It was most fitting that Brig. Gen. Danilo Lim’s petition before the Supreme Court, through his lawyer Vicente Verdadero, to stop the special general court martial convened to try him, Maj. Gen. Renato Miranda and 26 other marine and army officers for the alleged coup plot in February 2006, started with the statement:
“The fundamental rights guaranteed in the Constitution apply to all persons, including those subject to military law. It would indeed be paradoxical if military men who are called upon in times of the gravest national crises to lay down their lives in defense of peace and freedom would be the very people to be singled out for denial of the fundamental rights for which they risk their lives.”
Miranda, Lim, Col. Armando Bañez, Maj. Jose Leomar Doctolero, and Capt. William Upano, who are now detained in Camp Capinpin in Tanay, Rizal, also asked the High Court for their release. The officers have been accused of either one or two or all of the following violations of the Articles of War: mutiny, disrespect towards the president, willfully disobeying order, and conduct prejudicial to good order and discipline.
Wives, children and gandchildren of the detained Marines and Scout Rangers were at the Supreme Court yesterday to give moral support to each other when Atty Rolando Cipriano, lawyer for Maj. Gen. Renato Miranda; Atty. Vicente Verdadero, lawyer for Brig. Gen. Danny Lim, Atty. Vicente Caoile, lawyer for Col. Armando Bañez; and Atty. Dante Xenon Atienza, lawyer for Maj. Jose Leomar Doctolero and Capt. Wiliam Upano, filed the petition for certiorari, prohibition and habeas corpus in connection with the detention and court martial of the 28 military officers.
They, too, are victims of the injustice being perperated on their husbands, fathers, and grandfathers.

Military officials tagged in last year’s failed coup plot against President Arroyo yesterday asked the Supreme Court to order their release from detention and to stop the court martial proceedings against them.
Marine Major Gen. Renato Miranda and Brig. Gen. Danilo Lim, Army First Scout Ranger Regiment commander, filed a petition for certiorari, prohibition and habeas corpus before the SC against AFP chief Hermogenes Esperon Jr. and the Special General Court Martial No. 2 (SGCM2), which ordered their detention for alleged violation of the Articles of War.
Maj. Gen. Ben Dolorfino, head of the National Capital Region military command, is now acting as spokesman for Gloria Arroyo.
He gave to media Arroyo’s supposedly exact quote when she visited the Baseco compound slum last Saturday, which was: “Congratulations and keep up the good work.”
We have no reason to doubt Dolorfino’s report because Ignacio Bunye, the one who holds the title of presidential spokesman, has not denied Dolorfino’s quotation of his principal.
Sabas Mabulo is running against Dato Arroyo, son of Gloria and Mike Arroyo, in Camarines Sur.
Against all Odds
By Sabas Mabulo
More than a decade ago, when I first entered government service by way of running in an elected position, it was clear in my mind that the only desire in me was to give a part of my life in the service for my people.
True enough, I was entrusted a sensitive post for 12 years (3 years as a municipal kagawad and 9 years as a local chief executive). But, least to my expectation and never in my wildest dreams have I considered the thought of wanting a higher post other than what was granted to me by my town folks for I am aware that, that would be like paddling against all odds.
I looked at the statistics of the Department of Education and I deeply understand why Jun Ducat had to do something drastic for the 145 children in his Musmos Day Care Center.
DepED statistics (2004) showed that for every 100 children Grade One pupils in the Philippines, only 51 or about half manage to finish high school.
DepEd has this term “cohort survival rate” (CSR) that means “the proportion of enrollees at the beginning grade or year who reach the final grade or year who reach the final grade or year at the end of the required number of years of study.”
