hindi VP or gov’t official?” pag matigas ang ulo and you really want to deliver your message, why not? Hindi ba what that Clinton staff did was very Filipino anyway?

  16. Mike Mike

The whole scenario have shown, there is no “perfection” in this world ( kahit na anong talino-dunong, kapangyarihan, karanasan, etc…). We are all subjected to ERRORS or mistakes, the bottom line of learning or education. Humility and open-universal mind is the need of the time. With the above postings, I like #s 6, 2, 8, 15, 18, and 19…# 8 has the best setting of the mind, very open. One of the “negative” cultures that we should avoid is Jumping too soon to a conclusion, without analysis of other factors affecting the general situation ( overall ). Prejudging is not a good thing to arrive into conclusion. This is risky and dangerous ( this what happened during the Manuel Quezons, challenge of independence for the Philippines. He favored more of running the country like HELL,… and we got it…etc..). The greatest book on earth thought also about prejudging…sabi nga ng # 22 “trabaho lang yon,sa isat-isa ( THE vp AND THE protocol of the US staff ), umaray !!!naman agad-agad, for correction, and immediately, nag-sorry naman din, bakit pinalalaki pa natin ang issue ?…di na ba tayo tatanda at mamamatay ( to live forevermore)?..fault findings is always the cause of irritation and resistance. Its better to be always having a broad minded personality….my food for thought.

  23. 2b1ask1 2b1ask1

Apology was not enough. I think a diplomatic complaint should be filed. These arrogant Americans should be taught a lesson for disrespecting a Vice President of the Philippines right in our own land.

I don’t know if the female staff was white or African American. But it doesn’t matter.

On a lighter note, Vice Binay could have been mistaken as an ordinary man due to his look. Di kasi mukhang Vice President. I’m reminded of similar incident that happened to then Vice President Estrada in the US. I think he was treated not well by the US Secret Service.

If the above incident happens to an American official, what do you think’s gonna happen? Let’s say US Vice President Biden was yelled at by a Filipino staff.

Our leaders in general always cry for respect and yet they themselves and their actions in many cases don’t always reflect respect of their own.

Foreigners always think they are better than us in our home. Could be true because they can see what many of our leaders do to many of us…never mind the country but ourselves!

For our leaders, you reap what you sow, always is!

Bill Clinton suggested for our brothers and sisters OFW to be invited back and work here at home. He thought that they can help build this country. I certainly agree with him, problem is our own government, lalo na yung nakaraan, does not know what to do kasi ang nasa isisp nila ay dilihensiya and prefers OFW to stay where they are and just send the money!

Kung anu-ano ng salitang pambugaw langaw ang inabot at aabutin nitong hayupak na aide ni “I did not have sex with that woman.”

Ano kuro ni PeNoy diyan, “okay lang it was only a mistake?” Or dahil may inaasahang tulong ang pinas e baka kiss the butt kaya – hehehe.

Uy, class ba red and white wine diyan? I did not have sex with that woman!

  32. chi chi

Those were nice words coming from Billy…”invite back pinoys” to work in the country. “He thought that they can help build this country” (olan)

If Clinton could do employment wonders today, he would have done it in his homeland, not anywhere else.

Marunong talagang mambola itong si Bill, but still nice of him to visit Pinas without seeing Gloria Arroyo on the sides.

Binay being in the VIP is the problem of the secrete service not Binays. I believe what Binay related and have no doubt that what he said indeed happened.

I know for a fact that there are many uneducated Americans, probably as many Pinoys. Yes, I also know for a fact that there are many rude Americans in the State Dept., especially the low ranking ones.

Tama si Binay Pinoys should hold their heads high and support one another. I absolutely have no doubt that this Clinton aide yelled at Binay.

What if it happened to Chinese government that’s not in the best of term with the US at present? Incidents like this one would not be ignored without a strong reaction.

  69. Just a few days ago during Pres Obama’s visit to India, there was a photo-shoot that featured Obama and India’s Singh. The Indian protocol-people barred the 8 members of the USA press-corp from entering the room. Obama’s Press Secretary had a verbal argument with the India protocol-people and insisted that the USA press-corp gets into the room, or the entire USA delegation (including Obama) walks out of the room.

  70. chi chi

If that happened in China, would Gibbs also do the same threat?

  71. martinsampaga martinsampaga

    @71-tingog boss,

  72. to chi at #72: Gibbs did the same thing against Chinese protocol people. Gibbs insisted that the US press-corp accompanying Obama gets into a photo-shoot, or the entire delegation leaves. This was last year, but the setting was Copenhagen.

humility is a virtue ang sabi nga ng nanay ko…pero ano ba ang dahilan kung bakit Clinton paid a visit sa atin? I understand he just stayed for a few hours?…oh well iba na nga ang mayamang bansa…

  74. martinsampaga martinsampaga

    @74- Rose

  75. baycas2 baycas2

“Our common humanity,” such huge meaning Clinton’s lecture attempts to convey and yet some incidents mired the occasion…

Equally offensive, if not more, as Binay’s humiliation is the time when Moshe Dacmeg was being asked to leave (“almost thrown out”) the conference area by an American apparently because of “non-compliance” to dress code.

Dacmeg, a 19-year-old aide of a Kankanaey and administrator of the Baguio-based National Institute of Information Technology (Vladimir Cayabas), wore his traditional G-string attire. He had a prized ticket for the lecture and, in fact, was already allowed entry (though probably in “decent” clothes at first)…only to be asked to get out just because of his “inappropriate” attire!

