Last Friday. I got this text from a friend: “NAIA manager Al Cusi, Dureza and Atty. Tony Zulueta here now in Manila Pen bar brainstorming on how to shield Jocko when he arrives. Pabalik na Jocjoc. Overheard sila by a friend. Media should be alerted.”

Dureza, of course, refers to Press Secretary Jesus Dureza and Zulueta is the lawyer of former Agriculture Secretary Jocelyn “Jocjoc” Bolante.

The next day, I got another text from the same friend: “From embassy source:Jocjoc next week to be escorted by US Marshall. Jocjoc wife already here. Maybe media should start making noise to pre-empt government attempt to silence him.”

While the world is in financial crisis and Filipinos are tightening their belts some more, the top brasses of the Philippine National Police are living it high.

News report say two police generals, Police General Eliseo de la Paz, director for comptrollership until Oct. 9 and PNP Region 9 chief Director Jaime Caringal, together with their wives are being held in Moscow pending completion of the probe on the 120,000 euros (roughly P6.9 million), found with Mr. Maria Fe de la Paz while they were exiting the Russian capital last Saturday.

The amount of 120 euros exceeds the allowable amount of $10,000 (roughly 7,365 euros) for each airline passenger.

President Arroyo Arroyo left people puzzled yesterday after countries and institutions said they were unaware of a plan she announced to set up a regional fund to deal with the global financial turmoil.

Arroyo said on Wednesday the World Bank had committed to initially provide $10 billion to a fund to buy toxic debt and help banks in the region hit by the financial crisis.

Arroyo said the 10-member Association of Southeast Asian Nations, its three dialogue partners of Japan, China and South Korea, the Asian Development Bank and the International Monetary Fund could also contribute to the fund.

A World Bank official, however, said the bank has no plans to contribute to the fund, and the Asian Development Bank said it was too early to talk of contributions to the facility because the region remains economically strong.

Asean member Singapore said it was not aware of any such plan.

Hindi nakakasiguro si Arroyo

Dapat lang mag-alala si Gloria Arroyo kapag tingnan niya ang botohan ng Supreme Court sa MOA-AD.

Hindi dahil natalo ang Malacañang dahil sabi nga ni Press Secretary Jesus Dureza, ibinasura na nila yun na nahalata nilang nabuking sila sa kanilang pambabastos ng Constitution. Kungdi, lumalabas na ang mga taong akala niya hawak niya ay minsan nagkakaroon ng konsyensya at darating ang oras na hindi niya mapagawa ng kanyang kagustuhan.Habang palapit na ang kanyang pagkawala sa kapangyarihan, hihina na rin ang hawak niya sa kanila.

Sa mahigpit na botohan (8-7), sinabi ng Supreme Court na labag sa batas ang Memorandum of Agreement on Ancestral Domain sa pamamagitan ng pamahalaang Pilipinas at ng Moro Islamic Liberation Front o MILF.

Ex-PNP officer, wife held in Moscow over euros

A retired Philippine National Police (PNP) official and his wife have been prevented from leaving Moscow until they can present documents that will justify why there were carrying cash beyond the allowable limit of €10,000.

In a live interview on QTV’s News on Q on Tuesday, PNP Region 9 chief Director Jaime Caringal, who is also in Moscow, said retired PNP director Eliseo Dela Paz and his wife, Meeah, are in a hotel and “are okay.”

“Nagkaroon ng kaunting questioning. May pera na more than authorize na dapat i-declare (There was a little questioning. They were carrying more money than authorized that they should have declared),” Caringal said.

Dela Paz was the former PNP director for Comptrollership.

MOA-AD unconstitutional , 8-7

The Supreme Court, voting 8-7, yesterday declared unconstitutional the memorandum of agreement on ancestral domain that the government would have signed with the secessionist Moro National Liberation Front two months ago.

The MOA-AD, whose signing was stopped by the tribunal, proposes to create a Muslim homeland in the South which will have its own judicial system and police force.

The Muslim homeland will be governed by the Bangsamoro Juridical Entity (BJE), also proposed to be created under the MOA, which can enter into economic agreements and trade relations with other countries.

The Supreme Court said the government peace negotiating panel that crafted the MOA with the MILF violated the Constitution when it initialed the agreement that would have ceded a portion of the country’s territory to the secessionist group under the BJE.