It’s a good thing professionalism prevailed and Dacmeg’s boss allowed him to put on a shirt so he can be allowed to stay for the lecture:

“But it was cold so I allowed Moshe to finally wear the shirt. Then we listened to Clinton preach about embracing our common humanity. That we should all embrace economic and cultural interdependence. We were amused by the irony,” Cayabas said.

(From today’s Inquirer by Vincent Cabreza, page A9)

…little did the American diplomat know that he was almost throwing out an FBI* man!

  76. parasabayan parasabayan

They are guarded just as much as the current one. They do not rely on the local security natin. So, if Binay’s party was not introduced to the security staff of Clinton, walang sasantuhin ang security staff ni Clinton. I bet you too that it was not only Binay who was yelled at but everyone in the room. Siguro din maraming mga alipores si Binay who wanted to go into the VIP room. Ganyan sa atin, sangkatutak na alalay.

Binay is just a few inches than the pandak arroyo and kayumanggi talaga so maybe, Clinton’s staff thought he was just one of the regular guys.

  77. 2b1ask1 2b1ask1

Perhaps the staff suspected Binay was GMA disguised as a man. Or they thought Binay was GMA’s brother.

  78. vic vic

But as VP relate the incident, the Staff apologized for the misunderstanding and he accepted the apology but why did he, Binay pursued the issue after accepting the Apology? a gentleman would have shaken hands would just move on.

  79. parasabayan parasabayan

If Binay is so onion skinned, he would have made a big deal when Pnoy hinted that he will not even consider him for the DILG position. Cool naman si Binay. An apology from Clinton’s staff would suffice.

  80. chi chi

  81. 2b1ask1 2b1ask1

Another good point. Why was Binay complaining to the media if it was not a big deal to him?

Binay might as well focus on investigating the Pag-ibig loan mess implicating Kabayan Noli de Castro. This early, Binay is even saying there’s no evidence to charge Noli. Noli was the Housing Czar then and attended Board meetings that led to the approval of the bad loans.

  82. balweg balweg

    #81 Vic,

  83. balweg balweg

    #84 2b1ask1,

Yeah, it’s a big deal in the sense of mayroong nakawitness sa pangyayari kaya 100% magleak ito sa media…at possibleng mayroong paparazzi to witness the incident.

But this Clinton’s staff (the girl, I mean), you are not shouting at just any VIP, you pussymouth, Binay was a Most Important Person, #2 to be exact. If you didn’t know that, then that’s your problem.

Everyone is entitled to be stupid, but you, you sucking intern you, abused that privilege.

  85. hahahaha! kaloka mga comments here! an sarap basahin kaya hehehe gaya nito hahaha

TABLA NA! ok?

Philippines vs. Vietnam = Philippines -1
Philippines vs. USA = Philippines +1

O, watch tau what happens in Korea and Japan.

  86. saxnviolins saxnviolins

Although mabait si Binay, dapat umalalay si Noy at dineklara agad na persona non grata yung intern, at pinaalis in three hours.

Kung lagi tayong nagtitiimbagang, talagang tatapakan tayo.

And don’t give me no security crap.

  87. rose rose

nabasa ba ninyo ang “The Ugly American”? We need not read the book…we know what an “Ugly American” means..nakita na natin ang katotohanan…maputi nga ang karamihan sa kanila pero medio ata maitim ang puso ng ilan…Mabuhay ang Pilipinas…Pilipinas win na win ang sabi nga…

  88. 2b1ask1 2b1ask1

Those who know Binay can say he also fights back. Matapang at palaban din iyan. Not only was he a human rights lawyer, he’s a reserved AFP officer. How many times did we see him demonstrators in Makati? He was calm after being shouted at due to his current position as Vice President.

  89. 2b1ask1 2b1ask1

Correction: …see him confronting cops and soldiers who tried to stop the demonstrators in Makati.

“But as VP relate the incident, the Staff apologized for the misunderstanding and he accepted the apology but why did he, Binay pursued the issue after accepting the Apology? a gentleman would have shaken hands would just move on.”
    – vic

  91. duane duane

I’d rather re-phrase my previous comment:

As expected, most of those who are in america are heavily defending americans, kahit na mali.

  92. Mike Mike

?It was Vice President Jojo Binay’s fault that he allowed himself to be shooed away by security aides of former US President Bill Clinton at the Manila Hotel lobby.

He should have stood his ground and told off Clinton’s aides the way then Vice President Erap told off Clinton’s security detail in 1996 during the Apec Summit held in Manila.

When a Clinton aide told Erap not to tail Clinton too closely, Erap blurted out: “I’m the Vice President of this country. Nobody tells me what to do in my country.”

Perhaps Binay was so star-struck with Clinton he had temporary amnesia—he forgot he was the country’s vice president.”

    – Ramon Tulfo/ Philippine Daily Inquirer

  93. to mike at #90: “Syempre, para mapagusapan.

  94. Becky Becky

I imagine the US security brought again sniffing dogs.

Wherever they go, American security throw their weight around. Can’t blame them really.

  95. “Sabi ko lang (I said) you’re ordering us to leave the room, but don’t shout. You know I happen to be the Vice President of the Republic of the Philippines,” the vice president recounted saying to the female staff.

Someone from Binay’s own staff should have stood up or come forward to tell Clinton’s staffer firmly and defiantly if necessary that she had just shouted at the VP of RP and that it wouldn’t do at all, but not at all! Binay needn’t even have defended himself. Let Clinton’s staffer stammer all the way through…
